A Memorandum of Understanding (MoU) signed between the Kuki Student’s Organisation (KSO) and the All Naga Student’s Union, Manipur (ANSAM), on March 1, at Litan Sareikhong, some 50km away from Ukhrul, it was agreed to take five steps to improve relationship between the two groups, said a delayed report on March 4. The MoU said both the groups realised that violence brought only harm to both Nagas and Kukis, and they would henceforth work together in the areas of culture, education, transport and redressing grievances.

According to a news report, All Bodo Students’ Union (ABSU) advisor U G Brahma said, in Guwahati, on March 4, allayed the apprehension of non-Bodo groups that the Bodoland Territorial Council (BTC) would not safeguard their interests was unfounded. Noting that the Bhupinder Singh Committee report on the Bodoland issue was outdated, he urged the Assam government to swiftly implement provisions relating to the BTC under the modified Sixth Schedule. However, other news reports indicated that Sanmilita Janagosthi Sangram Parishad (SJSP), a co-ordinating body of 18 non-Bodo organisations, threatened in Guwahati, on March 3, to hold a state-wide stir from March 5 against the proposed BTC. SJSP is opposed to the latter and supports negotiations within the framework suggested by the former.

Speaking in Guwahati on March 6, US Ambassador in India Robert Blackwill said terrorism and infiltration from across India’s borders must stop and said the US was striving to stamp out the problem in all its manifestations. He said, "The United States is concerned with all forms of terrorism and is striving to end it across the globe". Asked about US agenda in India’s Northeast, the Ambassador said the US would like economic development through private enterprise if the constraints were removed. He said, " Foreign direct investors have the whole world to invest but capital does not feel safe where there is political violence. If insurgency in the Northeast is solved, it can boost the economy here". When asked why none of the Northeast terrorist outfits figured in the US list, he said, " We were preoccupied with the Centre (Union government) and particularly those in Jammu and Kashmir". He added that he had discussions with the Chief Ministers of the region and also with police and military about insurgency in the Northeast.

A news report on March 7 said the Co-ordination Committee of Bodoland Movement (CCBM) would launch a counter agitation to oppose the stir called by the Sanmilita Janagosthiya Sangram Samity (SJSS) from today, March 9, in their protest against the Assam government’s decision to form the Bodoland Territorial Council (BTC). The SJSS had reportedly threatened to block rail and road transport in Assam over the State government’s alleged indifference to the cause of non-Bodos in the BTC. Reports also said CCBM convenor and All Bodo Students Union (ABSU) president Rabiram Narzary, while speaking in Guwahati on March 7, accused that SJSS of being led by ‘outsiders‘. He also alleged that SJSS leaders Mukut Singha Chutia and Phani Medhi were derailing the peace process in Assam. Narzary further held that the BTC had the full support of all the inhabitants in the area, Bodos as well as non-Bodos.

All Assam Students Union (AASU) president Prabin Boro and advisor Samujjal Bhattacharya, in Guwahati, on March 7, said they would launch a State–wide agitation from today, March 8, in reiteration of their demands, which include implementation of the Assam Accord in toto, hundred per cent reservation for the ‘indigenous citizens of Assam’ in all the elected institutions, introduction of dual citizenship, inner-line permit system in the State and special status to the State comparable to Jammu and Kashmir, media reports said. Explaining the ‘indigenous citizen’ term, they said only those people belonging to Assam and speaking Assamese or any tribal dialect of Assam, or in the case of Cachar the language of the region, should be treated as indigenous people. The leaders also reminded Legislators in the State of their obligation to update and preserve the 1951 National Register of Citizens (NRC) as per the Assam Accord, which has not been done so far, the report added.

Imphal-based Joseph Mittathany, president of the Regional Bishop's Council, said educational establishments run by the Church were being targeted by terrorists. During the recently concluded meeting of the Directors General of Police of all the seven north-eastern states held in Gangtok from March 7-8, the West Bengal police who attended the meeting for the first time agreed to share intelligence with the Northeast States’ police and assured to extend full support in their fight against the terrorists. In a memorandum to Arunachal Pradesh Chief Minister Mukut Mithi, the Nyishi Elite Society (NES) alleged that the Nyishis "were being subjected to Bodo atrocities including extortion and abduction for ransom in recent months". NES also demanded immediate transfer of the East Kameng distirct police chief and officer-in-charge of the Seijusa police station. Later at a press conference, NES president Dr Ligu Tacho and secretary Techi Nuykum called for a social boycott of Bodos living and working in Arunachal Pradesh and urged the State and the Union governments to intervene against the ‘atrocities". Nyishi leaders also claimed that the Bodos had completely violated the peace agreement reached after the meeting in 1999 between the Nyishis and the Bodos.

Media reports on March 17 indicated that the proscribed National Liberation Front of Tripura (NLFT) has created its women’s wing under Khanjana Debbarma, a close associate of NLFT chief Bishwa Mohon Debbarma. An unspecified number of young tribal girls from different parts of Tripura have disappeared and made their way, reportedly, to NLFT training camps in the Chittagong Hill-Tracts (CHT) of Bangladesh. Reports said families of the missing girls aged between 14 and 16 never reported it to the police and the number of such girls could be even 100 who went missing in the past six months. This includes those 14 who disappeared between February 15 and 19 20002. Intelligence sources also believe that 22 girls have crossed the border to reach CHT since mid-February. Tripura Chief Minister Manik Sarkar had informed the State Assembly earlier that most of these girls belonged to the remote hill areas of Dhalai and North Tripura district. The areas, which sources believe NLFT has been targeting for its women’s wing, include Sakhan-Sermoon hills of Kanchanpur, Teliamura and Baramura in North Tripura, among others. The girls are lured away allegedly by the NLFT terrorists on the pretext of love and sent to the mentioned destinations.

Manipur Chief Minister Okram Ibobi Singh told the State Legislative Assembly that high-ranking officials with reinforcements had rushed to Chandel district but, however, had to be restrained from taking up rescue operations keeping in mind the safety of the hostage and the wishes of local residents. The local leaders are reportedly trying to contact the terrorists responsible for the abduction. Stating in the House on March 20 that negotiations had not begun yet with the abductors, the Chief Minister has appealed for the release the DC and warned that search and rescue operations would be launched if he was not set free latest by March 20. Earlier, Members of the Legislative Assembly expressed concern about newspaper reports indicating the terrorists’ demand for a ransom of Rs. 30 lakhs and about reports of an executive engineer of the Public Works Department (PWD), who has also been abducted near Sita, in Manipur, and demanded the government to take urgent steps to prevent such abductions in the future. All the eight security personnel escorting Thamkishore have been suspended for their inability to prevent the abduction and allowing themselves to be easily disarmed by the terrorists.

Denying that the Forum would act as a ‘negotiator’ with the Garo Hills-based terrorist outfit, the Achik National Volunteers Council (ANVC), its president, Rev. P Lyngdoh asked the government to fulfil certain pre-conditions to bring the HNLC to the negotiating table, reports further said. Among those, the Forum demanded that it be declared as the ‘official’ negotiator. It also said there should be a ‘conducive’ atmosphere for talks, under which, the government should declare cease-fire, halt counter-insurgency operations and offer ‘safe’ passage to terrorists. This is necessary to bring them in the mainstream, said Rev Sangma, according to the reports. Appealing to the terrorists to shun all sorts of violence, he also asked for a ‘rehabilitation’ package that would be acceptable to the terrorists. Police said the mob had gone out of control. According to delayed reports, security forces are reported to have killed two suspected terrorists belonging to the United national Liberation Front (UNLF) on March 27 following an encounter at Mayang Langjing along the Khurkhul-Lamsang road. The terrorists, who were riding a motorcycle, fired at the security forces after they were asked to stop for checking. They were killed in retaliatory fire. Some arms and ammunition were seized from the encounter site. According to media reports, while the families of both the slain terrorists claimed that the two were innocent, official sources maintained that those killed were UNLF members.

The United Liberation Front of Asom’s (ULFA) ‘action group’, has asked its cadres to retreat to the camps in Bhutan, indicated media reports on March 29, quoting an intercepted fax message by the Assam police. The reports said recent counter-insurgency operations in which many ULFA terrorists were killed may be the reason behind this move. However, M Mohanraj, the Inspector General of Police (IGP), Law and Order, claimed that ULFA may escalate its activities in future and the ‘instructions’ for the same have already been sent to the terrorists in the State. The outfit is already recruiting fresh cadres in parts of Upper and Lower Assam. It is also forcing people to its ranks, he further said. Apart from continuing its extortion activity, the ULFA is also reported to be procuring weapons. Reportedly, a batch of new recruits have already been sent to Bhutan for training. Mohanraj also called the reported closing down of four camps in Bhutan by the ULFA as false and said these were either re-located or the cadres were shifted elsewhere. The ULFA is also in nexus with the Meghalaya-based Achik National Volunteers Council (ANVC) and the Kamatapur Liberation Organization (KLO), he added.
