The Sri Lankan government, on December 12, reiterated its commitment to an early negotiated settlement of the protracted ethnic conflict on the island and had welcomed the Liberation Tiger's of Tamil Eelam's (LTTE) willingness to participate in negotiations. However, the government rejected the LTTE's proposal for a de-escalation of war before talks would begin, and said, "the de-escalation of war could be considered only as the talks progress towards a definitive stage in resolving the conflict". The government, further said the proposal almost meant laying down pre-conditions for the talks and added that the talks will have to be concluded within a specified time-frame.

Troops were consolidating their positions along the Ariyale and Kaithady Road, a military spokesperson said, on December 23. For the present, the Sri Lankan Army has captured 34 square km, and has, on the first day of the clashes, December 22, 2000, killed 51 LTTE cadres, as already reported. In the clashes 25 security forces personnel too were killed. With the territory captured from the rebels, the troops are in control of all but two km of the entire A 9 Highway, between Chavakachcheri and Jaffna town. Besides, there is no directive from the government to troops to scale down operations. On the other hand, naval gunboats and missile craft are on full alert in the Jaffna lagoon.
