According to State Police, around 190 incidents were reported in 2011, the lowest in last 22 years of militancy in the State. “As a result of our combined efforts, there has been discernible improvement in the situation. The militancy related incidents continue to show a dwindling graph and were lowest-ever during last 22 years of militancy,” Director General of Police (DGP) Kuldeep Khoda said. Terrorist violence in 2011 dropped to an all time low of around 190 incidents as compared to 368 cases in 2010, the DGP said. The year 2011 witnessed a sharp drop of 47 per cent in terrorist violence cases as compared to 2010. Jammu witnessed 74 per cent drop whereas Kashmir witnessed 33 per cent drop in terrorist violence as compared to last year. 37 militancy incidents were reported in Jammu this year, while Kashmir witnessed 152, he said. As many as 159 people, including 99 terrorists, were killed this year as compared to 323 last year in the state during the same period showing a dip in killings by over 55 percent, as per the statistics compiled by the State Home Ministry. Against 41 civilians killed last year, as many as 28 died this year during the same period. Similarly, against 66 security force personnel killed in 2010, only 31 died this year. This year 99 militants were killed, while 217 were killed last year, the DGP said. As per the statistics, 13 Districts of Jammu and Kashmir have reported militancy incidents in a single digit, while three Districts have recorded no militancy cases. Budgam witnessed only three militancy incidents followed by four in Kulgam, five in Anantnag, eight each in Shopian, Ganderbal and Bandipora, thus a total of 36 incidents were reported in six Districts of Kashmir. While in Jammu, eight militancy cases were recorded in Kishtwar, five in Ramban, six in Doda, four in Poonch, two in Rajouri and one each in Jammu and Udhampur Districts. No militancy incidents were witnessed in Reasi, border Districts of Samba and Kathua in Jammu region, he said. General Officer Commanding (GOC) of Nagrota-based 16th corps, Lieutenant General A S Nandal, on December 31 said there has been a decline in infiltration attempts into India as compared to the previous years, according to ANI. "Overall, there has been a decrease in infiltration attempts and there has also been a downfall in the militant related incidents. Overall there has been a huge difference as compared to previous years," he said. IBN Live reports that the Ramban District is speedily moving towards "zero militancy" as only four militants of Hizb-ul-Mujahideen (HM) are currently active in the area. "There are only four militants of HM outfit operating in Ramban District," Superintendent of Police Anil Mangotra said. "These surviving militants are hiding somewhere in the upper reaches, and the police and army are trying hard to locate and eliminate them," he added. Five top militants including two top HM and Lashkar-e-Toiba (LeT) ‘commanders’ were killed in Ramban in 2011, giving a big jolt to militancy in the District, he said. Bordered by thick forested belts of Doda, Anantnag, Udhampur and Reasi Districts, Ramban has seen more than 400 militants of different outfits including HM, LeT, JeM, HuJI, HuM and HMPPR operating in the District till 2000, he said. Earlier, on December 30, the General Officer Commanding of XV Corps, Lieutenant General Syed Atta Hasnain said that militant outfits are still active across the Line of Control (LoC) in Jammu and Kashmir, reports ANI. General Hasnain said that it was impossible to control the infiltration completely. "Even now I think that infiltration is taking place and I have been telling this all the times despite deployment of a soldier at every place, zero-infiltration would be impossible. Infiltration will take place till the people from the other side continue to set up related infrastructures for infiltration," said Hasnain.

In a major decision aimed at phased removal of paramilitary personnel from Jammu and Kashmir, the State Government has taken up the issue with the Union Home Ministry for raising of 50 more police battalions for deployment in militancy and other trouble prone areas of the State to maintain law and order after withdrawal of the troopers, according to Daily Excelsior. "In first phase, the Government has asked for sanction for raising five police battalions comprising 5000 police personnel. However, as a long term measure, the State has sought creation of a total of 50 police battalions to gradually replace paramilitary and security personnel with the police force’’, official sources told the Excelsior.

Jammu region recorded "zero infiltration" for the first time in 2011 despite several attempts along the Indo-Pak border, Police said on January 3, according to Hindustan Times. "2011 is the first year that has witnessed 'zero infiltration' (along Indo-Pak border). There has been no infiltration anywhere along the border in Jammu region," said Inspector General of Police (IGP, Jammu Zone) Dilbagh Singh. "There have been ceasefire violations. There have been dozens of infiltration attempts but they have not been successful," he added. To a question about the state of militancy in Jammu region, Singh said, "It was the best year as far as security, militancy and peace are concerned." Referring to militancy, he said while Doda and Reasi Districts are free from the menace, there is presence of militancy in Kishtwar, Rajouri and Poonch, though it is very marginal in Ramban District of Jammu region. Singh said 32 listed militants were operating in Jammu region at present. Police and security forces have eliminated 32 militants, including 11 top commanders in 2011, he said, adding that due to fear of Security Forces, militants have gone underground. "But our endeavour is to stamp out militancy completely from the region," he added. Daily Excelsior reports that militants are also working on recruiting local youth in certain areas of the State, including Pulwama, to expand terror network and the task has been assigned to a person, Usman Bhai alias Chhota Rehman.

The Lashkar-e-Toiba (LeT) is raising a group of 21 female terrorists at its training camps in Pakistan occupied Kashmir (PoK) for carrying out sabotage activities in India, Army sources said on January 3, according to Times of India. "We have confirmed reports that LeT is imparting training to 21 selected female terrorists at its training facilities in Muzaffarabad in PoK for carrying out terrorist activities in India," an unnamed Army official said in New Delhi. Army said the new group, named as Dukhtareen-e-Toiba, is planned to be made active in the Kashmir Valley by the LeT. The women terrorists are planned to be infiltrated into India through routes in Uri sector or using the aerial route through some other country. DNA quoted sources as saying, "Inputs reveal that 21 girls are being trained by LeT at Divalia, Muzzafarabad, under the name of Dukhtaran-e-Toiba." The group, after training, have been placed under the command of an LeT ‘commander’, Sayeed Sadaqat Hussain, for future deployment in Kashmir, the sources added. Intercepts indicate that the new front is being activated since the earlier formation of women Dukhtaran-e-Millat (DeM) led by Asiya Andrabi has not been successful in mobilising people as it had in the past, adds The Hindu. According to reports, the sources said, the effort is to try and infiltrate these trained cadres into India either through the Uri sector or even Nepal. Another training camp, according to other information, is located at Turbeladem in PoK in which over 400 terrorists in various groups are being trained and that the facility is being commanded by a senior officer of Inter-Services Intelligence (ISI). The sources said the ISI asked the LeT and other terror groups to carry out attacks against the Indian troops deployed on the Line of Control (LoC). These groups, the reports said, carried out reconnaissance in areas on the other side of the LoC facing the Indian forward defence locations.

"The relentless hard work by security forces has kept terrorists on the run in Jammu and Kashmir", General Officer Commanding in Chief (GOC-in-C), Northern Command, Lieutenant General K T Parnaik said. "As their numbers have dwindled and the leadership has been eliminated to a great extent, the operations are now entering a more difficult phase," he added. "This demands excellent synergy among all security forces, intelligence agencies and the civil administration," the Army officer said. He expressed hope the terrorists would be dealt a final blow in the state soon.

Union Ministry of Home Affairs (MHA) in a meeting has asked the State Government to take measures to free more Districts from militancy in 2012 especially those where militancy related incidents were confined to single digit during 2011. The State has already declared five Districts completely free of militancy. Expressing satisfaction over the fact that five Districts of Jammu and Kashmir, including Jammu, Samba, Kathua, Reasi and Doda have been declared free of militancy, the MHA called upon the security agencies to concentrate on completely clearing more Districts from militancy. According to sources, the MHA was of the view that number of militancy free Districts could be taken to eight or nine during the current year. The Home Ministry noted with satisfaction that militancy related incidents had gone down from 368 in 2010 to 195 in 2011. On infiltration from both Line of Control (LoC) and International Border (IB), it was viewed that infiltration had been low in 2011 as compared to 2010 though the number of attempts made during 2011 by the militants to intrude into this side hadn’t gone down. It was pointed out that in the absence of infiltration from the LoC and IB, the militants were taking aerial route from Pakistan to Dhaka in Bangladesh and Kathmandu in Nepal with the help of Pakistan Army and Inter-Services Intelligence (ISI) and then infiltrating into India from the two countries, which shared border with India at West Bengal, Uttar Pradesh, Bihar and some other States. A detailed mechanism was also drafted in the meeting to check terror funding, which was helping the militants to survive in the State. The terror funding was taking place not only within the country but also at the international level, sources said, adding the meeting formulated a strategy to ensure that the funds didn’t reach to the militants. Further, about 31 out of the total 67 projects sanctioned for the State as a part of the sanctioned Prime Minister's Reconstruction Plan (PMRP) have been completed and work was going on at a faster place in the remaining projects. This has been stated in the latest Progress Monitoring Report regarding the implementation of Reconstruction Plan, which is being monitored jointly by the Ministry of Home Affairs and Planning Commission.

The trader, identified as Ghulam Mohammad Khwaja, was importing fabrics from Rawlakote in PoK during four days weekly trade from Tuesday to Friday on Poonch-Rawlakote route. During the cross-LoC trade, he had developed links with militant ‘commanders’ based in PoK and ISI officials. Sources said the FICNs were reported to have been smuggled through concealed cavity in cardboard between the fabrics. His two accomplices in the crime — Shahnawaz alias Bilal Ahmed Khander and Mohammad Rafiq — have already fled and rejoined militant ranks, according to the police. The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. These roads will include Dighi port connectivity and Shendra-Bidkin mega industrial park connectivity in Maharashtra and roads in Neemrana-Khushkhera-Bhiwadi investment region in Rajasthan

According to the findings, 67 percent of the youth put corruption among the top most problems and 48 percent put human rights abuse at the top. Just 32 percent believed that 'militarization' was an important concern, fewer i.e. 21 percent voted for 'Kashmir's political status'. "There are different figures of different agencies as far as terrorist camps, launching pads and militants (operating across the border) are concerned. But launching pads are there, militants and their training camps are still there. The intention in the capability of our neighbouring country (Pakistan) to continue terrorism in our State—that continues.” As far as infiltration is concerned, he said the reports are that there is no change in the intention—whether it is training camps or launching pads, adding, "there is no report of successful infiltration with us in the entire State." He further said that "this year militancy-related incidents have decreased. In the first three months of 2012, 26 militancy-related incidents took place as compared to 48 last year, showing a 45 percent overall decrease". Khoda said there was 47 percent dip in militancy during first three months of 2011, as compared to the same period in 2010. Civilian killings this year [2012] have decreased by 50 percent and there was no killing of Security Force or Police personnel this year [2012] as compared to last year’s [2011] figure of three troopers, the DGP said. To another question about the number of militants operating in the State, he said "our figures suggest they are in the range of 85-90". "The presence of militants is decreasing in the State due to better operational capabilities of the forces and we are sure that we will be able to ensure peace in the summer", Khoda said. Answering a question about stone-pelters being brought under the ambit of youth clubs set up by Police, the DGP said "we do not discriminate for sports activities. The focus is on youth. We have got positive results in those areas where we have set up youth clubs. Those areas witnessed peace. We will open more youth clubs and the focus this time would be those areas, which were not attended to last year including that of Jammu.”

The number of infiltration attempts from Jan-Dec 2011 is 247 compared to 489 during the same period in 2010, a decline of 49.5 per cent,” it states. “In 2004, 537 infiltration attempts were reported followed 597 bids in 2005. Nearly 573 attempts were carried out in 2006 and in 2007 as many as 535 attempts were reported. In 2008 at least 342 attempts were carried out with 485 bids in the year 2009. At least 489 attempts were reported in 2010 while as rate in 2011 decreased to 247,” the report added. The Central Government in coordination with State Government had adopted a multi-pronged approach to stop cross-border infiltration by adopting various strategies. “The strategies include strengthening of border management and multi-tiered and multimodal deployment along international border and Line of Control [LoC].” According to the report other strategies include: “Construction of border fencing, improved technology, weapons and equipments for forces, improved intelligence and operational coordination; and synergizing intelligence flow to check infiltration and pro-active action against militants within the state.” The report further said that Central Government has spent INR 35.83 billion in Jammu and Kashmir for security related expenditure from 1989 to 2011.

Asserting that a pure and simple return to the pre-1953 situation would create a dangerous constitutional vacuum in the relationship between the Centre and Jammu and Kashmir, the report has recommended "case-by-case review of all Central laws and Articles of the Constitution of India extended to the State" since 1952. It has proposed setting up of a Constitutional Committee that would review the applicability of Central statutes extended to J&K after the July 1952 Delhi Agreement. "The Constitutional Committee should be future-oriented and it should conduct its review solely on the basis of the powers the State needs to address the political, economic, social and cultural interests, concerns, grievances and aspirations of the people in all the three regions—Jammu, Kashmir and Ladakh, and all the sub-regions", the report said, adding "the Committee will also need to reflect on the quantum of legislative, financial and administrative powers that the State Government should delegate to the three regions at all levels of governance". The review process — once ratified by Parliament and the State legislature — would eventually end the extension by Presidential order of further Central laws to the State. About harmonization of relations across the Line of Control (LoC), the report noted that no permanent solution can be achieved unless it applies to those parts of the former princely State that are now under Pakistani administration. "Any attempt at harmonization of Centre-State relations and devolution of powers at the regional, district and panchayat/municipality levels across the LoC, therefore, will necessitate wide-ranging constitutional change in Pakistan-occupied Jammu and Kashmir. If agreed, such harmonization will permit the development of joint institutions across the LoC for development, resource generation and other common matters," the report said while recommending that these issues should be discussed with the representatives on the other side of the LoC.

"The levels of terrorist violence and encounters in the hinterland of J&K are inextricably linked to the levels of successful infiltration from across the border", says the report. However, the report further elaborates that SFs maintained better domination along the LoC and with the result the levels of infiltration had come down considerably. "This had a direct bearing on the situation in the Valley and levels of incidents of terrorist violence had declined from 488 in year 2010 to 340 in 2011". The Government of India in tandem with the State Government has adopted a multi-pronged approach to contain cross border infiltration, which, inter-alia includes strengthening of border management and multi-tiered and multi-modal deployment along the International Border / LoC and near the ever changing infiltration routes, construction of border fencing. Appreciating efforts of the State Government in conducting Panchayat elections, the MHA report says, "the 17 phase Panchayat elections, which were conducted after nearly two decades were landmark elections and overall, the elections were peaceful". In 2011, there was a perceptible decline in the number of terrorist incidents and civilian and SFs casualties compared to the last year. The year witnessed a 30% decrease in the number of terrorist incidents and 34% and 52% decrease in civilian and SFs fatalities respectively to the year 2010. Since the inception of militancy in J&K, 13,846 civilians and 4807 SF personnel have lost their lives. The number of SFs killed declined from 69 in 2010 to 33 in 2011 while the number of terrorist killed declined from 232 in 2010 to 100 in 2011. One hundred terrorists were also neutralized during the year 2011.

Some of the youths have already been questioned, but no arrest has been made so far in the case. Police sources said investigators had identified 24 persons who were operating over a dozen “anti-national pages”. Sources, however, said four youths, most of them in their early 20s and hailing from Srinagar city, have been questioned in this regard till now. They were operating pages like ‘Freedom of Dawn’, ‘Balai Khuda’, ‘Aalov’ and ‘We love Syed Ali Shah Geelani’ on Facebook, which allegedly supported separatist agenda and stone-pelting incidents during the summer unrest of 2010. In fact, these pages had become reliable sources of information about incidents during the five months of unrest that year as Internet users from various parts of the Valley posted latest events on these pages, they claimed. Times of India reports that the Centre on April 22 decided to depute Jammu and Kashmir Police along with Sashastra Seema Bal personnel to help identify Kashmiri militants using the Indo-Nepal border to re-enter the Valley and former militants will be assisting them in this task. Report said that the Jammu and Kashmir Government will soon deploy former militants as "spotters" along the India-Nepal border to stop infiltration. The personnel, besides being deployed at 15 points from where the people from India and Nepal enter, will also be part of patrolling parties to man areas used for illegal infiltration, the sources said. The State Government announced the Rehabilitation Policy in 2010, under which former militants, who crossed over to Pakistan-occupied Kashmir (PoK) between 1989 and 2009, were being considered for safe return. Government identified four entry points – Poonch-Rawalakote (Poonch), Uri-Muzaffarabad (Uri), Wagah (Punjab) and Indira Gandhi International Airport, New Delhi, from where the youth, given clearance, can enter the State. However, during the past few months, there were some cases detected of militants holed up in PoK entering the Valley through Nepal and claiming they had returned according to the 2010 policy. Some of these youth were later found involved in militant activities. In fact, the Indo-Nepal border has been increasingly used as an entry route ever since the announcement of the Rehabilitation Policy in 2010. Notably, while favouring a mechanism to ensure safe return of former militants to the State to facilitate their transition for leading peaceful lives, rejoining the national mainstream and contributing towards peace, Chief Minister Omar Abdullah had said that there are reports that some youth are using Nepal route for returning to Jammu and Kashmir. In a written reply in Rajya Sabha (Upper House of Parliament), Defense Minister AK Antony said 44 cases of ceasefire violations along the LoC in Jammu and Kashmir were registered in 2010. While there were 51 cases in 2011, seven such instances have come to notice this year [2012], he informed. An unnamed senior intelligence official said around 1300 youths, through various channels, had expressed their desire to shun the path of violence and return to Kashmir in order to lead a normal life. Giving the break-up of number of active militants in the state, Khoda said 147 militants were presently active in Kashmir valley and around 100 in Jammu region. “Most of their commanders were killed in last year and an active hunt to track them was continuing,” he said. “I hope police will make an end to militancy by end of this year.” The outgoing DGP did not mention anything about the 2010 summer unrest, however, said that Standard Operating Procedure (SOP) drafted to deal such unrest is a role model now. “Ministry of Home Affairs (MHA) selected our SOP and other states of India have been asked to follow,” he said. DGP Khoda said that to minimize the civilian casualties and injuries, State Police was now trained and equipped with non-lethal weaponry. “We have given training to cops about the non-lethal weapons. Even some officers were imparted with training in foreign countries,” he said.

Earlier, on June 5, Jaish-e-Muhammed (JeM) had asked panchayat members in the area to resign triggering mass resignations of panchs (member of panchayats) and sarpanchs (head of panchayats) in south Kashmir, where Kulgam is located. Reports said the JeM’s purported threat along with a similar warning from the Lashkar-e-Taiba (LeT) earlier is the reason why around 20 panchs and sarpanchs have quit. A number have been shot at, mostly in their legs. Meanwhile, officials have denied such resignations. "None of the panchayat members have submitted their resignations officially," an unnamed official said. Another unnamed Police officer said, “(We are verifying) whether the posters were actually issued by militant organisations or someone else to keep them away from day-to-day work." India Today adds that locals say that posters of JeM were seen in villages of Pulwama and Shopian Districts this week, warning elected rural body members to resign within a week's time or face consequences. The posters were reportedly pasted on electricity poles, walls of mosques and shops in public places. Pulwama Superintendent of Police, Amit Kumar, admitted that three to four posters were seen in a few areas. "At some places posters were of LeT, at others they were of Hizb-ul-Mujahideen [HM] and Jaish. We are investigating the case. They might be posters of militants and there is possibility it could be foul play as well," the officer said. On June 8, more than a dozen such resignations and non-affiliations of rural body members, including women members, appeared in the local newspapers in the shape of advertisements, the report further added. The attorney made this claim in his explanation of reasoning for the sentencing of Syed Ghulam Nabi Fai, executive director of US based Kashmiri American Council (KAC). He said the KAC was run by the ISI. "The KAC was incorporated on April 4, 1990. Fai admitted in a letter to the ISI in 1995 that he had already by that time been working with the ISI for more than a decade," MacBride said. Fai, however, had claimed the ISI-KAC link was only limited to receipt of funds from the spy agency. Fai had said he was approached by an ISI official with an offer to provide funding to KAC. Fai claimed he concealed his connections to the ISI because revealing them would have undermined "his credibility with his constituents and particularly with the government of India and the indigenous Kashmiri resistance." Fai was arrested in July 2011 and charged with being part of a long-term conspiracy with associate Zaheer to act as agents of the Pakistani government in the US without disclosing their affiliation. Fai was sentenced to two years in prison followed by three years of supervised release for conspiracy and tax violations last [2011] March. The sentencing was made in connection with a decades-long scheme to conceal transfer of at least USD 3.5 million from the Pakistani government to fund his lobbying efforts in the US. The sentencing was announced among others by MacBride, US attorney for the Eastern District of Virginia.

Police said that on June 15, Muhammad Abas Rather of the criminal investigation department (CID) was summoned for questioning regarding an incident. "During his search, police recovered a document written in Urdu containing information about how to prepare IEDs and how to use them. It indicated that the person was in league with militants and was planning to explode IEDs to terrorise people. Even though the person was with department of police and was an employee of the CID wing, he was in league with anti-national people and involved in terrorist activities," a remand application of Police reads. The accused, the application said, met Hizb-ul-Mujahideen (HM) militant Shabir Ahmad alias Adil in Tral area of Pulwama District. During the meeting, he demanded lakhs of rupees from the militant in lieu sharing information, it added. "Then he met Muhammad Ilyas, Riyaz Ahmad and Mukhtar Ahmad Sheikh. It was decided that militants would be provided pictures of police officials and their residential houses. They also decided to provide information regarding movement of police officials in lieu of huge money," the application reveals. Moreover, the remand application said that during investigation it was found that Rather was involved in ferrying weapons from one place to another. The Police hinted that more arrests are expected. The court remanded the four accused cops till June 30. On June 16, four intelligence sleuths - Muhammad Abas Rather, Riaz Ahmed, Mohammad Ilyas and Mukhtar Ahmad Sheikh - were arrested for their alleged links with militants. Of the four, Mukhtar is the same Policeman who was arrested in the aftermath of 26/11 Mumbai attacks for giving SIM cards to the attackers. He was operating under cover in Kolkata (West Bengal) and was arrested. But he was then let off after Jammu and Kashmir police intervened.

The report states that the bodies of the militants, who were not identified, were handed over to local residents who carried out the burials according to religious rites. “The police could not prepare and maintain the identification profile of these slain militants as most of them were foreign terrorists and were operating under code names”, stated the report. According to the report identifying foreign militants has always been a problem in the counter-insurgency operations and hence they are categorized as “unidentified persons”. “However, it is clear beyond doubt that all those killed were combatants. In all the incidents, the bodies of the slain militants who were locals were identified, and handed over to their legal heirs for the final rites,” the report states. One of LeT ‘commanders’ searched is the ‘divisional commander’ of LeT for South Kashmir, Mohammad Qasim, a Pakistani militant. Mohammad Qasim reportedly infiltrated into Kashmir valley in 2010. He lied low and was hiding in the Dacchigam forests for almost 18 months. After the killing of then LeT’s South Kashmir ‘divisional commander’ Abdul Rehman alias Rehman Bhai on October 3, 2011, Qasim shifted his base from Dacchigam to South Kashmir and took over charge of South Kashmir. He was preferred over Sajjad who was to replace Rehman Bhai for his foreign origin. Mohammad Qasim is believed to be operating in the Chadoora area of Budgam and Pulwama and Pampore areas where security presence is thin. Another LeT ‘commander’ who is being hunted is Bilal Ahmad Bhat of Lalhar in Pulwama District. Bilal, though being very young is thought to be more active and as per security agencies more ruthless and daring. He was lured into LeT by Rehman Bhai. The security agencies are contemplating to set up few new camps in South Kashmir to put pressure on the militants operating in the area, mostly the Lashkar-e-Toiba (LeT), who of late have become more active in the area, according to Daily Excelsior. Sources said that in a recent security review meeting for the South Kashmir it was suggested that few security camps will be set up in a couple of areas where the security presence is less giving chance to militants to re-group. One of such camps is proposed in the outskirts of Srinagar on the border between Pulwama and Budgam Districts where the security agencies felt that militants are making much movement, sources said. It may be mentioned here that the security presence in various areas of South Kashmir and Central Kashmir was reduced over the years following decrease in the number of militants and militancy incidents. Security agencies admitted that over the years Security Forces focused on North Kashmir where there are more militants than South Kashmir but militants chose South Kashmir where security forces had decreased their presence following relative calm in the area. Security agencies data revealed that there are 25 LeT militants operating in South Kashmir Police Districts of Pulwama, Shopian, Awantipora and Anantnag while there are 62 LeT militants operating in Bandipora, Sopore, Baramulla, Handwara and Kupwara Police Districts. However, the number militants in North Kashmir increased with every successful infiltration attempt and in 2012 as per security agencies around 10-15 militants managed to infiltrate into North Kashmir.

Besides, they have also been continuously trying to push terrorists along the Line of Control (LoC) and this remained an area of serious concern for the Government of India. Several terrorist organisations like Lashkar-e-Toiba (LeT) have also been collecting funds in the form of donations from wealthy persons including Kashmiri business persons and several Pakistan expatriate communities in the Middle East and Europe, particularly the United Kingdom, Islamic non-governmental organizations and Pakistani business families. Secretary of State of the Department had also designated certain organisations as Foreign Terrorist Organizations (FTOs) in accordance with Section 219 of the Immigration and Nationality Act (INA). Those designated as FTO included Harkat-ul-Jihad Islami (HuJI), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM) and LeT, which are also conducting terrorist activities in Jammu and Kashmir State. Elaborating further on the FTOs, the Report stated that HuM had several hundred of armed supporters located in PoK and some militancy infested areas of Jammu and Kashmir. "The organisation is based in Muzaffarabad (PoK), Rawalpindi (Pakistan), and several other cities in Pakistan and the terrorist outfit conduct insurgent and terrorist operations primarily in Kashmir and Afghanistan. Further, the outfit trained its militants in Pakistan, Afghanistan and collected donations from wealthy and grassroot donors in Pakistan, Saudi Arabia, and other Gulf States. HuM's financial collection methods include soliciting donations in magazine ads and pamphlets", the Report stated. Another FTO is LeT, which is one of the largest and most 'proficient' of the traditionally Kashmir focused militant groups that has the ability to severely disrupt already delicate regional relations. "The outfit has LeT has conducted a number of operations against Indian troops and civilian targets in Jammu and Kashmir. The actual size of LeT is unknown, but it has several thousand members in PoK and Punjab Province of Pakistan, besides southern Kashmir, and Doda regions. LeT has global connections and a strong operational network throughout South Asia. The outfit maintained a number of facilities, including training camps in Pakistan and collected donations from Pakistani expatriate communities in the Middle East and Europe, particularly the United Kingdom; Islamic non-governmental organizations; and Pakistani and Kashmiri business people. Another terrorist outfit that has been active in Kashmir is JeM, which had several hundred armed supporters including a large cadre of former HuM members - located in Pakistan, Kashmir and Doda regions. "In 2011, JeM restarted its fundraising and recruitment activities in Pakistan. In anticipation of asset seizures by the Pakistani Government, JeM withdrew funds from bank accounts and invested in legal businesses, such as commodity trading, real estate, and production of consumer goods. In addition, JeM collected funds through donation requests in magazines and pamphlets, sometimes using charitable causes to solicit donations", the Report states. The Report stated that another FTO - HuJI has an estimated strength of several hundred members and its operations extend throughout South Asia, with its terrorist operations focused primarily in India and Afghanistan. The outfit had experienced a number of internal splits and a portion of the group has aligned with al-Qaeda in recent years, including training its members in al Qaeda training camps.

Fifty four infiltration bids have occurred in June alone — a five time rise since 2011 where only 11 infiltration attempts were reported in the corresponding period. So far this year [2012], 38 successful infiltration bids have taken place of 103 attempts while in entire last year [2011] there were 247 infiltration attempts. While some militants have been shot dead by Security Forces, hunt is on to catch the others who may have entered the valley, an unnamed top Government official said. The rise in infiltration bids this summer clearly shows that Pakistan based terror outfits are pushing terrorists to disturb the prevailing peace in the Valley, the official added. Estimates with the Union Ministry of Home Affairs (UMHA), which have been shared with the J&K Government, show that 800 to 1000 militants are waiting to infiltrate at any given point in time. According to the UMHA, 42 training camps with about 2,500 militants are operating across the border in Pakistan and Pakistan occupied Kashmir (PoK). While 17 militant camps are functioning in Pakistan, there are 25 such camps in PoK.

Of these, 28 were reported in 2009, 44 during 2010, 51 in 2011 and 31 between January and August till date, Minister of State for Home Affairs Mullappally Ramachandran told the Lok Sabha (lower House of Parliament) in a written reply. A total of nine security personnel were killed in the ceasefire violations during these years, he said. "Border Security Force (BSF) is the border guarding force along the Indo-Pakistan border. However, on the Line of Control (LoC), the BSF is deployed under the Army operations control in Jammu and Kashmir," the minister said. Altogether 49 incidents of firing were reported and six BSF personnel were killed between 2009 and July 2012. Of these, seven were reported in 2009, 26 in 2010, 11 during 2011 and five between January and July this year. While one BSF man was killed in 2009, two each died during 2010 and 2011, respectively, and one this year.

Defence Minister A.K. Antony told the Rajya Sabha (Upper House of Parliament) during question hour that only 103 terrorists had attempted to infiltrate from January to June 2012. Just 38 were successful. The numbers were 342 in 2008, 485 in 2009, 489 in 2010 and 247 in 2011. Of them, 57 terrorists were successful in 2008, 114 in 2009, 95 in 2010 and 52 in 2011. These figures are based on the assessment of the Multi-Agency Centre on Infiltration into Jammu and Kashmir. The Security Forces have not apprehended any terrorists and none have surrendered in 2012. But in 2008, the number of apprehended/surrendered terrorists was six. The figure was nine in 2009 and one each in 2010 and 2011, Antony added.

In a recent advisory sent to the State Police and other security agencies active in the Valley it has been disclosed that both HM and the LeT are feeling extremely frustrated in wake of the acute manpower crunch they are facing. Also, following intensified patrolling along the International Border and the Line of Control (LoC) as many as 800 militants are stuck at the launching pads in Pakistan-occupied Kashmir (PoK) waiting to cross over. Therefore, these terror groups have now turned their attention to the former cadres who had surrendered before the security agencies. Sources said the terrorist organisations are trying both threat and the lure of money to bring back the surrendered terrorists into active militancy once again. “They are threatening these surrendered militants and their family members to pressurise these militants. We have asked the state government to look into this matter and take immediate measures. If need be these surrendered militants and their families should be provided adequate security cover as well,” an unnamed senior official of the Union Ministry of Home Affairs said. The terror outfits are also giving financial incentive to the surrendered militants offering them huge sum of money. There are concrete reports, sources added, that for this purpose these militant organisations are getting money through the hawala channels. Intelligence agencies are keeping track on suspicious money transactions, particularly from abroad, in the Valley. Intelligence agencies have also cautioned in their advisory that by September the militant organisations will start exerting more pressure on their ex-cadres as the season will start changing and some of the upper reaches will start getting snowfall by end of the month.

Daily Excelsior reported that Chief Electoral Officer (CEO) Umang Narula, the Election Authority under Panchayati Raj Act announced election to the posts of chairpersons of 143 Block Development Councils (BDCs), including 77 in Kashmir Valley and 66 in Jammu region, which would be held on November 7. Counting of the votes shall start immediately after the elections and results will be declared by the evening. The elections will be held on non-party basis, like the Panchayat elections. This is going to be the first ever elections to the BDCs. The Electoral College for the BDCs comprised 33,500 Sarpanches and Panches. Out of a total of 4098 Sarpanches, 2145 were in Kashmir division and 1953 in Jammu division while out of 29,402 Panches, 15,767 were in Kashmir divisional and 13,635 in Jammu division.

Only a very small section continues to talk about secession and freedom and that kind of thing. There is no resonance for that among the people... Zee News reported that 2916 youth, almost half of them hailing from different areas of Srinagar, got employment in Police during 16 special recruitment rallies conducted since 2010. Chief Minister Omar Abdullah informed the State Legislative Assembly, "As many as 2,916 youth were recruited as constables during the recruitment drives conducted in Police department since 2010." As per the information, the highest number of 1,378 youths were recruited in the seven recruitment rallies conducted in the different constituencies of Srinagar between January 12, 2011, to May 6, 2012. Four more such drives were conducted at Akhnoor, Nagrota, Reasi and Udhampur in Jammu region in 2012, recruiting a total of 494 youth in the Police department. The special recruitment drives at the level of constables are being conducted in the Police department, pursuant to the cabinet decision taken on December 4, 2009. Police have come across with revelations made by three militants, including a woman from Pakistan occupied Kashmir (PoK), who had returned from Pakistan via Nepal, that they had been plotting to target Baglihar hydro-electric power project at Chanderkoot in Ramban District. Official sources said that three militants, who have been charged with plot to target Baglihar project, were Ghulam Ali alias Muzammil, Seeraj Ahmad alias Shakeer and Faizal, originally a resident of Jamaan Chanka in Mansera area of PoK, presently putting up at Shopian with Shakeer. The plot to target Baglihar project was hatched in PoK by top Lashkar-e-Toiba (LeT) ‘commander’ Abu Faraar with the help of Pakistan Army and Inter-Services Intelligence (ISI). All three militants including the PoK woman had been sent to India with the purpose of executing the plot along with their other associates. They had been assured that some officials posted in Baglihar project would also assist them. Sources said all three were provided with passports and visa to fly to Kathmandu in Nepal from Karachi in Pakistan by the Army and ISI officials. On reaching Kathmandu, the militants traveled to Uttar Pradesh from Nepal border and boarded a train to reach Jammu Railway Station, where they were arrested by a team of Shopian Police, which had developed prior information of the militants’ movement.

The Jammu and Kashmir Government said that 824 youth who were reported missing have joined the militant ranks, Hindustan Times reported. In a written reply to the State Legislative Council, the Government said on October 9 that 123 persons have returned from Pakistan occupied Kashmir (PoK) from Nepal and other routes in the wake of the Government’s rehabilitation policy. “Of 123 persons who returned, 90 have brought their families along with them,” said the Government report, which declined to disclose any details of such persons. The Government confirmed that it received 1,082 application from youth stuck in PoK who intended to return. “The security agencies have cleared 219 cases so far and the rest of the requests are under various stages of scrutiny and verification,” said the Government. The Government also said that there are still 3,084 youth in PoK who had gone for arms training 1990s. As reported earlier, the Government on October 8 had informed the State Legislative Assembly that 2305 persons were missing in Jammu and Kashmir since 1989 when the turmoil broke out in the State. It had also been reported that the Rehabilitation Policy has been announced under the Cabinet decision No. 253/23/2012 dated November 22, 2010, and vide Government order No. Home-1376 (ISA) of 2010 dated November 23, 2010.

Minister of State for Home Nasir Aslam Wani informed the house that the Government has received 1,082 applications from Kashmiris stranded in PoK since they crossed over for arms training in the 1990s. Wani said 66 people, some of them along with their families, have returned via Nepal and other routes. The Minister, however, said that none of the youth, who had gone to PoK for arms training, had returned through identified routes as part of the rehabilitation policy, adds Zee News. He said the Government, in consultations with the Union Home ministry, had identified Wagah border, PCP Attari, Salamabad (Baramulla), Chakandabagh (Poonch) and Indira Gandhi International Airport New Delhi as routes for the return of such youth. The minister further said none of the 66 returnees were in jail but added a woman named Aseema, wife of one Mohammad Latief of Chadoora in Budgam District, was presently lodged in Poonch District jail as she had crossed the border in May 2012, much before the policy was implemented. Around 5,000 Kashmiris are believed to be there (in PoK) and most of them want to return having abjured violence.

The Government informed the Legislative Council that 323 persons were booked under TADA in 63 cases within the jurisdiction of the State. In Kashmir, 278 persons were charged in 59 cases under the said law. In Jammu, the number is less as 45 persons have been charged in seven cases under TADA. As many as 31 persons were charged under POTA. According to the information furnished by the Government, 15 persons were charged under POTA in seven cases in Kashmir. The Government also informed that 10921 AK rifles were recovered in last two decades in Kashmir with 4452 lying in possession of Police and remaining 6469 under the custody of Army and paramilitary forces. “About 28009 AK magazines were recovered with 11061 and 16948 lying in possession of police and Army/paramilitary forces respectively,” the Government said. According to the information, 5020 pistols and five anti-tank mines were recovered in the Valley during the past two decades. “As many as 13 pencils bombs were also recovered in the Valley,” the Government said.

In Central Jail Srinagar (Srinagar District) 401 persons lodged are facing charges related to stone-pelting, crime and theft. The document also states, “79 prisoners are lodged in Kathua jail (Kathua District) including five foreign nationals.” District Jail Poonch (Poonch District) houses 138 prisoners while Rajouri (Rajouri District) prison has 115 detainees. Hizb-ul-Mujahideen (HM) militant, Junaid Akram Malik, who was one of the accused wanted by the National Investigating Agency (NIA) in connection with September 7, 2011, Delhi High Court blast case, has reportedly been killed by HM ‘commanders’ Jehangir Saroori and Shakir Ahmad alias Chotta Haafiz somewhere in forest areas of Kishtwar District of Jammu and Kashmir (J&K), Daily Excelsior reported on October 17. A message to kill Malik had been passed on to Saroori and Haafiz by HM leadership after they managed to develop inputs that Junaid Akram Malik was going to surrender before Police, Police sources said. Junaid carried a reward of INR 2 million on his head –INR 1 million each by the NIA and State Government. Chotta Haafiz, Junaid Akram Malik and Aamir Kamal were three HM militants, who were wanted by the NIA in connection with blast. The NIA had declared a reward of INR 1 million on each of them. The State Government had also announced an equal amount on their head. Army and Police shot dead Aamir Kamal in an encounter in Kishtwar forests along with Mohammad Shaffi on August 6, 2012. Their associate, Rezwan was arrested after the gun-battle. With Junaid also reportedly dead, Chotta Haafiz was the only surviving militant, who was wanted by the NIA in connection with blast, sources said. Three other militants from Kishtwar, including Wasim Akram Malik, elder brother of Junaid who had been studying medicines at Dhaka (Bangladesh), have been arrested by the NIA. Charges have been framed against Wasim in connection with the blast. Two Pakistani militants, who had transported explosives from Kishtwar to New Delhi and planted the IED outside Delhi High Court, have also remained untraced.

The revelations were made by dozens of militants who returned to Jammu and Kashmir (J&K) via Nepal and other routes during de-briefing by the Police and Indian intelligence agencies, sources said. “More than 150 Kashmiri militants have been sent to Waziristan and other tribal areas to fight alongside the Taliban against NATO troops. Kashmiri militants are being handled by Yousuf Baloch and Bakht Zaman – two Al Badr commanders – in Waziristan,” an unnamed senior intelligence officer stated. A Hizb-ul-Mujahideen (HM) militant, who recently surrendered before the State Police, revealed that he opted to return after he was forced to go to Waziristan. “The militant told his chief that he will go to Kashmir instead of Waziristan as he feared death there. On arriving, he surrendered,” the officer added. In August, a Kashmiri militant ‘commander’ Ahsan Aziz was one of several terrorists killed in a US drone strike in the Shawal Valley in North Waziristan Agency of Federally Administered Tribal Areas (FATA). “After the killing of Aziz, most of the Kashmiri militants based in PoK are hesitant to go to Waziristan and other tribal areas to fight against NATO troops,” sources said and added that most of them belong to North Kashmir. Intelligence sources said there are about 3,000 to 4,000 Kashmiri militants stranded in and around Muzaffarabad.

Most of these young persons have joined Hizbul Mujahideen (HM) or Lashkar-e-Toiba (LeT), two key militant outfits operating in the State. Among these, two have been killed in encounters and one has been arrested. Sources said, “They (local militants) know the topography and have a good network of friends and relatives who act as couriers.” They are also used to garner support of the local population. Sources further add, three belonged to the South Kashmir area, six are residents of Batamoloo (Srinagar District) in Central Kashmir. Muzamil, one of the two, from Sopore District was killed in an encounter. Remaining seven are from Kishtwar and Doda Districts in Jammu region. “One among the seven was killed in an encounter in Kishtwar,” sources said. However, unconfirmed reports put the number of Kashmiri youth who have taken up gun in the past one year at more than 40, including those who lost their near ones in Central Reserve Police Force (CRPF) or Police firing in the 2008, 2009 and 2010 agitations. Further, sharp decline is also to be seen in the number of militants shot dead by the SFs along Indo-Pakistan border while infiltrating. This year’s figures stand at nine, compared to 35 in the year 2011. Militancy related incidents, too, has declined to 195 (until November 13) this year, from 312 in the corresponding period last year. The number of militants active in the Jammu and Kashmir was recorded at a much lower 54 compared to 99 last year. Civilian killings too are down from 28 (until November 13) last year to just 13 this year, and SFs killings from 30 in 2011 to 10 this year. The Union Ministry for Home Affairs (UMHA) has also decided to assess the methods used by various agencies to arrive at infiltration figures.

Sources said that the top five ‘commanders’ have already infiltrated into Jammu and Kashmir (J&K) through Samba sector (Samba District) in July this year. Shah Chand Khan is the ‘commander-in-chief’ of the outfit in J&K and Badshah Khan, Noor Mohammad, Abdul Razak and Muneer Khan are his associates. The militant outfit is said to have close links with the Haqqani Network. A meeting was held at Lahore (Pakistan) on July 10, 2012, and soon after the top commanders were ‘launched’. All the five ‘commanders’ are said to be Pakistani nationals with Abdul Razak belonging to Gujranwala (Gujranwala District in Pakistan) and Muneer Khan to Rawalakot, (Poonch District) in Pakistan occupied Kashmir (PoK). Badshah Khan who is the main ‘commander’ after Chand Khan is brother of Sajjad Afghani, the top ‘commander’ of Harkat-ul-Mujahideen (HuM) who was killed in Kot-Balwal Jail break, Jammu, in 1999. Badshah Khan has reportedly visited his brother's grave in Jammu District and offered prayers there, soon after his infiltration. HuA was formed by the merger of two Pakistani militant outfits, Harkat-ul-Jihad-al-Islami and Harkat-ul-Mujahideen, and was led by Maulana Saadatullah Khan and the organization took part in Afghan war. HuA was also operating in Myanmar, Tajikistan, and Bosnia-Herzegovina. In late 1990s it was operating in Jammu and Kashmir. It was declared a terrorist organization by USA in 1997 and the group then recast as Harkat-ul-Mujahideen in 1998.

A senior army officer, while confirming the cyber training to girls, said that it was worrisome as these girls could be pushed to this side of border after arranging their marriages in Jammu and Kashmir (J&K). He further says, "In the past few months some militants, along with their Pakistani wives, have entered the country. These security agencies are not being given permission to quiz the women". It is also reported that these girls have already completed their training in handling grenades, small weapons, explosives, sabotage activities etc. It is worth mentioning here that, Ashiya, wife of Havildar Mohammed Sajjad of the Pakistan Army, resident of village Patni in the Jhelum area of PoK, during her interrogation and in a recorded statement, she had revealed that she was trained by the ISI in militancy-related activities and about 80 such girls were also getting training in the camps being run and financed by the ISI. The data compiled till the end of November 2012, says that only one militant has surrendered this year, whereas 19 militants have surrendered in 2011, 20 militants in 2010, 15 such militants have surrendered in 2009, 38 in 2008, 122 in 2007, 190 in 2006, 64 in 2005, 137 in 2004, 119 in 2003, 159 in 2002, 85 in 2001 and 104 in 2000. The report also says that under the Rehabilitation Policy initiated by the State and Union government 2,881 militants have been rehabilitated, helping them with a fixed deposit for three years of an amount of INR 300,000 and monthly relief of INR 3,000.

A report on militancy compiled by Jammu and Kashmir (J&K) Home Ministry says that in the past 23 years the Security Forces (SFs) have recovered nearly 50,000 weapons, including 30,859 AK assault rifles, reports Greater Kashmir on December 30. The data compiled till November 2012, further says that 11,576 pistols and revolvers along with 1,028 universal machine guns, 80 carbines, 2,264 rocket-propelled grenade launchers, 221 light machine guns/self-loading rifles, 306 .303 rifles, 394 sniper rifles, 69 general purpose machine guns and 2,830 rocket boosters have also been recovered. The AK rifles recovered include those of the 47, 56, 74 series. While 160 AK assault rifles were recovered in 2012, as compared to 177 pieces in 2011. Similarly, 181 pistols were recovered in 2012 as against 162 in 2011. The highest numbers of AK rifles seized were 3,504 rifles, in 1992 and the highest cache of 1,052 were recovered in 1996.

As many as 12,005 Improvised Explosive Devices (IEDs) and grenade blasts were triggered by militants to target Security Force personnel and civilians in the State since 1990, in which 1770 persons were killed and 15725 persons injured, according to a report compiled by State Home Ministry (data up to November 30, 2012), Greater Kashmir reported on December 31. Of the 12005 explosions, 5725 were caused by IEDs and 6278 by hurling grenades, the report said. The highest number of 1522 explosions took place in 1990 in which 12 persons were killed and 185 injured followed by 1005 explosions in 1993 in which 79 persons were killed and 719 injured, the report added. The highest number of 153 persons were killed and 1021 injured in 945 blasts in 1995 followed by killing of 133 persons and injuring 1,443 persons in 775 blasts in 2001, it said. There have been 33 grenade attacks and IED explosions in 2012 as compared to 41 last year, it said, adding that there has been increase in incidents of hurling of grenades in 2012 as 28 grenades blasts were triggered by militants this year as compared to figure of 25 in 2011. As many as three people were killed in grenade attacks and IED explosions in 2012 and 39 injured as compared to last year's figures of seven deaths and injuries to 42 people. Militants are using IEDs and grenades to cause casualties to security forces and civilians thereby avoiding direct conflict with security forces, an unnamed senior Police officer said. He said this is was part of their 'target-and-hit' strategy to avoid their own casualties.

Intelligence officials say that the main trouble they face is that the newer recruits are locals of the Valley.

Rediff on January 1 reported that the Lashkar-e-Toiba (LeT) in the past two years, since 2010 ‘uprising’, has managed to rope in nearly 70 recruits -- mostly in the age group of 20 and 25. Intelligence officials say that the main trouble they face is that the newer recruits are locals of the Valley. They have better understanding of the terrain which makes their hiding and escape easier. The new recruits have been tracked through a missing persons' chart prepared by the Jammu and Kashmir Police. These persons have gone missing since the past two years. While many have been taken to Pakistan for training, several other have already joined the LeT and are engaged in a battle against India. Sources in the Intelligence Bureau have said that the 2010 ‘uprising’ in Kashmir has started to show its effects today. The Union Ministry of Home Affairs (MHA) in 2010 had put out a warning that the escalation of violence in the region was being fuelled by the LeT through its cronies. A majority of the stone-pelters during that ‘uprising’ were found to be LeT cadres who continued their battle against security agencies.
