Meghalaya Police in West Khasi Hills District are intensifying operations against militants and dacoit groups who have unleashed a reign of terror by serving demand notes to coal traders, reports The Telegraph. Source said after the onset of the coal trading season in October-November, groups like the Garo National Liberation Army (GNLA) have been making hefty monetary demands from traders in places like Borsora and Shahlang. Such extortion has ingrained a deep sense of insecurity not only among the coal traders but also among labourers. Allegedly, the rampant extortion demands range anything between INR 50,000 and INR 500,000. Such demands also had forced many labourers to flee from their camps in places like Shahlang.

According to The Telegraph, an official source in Upper Assam said that a secret message issued by the Tinsukia District administration on December 27, 2011 to the State Government and the Police headquarters informed that extortion notes were served to a few persons in Ambikapur, including a woman ward member of Ambikapur gaon panchayat (Village level local self-Government institution). A group of about seven armed men, suspected to be Communist Party of India-Maoist (CPI-Maoist) cadres, had served the notes on December 20. The missive said the husband of the ward member who received the extortion note runs a small khuti (unorganised dairy farm) at 9 Kilo Khuti area, which is the last border point of Assam with Arunachal Pradesh. The area is on the edge of dense Kundal Kalia reserve forest, beyond which lies Lohit and Lower Dibang Valley Districts of Arunachal Pradesh.

Shambhu Singh, Joint Secretary (North East) of the Ministry of Home Affairs (MHA), told The Assam Tribune that the MHA has already taken a decision that a major crackdown should be launched to check the menace of extortion. Singh added that the MHA’s views would be formally communicated to the State Government shortly. Singh said that according to information available with the MHA, rampant extortions are going on in areas like Kokrajhar, Udalguri, Baksa, Darrang, Dima Hasao, Karbi Anglong etc. He said that the Anti-Talks faction of the United Liberation Front of Asom (ULFA-ATF) has been trying to launch extortion drive in upper Assam Districts, but the outfit has not been successful because of operations by Police and Security Forces and also because of the fact that the outfit now does not have the strength like the past. He said that the Government is aware of the fact that ULFA-ATF leader Paresh Baruah, who stays mostly in Myanmar and China, has been calling up people demanding money and one person who received a call from the ULFA leader in Dibrugarh formally informed the Government. On the overall law and order situation in the North East region, Singh said that the though the situation in Assam has improved, “things are yet to stabilize” and that is why the tenure of the Armed Forces (Special Powers) Act was extended for another year. The Government of Assam also wanted extension of the AFSA. Singh admitted that the situation in Manipur is still bad. He said that though the GNLA is on rampage in Meghalaya, the recent operations yielded results, while, the inter-factional clashes resulted in deterioration of the situation in Nagaland. On the activities of the Communist Part of India-Maoist (CPI-Maoist) groups, Singh said that the death of senior CPI-Maoist leader Mallojula Koteswara Rao alias Kishanji must have affected the move of the Maoists to establish stronghold in the region. He said that according to information available with the Government, Kishanji visited Assam and Manipur just before his death in West Bengal.

The two gate-keepers are identified as Arbinius D Sangma and Bahkan G Marak, both residents of Songsak village. The State Police have launched a massive manhunt to arrest the gunmen involved in the killing. The Police said the killings were related to extortion money demanded by the GNLA earlier and also to create fear psychosis among the people, particularly the coal businessmen of the area. Sources informed that the GNLA had earlier demanded an amount of INR 2 million from the Songsak Mahari toll gate in West Khasi Hills District. The killing comes barely ten days after Home Minister HDR Lyngdoh, during his visit to Shallang Police outpost, had promised the local people that the outpost would soon be upgraded into a full-fledged Police Station to provide full security to the coal traders and residents of the area.

The Sentinel reports that Assam Rifles personnel arrested four United Peoples Democratic Front (UPDF) cadres, identified Lamlai Chowai alias Babu, Dipankan Chakma alias Pinti, Kina Marak and Arun Chakma, from Manabum area in Changlang District of Arunachal Pradesh. The militants were arrested from Maitri Village under Diyun Police Station, where they had taken shelter in the house of a Chakma widow. The cadres visited the village to serve extortion note to a local businessmen in the area and had forcibly taken shelter in the house. Two US made 7.65 mm Pistols, one .22 mm Chinese made Pistol and ammunition were recovered from the militants. Sources said the outfit has asked for INR 5 million for his release. Sources said the abductors had actually wanted to abduct the branch manager, but since Ali did not know how to drive, they took him away instead. “The militants had wanted Ali to take back the vehicle as they did not want him to be left stranded on the road. However, reports of casualty were not ascertained. However, both the rival outfits have contradictory versions to say in connection with the clash. A well placed source from the NSCN-Khole-Kitovi informed that cadres of the outfit were on their way to a village and suddenly they bumped into the rival cadres on the outskirt of Kiphire. There was exchange of gun fire but no serious injuries occurred on either side, added the source. The Shillong Times reports that a teacher of Adokgre School who was abducted by suspected militants of Breakaway faction of Achik National Volunteers Council (ANVC-B) on September 27 from his house at Resubelpara in North Garo Hills District, was released in the night of October 2. According to sources, the teacher identified as Christopher G Momin was kept confined in a hideout of the rebels in Bajengdoba region in West Garo Hills District. The ANVC-B militants abducted him believing that he was working as a Police informer and demanded INR 700,000 for his release, police said on October 3. After realizing that they had kept captive a wrong person, the militant group released him. However, they demanded a sum of INR 100,000 from him as a ‘maintenance cost’ for the period he was kept as captive. It is not known whether the amount was paid or not.

Police raided the house of Dalanggre Nokma, identified as June Marak alias Wangma (45) following an intelligence input that the new ‘area commander’ of GNLA, Savio Marak was hiding there, along with some cadres. Before Police could reach the house the militants escaped while the nokma was arrested.
