A suspected National Liberation Front of Tripura (NLFT) terrorist was arrested by the security forces (SFs) from Krishnanagar area of Agartala on April 1. Separately, a report on April 1 said that the Nayanbasi faction of the proscribed group is involved in arms smuggling and fake currency circulation in various parts of the country. This was reportedly based on a confession by an arrested terrorist, Dilip Datta, during his interrogation by SFs on April 1. He also admitted that he has been working as a conduit for the NLFT. Conduits allegedly from Thailand, Myanmar and Pakistan are reportedly facilitating these activities of the NLFT through Bangladesh.

A terrorist of Achik National Volunteer Council (ANVC) was killed in an encounter with the police on April 1 near Rangagre village under Tura police station, according to media reports quoting a senior police officials in Meghalaya. The incident is reported to have occurred after a raid on the village following a tip-off about the presence of terrorist camps in the village. Some arms and ammunition were seized from the slain terrorist. Five persons have been arrested for further interrogation, sources added.

Speaking to a group of visiting journalists from Mizoram in Delhi on April 1, Union Defence Minister, George Fernandes, said that Indian Army’s Counter Insurgency and Jungle Warfare School (CIJWS), located in Varangate in Mizoram, is set to become a major international anti-terrorist institution. One security force 9SF) personnel was killed while an 11 year old boy was injured in a terrorist attack on April 2 at Ymnam Patlou village in the Imphal east district of Manipur. The unidentified terrorists hiding in a truck parked besides the road are reported to have fired more than a hundred rounds at the unarmed SF personnel. The terrorists managed to escape from the incident site. Meanwhile, many non-governmental organisations (NGOs) of the area strongly condemned the terrorist attack. Following the incident, most shops in the area remained closed and several villagers have reportedly fled their homes. Security forces have launched a major combing operation in the area to arrest the terrorists.

The Deputy Chief Minister of Meghalaya, D D Lapang, on April 2 said that the government was unable to come out with its terms and condition to hold talks with the terrorist outfit Hynniewtrep National Liberation Council (HNLC) as the latter had failed to give any positive indication to the government’s proposal. Lapang also said that the government was unaware of any demands made by the HNLC and asked the outfit to make their stand clear through their mediators or in writing. On the proposal made by the Shillong Khasi Jaintia Church Leaders Forum (SKJCLF), he said that the government was willing to accept the church leaders as mediators between the government and the HNLC. Stating that the government in order to restore peace and tranquility was studying the possibility of a cease-fire and safe passage offer to the terrorists as suggested by the church leaders. He also asked the State Political Affairs Department to prepare a report on the same which would be placed before the Cabinet.

The United Committee, Manipur (UCM), in a statement issued in Imphal on April 2 raised doubts about the possibility of some ‘secret deal’ between the Nationalist Socialist Council of Nagaland - Issac Muivah (NSCN-IM) and the Union Government in procuring the release of the abducted Deputy Commissioner (DC) of Chandel, Y Thamkishore. The UCM while expressing relief over the safe release of the DC demanded an immediate clarification from the State government and the Union government on the details of the ‘deal’ – if any ransom was paid or the if the captured arms were returned or if any other deal was concluded – which in their view could affect the integrity of the state. While pointing out that negotiations for securing the DC’s release were concluded between the Union Home Ministry and the NSCN(IM) without involving the State government, the UCM expressed fears of such acts seriously affecting the centre-state relations and India’s federal structure. Terming the abduction as an act of terrorism, the UCM demanded an immediate end to the NSCN (IM)’s armed operations in Manipur and also demanded that NSCN-IM be declared a terrorist group under the Prevention of Terrorism Act (POTA).

According to media reports, the United Liberation Front of Asom (ULFA) has collected Rs 1 crore as extortion amount from a section of government officials and businessmen in the Nagaon, Marigaon and Karbi Anglong districts during the last nine months. This was disclosed by an ULFA terrorist who surrendered before the Army at the Mohkhuli camp in Nagaon on April 3. The surrendered terrorist is also reported to have revealed that a 25-member group, which includes three women terrorists, under the leadership of Deodhai Phukan, was active in collecting extortion in Amsoi, Ullukunchi and Langklam areas of the Karbi Anglong district.

Media reports on April 3 have indicated that approximately 30 terrorists from Nepal and Bangladesh, linked to Osama bin Laden’s Al Qaeda, may attempt to sneak into different States of India, including those in the Northeast, Bihar, West Bengal, Orissa and Jharkhand. Reports cited that the Union Ministry of Home Affairs in its communiqué has cautioned these States regarding the possible infiltration by such terrorists who reportedly also have links with the Jamait-e-Islami, a Islamist party in Bangladesh. The terrorists have reportedly decided to follow the said route due to heavy troop deployment in the western sector.

Five persons, including two terrorists and three civilians, were reportedly killed in clashes between terrorists of the Peoples Liberation Army (PLA) and Border Security Force (BSF) personnel at a place between Sugnu and Sangaikot on April 22 evening. The three civilians, a father and his two daughters aged ten and five, who were sleeping in their house, died on the spot when bullets pierced through their wall. Protesting the killing of civilians, a bandh (general shut down) was observed in the entire Sugnu area on April 23 and is reportedly expected to continue. Media reports also pointed out that many villagers have expressed their desire for shifting of the BSF post from the village and expressed concern at the non-availability of regular police at the Sugnu police station.

The study will also look into their requirements that are necessary for leading a normal life. Besides, the project will also focus on the ways that are required to bring about necessary changes in the training pattern of police personnel and other government officials. The Federation of Khasi, Jaintia and Garo People (FKJGP) has decided to set up a volunteer force to contain atrocities by terrorists, especially the Achik National Volunteers Council (ANVC) and the Karbi National Volunteers (KNV) along the Assam-Meghalaya and Bangladesh border. FKJGP president Ardent Basiawmoit, talking to the media on April 26, noted that the federation would give the State government 20 days to respond, failing which the organisation would establish the volunteer force even if the government fails to sanction the establishment of a volunteer force.

According to a media report of April 29, the Bhutanese government is likely to allow Indian security forces to carry out precision strikes against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) inside its territory. The outfits allegedly maintain training camps on Bhutanese territory, close to the latter’s International border with India. However, the strike would possibly be planed after troops from the Northeast, presently deployed on the Western front, return to their bases, added the report quoting an unnamed Army official. The official said, "But Bhutan has exhausted all its options. Repeated requests to the two militant organisations to shift away camps have been futile. Recent reports that the two outfits have been encouraging anti-monarchy sentiments among the ‘Bhupalese’— Bhutanese of Nepalese origin — who dominate the southern part of the country also worries Bhutan". A separate report quoting senior Jalpaiguri (West Bengal) police officials said the ULFA is providing arms training in Bhutan to the Rajbansi youths. According to intelligence sources, approximately 200 such youths from Jalpaiguri and Coochbehar are undergoing guerrilla training in the jungles of Bhutan. Reports added, the Kamatapur People’s Party (KPP) and Kamatapuri Liberation Organization (KLO) are lying low for now as many of its cadres have been arrested. Separately, according to media reports, a Memorandum of Understanding (MoU) for an education project was signed between the Assam Rifles and Indira Gandhi National Open University (IGNOU) on April 20 in the presence of the Assam Rifles Director General, Lt. Gen. G K Duggal, and the IGNOU vice-chancellor, Prof. H P Dikshit at the IGNOU headquarters in New Delhi. Under this project the security force personnel, their families and the civilians living in the remote areas of the Northeast will have an opportunity to avail themselves of the courses in higher education offered by IGNOU. An Assam Rifles IGNOU cell, to be set up at Shillong and with the network of its six regional centres-at Jorhat, Kohima, Imphal, Aizawl, Agartala and Dimapur and approximately 30 study centres, located at various Assam Rifles battalion headquarters, will conduct these courses.

According to a media report of April 30, quoting a memorandum by Bru National Liberation Front (BNLF) president Thang Masha, the BNLF has given up the demand of an autonomous district council comprising the Reang dominated areas of Mizoram. Thang Masha said the outfit, instead, has declared its intention for a regional council, comprising the western part of Mamit district in the State. The outfit has reportedly scaled down the demand to facilitate the signing of a peace accord with the Mizoram government. The BNLF president has also submitted a 12-point charter of demands to the State government, which includes steps that should be taken to repatriate approximately 32,000 Reang refugees sheltered in six camps in the Kanchanpur subdivision of North Tripura district and create at least three seats in the Mizoram State Legislative Assembly for the Bru community.
