On the political front, the Sri Lankan Muslim Congress (SLMC), a partner in the new coalition government has issued a 100-day deadline to President Chandrika Kumaratunga to implement constitutional reforms or risk a collapse of the coalition. The party spokesman firmly opposed the Prime Minister Wickremanayake's assertion on October 4 that there will be no talks with the rebels and that they should be militarily crushed. According to a delayed report filed by the newspaper The Island the LTTE last week revealed its game plan to launch a fresh attack on Jaffna indicating that it’s long range guns were positioned well within the required zone to engage Jaffna town and other strategically located areas in the peninsula, despite recent claims of the army of successful air strikes on the rebel's long range guns.

Earlier on October 16, Sihala Urumaya, the hardline Sinhala Buddhist nationalist party, had split over the issue of representation in the Parliament. The ‘Asian Age’ reported that the foreign minister of Sri Lanka Lakshman Kadirgamar, in press conference in Oslo on October 17, has welcomed Norway once again to continue its peacemaking effort in the nation’s civil war by saying, "We want Norway to remain engaged in the process". The army chief Lieutenant General Lional Balagalle, in a press conference in Colombo on October 23, said that the army aims to, "replace the war heroes fallen in recent battles in the North with the new recruits to put incessant pressure on the Tigers who have faced consecutive defeats in Northern battles". He also hoped to involve Buddhist organisations and the village bodies in the drive. From September 23 to last weekend the Army launched four operations and faced six LTTE attacks. Sri Lankan foreign minister Lakshman Kadirgamar, on October 25, in an interview to Reuters in Bangkok, stated that the government is determined to seek a solution to its conflict with the Liberation Tigers of Tamil Eelam (LTTE). He said that there is no other alternative to war unless the rebels change their stance on peace talks. He warned the rebels that their belief in winning "a separate state by force of arms" is a "terrible mistake". He added that the Norwegian-brokered peace initiative has not been scrapped. "We have made it very clear that we remain engaged in the process but at the moment not much is happening." Recalling the failures in the previous peace processes he said that the government "would wish to have some demonstration of bona fides" on the part of the rebels that "they are really serious about talks". On the issue of garnering the required two-third support for the Constitution Reform Bill, he hoped that the opposition could be persuaded to support the new constitution.

On October 28, Charity Commission of the British Government, froze the bank accounts of a London-based charity organisation, Tamil Rehabilitation Organisation (TRO) in Walthamstow which allegedly was collecting money for the Sri Lankan rebel outfit Liberation Tigers of Tamil Eelam (LTTE). This action was reportedly taken after a complaint by Lord Avebury, vice-chairman of the Parliamentary Human Rights Group. Three other charities, Tamil Refugee Training and Employment Centre, in Walthamstow, the Tamil Refugee Action Group in Vauxhall, and Cancer Aid Sri Lanka in Hounslow are also being questioned on similar charges. Several charities in the United Kingdom are reportedly controlled by the LTTE and used for fund-raising and propaganda purpose. These organisations are registered as charities, which gives them a free hand to move funds from UK to Sri Lanka without paying tax.

Official investigation into the massacre is yet to ascertain whether the whole episode was pre-planned to discredit the government internationally or was caused due to wilful neglect of the police and army personnel deployed on guard duty at the camp. The role of a rebel inmate ‘Anthony James’ is emphasised who reportedly surrendered earlier with the aim of inciting inmates of the camp. The investigators suspect this to be strategy of the Liberation Tigers of Tamil Eelam (LTTE), which wanted to eliminate its deserters through an orchestrated riot in the camp.
