In an oblique reference to the LTTE, Thaland’s Ambassador to Sri Lanka, Thakur Phanit, said in Colombo on June 20 that his government would not let terrorist groups operate from its soil. He said his government opposed all forms of terrorism and declared that terrorist organisations cannot work against a foreign country, especially a friend like Sri Lanka, from Thailand. He assured that Thailand was closely monitoring the activities of those believed to be having links with the LTTE and added that investigations revealed that the LTTE was not having any arms dump in Thailand nor was it smuggling arms from Thailand or its territorial waters.

President Chandrika Kumaratunga reiterated on June 23 that that her government would not let the LTTE to be a part of the proposed interim council in the country's merged north and east, for it was a terrorist organisation. The LTTE has to give up violence in order to participate in the council, she said. The LTTE could not be fighting war on the one hand and be a part of a government. It has to give up its terror campaign and join the democratic mainstream to join the interim council, the Presidential Secretariat said.

The government’s Special Media Information Centre (SMIC) said on June 26 that the Liberation Tigers of Tamil Eelam (LTTE) attacked MV Mercs Uhana, a merchant vessel carrying food and other essential supplies, and added that there was no military cargo on board the vessel. The attack destroyed the whole consignment, but 21 of the 28 crew members were rescued. The attack commenced on June 26 in the wee hours and lasted for eight hours, on the high seas off Point Pedro. The LTTE, however, contradicted the government’s claims and held that the ship was carrying arms and ammunition. Further, it said a gunboat was also destroyed in the attack. According to the LTTE, 10 Sri Lankan navy personnel and six Black Sea Tigers, the suicide cadres of the LTTE’s naval wing, one of who was a self-styled Lieutenant Colonel, were killed in the incident.
