The Taliban's security command spokesperson, Khalid Zadran, mentioned that the explosive device was planted in the back side of a vehicle (Mercedes), and no individual or group has claimed responsibility for the incident. The Islamic State - Khorasan Province (IS-KP) claimed responsibility for the second attack that occurred on January 9 in the Alwkhil area in the 16th Police District (PD) in Kabul, reports Hindustan Times on January 10. UNAMA further said that fearing intimidation by Taliban officials, avoid approaching government authorities and instead choose informal means to resolve disputes, highlighting the entirely male-dominated nature of the Taliban's judicial institutions. Additionally, UNAMA also recalled a case in which officials of the Ministry for the Propagation of Virtue and the Prevention of Vice in Nangarhar Province on October 22, 2023, prevented approximately 400 women from working in a garment factory due to not observing proper dress code. The collaboration includes not just the provision of arms and equipment but also active on-ground support for the banned TTP’s operations against Pakistan. The report noted that despite the Afghan Taliban’s official stance discouraging TTP’s activities outside Afghanistan, many TTP fighters have engaged in cross-border attacks in Pakistan without facing any substantial repercussions. Citing reports, it said that some Taliban members, driven by a perceived religious duty, have joined TTP’s ranks, bolstering their operations.
