A media report quoting official sources indicated that the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, is infiltrating more foreign mercenaries into Jammu and Kashmir (J&K). According to data prepared by security agencies, from November 2002 to the first week of February 2003 approximately 304 terrorists are reported to have crossed over to J&K across the International Border and the Line of Control (LoC). The figure during the corresponding period in 2001-2002 was 467. However, the percentage of foreign mercenaries among the infiltrators during the present period has increased to approximately 80 per cent as compared to 24.62 per cent during the same period in 2001-2002, the report said. The ISI is reported to have infiltrated 241 foreign mercenaries and 63 local terrorists during November 2002 and February 2003 as compared to 352 locals and 115 foreigners during the corresponding period in 2001-2002.

Quoting a senior Indian Army officer, a media report of March 7 said that, though the armed forces have lost over 1,000 soldiers in terrorist attacks in the last three years, the ratio of security forces (SFs) killed to terrorists killed was overwhelmingly in favour of SFs. A rough calculation of the latest figures, the report said, revealed that the ratio in Jammu and Kashmir (J&K) on the whole hovers around 1:5, occasionally even going up to 1:10 during some months. The report further added, "The recent increase in the number of specially-trained battalions of the … Rashtriya Rifles (RR) to around 55 has strengthened anti-terrorist operations in J&K." Additional RR batalions are needed because infiltration from Pakistan is likely to increase during the approaching summer. Over 15,000 terrorists have been "neutralised" in J&K since 1990. In the year 2002, 1,522 terrorists were killed in the State, while 1,432 terrorists had been killed in the year 2000. The report said, "Over 60 per cent of them [terrorists killed] have been foreign mercenaries". Another report said, according to figures tabled in Parliament on March 6, as many as 982 troops of the army were killed and 2,507 more injured in terrorist violence in J&K, between January 2000 and February 2003. During the same period, 65 troops were killed in the Northeast.

Official sources said the death toll in the terrorist attack on a remote police post in Gool area of Udhampur district, on March 16, was nine Special Police Officers (SPO) and two civilians. Initial reports had indicated that at least 11 police personnel were killed and two others injured as unidentified terrorists blasted a police post with rockets and grenade launchers. These sources also said that the terrorists abducted seven persons and injured nine others. They also looted all arms and ammunition from the destroyed police post, including 28 rifles and a Light Machine Gun. They also set ablaze the police post, a Primary Health Centre building and eight houses in the village before escaping. Further, when last reports came in, the whereabouts of four police personnel and three civilians held hostage by the terrorists remained uncertain. A massive search operation has reportedly been launched by the Border Security Force (BSF) and police to trace the hostages and track the terrorists, whose number was stated to be between 30 to 35 with a majority of them being foreign mercenaries. Official sources said the terrorist attack appears to be in retaliation to the killing of Hizb-ul-Mujahideen’s Chenab division ‘commander’ Iqbal Fareed, and his four associates, in the same area on February 25. Sources added that a group of approximately 30 to 35 terrorists and at least 50 civilians, who were being used as a human shield, attacked the Ind police post, which was being manned mainly by the SPOs. Meanwhile, a message intercepted by the security forces later in the day indicated that cadres of four terrorist groups had jointly carried out the raid. The group comprised of terrorists of the Hizb-ul-Mujahideen (HM), Al Badr, Harkat-ul-Jehadi-e-Islami (HuJI) and Lashkar-e-Toiba (LeT).

As many as 893 terrorists, including those detained under POTA, were lodged in different jails and joint interrogation centres in the State, Chief Minister Mufti Mohammad Sayeed said in a written reply to a question during the session of the Assembly. He added that 625 persons have been detained under the Public Safety Act, Arms Act and Explosive Substance Act.

The annual report of the Union Home Ministry for the year 2002-2003, which was released on April 28, has indicated that the country was overwhelmed with internal security problems generated from outside. The report also pointed out that terrorism in Jammu and Kashmir (J&K) and in the northeast as well as violence by left-wing extremists in the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Orissa as the area of concern. It also further stated that approximately 60 to 70 per cent of terrorists operating in J&K are from outside, "under the direct control of Inter Service Intelligence (ISI), Pakistan’s external intelligence agency'' with local people "playing the role of porters and guides.'' The report also pointed out that Pakistan was "making efforts to revive terrorism in Punjab in a big way and the ISI has assured its commitment to the revival of Khalistan movement.''

Media reports on May 11 have indicated that the Government has handed over to Bangladesh a list of 155 training camps, with their exact locations, allegedly being run by various terrorist outfits operating in the five North Eastern States and has also sought their removal. The outfits who are said to have camps there include, among others, unnamed faction(s) of the National Socialist Council of Nagaland (NSCN), primarily operating in Nagaland, United Liberation Front of Asom (ULFA), Muslim United Liberation Tiger of Assam (MULTA), Dima Halim Daogah (DHD) and National Democratic Front of Bodoland (NDFB), operating in Assam, People’s Liberation Army (PLA) operating in Manipur, Achik National Volunteer Council (ANVC) in Meghalaya, and National Liberation Front of Tripura and All Tripura Tiger Force (ATTF) operating in Tripura. Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), and Al Qaeda are allegedly assisting an unspecified number of these outfits in training. Besides, the Government has also asked Bangladesh to hand over 85 terrorists, including ULFA leaders Anup Chetia and Babul Sarma, who were arrested in Bangladesh over a period of time from various places. Quoting military intelligence sources in New Delhi, media reports on May 13 have said that approximately 4,500 terrorists allegedly trained in Pakistan are waiting along the 740-km of Line of Control (LoC) to cross over into Jammu and Kashmir (J&K) from "several launch pads". The intelligence sources also reportedly maintain that these terrorists are trained in camps located in places like Muridke in Pakistan. The officials also say that approximately 2,500 terrorists trained in Pakistan are currently operating in J&K.

According to official sources, in a major ongoing operation, the army, using Mi-17 helicopters and mountain artillery, have killed approximately 65 Pakistani terrorists in over six weeks to clear a vast area near the Line of Control (LoC) in the Surankote area of Poonch district where the mercenaries had set up ‘command centres’. Army officials were quoted as saying that groups like Jaish-e-Mohammad (JeM), LeT, Al Badr and Hizb-ul-Mujahideen (HM) had over a period of time set up fortifications in the dense forest areas and had been using these bases to facilitate terrorist infiltration into Jammu district and Kulgam, Shopian and Pulwama areas of the Kashmir Valley. SFs, in a major operation, which commenced in the first week of April, launched an attack to destroy these bases and convert some of them into SF camps.

Terrorism-related violence in Jammu and Kashmir (J&K) has shown a significant decrease from January 1 to May 15 this year compared to the corresponding period last year, official sources were quoted as saying in a media report. The total number of terrorism-related incidents registered a decrease of more than 17 per cent as only 110 acts of violence were recorded in the State this year, compared to 134 last year. There was a 20 per cent decrease in civilian deaths as 288 persons were killed in various incidents compared to last year’s 364 for the corresponding period. Deaths of security force personnel also registered a downward trend as 96 of them were killed since the beginning of year 2003 as against 110 for the last year. The report added that fewer terrorists - a decrease of approximately 32 per cent - were killed this year compared to year 2002. The sources said though only 474 terrorists were killed since the beginning of 2003 compared to 696 last year, security forces have killed as many as 60 terrorists in the first fortnight of this month. However, the number of bomb blasts in J&K increased marginally, recording a 10 per cent increase. During the current year, terrorists exploded as many as 152 grenades and Improvised Explosive Devices (IED) compared to 138 explosions for the corresponding period last year. Further, district-wise, Pulwama in the Kashmir Valley witnessed the highest number of incidents of violence since the beginning of the year followed closely by Rajouri in the Jammu region. Sources added that Jammu and Kathua districts were the most peaceful of all districts in the State as only two incidents of terrorism-related violence were recorded in each district since January 1, 2003.

According to a release issued by All Parties National Alliance (APNA), in a survey carried out in Rawalakote district of PoK, over 95 per cent of people favoured independence rather than accession to Pakistan. APNA, reportedly an amalgam of various political parties in PoK, had earlier announced that it would be holding a phased survey in all the districts, including areas like Gilgit and Baltistan. APNA along with the Gilgit-Baltistan National Alliance (GBNA), an amalgam of political parties in the Northern Areas, has been demanding its inclusion in the peace process between India and Pakistan.

In a written reply in Lok Sabha, (Lower House of the Indian Parliament) on July 22, the Minister of State (MoS) for Home, Harin Pathak, said that 682 persons have been arrested under the Prevention of Terrorism Act (POTA) across the country thus far. He also reportedly accepted that the Home Ministry had received complaints about the misuse of the Act. Giving details, he said that approximately 60 per cent of these arrests were made in Jharkhand and Jammu Kashmir (J&K). Of the 234 persons arrested in Jharkhand, 104 were later released following a review by the State Government. Other Sates where arrests have been made under POTA include 181 in J&K; 83 in Gujarat; 44 in Delhi; 42 in Maharashtra; 41 in Tamil Nadu; 40 in Andhra Pradesh; 28 in Uttar Pradesh; six in Sikkim and three in Himachal Pradesh.

Reports from south Kashmir have indicated that unidentified terrorists ambushed the vehicle of Bhushan Lal, a local Awami League (AL) leader, at Lalchowk in the Anantnag town of Jammu and Kashmir (J&K) on November 24 and during the indiscriminate gunfire, Lal sustained critical injuries while his security aide was killed on the spot. A civilian is also reported to have died in this ambush and two others were injured. A close associate of the slain counter-insurgents, Kukka Parray and Azad Nabi, Bhushan Lal had joined the latter’s pro-India outfit People’s Patriotic Front in 1995-96. Later, he had shifted to Kukka Parray’s AL and unsuccessfully contested an election in Anantnag. While Nabi was killed by the terrorists in his village Shihlipora in year 2000, AL chairman Kukka Parray was shot dead by terrorists along with two of his associates at his native Hajjan on September 13, 2003. Terrorists also killed National Conference activist and the State’s second most important counter-insurgent, Javed Hussain Shah, along with two of his security aides during a suicide attack at Hotel Greenway in Srinagar on August 27, 2003.
