Police, on January 3, arrested a terrorist of the Al Badr in Varanasi. Identified as Azizul, a native of Miyan Wali in the Punjab province of Pakistan, he reportedly confessed during interrogation that he was an active member of Al Badar since the last three years. He reportedly admitted that he attended three training camps in Pakistan and was operating in Jammu region comprising Rajauri, Punj and Doda areas. He has also admitted his involvement in a series of terrorist acts in Jammu and Kashmir. Police sources have not ruled out the possibility of his arrival being linked to a recruitment drive.

West Bengal police unearthed a spy ring of Pakistan’s Inter Services Intelligence (ISI) in Jalpaiguri district on January 4 with the arrest of a Pakistani ISI agent at Matigara, Jalpaiguri district. West Bengal Home Secretary AK Deb, while talking to the media in Kolkata said that the arrested suspect, Mohammad Dilshad who is a Pakistan Army personnel, confessed that he had been asked by the ISI to collect information on 33 Corps army headquarters in Siliguri and other vital army installations. Based on his statement during interrogation, police raided his rented house in Adarshnagar, Siliguri and arrested four accomplices. One of the four was employed with in the 33 Corps army headquarters. The raid led to the recovery of half a kilo of RDX, a grenade, arms, a floppy disc with information on Army installations, restricted Army maps, Army special train movement maps and pocket diaries listing a large number of telephone numbers in Pakistan and the United Arab Emirates (UAE). The home secretary said that cases had been registered against all the five for waging war against the state, Official Secrets Act and Explosive Substances Act besides provisions of the Indian Penal Code (IPC).

Delhi police, on January 5, arrested a hawala (illegal money transaction) operator from Lal Kuan area of North Delhi for his alleged involvement in financing the agents of Pakistan’s Inter Services Intelligence (ISI) in the country. Police sources said the hawala operator, Abdul Bari, who runs a shop in Naya Bans in Lahori Gate area, was taken into following the arrest of Pakistani national and ISI agent Dilshad from Jalpaiguri district by West Bengal Police on January 4. Dilshad had reportedly disclosed during interrogation that he had been frequently meeting Bari who used to arrange money for him through the hawala channel on instructions from Paksitan.

Three terrorists of the Kamatapuri Liberation Organization (KLO) were arrested from Karibari and Matigora village, Jalpaiguri district, on January 13. A suspect, alleged to have provided funds to the conspirators of the December 13, 2001, terrorist attack on the Indian parliament, was arrested in New Delhi on January 15, 2002. Police said that the suspect, Dilip Tribhuwandas Bharot provided, Mohammad Afzal, a conspirator in the December 13 incident and presently in custody, with Rs. 2.8 million. The Delhi Police have arrested four terrorists of the Lashkar-e-Toiba (LeT) in New Delhi and recovered eight kilograms of RDX from them, official sources said on January 15. The sources said that the four had arrived at the capital with plans to cause blasts at crowded places and disrupt normal life in the run-up to the Republic Day Parade on January 26. The police also recovered Rs 35 lakh cash from them, sources added. The four terrorists are reported to be natives of Anantnag district in Jammu and Kashmir. Police sources added that the arrests were made from a private students' hostel in South Delhi.

According to media reports, an attempt by suspected Jammu and Kashmiri terrorists to blow up the Birsa Munda Central Jail and the administrative block of Ranchi College was foiled when police recovered a huge quantity of explosives outside the jail premises on January 22. The explosives were seized following a tip off that suspected terrorists riding two two-wheelers with a plan to blow up the two structures had left for their destinations. 22 gelatine sticks, 10 detonators and 20 metres of fuse wire were recovered. One person has been arrested in connection with the incident. Police sources have indicated that an unnamed Kashmir-based terrorist outfit might have planned the attacks in protest against the jailing of over a dozen foreign mercenaries at the Hazaribagh Central Jail.

Three Bangladeshi nationals and the brother of the main accused in the abduction of a businessman were among 61 persons detained on January 23 in connection with the January 22 terrorist attack on the American Center in Kolkata. Three teachers of the Bithani Jamia Islamia Senior Madrassa (religious seminary) were arrested from Swarupnagar in North 24-Parganas. They are suspected to have provided shelter to the terrorists. He said, "It was revealed during interrogation that Hasib Raja, one of the prime members of SIMI’s central advisory committee, was working as a brain for the organisation". Raja was arrested on March 18 in Kolkata by a special police squad and half a kilogram of RDX was seized from his possession. The encounter reportedly occurred near the North Bengal University, about six km from Siliguri when a group of eight KLO terrorists, travelling in a car and two motorcycles, allegedly opened fire at the security forces (SF) guarding the area. One of the terrorists was killed in the ensuing encounter. Other terrorists reportedly managed to escape. The SFs also seized four grenades and an improvised pistol from the car used by the terrorists. The car and one of the motorcycles used by the terrorists were also seized. No further information was available when reports last came in.

One of the arrested persons, Om Prakash Sapkota, the regional In-charge of the insurgents, was handed over to Nepal police at a border check-post, on July 20. Sapkota was arrested with 220 thousand Indian rupees on July 19 night and was known by his alias, Rajiv KC, in India. He was organising medical treatment for Maoist cadres wounded in encounters with troops of the Royal Nepalese Army. Besides, Sapkota was being aided by the Akhil Bharatiya Nepali Ekata Samaj (ABNES), reports claimed, and added that he was also involved in fund-raising in India for the insurgents. An estimated 200 injured insurgents received medical relief owing to Sapkota’s work. Tamil Nadu police, on August 1, arrested Tamil Nationalist Movement leader P Nedumaran under the Prevention of Terrorism Act (POTA). A consistent supporter of the proscribed Liberation Tigers of Tamil Eelam (LTTE), Nedumaran was picked up from his Mylapore residence and remanded to judicial custody till August 28 by a designated judge for POTA cases. Police sources said Nedumaran had been arrested for the pro-LTTE speeches he had made in the past few months and especially during a conference he organised in Chennai on April 13, 2002. Immediately after his remand, Nedumaran told media persons that he would continue to support the LTTE, as it was the only organisation that fought for the cause of Eelam Tamils. "I will not be cowed down by the repressive measures of the police,'' he said. With his arrest, a total of 11 LTTE supporters have been arrested under the POTA in Tamil Nadu.

Speaking to media persons in Ahmedabad, Joint Police Commissioner, crime branch, P P Pandey said police first arrested the JeM terrorist at the State bus terminus in Ahmedabad on September 27, following a tip-off from intelligence agencies. His interrogation led to the arrest of six others—four from Madhya Pradesh and two from Rajasthan, he said. Two persons were arrested from Shajapur in Madhya pradesh and two from Bhopal, including a travel agent. A mine-owner and his accomplice were rounded up in Kota in Rajasthan, police said. All the six were brought to Ahmedabad on October 1 and were interrogated by police teams.

Karnataka Home Minister Mallikarjuna Kharge, who announced the seizure, said the arrests might have averted a possible attack on civil and defence installations in Bangalore. The arrests and seizures followed a breakthrough on November 4 when Frazer Town police in Bangalore arrested two persons moving suspiciously near the Banaswadi railway station and found gelatin sticks and grenades in their possession. Subsequent investigations led the police team to a huge cache of explosives and equipment used to assemble the devices in godowns and houses owned by three of their accomplices in the area. Some of the arrested persons were reportedly trained in handling explosives by the PLOTE in 1985.
