A senior police official told AFP that the suspects supplied suicide bombers and explosive devices to Taliban fighters in Afghanistan. He said the eight-member group was based in Quetta, capital of Balochistan, and used to collect materials and volunteers from the Punjab province. “During the interrogation they confessed to having carried out a series of suicide bombings and bomb blasts against foreign forces in Afghanistan over the past several years… The suspects were preparing remote-controlled devices for the Taliban in Afghanistan,” he said, adding that they had “links” with former Mujahideen leader Jalaluddin Haqqani and his pro-Taliban son Siraj Haqqani.

A special report, which the New York Times claims to have been shown, warned President Pervez Musharraf that Islamic militants and Taliban fighters were rapidly spreading beyond the tribal areas and that without “swift and decisive action,” the growing militancy could engulf the rest of the country, Daily Times reported on July 1. The report prepared by the Interior Ministry said that security forces in the North West Frontier Province (NWFP) were outgunned and outnumbered and had forfeited authority to the Taliban and their allies. “The ongoing spell of active Taliban resistance has brought about serious repercussions for Pakistan,” according to the 15-page document. “There is a general policy of appeasement towards the Taliban, which has further emboldened them,” it said. This report was taken up at the June 4, 2007-meeting of the National Security Council in Gen. Musharraf’s presence. An unnamed Western diplomat called the document “an accurate description of the dagger pointed at the country’s heart,” adding: “It’s tragic it’s taken so long to recognise it.”

The Interior Ministry document reportedly mentions the names of well-known Taliban commanders as well as those of lesser-known militants who lead the Taliban patrols responsible for assassinations and suicide bombings in smaller jurisdictions in the NWFP. The paper quotes Brigadier Mahmood Shah, who was in charge of security in the tribal areas until 2006, as saying, “It’s a policy of appeasement. It hasn’t worked. The Talibanisation has increased in the past year.”

According to Dawn, Britain intends to proscribe the Pakistan-based Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) and the Jama'atul Mujahideen Bangladesh (JMB) as terrorist organisations, the British home office said on July 3. The groups will be under an order now before Parliament, making it a criminal offence for anyone to belong to or encourage support for them. Britain accuses the TNSM of providing direct support to the al Qaeda and Taliban and of an attack against Pakistani soldiers. It said that the JMB has claimed responsibility for fatal bomb attacks across Bangladesh, including a 2005 suicide bombing.

At least 12 people were killed and around 150 injured in a daylong shootout between Madrassa (seminary) students and security force personnel near the pro-Taliban Lal Masjid (red mosque) on July 3, according to Daily Times. The administration confirmed that a journalist, one soldier of the para-military Rangers, a businessman, seminary students and bystanders were among the dead. Unconfirmed reports suggested that the death toll had mounted to 16. Sporadic clashes continued till past midnight when unconfirmed reports suggested a massive security operation to clear the Lal Masjid of armed militants, according to Dawn. The shootout commenced at around 11am after students of the Jamia Hafsa and Jamia Fareedia, Madrassas affiliated to the Lal Masjid, marched towards the nearby Environment Ministry building and a security picket outside it. The students snatched weapons from police and took four officials hostage, according to the police. Rangers personnel fired teargas to repel them, and students stationed inside the mosque responded by opening fire, witnesses said. The students subsequently set fire to the ministry and Estate Office buildings in front of their seminaries. The encounter between the two sides reportedly continued the whole day. Students armed with AK-47s and wearing gas masks took up positions behind sandbags on the roof of the mosque and bunkers inside the mosque courtyard, chanting "Jihad, Jihad!" There are some 5,000 students at the seminaries affiliated to the Lal Masjid. Dawn reported that the Lal Masjid brigade was equipped with 3mm riffles, Kalashnikovs, 222 rifles, hand-grenades, petrol bombs, tear-gas shells and light weapons.

Four police personnel were killed and two others sustained injuries when suspected Taliban militants attacked their vehicle in the Mattani police precincts of Peshawar, capital of the North West Frontier Province (NWFP) late on July 4-night, according to Daily Times. An unnamed senior police official disclosed that a group of 25 to 30 attackers opened fire on a police picket at around 1:30am. The attackers also shot at a police vehicle which arrived at the incident site, killing four police personnel and wounding two others. The official said that the attackers fired nearly 500 rounds on the police party amidst slogans of ‘Allah-o-Akbar’. He added that the assailants had come from Darra Adam Khel, which borders Matani village.

Lashkar, an armed group of the Dirdoni tribe, chased the militants after they abducted Captain Faisal Islam, a trainer at Razmak Cadet College in North Waziristan. Four militants were killed in the ensuing encounter while Captain Islam and two Lashkar men sustained injuries. "The tribe immediately formed the Lashkar as they knew of the incident and intercepted the militants before they could reach their stronghold," an unnamed official said.

Those arrested included two men responsible for Mullah Omar’s letters and communications — Mullah Jahangir and Mullah Mohid, according to Daily Times. The others in detention are Mullah Nazir, former Taliban commander in the southern Afghan province of Uruzgan, and Mullah Tahir, the former Taliban commander of Kabul.

People of Bajaur reportedly staged a large protest demonstration at Siddiqabad on July 9 on an appeal of the local Taliban leader, Maulana Faqir Muhammad. Abdullah Farhad, a spokesman for the militants, said their Shura (council), under the leadership of Hafiz Gul Bahadur had decided to end the peace accord and ordered their fighters to start guerrilla attacks against the security forces deployed in North Waziristan. He said the Taliban fighters were advised not to launch attacks in populated areas so that civilians were saved from the consequences. The militants, who prefer being called Pakistani Taliban, had threatened to end the accord by July 15 if the Pakistan Army troops redeployed at several roadside checkpoints in North Waziristan were not withdrawn. Anti-terrorist Force (ATF) commandoes raided the house of Sheikh Ayub Mandokhel, a district leader of Jamiat Ulema-e-Islam (Maulana Fazlur Rehman faction), before morning prayers after learning that Mehsud was inside. "The ATF asked Abdullah Mehsud to surrender and take off his shirt when they had almost overpowered him. However, he refused to surrender and blew himself up with explosives," said an unnamed source in the provincial capital Quetta. Naimatullah was special assistant to the Governor of Khost during the Taliban regime in Afghanistan and he also fought against the Northern Alliance as a Taliban commander. After the fall of the Taliban, he came back to Chaman and was living in Boghra village. The legislation, which is tied to the 9/11 Commission Recommendations Act of 2007, prohibits specified military assistance under the Arms Export Control Act and the Foreign Assistance Act of 1961 to Pakistan until 15 days after the US president certifies that the Pakistani government is making all possible efforts to prevent the Taliban, al Qaeda and other extremist groups from operating in areas under its sovereign control.

Abu Yahya al-Libi, one of al Qaeda’s leaders in Afghanistan, hailed as ‘martyrs’ the pro-Taliban militants who were killed when troops stormed the mosque on July 10-11. "They engraved a page in history, a story of fighting which seldom will be repeated," Libi said in the video, which was produced by al Qaeda's media wing and provided to AFP by the Washington-based SITE Intelligence Group. Libi also reportedly called for the overthrow of President Pervez Musharraf in the video, which had subtitles in Urdu.
