Committee Manipur (UCM), a civil society organization stated on January 1 that Government of India (GoI) should confine the frame work agreement with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) to Nagaland, reports The Telegraph on January 2. The President of UCM stated that "If the framework agreement and its outcome is confined only to Nagaland, there will be no issue and complications. He also added that ‘If the framework agreement or any solution based on it is going to affect the interest of Manipur, Assam and Arunachal Pradesh, then no solution should be worked out without consulting the governments of these states and stakeholders’. UCM president is the spokesperson for the eight-member delegation of three citizens' organisations who had met Union Home Minister Rajnath Singh in December.

Entire Nagaland has been declared "disturbed area" for six more months, till June-end under Armed Forces Special Powers Act (AFSPA), reports The Telegraph on January 2. In a notification, Union Ministry of Home Affairs (UMHA) stated that it is of the opinion that the area comprising the whole of Nagaland is in such a "disturbed and dangerous condition" that use of Armed Forces in aid of the civil power is necessary. It also added that therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, the central government hereby declares that whole of the said state to be a 'disturbed area' for a period of six months with effect from December 30, 2017.

In the first draft of National Register of Citizens (NRC) for Kokrajhar District, a total of 5,88,106 persons have been included in the draft list, among them 1,80,730 are of Kokrajhar Revenue Circle, reports The Sentinel on January 2. Additionally, 97,442 are of Dotma Revenue Circle, and 1, 65,850, 73,577 and 70,507 from Gossaigaon, Bagribari and Bhawraguri Revenue Circles have also been added. The District received a total of 203,906 application forms. Additionally 333,311 people of Chirang District have been added in NRC draft. The percentage of the first list is 64.35 per cent while remaining population of the district is 186,662.

Chief Minister Sarbananda Sonowal on January 2 said that his Government wouldn't give any constitutional rights to the people who fail to make it to the final National Register of Citizens (NRC), and would allow them to live in India on humanitarian grounds until the Centre takes a decision on their expulsion, reports Times of India. In a telephonic interview, Sarbananda Sonowal said, "The people who are declared foreigners will be barred from all constitutional rights, including fundamental and electoral. They will have only one right — human rights as guaranteed by the UN that include food, shelter and clothing." Nearly 1,440 Myanmarese nationals who took shelter in Mizoram following a clash between militants and the army there in November 2017 have refused to return to Myanmar, reports The Telegraph on January 10. At least 1,600 Myanmarese people from several villages in Chin state had taken refuge in Lawngtlai district of Mizoram since November 25. A source stated that ‘While a few refugees returned, 1,440 people, including 773 women and 442 minors, refused to return home’. Officials said some of the refugees even tried to construct houses but the district administration stopped them and sent them back to the relief camps.

Holding of elections is the mandate of the Election Commission of India (ECI) and postponement of elections was “unlikely” unless there was “sufficient substantive change in the facts on the ground,” he said. “I believe an Agreement resolving the Naga political issue could constitute such a change,” Ravi said in an exclusive telephonic interview with the newspaper. In this regard, Ravi has called upon the Naga civil societies and intellectuals to urge the negotiating Naga groups to be “more realistic in their approach”. The decision has been taken after receiving reports that a section of people and organizations were making objectionable comments on vital social issues including National Registration of Citizens (NRC). DGP also added that while appointment letters among 2,000 new constables will be distributed on January 12 appointing another 5,000 constables will start soon. The demand was placed in writing during talks held in New Delhi. The militant groups had had signed a suspension of operation agreement with GoI in 2008 and the January 10 talks was the sixth round of talks. The demand memorandum was signed by UPF ‘spokesperson’ Aaron Kipgen and KNO ‘negotiator’ Seilen Haokip. Altogether 13 delegates from the two organisations participated in the talks. Kukis have long been demanding creation of a separate Kuki state out of Manipur. The groups also demanded "constitutional" safeguards for Kukis in Manipur.

Moreover he had passed information about Chabua Air Force station, Oil and Gas Cooperation (ONGC), North East Electric Power Corporation (NEEPCO) and other government installations to ULFA-I militant identified as Bhaskar Gogoi alias Astitwa Asom. According Army sources, Swarup was tasked by ULFA-I to collect information on aviation-carrying turbine fuel (ATF) tankers entering Chabua Air Force station to plan placing Improvised Explosive Device (IED) on ATF tankers entering the air base. Additionally, sources stated that an oil tanker bound for Dikom storage unloading point had crashed at the railway track barricades, adjacent to the fencing of the air force station on January 13. The arrested militants were identified as ‘brigadier’ Aheto H Chophy, Witti Marak and Mughahoto Sumi. Aheto H Chophy was wanted in a case for clandestinely acquiring weapons and ammunition belonging to Nagaland Police and for insurgent violence. Between 2000 and 2012 as ‘brigadier’ Aheto H Chophy had bought 75 weapons of various types, 62 magazines and 26,098 assorted ammunitions along with three bayonets from a Police official. Type-56 rifle, 2 pistols, 176 rounds of ammunition and INR 1,32,320 were recovered from the arrested militants.

Union Ministry of Home Affairs (UMHA) is considering creating a 29-battalion India-Myanmar Border Force from the corps of the Assam Rifles (AR) and the Indo-Tibetan Border Police (ITBP) to patrol Indo-Myanmar border to curtail drugs and arms smuggling and insurgency, reports Hindustan Times. The new force will patrol right up to the border. Currently, the 46-battalion strong AR guards the border but patrols up to 500 meters from the so-called zero line, which leaves the border partly porous. AR will be paired with 4 battalions from ITBP to form the new force, with ITBP in charge. This will result in ITBP not only patrolling the 3,488-km Line of Actual Control (LAC) with China but also the border with Myanmar.

Earlier there were speculations that Dima Hasao would be part of ‘greater Nagalim’ as a part of agreement between Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) of Nagaland. Additionally, the Union Home Minister Rajnath Singh assured Assam CM that territorial integrity of Assam and other northeastern states will not be compromised when the final Naga peace accord is inked, reports Economic Times on January 29. The CM apprised Singh about the situation in the state's Dima Hasao District where protests against the demand for a "Greater Nagalim" claimed two lives.
