Extortion demands in the northern part of Sonitpur District by different armed groups, including Bodo and Adivasi militant groups, remains rampant in spite of the ongoing Counter-insurgency operations in the District, reports The Assam Tribune on March 22. Militant formations like IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), All Adivasi National Liberation army (AANLA), Adivasi Cobra Military of Assam (ACMA), Birsa Commando Force (BCF), etc remain active in the area. Recently, the chairman of the Eastern Zone chapter of the All India MES (Army) Contractors’ Association, Rajesh Singh and a forest official, Gopal Deka, received two demand notes for huge amounts of money by the AANLA militants under the ‘leadership’ of one Dipen Nayak, adds the report. Rajesh Singh further alleged that many of them had to oblige as the police and the AANLA militants have a nexus.

Independent faction of United Liberation Front of Asom (ULFA-I) on March 30 claimed responsibility for the recent killing of an employee of the Shell petrol depot at Aulachowka (Borjamguri) on National Highway (NH)-15 in Darrang District, reports The Sentinel. During the incident on March 27, two motor cycle borne gunmen opened indiscriminate firing at the petrol depot, wounding an employee Manoj Patel. He was rushed to Mangaldai Civil Hospital and later was referred him to Guwahati Medical College and Hospital. According to unconfirmed report, few months back the outfit had demanded a huge amount from the proprietor of the depot as donation to the fund of the outfit.

A GNLA hideout in South Garo Hills District was busted after intercepting a courier carrying extortion money in Tura leading to the arrest of two militants of GNLA, reports The Shillong Times. On April 7 Police arrested Chandan Singh working for the Tura bonded warehouse, a liquor wholesale distributor, while he was preparing to deliver a sum of money demanded by the GNLA. GNLA had reportedly demanded INR 300,000 from the bonded warehouse and Singh was supposed to deliver the money. On Chandan Singhs lead, Tura Police went to Sangknigre in South Garo Hills District and arrested Dominic Marak and Sengkal T Sangma. They were supposed to collect the extortion money and deliver it to the GNLA ‘area commander’ Karak Momin alias Hedeo. Having obtained the location of the hideout of the GNLA ‘area commander’ Police raided Dapgre village in West Garo Hills District but were fired upon by a GNLA sentry, and the ‘area commander’ escaped.

Reports of an alleged drive by the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) to recruit new cadres have caused "serious concern" among political parties and citizens' organisations in Manipur, reports The Telegraph on October 14. Intelligence and media reports have suggested that the NSCN-IM has been openly recruiting fresh cadres both in Manipur and in neighbouring Nagaland. The drive, the reports said, began immediately after the signing of the framework agreement on August 3. It is not clear why the Naga group has been recruiting fresh cadres as the Centre and the group have been pushing for a final peace agreement at the earliest. Sources speculated that the recruitment drive could be fuelled by the hope that the Centre would raise security battalions with the cadres of the group once the final settlement is made.

According to sources, a group of NSCN-IM militants is still active in certain areas of the district bordering Nagaland and running extortion drives from its temporary camps located at Baladhan village. Dima Hasao shares a 46km border with Nagaland. Report adds that suspected cadres of the NSCN-IM abducted a local contractor of Natun Lonkhai village under Mahur police station in Dima Hasao, identified as Sangjeulungbe Panme from Hajaichak village on October 31 night. Panme and three other church leaders were on their way to Bambi village in a Maruti van when he was abducted. He was released on November 2 morning. However, Police said they are yet to receive a First Information Report (FIR) in connection with the kidnapping but the incident had come to their knowledge and they were investigating it.
