According to information, two KPLT cadres were on a bid to extortion drive and reached at SGB Jagnarayan Singh house for extorting money from him. In the mean time the villagers got the information and caught them and handed over them to Bakaliaghat Police. Meanwhile, suspected militants of Reformation faction of NSCN (NSCN-R) from neighboring State of Nagaland entered into and issued ‘demand notes’ (extortion notes) to villagers, along the Assam-Nagaland interstate boundary, in Jorhat District, reports The Assam Tribune on February 15. According to the report, at least 16 people, mostly cultivators, got the demand notes ranged from INR 10,000 to INR 50,000. Two villagers, identified as Benu Orang and Joydhan Mirdha, were assaulted by Naga assailants. However, Jorhat Superintendent of Police (SP) Prasanta Bhuyan said that a team from District administration held a meeting with the village council of the adjacent Naga village on the other side of the boundary. “They have assured to nab the culprits. In fact, we were informed that two of the four persons who distributed the notes have been caught by the Naga village people,” he also added.

NSCN-R, which was formed in April 2015 after its leaders broke away with Khaplang faction of NSCN (NSCN-K), has delivered demand notes with letterheads saying 'NSCN (R), Government of the Peoples Republic of Nagaland'. The letters have been delivered to the village headmen of a number of villages in Joypur, Fulertal, Hmarkhawlien of Cachar and Jinam valley areas of Dima Hasao. The outfit has demanded a sum of INR 7 lakh from each of the village headman. "In the letter they have asked us to collect the money from villagers and hand them over within two months", said a headman. "We are helpless, because the villagers are too poor to give the money. We are passing sleepless nights', he said. Sources said the armed men have been handing over the extortion notes since June. Superintendent of Police (SP) - Cachar, Rakesh Raushan on July 21 said they have got reports of the extortion notes and that senior Police officials have been sent to the areas to take stock of the situation. Lakhipur and Joypur Police Stations have also been alerted, said the SP. Raushan said Police are yet to locate the villages and speak with the headmen who have got the demand notes. He said security has been tightened in the areas in question.
