The United States wants Pakistan to defeat al Qaeda in the battlefield and will not hesitate to use its own forces to achieve this objective, said Under-Secretary of State for Political Affairs Nicholas Burns, according to Dawn. Burns observed that al Qaeda had built a safe haven in Pakistan, while the Taliban leadership operated from bases in and around Quetta, capital of Balochistan. The US policy, as explained by Burns, favours a democratic change in Pakistan, which brings a government that is friendly to Washington and is a "judicious custodian of the country’s nuclear weapons." Burns said linking US aid to Pakistan’s performance in the fight against terror was justified because as a friend Washington had the right to expect Islamabad to fight the terrorists who attacked the US on Sept 11, 2001. He also said Pakistani banks were involved in laundering money for al Qaeda and other terrorist outfits. There could be no talks with al Qaeda, which had to be defeated militarily, he said. The US respected Pakistan’s sovereignty but it would not hesitate to use its forces to target what he called al Qaeda hideouts inside Pakistan, he added. "With al Qaeda, we do not believe that there can be reasoned dialogue, so we would prefer the Pakistani government to take it to al Qaeda and defeat them in the battlefield," Burns told C-Span television. Burns said Pakistan should take two immediate steps to fight terrorists: "First, they have got to take stronger military measure in Balochistan against the Taliban and in North and South Waziristan against al Qaeda to defeat those groups inside Pakistan. Second, there is a lot of financing, of course, money that gets laundered through banks that support these terrorist groups. We have asked the Pakistani government to take stronger measures to try to interdict this kind of laundering of money which is vital to support the operations of these terrorist groups."

Talks between the Taliban and a tribal jirga (council) about the law and order situation in the Bajaur Agency of the Federally Administered Tribal Areas (FATA) failed on August 6, as the government refused to release arrested militants. "The four-day talks did not yield desired results as both sides stood by their stated positions," an unnamed local official and tribal elders from the jirga told Daily Times. Taliban leaders did not accept responsibility for attacks on government interests, and demanded release of arrested people, jirga member Malik Abdul Aziz told reporters in Khar after the talks failed. Bajaur Political Agent Shafeerullah told jirga members the government would not meet the Taliban demand for the release of people "involved in attacks on state interests and murder of security forces." The local administration had reportedly formed a 140-member tribal jirga to hold talks with Taliban leader Maulana Faqir Muhammad.

"In the beginning it was the local Taliban, but after a few days, Pakistani Taliban and ISI [Inter-Services Intelligence] officers disguised as Taliban arrived in the region and they took control of the situation," Ghazni Governor Merajuddin Pattan told Reuters. Taliban militants seized 23 South Korean church volunteers from a bus in the Ghazni province on the main road south from Kabul on July 20. The abductors have shot dead two male hostages after Kabul refused to give in to their demand and free Taliban prisoners.

According to Dawn, Taliban militants captured Chargano village at Darra Adamkhel in the North West Frontier Province (NWFP) on August 8 when rival tribesmen surrendered to them after clashes which left five people dead and at least 10 others injured. Witnesses said that some 20 families of the Qasimkhel tribe surrendered themselves to the militants after 35-hour-long gun fight between the two sides. Both sides targeted each other’s positions with rockets and heavy machine-guns. After capturing the village, the Taliban militants were seen looting houses of tribesmen belonging to Qasimkhel. They also reportedly started a house-to-house search for their rivals in the town. "Families fled their homes and militants brought pick-up trucks and tractor trolleys, taking away everything, including home appliances and weapons," said a tribesman. After taking control of the village, a local commander of the militants appeared in the main Darra Bazaar and announced that the area had been cleared of "criminals." "Criminals have been eliminated and Mujahideen have restored peace", he claimed.

Afghan President Hamid Karzai and Prime Minister Shaukat Aziz told a three-day joint Pakistan-Afghan peace Jirga (council) in Kabul on August 9 that both nations could defeat a resurgent al Qaeda and Taliban if they worked together, according to Dawn. The event, aiming at bringing peace and stability in Afghanistan, was attended by over 600 delegates mostly hailing from the bordering areas of the two countries, The News reported. "The two nations shared a common destiny. I believe... if Afghanistan and Pakistan worked together, we will eliminate in one day oppression against both nations," Karzai said in his opening address. Aziz said the future of Pakistan and Afghanistan were intertwined, and instability in one country affected the other. Karzai told the jirga of the daily woes and suffering that the Afghan people endure as the Taliban take on government and foreign troops. He said militants were abducting and killing women in the name of the Taliban and Islam, while barring the girls from school, a trend that is ''slowly going to the other side'' of the border into Pakistan. "If the problem is from the Afghanistan side, we should seek ways to solve it. If the problem is in Pakistan, we should find solutions for it," he stated. Karzai said he had often asked Pakistan: "Why from your soil and administration is this evil coming to us. Why is it bothering us? Who are they who bother Pakistan and Afghanistan? The Taliban also found four people, who had been abducted for ransom, and 18 stolen cars from the hideouts of the alleged criminals. The Taliban have so far killed four criminals, including Ameer Said alias Charg, the leader of an alleged criminal gang. A statement at the close of the four-day Joint Peace Jirga in Kabul also agreed to push for reconciliation with the ‘opposition’. Participants pledged they would “not allow sanctuaries/ training centres for terrorists in their respective countries”, according to the declaration. They acknowledged the “nexus between narcotics and terrorism” and called upon the two governments to wage an “all-out war against this menace”. They also agreed to establish a council, comprising 25 delegates from each country, to promote reconciliation with the ‘opposition’ and cooperation between the neighbours. In an address to the concluding session of the Jirga, President Pervez Musharraf said both Afghanistan and Pakistan had to get away from what he called the backwardness and violence of Islamic extremism. “These forces are disrupting peace and harmony, impeding our progress and development,” he observed. The president conceded that there was support from Pakistani tribal areas for the insurgency in Afghanistan, extremism and ‘Talibanisation’. “We must understand the environment. Taliban are a part of Afghan society. Most of them may be ignorant and misguided, but all of them are not diehard militants and fanatics who even defy the most fundamental values of our culture and our faith Islam,” General Musharraf said. He said that military action was necessary against al Qaeda militants and Taliban diehards who refused to reconcile, but a more comprehensive political and development approach was needed to defeat extremism and ‘Talibanisation’, Daily Times reported. “Talibanisation and extremism ... represent a state of mind and require a more comprehensive long-term strategy where military action must be combined with a political approach and socio-economic development,” he said.

Some soldiers of the Frontier Corps (FC) are reportedly deserting the force due to regular and violent attacks by the militants in the tribal areas bordering Afghanistan, sources told Daily Times on August 24. An FC soldier reportedly said he had deserted from the force days before his deployment to North Waziristan because he did not "want to fight his own people." The soldier claimed that he did not desert the force because he feared death, but it was difficult for him to understand whether the fighting in Waziristan was "Islamic or not". According to him, "This question is haunting several other soldiers and this confusion is stopping them from putting up a tough fight… We ask ourselves that if we die fighting in Waziristan will we be martyrs? No one is here to give an answer." The deserter hails from a poor eastern suburb of Peshawar, capital of the North West Frontier Province (NWFP) where around six FC personnel reportedly deserted the force – the first line of defence against the Taliban and al Qaeda elements in North and South Waziristan. Another deserter said that insufficient salary was also one of the reasons the soldiers had deserted the force. "I was being paid Rs 4,500 only," he said. There are also reports of desertion among army soldiers in Waziristan, but these desertions don’t reflect the overall situation prevailing among the security forces. Military spokesperson Major General Waheed Arshad, however, called the desertion of a "few jawans insignificant incidents." He said that small-scale desertions could take place in any force and in any country for one reason or another. He claimed that thousands of people had enrolled for recruitment in the FC recently.

In an interview to YaleGlobal, Bhutto said that the ISI was continuing to adhere to the old arrangement, “even if it means supporting fanatics.” She claimed that it was not a premise she or her party shared. “We believe it is essential for Pakistan to support democracy in Afghanistan. We want an end to that policy of strategic depth. Afghanistan has traditionally been viewed either as a buffer state or as a forward policy state where there is strategic depth... I think for us it is much better to have an Afghanistan that is peaceful, that allows us to trade with it, that has good relations with all its neighbours,” she added. Asked about the US criticism that President Musharraf was not doing enough to capture al Qaeda suspects hiding in Pakistan and if it was fair criticism, she replied, “As a Pakistani, it certainly hurts me very much when I see that inevitably the trail of terrorists leads back to my country... We feel that our tribal areas have been ceded to the foreign elements, to Afghan Taliban and Arab and Chechen militants. And now those groups actually administer parts of our territory, holding our people hostage. They dispense their own form of justice.
