A Pakistani official has denied that there is a link between the Government and the Taliban, according to Daily Times. Shafqat Jalil, the press counsellor at Pakistan's permanent mission to the United Nations (UN), wrote in a letter published by the newspaper on February 7 that the attempt to link the Taliban to Pakistan's domestic political situation was based on "incorrect information". He wrote, "President Gen Pervez Musharraf is known for his moderate disposition, and has time and again rejected extremism and fundamentalism... There is no alliance with pro-Taliban forces in parliament. The ruling coalition government led by Prime Minister Shaukat Aziz represents moderate political forces." "We have made several proposals for checking cross-border movement, including the return of Afghan refugees, selective mining and fencing of the Pak-Afghan border. We've also requested equipment for strengthening monitoring on both sides of the border. These proposals unfortunately have not been accepted by the quarters concerned. Defeating Al Qaeda requires foremost that our assessment be acknowledged firmly in sound empirical judgment and not blinded by conjecture," he wrote further.

The officials told Daily Times that two rockets were fired at the base inside the heavily fortified Tochi Fort in Miranshah: one hit the barrack that was damaged and the other landed in an open area near a preaching centre. "We are investigating who carried out the attack," they said. A spokesman for pro-Taliban militants denied involvement in the attack. "The enemies of the peace accord are behind the attack," Abdullah Farhad, a purported spokesman for militants in North Waziristan told.

Suspected pro-Taliban rebels in Pakistan’s tribal belt shot dead an Afghan refugee accused of spying for United States forces operating in neighbouring Afghanistan, officials said on March 9, according to Daily Times. Abdul Rahim was shot dead in Mohammad Khel village south of Miranshah, the main town of North Waziristan tribal district on March 8, a security official said. A note near his body said that he was an "American spy," the official said, adding, that Rahim had been abducted by militants a few weeks ago and his body had been taken to Afghanistan by relatives. It was the third such killing in a week near Miranshah and the eighth this year in the tribal areas.

Joint Chiefs of Staff Chairman Gen Peter Pace told Chicago Tribune, "It is proper for us to point out to President Musharraf that people are continuing to come across the border." He also said that a controversial treaty that President Musharraf signed with tribal chiefs in North Waziristan had not produced the results that the Pakistani leader hoped it would in reducing cross-border attacks by Taliban and al Qaeda insurgents. Under the treaty, Pakistan withdrew its troops from the area in exchange for a vow by the tribal leaders to help fight militants.

A Pakistani official denied on March 18 that Pakistan was playing a “direct role in arming and financing” the Taliban, according to Daily Times. M. Akram Shaheedi, Press Minister at the Embassy of Pakistan in Washington, in a letter in New York Times took exception to an article run by the newspaper on March 11 that included the accusation. “The Taliban and Al Qaeda are killings our citizens and soldiers and nearly assassinated Pakistan’s president and prime minister. So how can our intelligence agency ‘play a direct role in arming and financing’ the Taliban?” he wrote. Shaheedi also disagreed with the newspaper article which said that President Pervez Musharraf “has regularly brokered agreements” with Islamists “in the provinces”. The ruling Islamists in the North-West Frontier Province, the embassy official explained, were voted to power in the 2002 elections and the “government respects the verdict of the people”. He quoted State Department official Richard Boucher, who told a Senate committee recently that “Pakistan is enormously cooperative.” No country has captured more Al Qaeda or lost more men doing it than Pakistan”.

Two school students were killed and six others injured when their bus was caught in crossfire between local Taliban fighters and Uzbek militants in the restive South Waziristan agency on March 19, witnesses and local people told Dawn. They said that the bus of the Musa Public School taking the students to their homes came under fire at Jaghundai area near the Pak-Afghan border. It is not clear the bus was hit by bullets or a rocket. According to information, tension had been mounting between local Taliban and Uzbek militants in the past three days after the killing of an Arab militant. According to local people, Taliban leaders suspected involvement of Uzbek militants in the killing of the Arab national. A day earlier, two Uzbeks were killed and the Uzbek fighters suspected that local Taliban militants had carried out the killing, local people added.

Pakistan Ambassador to United States Munir Akram told the United Nations (UN) Security Council on March 20 that there was no proven direct co-relation of an increase in incidents inside Afghanistan with the conclusion of the North Waziristan agreement signed by the Pakistani Government with tribal leaders, Daily Times reported. He told the council during a debate on the situation in Afghanistan that Pakistan was pursuing a comprehensive strategy to promote peace and progress in its frontier regions, and this involved military, political, economic and administrative components. The objective of this strategy is to win the hearts and minds of the local population and isolate the militants from the moderates. Akram said, "Pakistan’s frontier regions have been deeply affected by three decades of war and conflict in Afghanistan. As part of our programme for modernisation and rapid socio-economic development, it is in Pakistan’s vital interest to eliminate Al Qaeda terrorists, Taliban militancy and Talibnisation in these frontier regions." Responding to an observation by Tom Koenigs, a special representative of the UN Secretary General, that suicide attacks, facilitators and Taliban commanders were crossing over from Pakistan, the Ambassador said crossing of the border was in both directions, and the Taliban must be controlled on both sides of the border. Clashes between foreign al Qaeda militants and pro-Government tribesmen in South Waziristan have left 110 people dead, Interior Minister Aftab Sherpao told Daily Times on March 21. Sherpao said that 84 Uzbek militants and 17 local tribesmen, including nine civilians, had been killed during three days of fighting. Another 83 Uzbeks have been captured by the tribal forces, he said, adding that the Government has not intervened in the clashes. However, witnesses in Wana told Daily Times that the Army had fired artillery rounds from the Zarinoor base at the Uzbek militants’ positions in Azam Warsak and Sheen Warsak and gunship helicopters were hovering over the area. However, Army spokesman Maj Gen Waheed Arshad said he had no information that artillery was being used against the foreign militants. The report further added that Maulvi Nazir is leading the battle against foreign militants for the first time since they crossed over from Afghanistan after the United States invasion. The clashes were spreading from Azam Warsak and Kaloosha to areas like Karikot. Uzbek militants are being supported by key commanders of the late Taliban leader Nek Muhammad and they have taken control of a school in Karikot and all schools have been closed for an indefinite period, tribesmen arriving in Tank city from Wana told Daily Times. Security officials said the clashes began with the killing of Saiful Adil, an Arab fighter whose body was found a few days ago. "Maulvi Nazir supports the Arabs and suspected that the Uzbeks had murdered Adil," the officials said. They said that Nazir’s men attacked two private jails operated by Uzbek militants in Azam Warsak early on March 21, adding that the tribesmen killed more than 20 Uzbeks and rescued four local prisoners. Residents of Wana arriving in Tank city claimed that they had seen "Punjabi Taliban" fighting alongside Nazir’s men, but their claims could not be confirmed. Former Federally Administered Tribal Area security chief Brigadier (retired)) Mehmood Shah said the Government should take advantage of the situation by covertly or overtly supporting the tribesmen. "Around 130 foreigners were killed and 62 captured, and the clashes are now spreading to other areas," he told reporters at Governor’s House, adding, foreign militants battling tribesmen in South Waziristan could still avail an amnesty offer if they surrendered to the authorities. Orakzai said there could be around 500 foreign militants still hiding in the area. Asked if the ceasefire brokered on March 22 was holding, the Governor did not give a direct reply. "The situation is volatile ... it is sill not clear," he said. He denied the Government was helping tribesmen eliminate foreigners from the area, as accused by a Taliban commander, adding, "The people of Waziristan have risen against foreigners on their own," said the governor. "They have realised that the foreigners’ presence is troubling the local population. They were asked by the tribal people to leave, but they started fighting." A NATO and Afghan operation launched in the southern province of Helmand nearly three weeks ago had not been met with any “major mobilisation” of forces, Major General Ton van Loon told reporters. In that area, “We are seeing that there are limited amounts of foreign fighters coming into the country and I think the Pakistanis are really making a big difference,” the Dutch General told reporters. There had been an “increase in patrolling at the border and around refugee camps by the Pakistani army,” he said.

The Government hailed the last week’s bloodletting in South Waziristan as a sign that local tribes would evict foreign militants without the involvement of Pakistani forces. A spokesman for the Pakistani military described them as "patriots". However, the tribal militia told reporters that they had not turned against the foreigners for the Government’s sake. "We will continue our jihad (in Afghanistan) if that is against America, the Russians, British or India as long as we have souls in our bodies," Haji Sharif, an aide to Maulvi Nazir, told reporters in Wana. Nazir’s representatives escorted reporters to the area, where sympathies for the Taliban run high and which is generally off-limits to outside journalists. Sharif said "Our activities across the border have been affected by our crisis with the Uzbeks. We have enemies in our home," he said.

Daily Times reports that at least 25 Taliban militants and a paramilitary soldier were killed in a gun battle that continued for six-hours in Tank of North West Frontier Province (NWFP) on March 28. Tank District Police Officer Mumtaz Zarin said that security forces killed at least 25 militants when more than 200 Taliban cadres attacked the city from all sides. A police source said that two police stations, a paramilitary fort and bank branches were damaged in the Taliban attack. "Several banks were looted and their record was burnt," he added. Curfew was imposed in the city and the civil administration asked the army for help in preventing the Taliban from taking control of the city. NWFP Inspector General of Police (IGP) Sharif Virk told, "The (Taliban) attack was repulsed effectively." The recent surge in violence began on March 26 when police clashed with Taliban recruiters outside a private school and a police officer and a militant were killed.

The attackers forced people out of the local office of World Cable 2000 and sprinkled kerosene over it before setting it on fire. Later they detonated crudely-made bombs at the video shops, which were empty at the time. Both shops were badly damaged. However, no casualties were reported.
