According to media reports of September 1, National Liberation Front of Tripura (NLFT) terrorists of the Biswamohan faction killed five of their colleagues, including three women, at their Boalcherri training camp in Bangladesh. The terrorists were part of a group of nine that had left the camps on August 13, 2002, in order to get married. They were, however, caught by other terrorists of the group, dragged back to the camps and shot dead, on August 17. The fate of the remaining four remains unknown yet.

According to media reports, a group of four heavily-armed DHD terrorists dressed in Army fatigues entered a stone quarry at Madhuraghat, Udarbond police station limits, in Assam's Cachar district, and torched the vehicles in the presence of quarry- employees. The All Bodo Students' Union (ABSU) and the Bodo People’s Action Committee (BPAC), on September 1, at a joint session of their leaders chalked out an action plan following failure by authorities to announce the formation of the Bodoland Territorial Council (BTC) by August 31, the deadline they had set. The plan includes seeking intervention by the Union Home Ministry and convening of a joint session of all concerned organizations, Members of State's Legislative Assembly, Members of Parliament (MPs) from the State and intellectuals, on September 26, at Kokrajhar. The session also decided to hold an all-party meeting at Guwahati in the second half of September. At the session, followed by a press briefing at Kokrajhar, U G Brahma, Member of Parliament in the Rajya Sabha (Upper House of India’s Parliament) and ABSU president Rabi Ram Narzary, among others, were present.

A meeting was held in New Delhi, on September 10, where the Deputy Prime Minister L K Advani discussed the same with a BLT delegation that included 'vice chairman' Kamal Mushahary and 'publicity secretary' Mainoo Daimari. The BLT leaders were reportedly told by the Deputy Premier that an inter-ministerial meeting had been scheduled for October 13 and 14 to work out an economic package for the Bodo areas. The government plans to include the Planning Commission, Human Resources Development (HRD) Ministry, Department for Development of the North Eastern Region (DONER), Ministry of Tribal Affairs and the Union Finance Ministry in the proposed meeting. Amendment to the Sixth Schedule of the Indian Constitution, demand of a Central University, and recognition of the Bodo language under Eighth Schedule of the Constitution were also discussed at the meeting.

Speaking to media in Bishnupur, the secretary of the special task force unit of the RPF's division-VI area said the peddlers, Palal Haokip and Bishnulakpam Ebi Sharma, would be executed in the next couple of days. According to the outfit’s spokesperson, the two drug peddlers were nabbed when they were trying to sell a kilogram of contraband for Rs 5 lakh in Churachandpur district. The packet containing the contraband and marked ‘danger’ and ‘pure heroin’ came from the golden triangle, the source added. However, the confiscated heroin packet was destroyed in public. It should be noted that the RPF's armed wing, the People's Liberation Army (PLA), was the first terrorist outfit in the State to launch a campaign against drug trafficking and bootlegging.

Media reports claimed that two terrorists of NLFT- Biswamohan Debbarma faction and one from NLFT-Nayanbasi Jamatya faction were killed in the prolonged gun-battle. However, the total numbers of casualties is yet to be officially confirmed. It should be noted that the Takarjala, Golaghati, Charilam and Bisramganj areas are strongholds of the NLFT, till the split in February 2001. Currently, the Nayanbasi faction dominates Golaghati, Charilam and Bagma areas. But Takarjala in Bishalgarh sub-division continues to be a stronghold of the Biswamohan faction, in which the other faction is trying to gain hold. However, according to media sources, police was not successful in operations against the NLFT in Takarjala, because of the alleged non-cooperation of Central Reserve Police Force (CRPF) personnel stationed in the area.

He also said that 105 others were arrested and a huge cache of arms was also seized during the same period from the area. The decision came at the ongoing parleys in the Thai capital Bangkok. Reports further said that the Naga outfit has agreed to come to Delhi for further talks if ‘hurdles’ were removed. In a joint statement issued by Union government chief interlocutor K Padmanabhaiah and NSCN general secretary T. Muivah, both sides reaffirmed ‘the political importance of the broad frame-work agreement contained in the Amsterdam Joint Communiqué issued in July 2002’. The communiqué referred to the assurance in writing given by the NSCN (IM) leadership to the Union government to come to India to hold furthers rounds of talks. Both the parties have discussed a broad range of ‘substantive issues’ and agreed on measures to ensure a smooth continuation of negotiations and the need to intensify the talks. Quoting a senior member of the Steering Committee of the NSCN, Rai Sing, media sources informed, during the talks the Naga side had raised issues such as lifting the ban on the outfit, Armed Forces Special Powers Act and arrest warrants pending against leaders/cadres. Sing, however, did not elaborate on the ‘substantive issues’ touched upon during the talks, reports added.

Dhaka police had arrested Chetia from Post Rabbani Guest House, Mohammadpur police station limits, in December 1997. The ULFA terrorists are already serving a six year-jail term there for other offences, including illegal entry into the country, possession of forged passports and fake foreign currencies of 16 countries.

The suggestions aim at protecting political and socio-economic rights of non-Bodos, in the yet to be created Bodoland Territorial Council (BTC). The State government has suggested, inter alia, non-application of Article 332 to the BTC. Article 332 provides for reservation of seats for Scheduled Castes and Scheduled Tribes in State Legislative Assemblies. State Health Minister and Chairman of the Cabinet Sub-Committee on BTC, Bhumidhar Barman said, on the same day in Guwahati, the proposal has incorporated subjects like safeguard of land rights, right to language for primary education and right to trading and money lending for the non-Bodos.

Assam Director General of Police H K Deka, while talking to a local daily said, "As of now, there is neither sympathy here for the Maoists in Nepal nor presence of any Maoist elements in Assam. But, we are not taking chances, and have stepped up surveillance in certain pockets, besides monitoring movement of people in the border areas". He also said, "If the Maoists come to Assam, the ULFA could well get a fresh impetus. That is what we shall not allow to happen". Two former Chief Ministers of Nagaland, Hokishe Sema and Vizol, are on their way to Bangkok to meet with the National Socialist Council of Nagaland-Issack-Muivah (NSCN-IM) leadership. According to media sources, they had left for Bangkok after briefing Prime Minister Atal Behari Vajpayee about the recent political developments in Nagaland. The sources added that both the former leaders submitted a memorandum to the Prime Minister urging him to take all necessary steps for the smooth conduct of the upcoming State Legislative Assembly elections. The two ex-Chief Ministers also urged the Prime Minister to expedite the Naga peace process. Some Naga elders who are involved in Naga the peace process and reconciliation accompanied the two ex-Chief Ministers in their way to Bangkok. To recollect, NSCN (IM) leaders have recently held two rounds of talks in Bangkok with Union government chief interlocutor K Padmanabhaiah. The talks reportedly concluded on a positive note. Besides, the outfit’s leadership has agreed to go over to India for the next round of talks.

Quoting police sources, media reports claimed that the terrorist outfit had slapped a ‘25 per cent tax' on the annual income of government officials in the district. The reports added that police seized several extortion notes after a raid at an NSCN -IM hideout near Bagetar railway station. The demand notes were reportedly meant for an assistant director and a joint director of the Animal Husbandry and Health departments respectively, and an executive engineer of the Public Works Department. However, Police sources claimed that this was the first time that NSCN-IM terrorists were directly running an extortion network. The NSCN-IM earlier had entrusted the task of extortion to the Assam-based Dima Halim Daogah (DHD) terrorists.

Also, vocational training for the inmates was being planned. As per the reports, the project was intended by Nagaland Commissioner P Talitemjen and assisted by Deputy Commissioner of Kohima, Norman Putsure.
