Identifying South Asia as a major hub of international terrorism, the US State Department in its report for 1999, has accused Pakistan and Afghanistan of harbouring several international terrorist organisations including those operating in Jammu and Kashmir. The report severely criticises Pakistan for refusal to end support to groups that train terrorists in neighbouring Afghanistan and in Pakistan itself. The report added that Pakistan has declined to close "certain Pakistani religious schools that serve as conduits for terrorism" even as it has arrested and extradited several terrorists.According to Michael A Sheehan, the Department’s coordinator for counter-terrorism, the report stopped short of labelling Pakistan as a terrorist sponsor State as "it is a friendly State that is trying to tackle the problem." The report cites "credible reports," which says, that Pakistan continues to support militant groups like the Harakat ul-Mujahadeen, a prominent terrorist group involved in Jammu and Kashmir's militancy.Reacting to the report, Pakistan vehemently denied that it was in any way supporting or tolerating terrorism. News reports indicate that intelligence sources have warned of a possible attack by Pakistan based terrorist groups that have opposed the cease-fire offer on Abdul Majid Dar, the Hizb-ul Mujahideen leader who had announced the cease-fire offer on July 24. The Islamabad based Muttahida Jihad Council (MJC) an umbrella body for 18 terrorists outfits active in Kashmir reportedly removed its chairman, Syed Salah-ud-din, also the supreme leader of the Hizb-ul Mujahideen. The All Party Hurriyat Conference has disagreed with the Hizb’s offer and termed it as "precipitous" and hasty. Simultaneously, the Hurriyat added in its official reaction that the solution to the Kashmir problem lay in "meaningful dialogue between respective parties to the dispute". Meanwhile, a Pakistani Foreign Ministry spokesman clarified that Pakistan had no influence over the unilateral cease-fire announcement by one of the biggest militant groups in Jammu and Kashmir. He added that the "Kashmiri leadership is the best judge of how they proceed in certain circumstances and it is for them (to decide) how best to carry forward their struggle".

A survey carried out by a private agency Marketing and Development Research Associates in 32 urban and rural locations in four districts of Srinagar, Budgam, Baramula and Anantnag (in Kashmir valley) and Kargil (Ladakh), has stated that 82 per cent of the respondents support a ‘Hizbul Mujahideen-type ceasefire’ while 70 per cent want Pakistan to stop supporting terrorism in the valley. The survey also claimed that 74 per cent of the respondents want ‘Azadi’ (independence) while 77 per cent think that the Hurriyat Conference represents the aspirations of the Kashmiri people. Another result indicated by the survey is that while 91 per cent say that Pakistan must be involved in the peace process, 39 per cent believe that a solution to the Kashmir problem lies within the framework of the Indian Constitution.

The Commission of Inquiry into the police firing on April 3, 2000 at Brakpora in Anantnag district, headed by Justice S R Pandian, a retired judge of Supreme Court of India, submitted its report to the Chief Minister Farooq Abdullah on October 27. In this incident where security forces fired on a protest march outside the SOG camp in Brakpora, Anantnag district, eight civilians were killed and more that 12 injured. The State government is yet to release the report. However, citing " well-informed sources", a news report on October 28, has speculated that seven security force personnel, three of the Special Operations Group (SOG), a unit of the Jammu and Kashmir Police and four of the Central Reserve Police Force (CRPF), were held directly responsible by the Commission for the incident. The Commission is also reported to have ruled that there was no evidence against two senior security force officials, Farooq Khan, the then Senior Superintendent of Police (SSP), Anantnag district and Gazanfar Ali then Station House Officer (SHO), Achhabal, for culpability in the incident.

Jammu and Kashmir Chief Minister, on October 31, announced that the State government had accepted the reports of the Inquiry Commissions into the Brakpora and Pahalgam incidents in the State while the Justice Pandian Commission which enquired into the Brakpora firing incident has been asked to inquire into two events that preceded the Brakpora firing namely the Chattisinghpora massacre and the Pathribal "encounter". In the Brakpora incident, several civilians who were part of a protest group were killed in firing by security forces. The incident was investigated by the Justice (retired) Pandian Commission. In the Pahalgam incident, several civilians who were part of a pilgrim group, were killed when two terrorists opened fire on the group and security forces escorting the group retaliated with indiscriminate firing. This incident was investigated by a senior army officer, Lt. Gen. J R Mukherjee. The Chief Minister confirmed earlier news reports citing unofficial sources which said that the Justice Pandian Commission had held personnel of the Central Reserve Police Force and the State police guilty of unjustified and unprovoked firing on a peaceful procession. The Chief Minister also added that the Lt. Gen. J R Mukherjee Commission had held personnel of the CRPF and the State police guilty of "excessive firing" and "dereliction of duty" respectively. He announced that legal action is being taken against personnel indicted in the two incidents. Clarifying on the issue of the then district police of Anantnag district, Farooq Khan, who is currently under suspension but has been absolved of any responsibility by the Pandian Commission, the Chief Minister held that the officer would be reinstated only if the proposed enquiries into the Chattisinghpora massacre and Patribhal 'encounter' absolve him of any guilt. He added that, on the recommendations of the Committee, the State Government would constitute a committee of top-level bureaucrats to ensure the best possible security and other related arrangements for the Amarnath pilgrims. He said that all recommendations would be implemented so that incidents like that of August 1, 2000, did not occur in future.

The Rajya Sabha, India's Upper House of Parliament, was informed on November 24 that 6699 persons, including civilians and security force personnel were killed by terrorists and extremists in the three main theatres of internal conflict, namely Jammu and Kashmir, the North-East and Bihar between 1998 and October 2000. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. The Union Home Minister LK Advani, also speaking in the House, said that measures had been taken to enhance cooperation with Nepal, particularly with regard to implementing effective border management since the Indo-Nepal border is being used by the ISI for to infiltrate terrorists through this porous border.

A Hurriyat spokesman said the meeting of the seven member executive committee discussed "the situation arising out of the unilateral ceasefire and unanimously reiterated its stand that Hurriyat will take part in any meaningful and result-oriented political process aimed at resolving the Kashmir issue permanently." All top Hurriyat leaders attended the executive council meeting, including chairman Abdul Gani Bhat, Mirwaiz Umer Farooq, Syed Ali Shah Geelani, Abdul Ghani Lone, Mohammad Yaseen Malik, Maulana Mohammad Abbas Ansari and Sheikh Abdul Aziz. News reports added mild clashes occurred between supporters of the Hurriyat leaders outside the venue of the meeting. These gadgets reportedly include Unmanned Aerial Vehicles (UAVs), Remote Sensing Detectors and Sensors on the Line of Control (LoC). It has also been decided to fence the 100-km Jammu-Pathankot stretch of the international border to check the regular attempts of infiltration.
