The Meghalaya Police on January 11 foiled an attempt by a group of seven persons, led by two surrendered National Democratic Front of Bodoland (NDFB) cadres, to abduct a trader for ransom in capital Shillong, reports Sentinel. According to Police sources, the abduction plan was hatched in Assam in the last week of December 2009. The Police managed to lure two members of the gang into the Polo Parking lot before arresting the duo. They were identified as Khwanta Daimary and Bipul Narzary, and both of them were surrendered NDFB cadres. On the basis of confessional statements given by the arrested duo, the Police raided a house at Pynthorumkhrah in Bangladesh Colony, resulting in the arrest of two others who were identified as Malthus Daimary and Bijoy Sujunary. One locally made weapon, six rounds of live ammunition and an NDFB extortion note were recovered from the house. Two other members of the gang, Nickson Khang and Gopal Roy, were later arrested from a motor workshop in Polo area. The Police also arrested one R.S. Sumero who was supposed to drive the car carrying the abducted trader. Meanwhile, two of the arrestees were suspected by the Meghalaya Police to be cadres belonging to anti-talk faction of the NDFB.

He disclosed he joined the outfit in October, 2009 and was operating under the ‘command’ of one Starson. He was asked to serve demand letters to Government Departments. He had also collected a sum of INR 50,000 and 100, 000 from the Manipur Water Supply Department and Aganwadi (pre-schools) centre respectively for the group’s fund. 25 demand letters relating to the outfit were reportedly recovered from his possession.

A Police Official said these cadres, armed with sophisticated weapons, had teamed up with a few surrendered militants and was operating in Upper Assam, especially in Tinsukia. Jamira Police along with Hailakandi Superintendent of Police Vivekanda Das were fired upon by militants at Khulinala in south Hailakandi bordering Mizoram in the evening of February 24 and were compelled to return as they had gone to the place to recover the truck of an abducted driver, reports Sentinel. The report adds that truck driver, Makran Ali, an employee of Bulbul Enterprise, was abducted by militants in the night of February 23. Sources said that an amount of INR one million was demanded merely an hour after the abduction. Within an hour after the abduction, an unknown caller reportedly claiming himself as Abdul Salam, ‘chief’ of the United Revolutionary Army of Barak Valley, contacted one Hilal Uddin, a hotelier at Ghatmura, and asked him to inform the owner of Bulbul Enterprise to hand over INR one million for safe release of the truck driver.

Defence Spokesperson Rajesh Kalia said that a group of militants, who were collecting ‘tax’ from timber smugglers, were accosted by the troops. The militants hurled a grenade at the Army team, resulting in splinter injuries to two troopers. He said that another militant might have been injured. The report adds that several others, including coal traders and businessmen, received extortion notes in recent times but they all decided to remain silent and negotiate with the outfit. Sources said that many of these businessmen who have received extortion notes do not have enough faith in the system to seek for any kind of help. They preferred to negotiate and pay some amount to the outfit and continue with their businesses than counter the militants. Police sources said the persons in the captivity of the NDFB at present include an Indian Forest Service (IFS) Officer and one 12-year-old boy abducted from Sonitpur District. The outfit has demanded amounts ranging from INR 10 million to 50 million for the release of the abducted persons and the family members of some of them have already started negotiating with the abductors. Giving an account of the abductions by the NDFB in recent times, Police sources said that one Ram Prasad Raunia was abducted from Belsor weekly market on April 22 and on the same day, a teenaged boy, Rama Das was abducted from Hugrajuli. The attack was said to be the fallout of the garden authorities’ refusal to pay INR one million demanded by the outfit in January, 2010. According to intelligence inputs, some groups of ULFA cadres have either entered the District with arms and explosives or are taking shelter in the inter-state border areas of Assam and Arunachal Pradesh. The arrested include Baishya’s driver Ganesh Bharali, Ramendra Bharali and Dinesh Das. The Police confirmed that the United Liberation Front of Asom (ULFA) had demanded money from Baishya, but said that only investigation would reveal if the outfit was involved in the killing of the engineer. “A few days ago, the ULFA had served a demand note on Baishya for payment of Rs. 50 lakh. After getting several calls from the outfit, Baishya agreed to pay Rs. 15 lakh, including Rs 5 lakh as the first installment,” said the sources. Due to threats and mental harassment meted out by the Military Council faction of the Kangleipak Communist Party (KCP), a doctor belonging to the Radiotherapy Department of the RIMS left the State in apprehension for 15 days. The absence of the doctor has adversely effected the treatment of more than 400 plus cancer patients, said Medical Superintendent of RIMS, Y. Mohen, adding that some extortionist in guise of insurgents are operating from the Jails and are using widows to extract ransom. One such widow was arrested by the Police nearby the residence of a RIMS doctor a few days back and in the aftermath of the incident, the group has been pressuring the doctor that it was due to doctor’s information that the cadre was arrested. The outfit has been pressuring the doctor that the arrested women should be released and all the necessary court proceedings must be borne by the doctor himself, Mohen disclosed.

They also demanded some amount from the scholarship amount sanctioned to the school meant for distribution to Scheduled Tribe / Scheduled Caste and Other Backward Class students. The teachers were confined to one room of the school for several hours. Most of the teachers failed to attend classes. Subsequently a mob of students chased the suspected militants. Two of the three suspected militants managed to escape from the school premises while one of them was caught and later handed over to the Police. The person was identified as R. K. Bobby of Kwakeithel Thokchom Leikai. On August 31, students, teachers and non-teaching staffs of the school demonstrated in protest against threats and intimidations meted out to teachers of the school by militants. A team of Imphal West District Police arrested the three cadres of Khaba faction of KCP who were involved in the threatening the family members of Mayengbam Shyam (58) an Under Secretary of the Manipur Legislative Assembly secretariat on October 19 by showing hand grenade in connection with the monetary demands. The arrested cadres were identified to be Moirangthem Kenedy (27), Oinam Naobi (24) and Ninthoujam Deben (19). One Chinese hand grenade, two bikes were seized from them by the Police. Further, Imphal East District Police arrested two cadres of the Military Council faction of KCP from Kongpal Mutum Leikai on October 18. The arrested cadres were identified as Kongbam Surchandra Singh alias Yambung Meetei (50), and Nongthombam Joysing Singh (23). On verification the two disclosed that they were working under one Lamyanba Khuman and were involved in extortion. SFs launched joint operation in Kwakethel Thokchom Leikai and apprehended one PREPAK cadre on October 19. The cadre was identified as Thokchom Bondm (21).

The GNLA had earlier slapped extortion demands ranging from INR 500,000 to INR 10 million on petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. A fortnight ago, the GNLA militants had abducted two non- tribal coal traders from their residences at Nangalbibra area on ransom.

The duo was involved in extortion in the name of Lamngakpa group of Military Council faction of the Kangleipak Communist Party (KCP) and transaction of money through 24 bank accounts which were found in different names. The duo revealed that they were working directly under Oinam Shyam Singh (32) and Wahengbam Tomba Singh (34) for the past one and a half years. They also said they are actively involved in the collection money from the general public and the transaction of the extorted money to various cadres of the proscribed outfit.
