Border Security Force (BSF) Director General Ajai Raj Sharma discussed the presence of terrorist training camps in Bangladesh with Bangladesh Rifles (BDR) chief Maj Gen Rezaqul Haider. Media sources said Sharma pointed out the presence of Northeast terrorist outfits' training camps in Bangladesh during the two-day biannual talks in Guwahati, on November 1. The BDR chief also reportedly denied the presence of any camps and agreed to look into the matter if BSF would provide 'necessary proof' in this regard. Also, India and Bangladesh agreed, among others, to form a Joint Coordination Committee to look into border problems. The two sides also re-affirmed the intention to pool resources and carry out a determined fight against terrorism.

In one of the largest arms haul in Meghalaya, the State police, on November 1, unearthed a hideout of the Hynniewtrep National Liberation Council (HNLC) and seized 663 rounds of various ammunition rounds at Khlaw Roman in Mawlai Nongpdeng, Shillong. According to media reports, the seizure included 460 rounds of M-16 and 169 rounds of Ak-47 ammunition, two Chinese-made high-explosive grenades, a round of SLR 7.62(self loading rifles), .27 bore cartridges and three rounds of .303 ammunition. Quoting police sources, the reports added that the operation lasted for seven hours, and an HNLC cadre–– Roundingmoon Swer––was arrested while some other terrorists escaped. According to the State police chief, the arrested terrorist was a middle-ranking activist of the outfit’s armed wing and had joined the outfit in October 2000 and trained at the HNLC’s Mawkyn Rut camp, West Khasi Hills.

To recollect, in the recent past, some six armed-men raided the petrol pump and looted Rs 30,000 in cash and valuables worth a similar amount. They reportedly asked the employees if they received any extortion notes served by their outfit, the KYKL. In a joint operation with the Central Reserve Police Force (CRPF), Assam Police on November 3 destroyed a training camp jointly used by the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland-Khaplang (NSCN-K), said official sources. The camp, situated at the foothills of Molapahar, 10 km east of Margherita town under Tinsukia reportedly had the capacity to accommodate approximately 150 terrorists at a time. The security forces have recovered some documents and an unspecified number of Army uniforms from the deserted camp.

According to a media report, notwithstanding the repeated denials by Bangladesh, India has identified 99 training camps of North-east based terrorists in that country and a list pinpointing the locations has been handed over to Dhaka for action. The training camps, whose list has reportedly been prepared by Indian security agencies, includes 25 run by the National Liberation Front of Tripura (NLFT), 20 run by All Tripura Tiger Force (ATTF), 18 by National Socialist Council of Nagaland – Isaac Muivah (NSCN-IM). The list also includes 10 training camps run by the Manipur-based People’s Liberation Army (PLA), 17 by United Liberation Front of Asom (ULFA), two by National Democratic Front of Bodoland (NDFB), two by Muslim United Liberation Tigers of Assam (MULTA), three by Achik National Volunteer Council (ANVC), one by Chakma National Liberation Front (CNLF), and one by Dima Halim Daogah (DHD). The areas pinpointed to show existence of these camps are Naikhongchari, Alikadam and Ruma in the Bandarban district, Kaukhali, Nanirchar, Baghaichari and Dighinala in Rangamati district, Kamalganj and Srimangal in Moulvibazar district and Chunarughat in Hobiganj. Camps also exist in Dighinala, Panchari, Matiranga and Khagrachari in Khagrachari district, Chunarunhat and Madhabpur in Hobiganj district.

A Guwahati-based daily that conducted an interview with him via electronic mail said the NDFB 'chief' talked of 'historical rights' and the 'right to self-determination' of the Bodo people in Assam. He indicated if the Union government is willing to talk on these issues, a negotiated settlement of Bodo issue is possible. Nabla also informed that the outfit has not received any fresh offer of talks from the Bhutanese government over its exit from that country. He maintained the "NDFB does not have any permanent camps inside Bhutan to pull out from the Kingdom." He further said, "We are having good and friendly relationship with ULFA (United Liberation Front of Asom) as we are fighting the same enemy––India. According to reports, he also added that the present Union government has taken a serious view of this problem and was committed to generate at least 10 crore jobs in the next 10 years. The Defence Minister also reiterated the government’s concern over the presence of the Al Qaeda in Bangladesh and assured that the Union Home Ministry has been taking adequate steps to deal with any eventuality. Former Manipur Chief Minister Radha Binod Koijam, the chairperson of Lok Manch, in his introductory speech aired a similar concern regarding the unemployment problem. On November 11, Cease-fire Monitoring Group (CFMG) chairman Lt Gen RV Kulkarni distributed 36 identity cards (out of the proposed 60) to top-level members of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) terrorist outfit. According to media reports, the cards were given away at a meeting of the NSCN-IM Cease-fire Monitoring Cell (CFMC) at Dimapur. At the meeting, issues such as the implementation of the cease-fire ground rules and designated camps have been discussed and Kulkarni reportedly appealed to the NSCN-IM not to move about in ‘populated areas with arms’. Talking to press persons, CFMG convenor Phungthing Shimrang added that the meeting discussed ways to create a ‘conducive atmosphere’ to tackle the present situation. The meeting was attended by top officials, including Nagaland Director General Police Hesso Mao, Additional Chief Secretary Talitemjen, Assam Rifles officiating Inspector General Brig NN Madappa. A Special Operation Team (SOT) of Meghalaya Police conducted the raid at the time, and in the clashes that followed the then ANVC commander, KK Sangma, was killed along with other cadres of the ANVC and Kanglei Yawol Kunna Lup (KYKL), another Meghalaya-based terrorist outfit. Media reports added that ANVC southern command in-charge Sohan D Shira, also the head of the outfit’s publicity wing, termed the killings of Deputy Superintendent of Police (DSP) Paichon Sangma and five others, near Chokpot, on September 9 2002, as a retribution to the Wakabua camp raid. Besides, Shira alleged that police on the lookout for ANVC cadres were harassing innocent people. Addressing the press people he also added that the deadline has been conveyed to both the NSCN- Isak - Muivah (NSCN-IM) and NSCN- Khaplang (NSCN-K) factions as per suggestions of the Union government. Lt Gen Kulkarni has reportedly asked the NSCN-K to select a site at Dimapur for their office and inform him to look into the feasibility of the camp and office through the security forces. However, the NSCN-K has so far not responded to the proposal. Armed NSCN-IM cadres were camping in four unauthorized locations—Tsiemekhuma, Mukali, Kudesh and Chimonger, when reports last came in.

The report also indicated that, besides tea industry, ULFA also planned to extort from oil companies and various Union government departments. The report further disclosed that the outfits have also allegedly been planning to abduct managers and high officials from the tea industry to force the management to pay money. The meeting was held in North Block, New Delhi, following the Union government’s decision to lift the ban, under Unlawful Activities (Prevention) Act, on both the factions of the National Socialist Council of Nagaland (NSCN). The meeting was attended by Nagaland Governor Shyamal Dutta, Union Home Secretary N Gopalaswamy, Union government chief interlocutor in the Naga peace process K Padmanabhaiah and top officials of the Intelligence Bureau (IB). According to police, a group of six heavily armed NLFT terrorists attacked Bagmara Chowmuhuni village and called the leader out of his residence with the help of two other village representatives. Subsequently, the three were taken to an isolated place. While, the terrorists allowed the other two captives to go, the leader was shot at indiscriminately and killed on the spot. Quoting official sources, reports added that the Army had launched a five-hour search operation in Ghogabeel area and seized 18 rocket guns, motor bombs, 13 propeller chargers, two Improvised Explosive Devices (IEDs) and 123kg of RDX. On November 26, Minister of State for Home I D Swami reportedly announced that the Union government has decided not to renew the ban on the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), even as the ban lapsed at midnight on November 26. Swami reiterated that the decision followed the NSCN-IM leaderships’ consent to come India to participate in the ongoing peace talks. According to Union Home Ministry sources, the talks are likely to take place in the second week of December. The two Naga leaders would be returning to India after 37 years. Though, the Nagaland State government has already withdrawn cases filed against NSCN-IM leaders in the State, neighboring Manipur has refused to withdraw cases filed there against Muivah and Swu, reports added. According to media sources, this development (not renewing the ban) could have positive repercussions for other insurgency and terrorist movements, including those in Jammu and Kashmir and in Assam.

A Special Operations Team of Meghalaya police arrested two Hynniewtrep National Liberation Council (HNLC) terrorists in Lower Lachumiere area, in the State capital Shillong, on November 27, reports said. Following the arrests they recovered a huge cache of arms and ammunition. The two HNLC cadres were identified as Roland Syiemlieh and Banwansuk Nongkseh. Quoting police sources, media reports added that police raided a hideout in Mawlai Nongpdeng after getting information from the arrested cadres and recovered 591 rounds of M-16 ammunition, two Chinese made hand grenades, a .32 pistol, 5 rounds of SLR ammunition and an AK-47 magazine. To recollect, Meghalaya police have seized 663 rounds of different kinds of ammunitions from an HNLC hideout in the same area, Mawlai Nongpdeng, on November 1, and the seizure included 460 rounds of M-16 and 169 rounds of Ak-47 ammunition, besides some arms.

The terrorists reportedly sprayed bullets at the IG's convoy at Nambol Maitram, on the Imphal-Tiddi road. However, no casualty was reported from either side in the gun battle that followed. Even as the Union government has invited leaders of the National Socialist Council of Nagaland-Isac-Muivah (NSCN-IM) to India for the next round of peace talks, the Manipur State government has decided not to withdraw cases against the outfit and its leaders, reports said on November 30. The Congress-led government in Manipur is in no hurry to facilitate a smooth "homecoming" for both the NSCN-IM leaders––Th. Muivah and Isac Chisi Swu––reports claimed. Quoting Manipur Chief Minister O Ibobi Singh, media reports added that the State government will not lift the ban on the NSCN-IM in the State. Singh reportedly said this was because the people of the State are still "apprehensive about the peace talks between the NSCN-IM and the Union government, since there is a feeling that the Naga outfit has territorial ambitions, including the merger of some of Manipur's areas into ‘greater Nagaland’". However, both the NSCN-IM leaders are likely to travel to India in mid-December to hold parleys with the Union government, reports added.
