An Indian Mujahideen (IM) cadre, identified as Anwar Ali Bagwaan, was arrested on January 5 for allegedly obtaining two apartments for the outfit in Pune, reports Times of India. Bagwaan, a MBBS graduate who was practising in Hyderabad, capital of Andhra Pradesh, also reportedly trained the IM militants on administering sedatives on persons they were planning to kidnap, Joint Commissioner of Police (Crime) Rakesh Maria said in Mumbai. The rent and cash deposit for the apartments were provided by the IM founder Riyaz Bhatkal and his brother, both of whom are still absconding, he further said, adding, "Bagwaan had taken two apartments in Pune on rent in his name and had given it to members of the Indian Mujahideen for their use". Bagwaan was produced before a special Maharashtra Control of Organised Crime Act (MCOCA) court which remanded him to Police custody till January 16.

A Gujarat Police team in the night of January 7 arrested a suspected terrorist, identified as Mohammed Allarakha alias Ghulam Mustafa, said to be involved in a bomb blast and other terror acts, from Chutia Bellari under the Shambhuganj Police station in the Banka District of Bihar, reports Times of India. Gujarat Police were on the lookout for Allarakha for his alleged involvement in a bomb blast in the State's Modasa town on September 29, 2008. A suspected agent of Pakistan’s Inter-Services Intelligence (ISI) was arrested by the Meerut Police from Meerut on January 10, reports The Hindu. He was identified as Amir Ahmed alias Bhura of Nukkud in the Saharanpur District of Uttar Pradesh. Hand-drawn maps of Army units in Dehradun and Meerut, a four-page classified document containing detailed information on anti-tank guided missile, an eight-page document on radio communication brigaded mortar shoot and a four-page document containing restricted information on infantry weapons and a mobile phone were recovered from his possession. The Meerut Police said they had received intelligence that some youth in western Uttar Pradesh had contacts with the ISI. Amir had reportedly passed secret information about Army bases in Dehradun, Ambala, Meerut, Agra and Roorkee, using code words over phone. The Police also said Amir had been to Pakistan five times using a fake passport.

A Lashkar-e-Toiba (LeT) terrorist, identified as Safique Iliyas alias Deepak, was arrested by the West Bengal’s Criminal Investigation Department (CID) from Malda District on January 12, reports The Hindu. Safique was later produced before the Magistrate’s Court at Jangipur in Murshidabad District and the court remanded him to 14-days Police custody. Safique, a resident of Rajshahi in Bangladesh, was instructed to spy on the movement of Army personnel in Siliguri, CID officials said. “Safique crossed over to India on January 3 and was sheltered in the house of Haji Akhtar Hussein at Harishchandrapur in Malda District. We arrested both on a tip-off,” Siddh Nath Gupta, Deputy Inspector-General (Operations) of CID, said in Kolkata on January 13. Safique had planned to set up a shop near the Army establishment in Siliguri to execute his job, Gupta said, adding “Safique had confessed that he helped two Lashkar-e-Toiba men to cross over to India via the international border in the State last year. One of them, Sikandar-e-Azaam, was later arrested by the Jammu and Kashmir Police in June.” The Delhi Police had reportedly arrested him in 1998 on the charge of transporting RDX from Bangladesh to Uttar Pradesh during 1997-98. He was lodged in the Tihar jail till 2003, before being granted bail and escaping to Bangladesh. Nine pre-activated SIM cards, fake Indian currency worth INR 50,000 and a forged voter identity card were recovered from him.

The Indian Coast Guard (ICG) on January 15 seized two Pakistani boats and arrested 17 Pakistani nationals aboard the boats near the Cori creek coast in Gujarat, reports Times of India. After seizing the boats, the ICG ship towed it to Jakhau coast, where all the arrested Pakistani nationals were being interrogated. “While carrying out patrolling inside our International Maritime Boundary (IMB), one of our fast patrolling craft P-142 apprehended two Pakistani fishing trawlers with 17 Pakistanis on it, 12 nautical miles off the Cori creek coast in Gujarat," a Coast Guard official said, adding, “All the 17 apprehended men are being interrogated by the Joint Interrogation Cell (JIC) of the agencies present there and we will come to know about their intentions and reasons for venturing in Indian waters". The official did not rule out the possibility of the two boats being used for carrying out anti-India activities.

On January 17, seven top militants of the Kangleipak Communist Party (KCP) were arrested from unspecified locations in the national capital New Delhi in an operation code named ‘Operation Grand Slam’ conducted by a joint team of Army, Manipur Police and the Delhi Police, reports Imphal Free Press. They have been identified as N. Amumacha Singh, who had recently been nominated as the president of the newly unified group of the KCP (Mangang, City Meitei and Lamphel) factions, Chongtham Manglemjao Singh alias KK Nangba alias Chouba alias Koi alias Irabot, a leader of the KCP-Mangang group and presently general secretary, home secretary and foreign secretary of the newly unified group; Chongtham Ibomcha Singh, leader of the KCP-Lamphel group, presently nominated collector of the newly unified group; Chongtham Ning Lamba Singh, son of KK Nangba and nominated military head of political section of the unified group; Ng Ratan Singh, deputy finance secretary of the group; and two lady cadres. Details of the group’s extortion activities and a draft of a press release meant to be released on January 26 were recovered from the hideout.

An Indian Mujahideen (IM) cadre and alleged key suspect of the July 2008 serial bomb blasts in Bangalore (capital of Karnataka) and Surat (Gujarat) was arrested by the counter intelligence wing of the Andhra Pradesh Police in Hyderabad on January 20, reports PTI. The arrestee, identified as E. T. Zainudheen alias Abdul Sattar, a native of Malappuram District in Kerala, was actively involved in terror activities in different parts of the country. Sattar, a radio mechanic, is an expert in timer devices and prepared circuits placed with timers used for the Bangalore bomb blasts on July 25, 2008, a Police official said, adding, "We strongly suspect his role in last year's Bangalore blasts. He also made timer devices for Surat bombs." Sattar was closely associated with Riyaz Bhatkal, a key leader of the IM, he said. They were identified as Abdul Sattar alias Sainuddin, his son Sarfuddin, Abdul Jabber, Mujeeb Mohiddin, Faizal Abdul Rehman, Abdul Jaleel Moosa, Manaf Mohammad alias Rahees, Badruddin Noor Ahmed and Sakariya. Most of the arrested had been named in the charge-sheet filed by the Special Investigation Team (SIT) of the Kerala Police before the Additional Chief Judicial Magistrate Court at Thalassery. Four others from Kerala — Abdul Raheem, son-in-law of Abdul Sattar, Mohammad Fayas Hamsa, Fayis Abdul Rahaman and Mohammad Yasin alias Rimon — who were also involved in the case — were killed in an encounter with the Indian Army in Jammu and Kashmir when they were attempting to cross over to Pakistan between October 4 and October 7 in 2008. Investigations revealed that the terrorists had formed a unit, the Shahbuddin Ghori Brigade, of the IM to orchestrate destructive activities in south India. Sattar was the brain behind the microchip-based timer devices used in several blasts across the country. Explosives for the Bangalore blasts were prepared in Mohiddin’s house at Bommasandra in Bangalore. When the plan was finalised, Sattar and the other accused brought ammonium nitrate, nuts, bolts, printed circuit boards and other materials from Kannur in Kerala and stashed them away in Mohiddin’s house, said the Police. The Police officials also said that the accused had three motives: to tarnish Bangalore’s iconic status acquired after the Information Technology boom; its economic prosperity; and Karnataka being a Bharatiya Janata Party-ruled State. Sarfaraz Nawaz, 32, who allegedly played a major role in financing the Bangalore blasts, had reportedly sought refuge in Muscat. Investigating officials told Rediff that an R and AW team managed to track down Nawaz in Muscat. They added that Nawaz was 'smuggled into' Bangalore on a chartered aircraft and the Bangalore Police are currently questioning him. Abdul Sattar, the prime accused in the case, had revealed Nawaz's role in the serial blasts during his interrogation. Hindustan Times reports that an important Students Islamic Movement of India (SIMI) leader, Sarfaraz Navaz, who reportedly funded the Bangalore serial bomb blasts on July 25, 2008, confessed during his interrogation that the Lashkar-e-Toiba (LeT) was behind the July 25, 2008 Bangalore bomb blasts. Sarfaraz, who hails from Ernakulam in Kerala, was earlier arrested by the Research and Analysis Wing (R and AW) from Muscat in Oman on March 3. He was sent to Police custody till March 14. According to Police Commissioner Shankar Bidari, Sarfaraz collected about INR 320000 from like-minded people ahead of the bomb blasts. He also took part in reconnaissance of various spots and attempted to send a suspected terrorist involved in the blast across the border to train with the LeT in Pakistan. “Sarfaraz has links with LeT and has been in touch with Wali a.k.a. Rehan, a key member of LeT. We are sure that some more men will be picked up based on information provided by him,” the Commissioner said. Sarfaraz reportedly completed a three-year course (1995-98) at Nadwat-ul-Ulema (Institute of Islamic Scholarship) in Lucknow and joined as office secretary at the SIMI head office in New Delhi in 2000. Shawaz Ismail is reported to have confessed to having served with the Pakistani border guards - service number R39409. He also admitted to be an Al Badr operative. Security sources said he was going to replace the outfit’s head of operations in Kashmir. Investigation has revealed that Ismail was sent from Karachi to Bangladesh a few months ago. From Dhaka, he moved to the India-Bangladesh border a couple of days ago and sneaked in through the Rajshahi-Malda corridor on March 18. After entering India, Ismail boarded a Howrah-bound train from Murshidabad. Security Forces arrested him in the busy BBD Bag area on March 19. Four persons were detained on April 3 from the southern Chennai suburb of Thiruvanmaiyur by the Security Forces neutralising yet another Liberation Tigers of Tamil Eelam (LTTE) ring that sought to smuggle war material to the outfit, reports IANS on April 5. The detainees included a LTTE cadre identified as Sahanthan who belonged to the Mullaitivu District in Sri Lanka. He had arrived in India about a year ago and his mission was to coordinate activities aimed at supplying the LTTE war material, sources told IANS. Detained along with him was a British national of Sri Lankan origin, Jayanathan, who flew into Tamil Nadu recently and who reportedly has had links with the LTTE in the past. The other two detainees were identified as Babu of Rameswaram and Guhan of Cuddalore in Tamil Nadu. Both are Indians and said to be linked to the Vidhuthalai Chiruthaigal Katchi, a pro-LTTE group in Tamil Nadu that is now allied to the ruling Dravida Munnettra Kazhagam. Seized from them were several satellite telephones, Global Positioning System, night vision devices as well as medicines. It is the first action on the LTTE in 2009 in Tamil Nadu.

S. Gupta. Rehman became a member of the IM after 2005 and was trained to plant bombs and explosives after conducting a recce of potential targets, said an officer. His modus operandi was to purchase a bicycle, plant bombs on it and then posing as a student, park it at a local railway station, sources said. Besides Jaipur and Ahmedabad, he could also be involved in Uttar Pradesh blasts. A Chief Judicial Magistrate court in Jaipur had earlier issued an arrest warrant against him in connection with the May 13 serial bomb blasts.

He was in possession of a voter identity card in the name of Ibrahim and an EPR (exempted from police reporting) visa, which is issued to those whose credentials are not in doubt. Incriminating documents and maps relating to the Army, fake driving licences, a pocket diary containing names and phone numbers and a Western Union receipt were also recovered from his possession. The Additional Director-General of Police, Brij Lal, said the voter identity card was issued to Waqas Ahmed in Kanpur on January 4, 2009 and he cast his vote in the recent general elections. Residing there since August 2008, he had been doing odd jobs and was also in contact with criminals, Lal added.

Sajid, a resident of Bilalganj at Lahore in Pakistan, infiltrated into India via Bangladesh and Nepal and had established himself as a resident of Bikaner as a tenant under the assumed name of Lakhan Joshi since 2005, the Additional Director General of Police (Intelligence), M. K. Devarajan, said. Sajid had been reportedly running a printing press in the city where he purportedly managed to get some job works for Army units located there. Devarajan affirmed that the ISI gave him training in intelligence work and Hindi in the Lahore Military Hospital for three months. Their interrogation so far has revealed that Salahuddin and his deputy, Khalid Saifullah, met them separately at training camps in Pakistan occupied Kashmir (PoK) seven months before and asked them to remain prepared for an important assignment. A fortnight later, another militant Shahid told them to sneak into India through Nepal. He also procured passports and visas for them. Javed and Ashiq reportedly met for the first time at Rawalpindi in Pakistan on July 29, 2009 through Shahid. He gave them INR 40,000 and took them from Islamabad to Karachi, from where they boarded a flight to Nepal. Another handler at Pokhara in Nepal helped them sneak into India through Sanauli in Uttar Pradesh. The two boarded a train at Gorakhpur to Jammu on August 3. In Jammu, they were reportedly contacted by Faiyaz, who arranged for them a white Santro car and two AK-47 rifles, two hand grenades and four magazines. The Kutch Superintendent of Police, Wabang Jamir, said, ‘‘It’s too early to say anything. Preliminary interrogation revealed that six of them are Baloch and hence we’re concerned. The Special Cell of the Delhi Police sought Aslam’s custody, submitting that he had to be taken to Maharashtra and Gujarat for investigations. The Police believe he was previously involved in some terrorist activities in Gujarat. During interrogation, Aslam reportedly revealed that he had come to Delhi from Jammu in the morning of August 25. He had been tasked to deliver the raw material for assembling Improvised Explosive Devices (IED) to some cadres of a LeT module in Aurangabad in Maharashtra. During interrogation, Vikki revealed that counterfeit currency was printed in Lahore and Karachi in Pakistan from where it is sent to Nepal by cargo and then to India. The entire operation is managed by the ISI through its Nepal-based agent Manihar, Vikki’s father. Police also recovered fake notes and telephones numbers of ISI operatives and cadres of the mafia gangster Dawood Ibrahim Company from his possession. The Uttar Pradesh Anti Terrorist Squad (ATS), too, interrogated Vikki, who revealed that after being smuggled into India, fake notes would be sold at 50% of their face value. During interrogation, he also revealed that smugglers of fake currency use code words to send their messages. For example, paanch number ka chappal (slipper size no. 5) means INR 500 currency, and das number ka chappal for INR 1,000 currency. Majid Manihar lives in Bhinga town of Shravasti District in Nepal. According to intelligence sources, he works in close coordination with certain employees of the Pakistani embassy in the Nepalese capital Kathmandu. Manihar has three criminal cases against him in India. With the arrest of his son, Police have stepped up efforts to arrest Manihar. “Assistance from the Interpol is being sought for his extradition,” the Bahraich Superintendent of Police Lalji Shukla said.

A suspected aide of underworld gangster Dawood Ibrahim, identified as Naresh Jain, was arrested by the Enforcement Directorate (ED) from the residence of his brother Shyam at Pitampura in North Delhi on September 25, reports Times of India. He was accused by the United States (US) for funding terrorist activities and running a hawala (informal money laundering system) operation over INR 50 billion. The arrest followed the recovery of unaccounted cash totalling about INR 6 million. ED officials also claimed to have found foreign currency worth a little over INR 300000, documents showing foreign bank accounts, unaccounted investment and hawala transactions worth billions of Indian rupees. Papers showing transactions of millions of Indian currencies with different Pakistan and Afghanistan based persons and entities were also found and seized, officials added. Officials also said that the raids were carried out on eight premises of Naresh and his family members. Naresh moved his base to Delhi from Dubai in United Arab Emirates earlier six months because of the growing interest of the US and other countries in his activities. Jain was on the radar of US and other countries since a sting operation codenamed "Operation Khyber Pass" conducted by Italian Police and US Drug Enforcement Agency about six months earlier. His areas of operations are believed to be spread over Nigeria, Italy, Afghanistan, China and Pakistan among many other countries. Naresh was summoned for questioning by the ED on September 24. Naresh, who has been booked under the Foreign Exchange Management Act, was earlier arrested by Dubai Police along with his six associates in 2007 as part of their crackdown on money launderers. Dubai Police had also recovered bank accounts of 21 expatriates after they were found allegedly involved in laundering money to Italy and the UK. The arrest was effected, after inputs from the US and United Kingdom’s (UK) Serious Organised Crime Agency warned that Naresh was involved in laundering drug money for various terrorist outfits including al Qaeda and Taliban. Naresh was reportedly on the radar of the US intelligence agencies ever since he was spotted at the marriage of Dawood's daughter in Dubai in 2005. He had been using his hawala network spanning across continents to facilitate financial transactions of Dawood's narcotics trade. It was also alleged that Naresh was using certain companies and accounts in New York for depositing proceeds of crime (drug money) and transferring the funds generated illegally to drug barons in locations such as Turkey.

"Girjesh alias Guddu Yadav was arrested from outside Manak Nagar railway station where he had come to deliver a consignment of fake notes. The fake currency worth Rs 4 lakh [INR 400000] was recovered from his possession," Additional Director General of Police A.K. Jain told. The man, who is yet to be identified, was arrested from the outfit's office by the Anti-Terrorist Squad (ATS) personnel from Maharashtra and Goa Police. A search of the outfit’s office in Nesai near Margao town was conducted, Police sources confirmed. They said the outfit was suspected to have links with the 2008 Malegaon blast accused Sadhvi Pragya Singh Thakur. As reported earlier, two persons had sustained injuries in an explosion at about 9.30pm (IST) on October 16 near the Grace Church in Margao, about 35 kilometres from capital Panaji. The SIMI cadres were arrested late in the night of October 20 from Khajrana locality where they were living for quite some time, the Inspector General of Police, Sanjay Rana, told reporters in Indore. Two of the arrested cadres, identified as Mohammad Shafiq and Mohammad Yunus, belonged to Ujjain District, and were wanted by the Police to stand trial for serial bomb blasts in Ahmedabad (Gujarat) on July 26, 2008. The three others, identified as Sheikh Sajid, Arshad and Firoz, belonged to Khandwa District. The Anti Terrorist Squad chief Pawan Srivastava said, "Incriminating documents, which prove that they were the members of SIMI, have been recovered from their possession. The Delhi Police arrested a Pakistani spy on November 14, with a set of vital documents relating to some defence installations, including Ghaziabad's Hindon airbase and Meerut cantonment area, reports Times of India. Acting on a tip-off from the Intelligence Bureau, Delhi Police personnel arrested him at the Indira Gandhi International Airport when he was trying to board a flight to Saudi Arabia using a fake passport bearing the name of Aamir Ali. On checking his personal belongings, the Police reportedly found several photographs and hand-drawn maps of an Air Force base near Delhi and the Army’s Meerut Cantonment in the State of Uttar Pradesh. Based on these findings, the Special Cell arrested the accused on espionage charges. During interrogation, he reportedly claimed that he was from Karachi in Pakistan. After being induced by Pakistan’s Inter-Services Intelligence (ISI) to work as a spy against monetary compensation, he was trained and then sent to Nepal by air, from where he illegally entered India through the porous India-Nepal border, sources said. The accused disclosed that he had been staying in the Shahdara area of northeast Delhi for the past four years. According to sources, he managed to procure some identification documents — like a driving licence — showing him as an Indian citizen. He remained in contact with his Pakistan-based handlers mostly through e-mail. He made calls using public telephones that are now being identified. Efforts are also being made to extract details of the e-mails sent by him. Meanwhile, the accused is being taken to different parts of Uttar Pradesh, including capital Lucknow, to identify the places he visited and also to track down his local contacts.

The Additional Director General of Police (Law and Order), A. K. Jain, told journalists that Mohammad Arshad alias Arshu and Aman alias Chand, residents of Kaiserbagh and Kalyanpur areas in Lucknow, charged INR 16000 to provide fake documents that were used by Amir Ali obtain a passport and a driving licence. The fake documents included a ration card and a school transfer certificate, Jain said. They were produced on November 17 in a court in Delhi which remanded them to seven-day Police custody.

Over INR 1 million in fake notes smuggled in through the India-Bangladesh border were seized from them. The Police reportedly received information that fake currency was being smuggled into the national capital via the State of West Bengal. The Additional Commissioner of Police (Crime Branch), Neeraj Thakur, said that the Police arrested the four accused and seized “high quality” fake notes in INR 500 and INR 1,000 denominations. The arrestees were identified as Waseem, Mazibur Rehman, Rohit Yadav and Vipin Khari. During interrogation, Waseem disclosed that he was from the State of Bihar and headed the gang.

Three Bangladeshi nationals, suspected of having links with the Pakistan-based terrorist outfits Harkat-ul-Jihad-al-Islami (HuJI) and Lashkar-e-Toiba (LeT), were arrested by the Special Task Force (STF) of the Kolkata Police on November 17, reports The Hindu. Fake Indian Currency Notes (FICN) with a face value of INR 3 million was seized from their possession along with several incriminating documents. According to Rajeev Kumar, the STF Joint Commissioner, the three militants, identified as Abdullahil Baki, Abdur Rahaman and Mohammad Tahidur, had infiltrated through the India-Bangladesh border in the Murshidabad District on November 16. They were reportedly involved in the attack on the STF office in Hyderabad (Andhra Pradesh) and the Shramjeevi Express in 2006. During primary investigation, the arrested reportedly confessed to links with the Pakistan-based Shahid Bilal’s group which is involved in recruiting and training youth from Bangladesh for carrying out terrorist activities for outfits like the LeT and HuJI. Police sources also said that Baki admitted to receiving military training at a camp in Pakistan.

Indian authorities have arrested two top Lashkar-e-Toiba (LeT) militants, who infiltrated into Bangladesh to lead a 15-member squad in an attempt to attack the US and Indian missions in Dhaka, sources in the law-enforcement agencies said on November 23, reports Daily Star. The LeT militants, identified as T. Nasir and Sharfaraz from Indian State of Kerala, were arrested by the Indian intelligence officials soon after they crossed the Bibir Bazaar border in Comilla District on November 6, the sources added. They were reportedly members of the LeT suicide squad and were earlier hiding in the hilly areas of Chittagong District for around one and a half months and trying to collect explosives from the Rohingya rebels for the attack. Funds for launching the attacks on the US Embassy and Indian High Commission were being provided by LeT leaders in Pakistan, said an unnamed official of the Detective Branch. Sources said that T. Nasir, wanted in India for a number of terrorist attacks, was supposed to lead the 15-member team formed with five LeT militants from Bangladesh, India and Pakistan each. They had planned to launch the attack on November 26, the same day the LeT terrorists carried out the Mumbai attack in 2008.

In a joint operation, the Tamil Nadu and Jharkhand Police arrested a kingpin involved in circulation of Fake Indian Currency Notes (FICN) across the country, identified as D. Manarul Sheikh, in Jharkhand on December 22, reports The Hindu. According to sources in the Crime Branch (CB) of the Criminal Investigation Department (CID), a special team investigating many FICN cases that were reported in the recent past visited Jharkhand and West Bengal, as most of the accused persons hailed from there. Acting on instructions from the Additional Director-General of Police (CBCID) Archana Ramasundaram, the team followed specific clues and arrested Sheikh at his native village in Sahibganj District. "Sheikh is one of the most important accused and a key player in the circulation of FICN across the country. Preliminary investigation reveals that the fake notes came from Bangladesh and Nepal. We made enquiries along the international border and held discussions with the Customs and Border Security Force officials," Deputy Superintendent of Police N. Mohan, who led the team, said.
