According to a media report of January 1, 2003, at least 93 persons were killed in the year 2002 in Kokrajhar district of Assam in various terrorism-related incidents. According to police sources, those killed included 64 civilians, five Army personnel, 18 National Democratic Front of Bodoland (NDFB) terrorists and six United Liberation Front of Asom (ULFA) terrorists. A total of 47 persons were also injured in various incidents. Besides, terrorists also abducted eight persons. Arms recovered during the year included five pistols, eight rifles (303), two RDX consignments, two bombs, 12 grenades and 203 cartridges.

The Manipur People’s Liberation Front (MPLF), a conglomerate of United National Liberation Front (UNLF), People’s Revolutionary Party of Kangleipak (PREPAK) and Revolutionary People’s Front (RPF), reportedly asked all outfits in the region to put an end to extortion in the name of armed movement, starting from January 15, 2003. The process of finalising the ground rules of the ceasefire agreement between the government and the Dima Halim Daogah (DHD) is underway. A media report of January 2 indicated that the Assam government has started the process of setting up four designated camps for DHD cadres. The outfit had announced suspension of all 'hostilities' with the security forces for six months, from January 1. According to official sources, the designated camps would be set up for purposes of board and lodging of DHD cadres during the ceasefire-period. The government has also asked the Special Branch (SB) of Assam police to chalk out a list of arms and ammunition DHD cadres would be allowed to keep for their personal security during this period. A monitoring cell headed by a joint secretary in the Union Ministry of Home Affairs will be set up to ensure adherence to the ground rules by both the security forces and DHD cadres.

According to a media report of January 5, security forces (SFs) in Assam unearthed links between the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, and the proscribed National Democratic Front of Bodoland (NDFB) following the arrest in Sikkim of the outfit’s vice chairman, Dhiren Boro in Gangtok. Official sources said, during interrogation Boro admitted that the NDFB had established contacts with the ISI through the National Socialist Council of Nagalim (NSCN) in the mid-1990s. A group of approximately 20 terrorists belonging to the outfit received training from the ISI in Pakistan in the late 1990s. Sources also said that the group was first taken to Dhaka in Bangladesh and then to Islamabad, before being taken to an undisclosed location in that country for training in arms, tactics and intelligence. However, no details of the present links between the NDFB and the ISI are known as yet. Sources also indicated the NDFB has a strong base in Nepal and that its publicity secretary B Erakdao is currently in Kathmandu. Boro has reportedly admitted that the NDFB prints most of its publicity material in Nepal to avoid detection by Indian SFs. Further, it was also revealed that the NDFB, which has two battalions of cadres, is planning to open a third battalion based in Bangladesh. The outfit already has strong bases in Bangladesh and its chairman Ranjan Daimary alias D R Nabla spends most of his time either in Dhaka or in Bangkok in Thailand.

The blockade commencing January 12 is in "strong protest against massive destruction of forestry and green vegetation by ginger cultivators", the Karbi Anglong North Cachar Hills Peoples’ Resistance (KNPR), armed wing of UPDS, said in a press release from Guwahati, on January 5. "All units and formations are asked to shoot and destroy truck and other vehicles during the blockade", KNPR general secretary HE Kathar said in the release. The outfit also appealed to the State government to punish "culprits" responsible for destruction of forests and to take action against top district officials, and the Deputy Commissioner and Superintendent of Police, for "encouraging" such cultivators. The KNPR also threatened to launch an indefinite blockade of national highways in the entire Karbi Anglong district from February 1 if the government failed to take action.

He informed the media that arms seized included eight Universal Machine Guns (UMGs), 42 AK-56 rifles and a large quantity of small arms and ammunition. Most of these weapons had been hidden underground in polypacks containing oil inside plastic tanks. He further informed that the United Liberation Front of Asom (ULFA) is losing strength. He said, "There are specific indications that the ULFA is in a state of disarray and is suffering from low morale." He also named the top ranking ULFA leaders who were killed during encounters. They included "major" Tapan Baruah, "lt." Rakta Plaban Chetia, Ajay Rajkhowa and Biren Deori. Besides, several other terrorists, including Bonti Lahon, wife of self-styled major Prabal Neog, 'commanding officer'-28 ULFA battalion, had surrendered to the security forces. According to a media report of January 7, the KNPR has called for a 72-hour bandh (general shutdown) beginning January 25 in North Cachar Hills and Karbi Anglong. The outfit is reportedly trying to protest against, among other things, the fragile foundation of Indian democracy, elimination of grass-roots democracy, influx of alien population from ‘Indian mainland’, violation of human rights and the exploitative-oppressive-colonial system of the Union government. The KNPR also reportedly demanded that the Amnesty International or any other international agency should look into alleged cases of extra-judicial actions, human rights violations, ethnic cleansing and 'genocide' perpetrated by security forces, and the guilty be punished. According to a media report, the Bodo Liberation Tigers (BLT) has put forth a new set of demands on the proposed creation of the Bodoland Territorial Council (BTC). A BLT delegation led by vice-president Kamal Mushahary met Assam State Health Minister Bhumidhar Barman and Minister of Fisheries and Welfare of Plain Tribes and Backward Classes Bharat Narah on January 9 and reportedly demanded that the proposed BTC should consist of 45 constituencies instead of 40. The BLT has also indicated that 30 constituencies must be reserved for the Bodos, 10 for the general category and the remaining five must be reserved for Assam government-nominated members. The Cabinet Sub-Committee headed by Barman has already approved that, of the 40 constituencies, the Bodos can contest elections to 30 and non-Bodos can field candidates in the remaining 10. The report quoted Mushahary as saying that the BLT would not come down on the latest demand. He said the outfit’s sole concern now was the creation of the BTC and the rest depends on the Union and Assam governments. Meanwhile, Minister Narah said it would not be possible for the State government to accept the latest demand of increasing the number of constituencies from 40 to 45.

The outfit’s spokesman reportedly said, prior to the high profile meeting, that the outfit has not given up its demand for self-determination and that its decision to hold unconditional talks was in an "accommodative spirit". He said it did not mean the NSCN-IM has agreed for talks within the framework of the Indian Constitution. However, Muivah Swu reiterated their sincerity in ‘solving the problem realistically’. After a 40 minute meeting the Prime Minister, Swu said the talks were held in a cordial atmosphere and India and Nagas have ‘come closer to understanding’. He further added that the Prime Minister has been trying to solve the problem according to Naga history. Expressing optimism over the maturity level of the political leadership, Muivah said the Prime Minister was ‘quite understanding and added that the Union government knows and very well understands the reality of the Nagas. Boro, arrested in Gangtok, Sikkim, on January 1, reportedly confessed that NDFB 'president' Rajan Daimary and 'publicity secretary' B Erakdao were presently in Bangladesh. He further said Daimary visited Pakistan in 1998. A Naga outfit (whose name he did not disclose) facilitated his visit and he allegedly received political and administrative training there from the Inter Services Intelligence (ISI), Pakistan's external intelligence agency. Boro further revealed that Daimary arranged for training 10 NDFB cadres, along with those of the Naga outfit, in 1999 in Pakistan. They used the Dhaka-Islamabad route to reach Pakistan and were trained in explosives and weapons.

According to a media report, Assam Chief Minister (CM) Tarun Gogoi said the Union government should initiate steps to establish contacts for peace talks with proscribed terrorist outfits in the State. Speaking to a Guwahati-based newspaper, on January 12, the CM said the Naga model of peace process could be followed in Assam, too, while initiating dialogue with the National Democratic Front of Bodoland (NDFB), United Liberation Front of Asom (ULFA) and other terrorist groups. He said, "Now that the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) leaders have come to New Delhi to push their peace process forward, the Government of India must start a serious initiative to get in touch and bring the rebel groups from Assam to the negotiating table on the lines of the Naga rebels." The CM also said the ULFA and NDFB have to be confronted inside Bhutan to curb terrorism in the State. He said, "Tackling the rebels operating out of our foreign neighbours is extremely important to put a halt to their violent hit-and-run offensives". He further informed, "The Special Services Bureau (SSB) will be deployed along the Bhutan border now, but along with that, the border roads must be improved or built, wherever they don’t exist, for an effective patrol of the stretch". Saying, "Violence can never lead to a solution", he added that the ULFA should shun this path and come forward for negotiations. He also said, "There is no point in announcing safe passage (for terrorist groups on the occasion of Bihu, a regional festival) unless there is some positive response from the rebels. While Advani expressed satisfaction over the progress of the peace talks, he remained silent on the NSCN-IM's demand of the integration of all Naga inhabited areas into Nagalim (Greater Nagaland). Besides areas in the existing Nagaland State, the NSCN-IM demands that Nagalim should include Karbi Anglong and Assam’s North Cachar Hills districts and parts of Golaghat, Sibasagar, Dibrugarh, Tinsukia, and Jorhat districts in Assam. The notion of Nagalim also includes Dibang Valley, Lohit, Tirap and Changlang districts of Arunachal Pradesh and sizable portions of four of the seven districts of Manipur – Tamenlong, Senapati, Ukhrul and Chandel. Advani also said an attempt was on to involve all Naga terrorist groups, including the Khaplang faction of the NSCN (NSCN-K) in the peace process. He denied that the NSCN-K was being ignored in the peace process. The Union government's decision on not extending the ban on this faction was an indication of this fact, he added. He said, "The porters were released but we arrested one ULFA militant who was leading the group into camps in Bhutan with a huge stock of food grains and other essentials." ULFA and National Democratic Front of Bodoland (NDFB) terrorists were also reported to be forcibly collecting rations from border villages of Assam to meet their food requirements. According to intelligence officials, there could be approximately 4,000 ULFA and NDFB cadres in terrorist training camps in Bhutan. An unnamed intelligence official said, "A few arrested militants said during interrogations that cadres were facing the worst winters in the Bhutan jungles with food shortage adding to their woes." He further said, "A number of militants in the Bhutan camps were hit by disease but with troops blocking the entry and exit routes along the border, they were unable to get medicine supplies and other essentials." Bhutan has reportedly also admitted that ULFA alone has six camps in the country, including the outfit’s general headquarters and military training bases inside jungles in the southern Samdrup Johngkhar district. The NDFB runs seven camps separately in this district. Bhutan had warned these outfits of military action if they did not leave its territory. Bhutan’s King Jigme Singhye Wangchuk was quoted, on an unspecified date, as saying, "We will hold talks with the militants who have established camps inside Bhutan". He further said, "If the militants refuse to leave our country through peaceful dialogue, we will be left with no option but to use our military forces." Bhutan has not taken any direct military action against the NDFB and ULFA, thus far.

Media reports said the Union government’s cease-fire with the Bodo Liberation Tigers (BLT) has been extended till February 21, at the end of the January 20-tripartite meeting between the Assam government, the BLT and Union Home Ministry officials. However, no agreement could be reached over the formation of the Bodoland Territorial Council (BTC). The BLT team reportedly wanted a modification in Assam’s proposals regarding elections to the proposed 40-member BTC. According to the original proposal, 30 of these were reserved for tribals and 10 more for the non-tribal population living in the BTC area. The BLT now has reportedly changed its mind and wants 25 of them exclusively for tribals. Besides, it wants 10 seats to be kept in the general category and five to be reserved for non-tribals. Assam reportedly rejected the modified plan suggested by the Bodo team. Nonetheless, the State government agreed to include 12 of the 93 villages the BLT wants to be added to the BTC area. The State government has agreed to include a total number of 3,072 villages in the BTC, thus far. Assam further suggested a survey in the rest of the villages the BLT wants in the BTC. It said these villages could be included if tribal population was in a majority. The Union Home Ministry advised in this regard that the State government and the BLT should resolve such differences within a month and reach a peace accord.

A search operation was also carried out at Cotton College campus and hostel inmates were asked not to allow any stranger to stay with them The police is also interrogating a few persons, as intelligence reports indicated that an ULFA artillery squad is in the city to launch mortar attacks. A vigil is being maintained to prevent the squad from attacking identified targets like high-rise buildings situated around Judges’ Field, the Guwahati High Court building, Hotel Brahmaputra Ashok, Circuit House and Meghdoot Bhavan. A surrendered terrorist, Bhaiti Patgiri said he had joined ULFA in 1999 and had also been to Afghanisthan on a fake Bangladeshi passport for training in arms. According to media reports, on January 27, a businessman identified as Manower Hossagin was abducted from Garobada, bordering West Khasi Hills by HaJong United Liberation Army (HULA), a newly formed terrorist outfit in the West Garo Hills district of Meghalaya. Citing a police source, reports added that a group of five-armed HULA cadres abducted Hossagin, who runs a brick kiln in Esakuri village near Garobada and is a resident of Assam, in a Maruti van. The reports further added that the outfit allegedly receives support from the proscribed terrorist outfits of northeast, including the United Liberation of Asom (ULFA) and National Democratic Front of Bodoland (NDFB). Meanwhile a search was launched in the area to rescue the trader when reports last came in.

According to police sources, Brahma fled a BLT camp last week and wanted to join the rival National Democratic Front of Bodoland (NDFB). The report quoting a 'reliable source' further said the outfit's purported objective is to demand a separate Kamatapur State consisting 18 districts of West Bengal and Assam and would act as a rival to the Kamtapur Liberation Organisation (KLO). KLO demands a separate Kamtapur State comprising six districts–– Cooch Behar, Darjeeling, Jalpaiguri, North and South Dinajpur and Malda––of West Bengal and four contiguous districts of Assam––Kokrajhar, Bongaigaon, Dhubri and Goalpara. The 'new outfit' would reportedly also demand inclusion of eight more districts of Assam, including, Nalbari, Barpeta and Darrang among others. The report, however, gave no more details.

According to Union Home Ministry sources, intelligence reports indicated the officer facilitated the transfer of at least 6,000 rounds of ammunition and a large number of arms–– that were meant for the AR posted in Tripura––to the NLFT. According to media reports, on January 29, three Achik National Volunteer Council (ANVC) terrorists were arrested from Wahryndi, near Shallang out post in West Khasi Hills district of Meghalaya. They were later identified as Elius Marak of Wahryndi, Bistu Basumatari and William Puwein of Shahlang. Quoting a police source, the reports said that a brief encounter occurred at Wahryndi before one of the terrorists was arrested. Some incriminating documents were also recovered from his possession. Two more terrorists were arrested at Shallang, on the basis of information provided by him. Subsequently, the arrested terrorists reportedly confessed about the ANVC's activities in Borsora, Shahlang and some other areas of West Khasi Hills, which are under the coal belt.

Turning them in would send a clear message to all terrorists that Bangladesh does not welcome anti-India activities on its soil, India said. It also asked Bangladesh to shut down terrorist training camps. Citing police sources, media reports said the doctor was released at Williamnagar, Meghalaya. State Home Minister Lotsing A. Sangma reportedly said the doctor was set free without any ransom being paid. To recollect, Bezbaruah was abducted on December 19 from Williamnagar in East Garo Hills and Rs 30 lakh was demanded as ransom, with January 15 as the deadline. Later, the ANVC demanded improvement of medical facilities in Garo Hills and reset the deadline to January 25.

The Karbi Students’ Association (KSA), on January 29, offered to mediate between the government and terrorist outfits operating in Karbi Anglong and Norht Cachar Hills district of Assam. While addressing a press conference in Guwahati, its president Hanu Ram Ingti said the Union government should also initiate a dialogue with the dissenting faction of the United People's Democratic Solidarity (UPDS) led by H.E. Kather, and this was required for the lasting peace in this region. According to him, non-implementation of Article 244 (A) was the reason behind terrorism in these areas. Article 244 deals with special provisions related to tribal areas of Assam, and other States. He further said the KSA welcomes the Naga peace process and was ready to unite other students' organisations to make it successful. However, he disapproved the National Socialist Council of Nagaland- Isak Muivah's (NSCN-IM's) demand of Greater Nagaland (Nagalim). The KSA president suggested that the Sixth Schedule of the Indian Constitution is insufficient to meet the aspirations and protect the identity of Karbis and Dimasas. He also indicated that the KSA might launch a stir demanding a separate State and against illegal immigration in Karbi Anglong district. The KSA would hold a general conference from February 10 to 13.
