Police said Siridharan (32) and his friend, a registered refugee of the Mandapam camp, were on their way back from the Sabarimala temple in Kerala on January 4 when they were stopped for a routine check. Police grew suspicious when they heard his Sri Lankan Tamil accent and asked for his identity card which was found to be false. A check of his passport also revealed that it was forged. Bihar Police on January 19 said Ghulam Rasool, who was arrested from a train at Purnia Junction, is a member of Taliban and has links with the Lashkar-e-Toiba (LeT), according to Times of India. Purnia Superintendent of Police (SP) Nayyar Hasnain Khan said Rasool sneaked into Jogbani from Nepal and was on his way to Bangladesh. Acting on a tip-off, however, the Special Task Force (STF) personnel arrested him in the evening of January 12. Rasool, the SP said, has his base at Hyderabad. A murder convict, he was in a Hyderabad jail for eight-and-a-half year — in two phases. It was while serving the jail term that he came in touch with a fellow prisoner, Mehmood, who was a Talibani. On his release, Rasool shifted to Afghanistan, the SP said. Rasool is learned to have told his interrogators that he worked as an operative of Taliban and LeT between 2004 and 2008. He also confessed to his involvement in several terror strikes in Afghanistan and Pakistan, Police sources said and added Rasool later escaped to Nepal where he was once handpicked by Nepal police but let off for want of evidence. Rasool also revealed that he wanted to return to Afghanistan via Bangladesh. “That’s why he clandestinely crossed into Jogbani taking advantage of the long and porous Bihar-Nepal border,” the SP said.

The Gujarat Anti-Terrorist Squad (ATS) on March 14 has claimed to have arrested a suspected Hizb-ul-Mujahideen (HM) militant, identified as Bashir Ahmed Baba alias “Aijaz” from the national highway near Anand, reports The Hindu. Gujarat ATS Chief Ajay Tomar said in Ahmadabad on March 14 that Bashir came from Srinagar on February 20 apparently to spot “terror talents” who would be willing to go for training in Pakistan and establish the terror network in Jammu and Kashmir and Gujarat. Tomar also said that the 32-year-old Bashir was closely working with the HM’s top militants based in Pakistan-occupied Kashmir (PoK), including Bilal Shera, as well as with General Abdulla of the PoK-based Jamiat-ul-Mujahideen (JUM). Bashir maintained his links with Bilal and his other Pakistan “handlers” through mobile phones and e-mails even after he came to Gujarat. “Police have recovered three mobile phones, four SIM cards, e-mail addresses and objectionable documents from him,” Tomar added. However, Bashir reportedly surveyed vital installations such as the Indian Space Research Organisation (ISRO), important business spots on the Sarkhej-Gandhinagar Highway on the posh outskirts of Ahmedabad, and several other important and usually-crowded spots such as the Fun Republic, Kankaria Lake, Gujarat Science City, Lal Darwaja, and the Law Garden. In addition, the famous Akshardham temple in Gandhinagar was also among his targets, Tomar said.

A joint Police team of the Punjab and Delhi Police neutralised a module of the Babbar Khalsa International (BKI), an outfit backed by Pakistan's Inter-Services Intelligence (ISI), by arresting three militants from Punjab and Delhi, reports Times of India. Two suspected BKI militants, identified as Daljit Kumar alias Deepak of Baltana from Mohali District and Purshotam Singh alias Bunty from Rajoura in Patiala District, were arrested at the Zirakpur-Patiala road near Zirakpur in an operation conducted by the Mohali Police and the Special Cell of Delhi Police in the night of March 18. The third militant of the outfit, identified as Karwinder Singh, a native of Ropar, was arrested in Delhi on March 19. The arrests indicate that BKI is being pressured, just like Indian Mujahideen (IM) terrorists hosted by Pakistan, by its ISI handlers to revive terrorist activities. Senior Superintendent of Police, Mohali, Gurpreet Singh Bhullar said that two France-based terrorists identified as Purshotam Singh of Matheri and Goldy of Ghel, both from Ambala District, were funding the terrorists activities. INR 100000 recovered from the two militants was sent by them. Police also recovered a .455 bore revolver with three cartridges from the two militants. Purshottam Singh, a proclaimed offender, is reportedly one of the accused involved in the assassination of former Punjab Chief Minister Beant Singh, but could not be arrested. He had also tried to eliminate former Haryana Chief Minister Bhajan Lal before Benat Singh's assassination. Preliminary interrogation of the accused revealed that they were planning to carry out blasts in the region to create terror, the cops said, adding that more revelations are expected in the coming days. A case against them was registered at the Zirakpur Police Station and they were produced in the Derabassi court from where they were sent to Police remand till March 21.

Initial investigations have revealed that Gupta was actively working for the Pakistani Inter-Services Intelligence (ISI) and looking after the FICN segment through UP-Nepal border and had pumped in no less than INR10 million in FICN during the last 5 years. Investigators quoting initial revelations said that he has turned out to be the third important link in the FICN racket involving some important criminals like Vinod Jaiswal of Bhairawan Galla Mandi in Nepal and Yunus Ansari of Kathmandu -- the two topmost identified controllers of FICN racket in Nepal. During interrogation, Gupta revealed that he was a native of Gagaha village in Gorakhpur and was presently residing near Barmail Toll in Bhairhwan locality in Roopandehi District of Nepal. Though initially Gupta claimed that the FICN seized from him was printed and supplied by local gangs, but the ATS after screening the seized notes closely found that the paper used and the quality of ink and printing was nothing less than the factory printed currency being supplied by the ISI. Gupta subsequently confessed to his link with the ISI based in Nepal.

In March, 2000, Yusuf had planned to carry out a blast at a bus stand near Agra Fort, for which he carried out a rehearsal by planting a bomb in a bus which exploded at Peeli Pokhar. Some believe that it was not a rehearsal. "The bomb for some reason exploded before reaching its target," a Police official said.

The West Midlands Police in United Kingdom (UK) arrested four Babbar Khalsa International (BKI) militants, including the top leader Paramjit Singh Pamma, for their involvement in the killing of Rulda Singh, the Punjab-based chief of Rashtriya Swayamsewak Sangh's (RSS) Sikh arm Rashtriya Sikh Sangat, according to Times of India. Pamma had fled to Europe from Punjab. The three other arrestees were identified as Gursharan Bir Singh, Piara Singh Gill and Amritbir Singh. Sources in Punjab Police said they were arrested in England on the basis of inputs provided by India where intelligence agencies tracked certain leads suggesting the BKI's move to broaden its base in Punjab using its sympathisers in the State. As the killing of Rulda Singh involved Sikh extremism, the case is being investigated by the Counter Terrorism Unit (CTU) of the West Midland Police in UK. Rulda Singh was shot near his residence in Patiala in July 2009 and Punjab Police had managed to arrest two accused Darshan Singh and Jagmohan Singh in September 2009. The interrogation of both the accused revealed the UK connection in the murder and that the assassination was planned by BKI's Pamma based in UK. The accused disclosed that acting at the behest of Jagtar Singh Tara and others of the BKI, Pamma planned the murder of Rulda. Tara had been arrested for his involvement in the assassination of former Punjab Chief Minster Beant Singh but he managed to escape after digging a 94-long tunnel inside Burail prison in Chandigarh in 2003.

The Rajasthan Police and Karnataka anti-terrorist squad (ATS) on October 15 arrested two alleged Lashkar-e-Toiba (LeT) militants from Kasargod (Kerala) and Ajmer (Rajasthan) for their role in the 2008 blasts in Bangalore in which one person was killed and over a dozen people were injured, reported Times of India. The suspects were identified as Umar Farooq and Ibrahim Moulvi. "Umar was held in Ajmer and Ibrahim in Kasargod in Kerala," said Bangalore Police Commissioner Shankar Bidari. There were reports that an accomplice of Farooq was also caught in Ajmer, but it could not be confirmed. The Police have named 32 people in the chargesheet in the blasts case. Sources said Farooq was arrested from the railway station, where he had gone to receive a guest. Farooq and another suspect had been staying in Nala Bazaar area of Ajmer for two months and were under Karnataka ATS surveillance. Farooq is also accused of recruiting youth for militant activities in the Kashmir Valley. The case surfaced following the death of four Malayalee youth in an encounter with Security Forces in Kashmir. He is also said to be the key conspirator in the September 2005 case of burning of a bus belonging to the Tamil Nadu State Road Transport Corporation in Aluva near Kochi. This was to protest the TN Government's decision to oppose the bail plea of People’s Democratic Party (PDP) leader Abdul Nasser Madani, who was then in jail for the 1998 Coimbatore serial blasts. Farooq belongs to Prappanangadi in Malappuram District. Police sources said Ibrahim Moulvi was arrested from Badiyadukka in Kasargod District, where he worked as a cleric in a mosque using a fake identity. Moulvi had also played a significant part with LeT south India operative T. Nasir in recruiting Malayalee youth for terror training across the border. Farooq and Moulvi are suspected to be linked to 26/11 plotter Tahawwur Hussein Rana through Sabir, a LeT operative believed to be hiding in the Gulf.

The Rajasthan Anti Terrorist Squad (ATS) on October 21 arrested three suspected Lashkar-e-Toiba (LeT) militants, Babu alias Nishachandra Ali of Bikaner, Arun Jain of Nagaur and Hafiz Abdul Majid of Jhalawar, allegedly involved in luring youths in terror activities and sending them to Pakistan for training, reported Times of India. They were under the Unlawful Activities Prevention Act 1967. Preliminary investigations have revealed that the LeT ‘commanders’ based in Pakistan were planning to carry out anti-India activities through the Indians trained as terrorists on Pakistani soil, according to an official release of Criminal Investigation Department. The anti-India activities included bomb explosions, circulation of counterfeit Indian currency, smuggling of arms and ammunition, fuelling communal riots and violence in the country and also working to ensure release of Pakistani terrorists from Indian prisons. During the course of investigations it has also come to light that the imprisoned Pakistani terrorists used to take other jailed Indian criminals into their confidence and involve them in terror activities. After their release, these criminals used to indulge in terrorist activities on the directives of the LeT ‘commanders’ of Pakistan, the release said. During the probe, it was also found that Pakistani spy Asgar Ali, who is being held in Jodhpur jail, used to lure Indian inmates to undergo training in Pakistani training camps and perpetrate terror in the country on the behest of Pakistan-based LeT ‘commander’ Wahid alias Vikki Bhai. Among those who were lured by Asgar were Nisha Chandra Ali and Arun Jain. Both Ali and Jain had direct interaction with Vikki and plans were afoot to hand over huge quantity of counterfeit Indian currency to both of them, the release said. Efforts were made to obtain Indian passports for Ali and Jain and send them to Pakistan. However, as a number of criminal cases were pending against both of them, the passports were not issued, the release said. Plans were also made to send both of them to Pakistan through Nepal but it could not materialise, the release added. However, the LeT ‘commanders’ were successful in inducting Hafiz Abdul, who used to teach in a madrassa (seminary).
