A media report said police, on January 1, 2003, arrested National Democratic Front of Boroland (NDFB) 'vice-president' Dhiren Boro from Tadung area in Gangtok, Sikkim's capital. Police also detained his wife and two children who were with him. Assam police Inspector General (IGP-Special Branch) Khagen Sarma reportedly confirmed the arrest. Assam police personnel suspect that the NDFB might have set-up a base in Sikkim and the 'vice-president' was there to supervise its alleged hideouts in 'Nepal or West Bengal'. The outfit may have been trying to do this with the help of the Maoist insurgents of Nepal and terrorists of the Kamtapur Liberation Organization (KLO). According to the IGP Sarma, "It is quite likely that the NDFB was setting up alternative bases in North Bengal or Nepal with the help of the Maoist rebels and the KLO". Report said it was for the first time that a terrorist leader from the Northeast was arrested in Sikkim.

According to media reports, police have arrested Abdul Matin, the main accused in the December 2, 2002 blasts in a bus at Ghatkopar, in Mumbai. Matin, a medical student, is allegedly an active member of the Student Islamic Movement of India (SIMI). Matin was arrested in Aurangabad, Maharashtra. Besides, police also arrested three more SIMI activists for their role in the blasts and all three are engineering graduates. Three persons were killed and 32 more injured in the blasts on December 2.

He was remanded to police custody till January 17. Imran had allegedly masterminded the December 2 bomb blast in a bus in Ghatkopar, Mumbai, in which two persons were killed and 31 injured. The judge also directed public prosecutor to file a report on the efforts made by the police to trace absconding accused Khwaja Yunus Sayeed, who had escaped from custody on January 7 while he was being taken to Aurangabad.

Police in Kolkata arrested an Al Qaeda terrorist with links to the Taliban militia, who was operating in Jammu and Kashmir for the last six months. He is reported to have made significant disclosures during interrogation about the outfit’s network in the Kashmir Valley. The Myanmarese-born Fazle Karim alias Abu Fuzi was arrested from Howrah railway station on the basis of specific inputs provided by intelligence agencies of the Union government. According to the preliminary interrogation report of Fuzi, the Al Qaeda’s network in Kashmir, Bangladesh and Afghanistan has also come to light. Fuzi claimed to have met Osama bin Laden twice and also interacted frequently with Laden’s close associates before the United States launched attacks on Taliban-controlled Afghanistan. Fuzi was trained at camps in Afghanistan in 1995-96 and had left that country before the US raids and reportedly took shelter in Bangladesh’s Chittagong district from where he crossed over to Kolkata and later reached the Kashmir valley. Fuzi reportedly told interrogators that he came into contact with two higher-ranking officers of the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, in Chittagong, who had assigned him the task of creating an Al Qaeda network in the Kashmir valley.

Unearthing a racket of funding of separatist activities in Jammu and Kashmir (J&K), Delhi Police on February 6 arrested two leaders of the secessionist conglomerate All Parties Hurriyat Conference (APHC), including its Delhi-based spokesperson Shabir Ahmed Dar, for allegedly receiving funds from the Pakistan High Commission for passing them on to terrorist outfits in J&K. On a specific intelligence input, the Delhi Police arrested a woman identified as Anjum Zamrooda Habib after she came out from the Pakistan High Commission premises. An amount of Rupees 3.07 lakh besides some documents and propaganda material was recovered from her possession, Joint Commissioner of Delhi Police (Special Cell) Neeraj Kumar told reporters on February 6. He said Anjuam, leader of the Muslim Khawateen Markaz, a constituent of the APHC, revealed during interrogation that she had received the money from Pakistan’s Deputy High Commissioner Jaleel Abbas Gilani and was referred to him by the Hurriyat chairman Abdul Gani Bhat and Shabir Dar. She reportedly also revealed that Dar was frequenting the Pakistan High Commission for receiving money for an unnamed terrorist outfit. Both of them have been arrested under the Prevention of Terrorism Act (POTA) and are to be produced before a Magistrate on February 7, today, the Joint Commissioner said.

Police sources said the Maoists were arrested following interrogation of four Maoists arrested from the same place on February 26. The Maoists were reportedly distributing leaflets in Nepali calling for mobilization of people for a ‘violent and subversive struggle’ to restore democracy and hold early elections to a new ‘Constituent Assembly’ in Nepal. Speaking to media persons, a senior police official said the Nepalese government would be informed of the arrests. The interrogation of the arrested insurgents led to the trail of a Maoist ring operating in Kolkata and its suburbs. Police have detained 10 Nepalese youth for questioning. Police sources said these Nepalese youth are believed to be on a ‘recruitment drive’ and had conducted ‘motivation and training classes’ for new recruits. There are about 100,000 Nepalese living in Kolkata. Raids on several houses in Tiljala, Barasat and Hooghly areas on February 27 provided evidence of the activities of the Maoist insurgents in the city. Police said raids would continue.

The agent was caught at a cyber cafe while sending vital information through e-mail to Pakistan, reports said. Speaking to the media, the district police chief said, Haider, a resident of Shahiwal district in Pakistan’s Punjab province, was trained as a spy under three senior Pakistani Army officials at different cantonments in Pakistan, including in Lahore. Haider had reportedly left for Dhaka from Karachi on July 7, 2002. From Dhaka, he flew to Kathmandu, from where he reached Delhi and then Hisar in August 2002. Earlier, on November 2002, Mohammad Salem, an ISI agent, had been caught when taking photographs of the Ambala Air Force Station.

Disclosing this at a press conference, Maharashtra Deputy Chief Minister Chhagan Bhujbal said the terrorists had plans to use the chemicals and weapons to carry out blasts and attacks similar to the September 24, 2002-Akshardham temple attack at Mantralaya, Chowpatty, Gateway of India and other crowded places in Mumbai besides some areas in South India. "With the arrest of six persons over a period of time, the police have managed to get to the root of the entire Mulund blast case, which is clearly linked to the Ghatkopar blast case," he said. The arrests were made from two places in the outskirts of Mumbai city. Bhujbal said police seized one kilogram of potassium cyanide, some bottles of sulphuric acid, ammonium nitrate and nitric acid besides four AK-56 rifles, two pistols and an equal number of revolvers.

According to media reports, acting on a tip off, on May 17, Narcotics Control Bureau (NCB) officials seized approximately 10 kg of heroin from a residence in Kolampalayam in Erode district of Tamil Nadu. Besides drugs, Rupees 19,200 in Indian currency and an unspecified amount of Sri Lankan and US currency were also recovered. Two persons were arrested in this connection. The value of the seized contraband is estimated to be at Rupees 104 million in the international market. The NCB South Zonal Unit Director, Shankar Jiwal, later informed the media that the narcotics was being procured from Madhya Pradesh to be smuggled into Sri Lanka via Madurai. In both the blasts, high explosive devices were reportedly kept inside two taxis. One taxi driver has been arrested for interrogation in connection with the blasts. No terrorist group has claimed responsibility for these blasts thus far. Meanwhile, the city Police Commissioner, R. S. Sharma, said it could be "a jehadi group", possibly the proscribed Students Islamic Movement of India (SIMI) or the Lashkar-e-Toiba (LeT), which "have several modules in the city and around". Police sources said one of the slain terrorists was a Pakistani while the second is believed to be a Delhi resident. Investigation is on to find out if there were more JeM terrorists in the city. Earlier, Delhi police intercepted a truck containing explosives at the Qutub Road parking lot in Sadar Bazaar, central Delhi. The seizure included 10 hand grenades, 10 grenade shells and one Under Barrel Grenade Launcher. Three persons, including the driver and cleaner of the truck were arrested in connection with the seizure. One of the arrested persons revealed during interrogation that he was supposed to hand the ammunition to the JeM terrorists at Indraprastha Park. The police swung into action. The JeM terrorists arrived at the appointed time in a white Maruti car. They were shot dead by the Delhi police as they were trying to escape.

The officials have also recovered some sensitive defence documents from their possession. The arrested agents were residents of Pakistan who ran a Hawala (Illegal money transaction) operation in India. They allegedly received money from Dubai and Dhaka, which they passed on to persons in Bangalore and Mumbai, sources said.
