Independent Tamil news source, tamilnet.com quoting a press release by the LTTE’s headquarter in London, reported that on November 1, a delegation of the Norwegian government including special envoy Erik Solheim met the rebel leader Mr.Velupillai Prabakaran and other LTTE officials in Vanni and discussed peace proposals. This new series of dialogue follows a letter from President Kumaratunga to the Norwegian Prime Minister on October 17 urging Oslo to remain engaged in the peace process.

In a separate development, Norwegian special envoy Erik Solheim, in a press conference in Colombo, on November 2, stated that Prabhakaran, the leader of the Liberation Tigers of Tamil Eelam (LTTE) has responded positively on commencing peace negotiations with the Sri Lankan government. He described the meeting of the Norwegian delegation with the rebels as "serious, frank, open and very useful," and added that the international community's effort was based on two clear principles––a solution to the conflict should be found within a united Sri Lanka; the aspirations of the minority Tamils should be substantially.

As reported earlier, the rebels had boarded a Russian vessel to escape the naval attack after three rebel boats were destroyed by the Sri Lankan Navy off the coast of Mullaituvu. The foreign ministry added that, "This incident once again confirms the indisputable fact that terrorism ... has no borders, poses a mutual threat, and only the international community together can solve this problem."

Media sources reported that the rebels of the Liberation Tigers of Tamil Eelam (LTTE), on November 2, escaped by hijacking a Russian vessel ‘ M.V. Utyos’ off Mullaituvu following a fierce confrontation that destroyed at least three of their craft. Following heavy losses the rebels boarded the Russian vessel and escaped as the Sri Lankan Navy did not have the capacity to attack the vessel. Later the vessel was recovered without any damage with 22 crewmen. Troops claimed that twenty rebels were killed in the attack.

The government's Special Information Centre (SMIC) said on November 3 that 62 rebels of the Liberation Tigers of Tamil Eelam (LTTE) were killed in two attacks by the Air Force and the Navy in Trincomalee and Mullaitivu areas during the past three days. In the attack on the Upparu and Kandalkadu rebel military complex 32 rebels were killed. Another 30 more were killed in the naval attack on the November 2 on rebel boats off Mullaitivu. Troops also claimed that an estimated 50 rebels were injured in the attacks.

The government’s Special Media Information Centre reported that the Sri Lankan Navy foiled a suicide attack on Trincomalee harbour by two explosive-laden boats of the Liberation Tigers of Tamil Eelam (LTTE) on November 4. While one rebel boat was destroyed, the other one managed to escape. This was the second major rebel attack on Trincomalee harbour after the October 23 suicide attack in which a naval craft was destroyed. Meanwhile, the rebels claimed that a gunboat of the Sri Lankan navy was heavily damaged in the sea battle. In a similar incident, troops at the China Bay recovered a large cache of explosives and other equipment reportedly brought by the rebels to attack the harbour.

The government’s special Media Information Centre (SMIC) said troops, on November 5, repulsed a simultaneous attack by Liberation Tiger of Tamil Eelam (LTTE) rebels on police and a detachment of the Black Brigade Army in Chenkalady. An infant was killed in shelling while at least five civilians and two troops were injured in the clashes. Troops and the LTTE have blamed one another casualties. On the same day, an army man earlier injured succumbed to his wounds at the Palaly Army Hospital. Two more army men were injured in LTTE mortar fire in Sarasalai South and Eluthumadduval, on November 5.
