A media report said, an encounter occurred between the Jorhat police and a group of the United Liberation Front of Asom (ULFA) at Panijangaon under the Mathura East police station limits in Charaideo subdivision, on May 1, a delayed report said. However, no casualty has been reported from any side. The police also seized 28 rounds of AK-47 rifles from the spot subsequent to the encounter.

According to a media report of May 1 quoting police sources, the Dima Halam Daogah (DHD) outfit has served extortion notices to the Bengali residents of Thaligram, Nagadoom, Chalitacherra, Bagerkona, Pathimara and Guabari villages under Khaspur in Cachar district. This has reportedly compelled many of them to desert their homes and seek shelter elsewhere. In the extortion notice, served by the People's Supreme Council of ‘Dimaraji’, each household was asked to pay Rs 100 within a specified period mentioned in the ‘notice’. Besides that, the ‘notice’ also intends to terrorize the villagers and force them to flee from the area, what the outfit calls "Dimaraji", that is the area from Dimapur in Nagaland, and North Cachar Hills, Cachar plains and Hojai in Assam.

According to media reports, Assam Minister of State for Home Pradyut Bordoloi said political, economic and other rights of the non-Bodos would be safeguarded in the proposed Bodoland Territorial Council (BTC). While inaugurating a day-long seminar in Guwahati on ‘Hurdles to resolving conflict in Assam’, organized by the Institute for Conflict Management (ICM), New Delhi, on May 1, he also said the problem of insurgency started only after the formation of the United Liberation Front of Asom (ULFA). While asserting that ULFA had its origin in the anti-migration movement, he also said the same is no more among its objectives. He said, ‘But the outfit has diverted itself from its original character. In its chorus for an independent sovereign Assam, the ULFA has started seeing the illegal migrants coming to Assam from Bangladesh as part of the Assamese society. This is because most of the leaders of the outfit are currently taking shelter in Bangladesh’.

K. Padmanabhiah, the Union government’s special interlocutor in the Naga peace talks, and K.P. Singh, Director, Intelligence Bureau, are leaving for Thailand on May 1 for renewed negotiations with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), reports said. According to media reports quoting an NSCN-IM spokesman from Bangkok, there have been consultations with 89 non-governmental organisations (NGOs) from Thailand and around 80 people from Nagaland have been invited to act as consultants. Reports also indicated, the NSCN-IM is prepared for a settlement within the Union government.

A media report of May 3 indicated that Mizoram Chief Minister Zoram Thanga will act as the interlocutor between the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and the Union government in the ongoing political dialogue. Quoting a senior government official, the report said, at the meeting that is likely to take place in Bangkok sometime between May 6 and 10, he will hold talks with NSCN-I M general secretary Thuingaleng Muivah and chairman Isak Chisi Swu. Representatives from various Naga social bodies, Non Governmental Organisations (NGOs), the Church, student leaders, the Ho Ho, the apex tribal council, and Nagaland-based NSCN(I-M) ‘kilonsers' (ministers) will also be participating at the Bangkok conclave. Both, Prime Minister Atal Bihari Vajpayee and Home Minister L K Advani have reportedly given their consent in this regard. The official said, ‘The Mizoram CM's role in the ongoing peace process has the blessings of the Indian political leadership’. The Bangkok conclave will be preceded by a meeting between official Indian interlocutors, K Padmanabhaiah and Intelligence Bureau (IB) Director K P Singh, and the NSCN(I-M)'s leaders in Malaysia. The first two have already left for Kuala Lumpur on May 3 where Muivah and Swu are currently based.

Changing its earlier strategy of demanding huge amounts, the outfit now is reportedly ready to accept even smaller amounts from businesses. Manipur Chief Minister Okram Ibobi Singh has announced that a special session of the Ate Legislative Assembly would be convened soon to discuss the ongoing peace talks between the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) and the Union government. He, however, did not fix any date for the session. The Chief Minister also said his government was considering a proposal to set up a committee to monitor the ongoing peace process in Bangkok and seek a progress report of the peace talks. The monitoring committee would include youths, intellectuals and professionals from different communities in the State. The Chief Minister, who was talking to newsmen on May 10 at his office, criticised the opposition Democratic People’s Alliance (DPA) for indulging in false propaganda against his government. The DPA has been protesting against the NSCN-IM-demand for the inclusion of Naga dominated districts - Ukhrul and Senapti - of Manipur into ‘Greater Nagalim’ during its latest round of dialogue with the Union government, thus seriously threatening the territorial integrity of the state.

Talking to media on his way back from Bangkok, Thailand, on May 13, he said that the talks were still at the "procedural stage", centring around terms of the cease-fire and the venue of talks while the substantive political issues were yet to be discussed. Apart from holding talks with the Naga leaders, Isak Chisi Swu and T. Muivah, the Chief Minister also addressed approximately 100 representatives of Non-government Organisations (NGOs) from Nagaland. He said that he had urged the NGOs to play an important role in the peace process in Nagaland as it would not be easy for the NSCN-IM to climb down from the demand for sovereignty. According to media reports, nine persons were injured at Gauripur in Dhubri district in various attacks carried out allegedly by a combined group of suspected National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) terrorists, on May 14. The terrorist, reportedly using an Ambassador car, first made a small group of Surrendered ULFA (SULFA) members their target at Bina Mandir and fired at them indiscriminately, and also lobbed grenades. Later, the terrorists made their way to the local market and lobbed more grenades at Rana Hotel. Durgabari was also made the target of indiscriminate firing. In all, nine persons were injured in these attacks. The terrorists reportedly managed to escape after the attacks. The injured were later taken to the Dhubri Civil Hospital. More details are awaited.

Speaking at the rally, All Adivasi Students' Union (AASA) president Justin Lakhara alleged, after the formation of the BTC, Bodo groups like the Bodo Liberation Tiger (BLT) and All Bodo Students’ Union (ABSU) were likely to demand a separate Bodo State. He further said the proposed BTC will not bring peace to in the region because the Bodos who reportedly constitute only 18 per cent of the population in the proposed BTC area would ‘rule over’ the rest of the population who are non-Bodos. He also reportedly urged the Adivasi community not to support the BTC on mere promises like that of being granted the Scheduled Caste (SC) and Scheduled Tribes (ST) status. The rally was also attended by representatives of the Sanmilita Janagosthiya Sangram Samity (SJSS), a co-ordinating body of the various non-Bodo groups in the area. Brajen Mahanta, the deputy chief convenor of the SJSS, while addressing the rally, also alleged that the BTC will pave the way for the formation of a separate Bodoland in the future. Quoting a statement from the outfit’s mouthpiece, Freedom (Swadhinata) the reports further said that ULFA has termed the search for a crashed MiG-21 aircraft of the Indian Air Force (IAF) in the jungles of Bhutan, along India’s borders, as an excuse to spot its camps and watch its activities. The statement issued in Freedom on May 16, said, "The reports of the MiG-21 crash is a blatant lie fabricated precisely by the Indian Intelligence agencies to carry out reconnaissance of the ULFA bases along the international border without any diplomatic hindrance from Bhutan". According to IAF officials, the MiG 21 disappeared mid-air on April 20, during a routine training flight. Security sources believe that the aircraft with two crew members possibly crashed over the Himalayas and fell into the forests on Bhutanese territory. It had taken off from the Salonibari Air Base for a routine training exercise over the Indo-Bhutan border. The statement by the ULFA also reportedly said its ‘commander-in-chief’ Paresh Baruah had ‘officially’ urged the Bhutanese government not to co-operate with the Indian authorities in ‘any future campaign’ against it. The reports added that a joint search operation by India and Bhutan for the lost aircraft and the two IAF personnel has been going on since April 20,. However, no further information was available when reports last came in.

According to a report, two persons were killed in an attack, allegedly by a group of National Democratic Front of Bodoland (NDFB) terrorists, on May 21 at Samthaibari, approximately 10 km away from Bongaigaon town. The terrorists, camouflaged in army fatigues, stormed into a local petrol pump and resorted to indiscriminate firing thereafter. A driver and cleaner of one of the trucks passing by were killed in the firing. The terrorists also looted Rs 1 lakh in cash before they managed to escape. The report, quoting Bongaigaon district police chief A Bargohain, further said the terrorists possibly wanted to target the convoy of the Minister of State for Home Pradyut Bordoloi. The district police chief was also quoted as saying that the terrorists were misinformed that the convoy of the Minister would pass through Samthaibari Service Station, the place of the incident. The police seized a Chinese made revolver from the spot. Four suspects were reportedly arrested later in connection with the incident. A search operation was subsequently launched to nab the terrorists. No further information was available when reports last came in.

The protestors burned down five houses and a car. The deceased was picked up by Assam Rifles personnel on May 22 night and was found dead on May 25, at Imphal Barrage, on the Imphal river, under Lilong police station limits. Two others who were also arrested were, however, released and handed over to the police. The Joint Action Committee (JAC) formed to look into the incident has reportedly refused to collect the body. According to the residents of the houses burnt, around 200 people led by family members of the deceased came and set their houses on fire. However, the family members of the deceased, denying their involvement in the incident, said they had just participated in a rally. Senior police officials visited the spot to take stock of the situation. The JAC submitted a memorandum to the visiting police officials demanding a judicial inquiry into the incident and punishment to the killers.

According to media reports of May 27 State Home Minister Lotsing A Sangma, during a recent press conference, said the government was prepared for talks with the ANVC but till date the terrorist group had failed to show any sign that it was keen on a discussion. However, the Home Minister is expected to meet members of the A’chik Baptist Dalgipa Krima (ABDK), in Garo Hills, leaders of the Roman Catholic Church and senior citizens of Tura to discuss methods towards bringing the ANVC to the negotiating table, the report added. The Home Minister reportedly added that no terrorist group could find a solution by going directly to the Union Government for talks, as law and order was a state subject. He also blamed the sudden spurt in terrorist activities in the Garo Hills, particularly in West Garo Hills district, on the crackdown by the Bhutanese government on the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). Stating that the government was aware that ANVC leaders were staying in Bangladesh and also of their linkages with other terrorist groups, the Home Minister added, there was, however, no concrete information on camps being run by the ANVC in Bangladesh. The reported setting up of camps in Bhutan by some of those outfits like the United Liberation Front of Asom (ULFA) and the National Liberation Front of Bodoland (NDFB) have also been taken up with the Bhutanese authorities. The report quoted the annual report of the Ministry of Home Affairs (MHA), 2001-02 as saying that contemporary forces of social and economic changes have also contributed to unrest in certain segments of tribal communities in the region. Meghalaya is reportedly witnessing militancy of moderate intensity. Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), has allegedly been pursuing its evil designs by misguiding people and also by providing arms and training to the outfits in the Northeast. The MHA report also said that Northeastern region is geo-politically the most sensitive because it has only a narrow surface link through Siliguri corridor with rest of India. While examining the security scenario in Northeast the MHA report also said Union government has reimbursed a total of Rs 629.03 crore from 1997-98 to 2001-02 to the Northeastern States as the security related expenses. The report also cited data of number of terrorists killed in various Northeastern States in 2001 during encounters with the security forces. While 282 terrorists were killed in Assam, 65 in Nagaland, 170 in Manipur, 30 in Tripura, 7 in Meghalaya and 20 in Arunachal Pradesh.

The report further said a majority of these are used by ULFA to visit their camps in Bhutan, but various others from them also lead to Bangladesh and Myanmar. The terrorists are allegedly using the West Bengal corridor for their movement between their bases in Bangladesh and Bhutan. Quoting reports, based on confessions made by surrendered and or arrested terrorists, the report further said ULFA terrorists had also allegedly visited Afghanistan through Pakistan. They were reportedly first taken to Karachi from Dhaka and then to Islamabad by air. Thereafter, they were taken by road to Rawalpindi and subsequently to Afghanistan. Besides terrorists belonging to other outfits from Northeast, including the National Socialist Council of Nagaland- Khaplang (NSCN-K) and the All Tripura Tiger Force (ATTF) reportedly visited China. According to media reports, nearly all national and regional political parties active in Manipur were present at the meeting which stressed the need for the State government to pay special attention to this issue and portray a unified stand against the threat to the territorial integrity of Manipur. The Manipur State Cabinet on May 29, decided to extend the ‘disturbed area’ status in the State under the Armed Forces Special Powers Act 1958 (AFSPA), for another year, beginning June 1. The decision according to media reports, was based on the prevailing law and order situation in the State. The ‘disturbed area’ status was declared by the erstwhile Nipamacha government in year 2000, for a two-year period, and is valid till May 31, 2002. It was also decided that the decision would be reconsidered given an improvement in the law and order situation. The cabinet while agreeing to intensify measures to bring a solution to the problem of terrorism in the State also agreed to make proper provisions for the rehabilitation of surrendered terrorists apart from seeking a special package from the Union government towards tackling insurgency. The issue of extension of the State’s ‘disturbed area’ status was discussed extensively by the steering committee of the ruling Secular Progressive Front (SPF) based on reports submitted by various security agencies.

According to reports quoting villagers, AR personnel entered Dongsung village, on the night of May 31, led by a Captain and assaulted four villagers. Separately, on June 1 morning, AR troops allegedly assaulted and stripped some men at the Liplen Kuki village playground. It should be noted that 11 AR personnel were killed on May 27 by Kuki terrorists. The Kuki Movement for Human Rights (KMHR) is reported to have urgently drawn the attention of State Chief Minister O Ibobi Singh to stop the AR personnel from terrorising the villagers. The KMHR is also reported to have requested government assistance to evacuate the injured to hospitals, charging that the AR was refusing to allow their evacuation.

According to media reports of May 31, some villagers told the media that a Captain of 21 AR has ordered compulsorily participation and threatened villagers against non-participation. Stating that several village chiefs were called recently and instructed to send representatives of every house for the peace rally, the villagers said security forces were forcing them to shout slogans against terrorists. The Kuki Movement for Human Rights (KMHR) reportedly submitted a memorandum to Manipur Chief Minister O Ibobi Singh and urged halting excesses committed by security forces, especially by Assam Rifles (AR) personnel, against innocent villagers of Khomunnom, Jangnoi, Thingphai, Kholen and other villages, following the killing of 11 AR personnel on May 27. According to media reports of May 31, the KMHR has complained that, following the killings, many innocent Kuki villagers were picked up and tortured by the AR without issuing arrest warrants. Stating that six villagers of Khomunom were picked up on May 28 and 29 without any arrest warrants and were still in AR custody, the KMHR urged the Chief Minister to stop the later from harassing innocent villagers. The KMHR also accused National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists of guiding and training the Kuki Revolutionary Army (KRA) and United National Liberation Front (UNLF) cadres at training camps at Leisan, and for using them as guides and arming them to torture, kill and harass the Kuki public. The KMHR accused the NSCN-IM of using the KRA and the UKLF in the proxy war as it could not openly carry out such acts due to its commitment to the ongoing Naga peace talks.
