As the Supreme Court has directed the Sindh Government to tackle a growing influx of Tehreek-e-Taliban Pakistan (TTP) in Karachi to bring peace back, the security agencies have informed the Federal Ministry of Interior about the presence of at least 25 al Qaeda and TTP-linked militant outfits which have infiltrated the port city and turned it into a battlefield between the law enforcement agencies and the miscreants, The News reported on November 5 . The Supreme Court had directed the Police and other law-enforcement agencies in Sindh to “take all possible measures to meet the challenge posed due to immigration of TTP who are armed with sophisticated weapons”. While looking into the rising incidents of killings in Karachi, the Supreme Court has ordered the Sindh police chief to submit a report on the mass infiltration of TTP militants. The 25 key al Qaeda and TTP-linked militant outfits which have literally taken hostage the port city of Karachi include five factions of the Lashkar-e-Jhangvi (LeJ) - Lashkar-e-Jhangvi Al Alami, Qari Zafar group, Qari Shakeel group, Akram Lahori group and Farooq Bengali group. Then there are three factions of Tehreek-e-Taliban Pakistan (TTP), which are active in Karachi – Commander Waliur Rehman group (from South Waziristan), Badr Mansoor group (from North Waziristan) and Mullah Fazlullah group (from Swat). The remaining Jihadi-cum sectarian groups in Karachi include Sipah-e-Sahaba Pakistan (SSP), Sipah-e-Muhammad Pakistan (SMP), Sunni Tehreek (ST), Daawat-e-Islami (DeI), Harkatul Mujahideen (HuM), Harkatul Mujahideen Al Alami (HUMA), Jaish-e-Mohammad (JeM), Jamaat’ul Furqaan (JuF), Harkatul Jehadul Islami (HuJI), Tehreek-e-Nifaz-e-Shariat-e-Mohammadi (TNSM), Jundallah, Tehreek-e-Islami Lashkar-e-Mohammadi (TILM), Lashkar-e-Islami (LeI), Mehdi Militia (MM), Hezbollah, Kharooj, Tawheed Brigade (TB), Al Mukhtar Group, Punjabi Mujahideen etc. Most of these groups in Karachi, which has a large Pashtun populace, generate funds by indulging in kidnappings for ransom, bank robberies, street crimes and extortion. Another revenue source for them is the heroine trade, with the drug being exported to foreign countries via Karachi.

The UN Security Council on November 5 ordered global sanctions against the Haqqani network in Afghanistan and its suicide attack mastermind Qari Zakir, reports Dawn. The network, which has been widely linked to Pakistan, is accused of carrying out a string of major attacks in Afghanistan including against the US and Indian embassies and a major hotel in Kabul. A press release issued by the US State Department said that Qari Zakir also held the post of operational commander in Kabul, Takhar, Kunduz, and Baghlan provinces of Afghanistan. “Zakir is responsible for the Haqqani Network’s training program, which includes instruction in small arms, heavy weapons, and basic improvised explosive device (IED) construction.” Haqqani and its chief suicide attack organiser, Qari Zakir, were added to the UN’s Afghanistan-Taliban sanctions list. This means nations must apply an assets freeze and travel ban against Zakir and seize any assets belonging to the network as well as impose an arms embargo. The United States put the Haqqani network on its terror blacklist in September. The US State Department added Zakir to its list of terrorist suspects. Founded by Jalaluddin Haqqani, a CIA asset turned al Qaeda ally who was close to ISI, the network is considered the most dangerous faction in the Taliban army in Afghanistan. The UN designation said that the group was linked to al Qaeda, the Islamic Movement of Uzbekistan and a string of militant groups in Pakistan including Tehreek-e-Taliban Pakistan (TTP), Lashkar-e-Jhangvi and Jaish-e-Mohammed. The Haqqanis have been blamed for spectacular attacks on Afghan government and NATO targets across Afghanistan as well as kidnappings and murders.

Foreign Office spokesperson Moazzam Ali Khan, speaking to reporters in his weekly briefing on November 8 said, Pakistan hoped that the Afghanistan Government, as well as the International Security Action Force (ISAF), will take action against Tehreek-e-Taliban Pakistan (TTP) ‘commander’ Mullah Fazlullah, who is currently hiding in Afghanistan, reports The Express Tribune. “We have shared dossiers on Fazlullah both with the Afghan government as well as ISAF. We are intensively engaging both sides to take care of this issue. There are some responses and we are closely working on that,” he added, confirming that Pakistan had requested authorities in Afghanistan to take action against the militant. Mullah Fazlullah is regarded as the mastermind behind the attack on Malala Yusufzai. Some US officials have confirmed he is hiding in a section of eastern Afghanistan, but have feigned from taking action against him since he is not linked to the al Qaeda. However, US Ambassador to Pakistan, Richard Olson said on November 8 that action would be taken against Fazlullah if any credible evidence is found about his presence in Afghanistan

The law enforcement agencies in Punjab have been put on ‘high alert’ following intelligence reports that terrorists may strike during the Muharram days, reports Dawn. It looks a serious threat as the Home Department of Punjab has directed Regional Police Chiefs to book the suspect terrorists on their watch lists under Anti-Terrorism Act, if they are not found at their listed home addresses. Police sources said the intelligence was that Tehreek-e-Taliban Pakistan (TTP) and al Qaeda might be planning to target luxury hotels where foreigners have been staying or visiting and to release “poison into water tanks”. And there is always the possibility that they try to kidnap serving or retired government officers and target sensitive installations. City Police Officer Azhar Hameed Khokhar and his counterparts at Attock, Jhelum and Chakwal have been instructed to be extra vigilant, strictly watch the members of militant groups and initiate legal action against those not found at their homes. These men had been either tried for terrorism or been involved in terrorist activities and been placed in, what the sources called, ‘the 4th Schedule of the Anti-Terrorism Act’. A large number of the suspects falling in this category have been missing, according to the intelligence agencies. Instructions issued by the Regional Police Officer Mohammad Zubair ask the district police officers to check the activities of three other categories of persons also – ATBs, LMEs and RAPs. The abbreviations stand for Afghan Trained Boys – that is the men trained in Afghanistan during the Afghan war of the 1980s and returned to Pakistan after the Soviet occupation forces left; Lal Masjid Elements; and Returned Afghan Prisoners, men imprisoned in Afghanistan and later released.

In a joint press statement released late on November 14, Pakistan, in a bid to support peace and reconciliation process in Afghanistan and answering requests of the Afghan Government, High Peace Council (HPC), agreed to release a number of high profile Taliban detainees, reports The Express Tribune. The joint statement had broadly said, “In support of peace and reconciliation process and in response to the requests of the Afghan Government and HPC, a number of Taliban detainees are being released,” adds Dawn. Nothing was publicly said about who was being freed or what was the criterion for their release. Sources said Pakistan had set free about 10 mid-ranking Taliban leaders in the first batch as a gesture of goodwill and support for the peace process. The Joint Press Statement between the Ministry of Foreign Affairs and the HPC of Afghanistan issued after visit of the Afghan Peace Council to Pakistan stated that all concerned countries including Pakistan, Afghanistan and United States of America (USA) will facilitate “safe passage” to potential negotiators to advance the reconciliation process. Pakistan and Afghanistan will work closely with other international partners to remove the names from the United Nations (UN) sanctions list of the potential negotiators amongst Taliban and other groups to enable them to participate in peace talks. Pakistan and the HPC called on the Taliban and other armed groups to sever all links with al Qaeda, and other international terror networks.

Pakistani authorities released Anwarul Haq Mujahid, a Taliban leader and the eldest son of late Afghan resistance leader Maulvi Yunus Khalis, following negotiations with an Afghan peace delegation on November 15, 2012, said his family on November 16, reports Daily Times. Pakistani security officials on November 14 said authorities released at least seven Afghan Taliban leaders in a move seen as a potential breakthrough in stalled peace negotiations before the withdrawal of United States (US)-led NATO troops in 2014. It is not clear if Mujahid was among that group. But he is the first Taliban prisoner recently released by the Pakistani authorities to be identified by name. “He was with us last night, he has rejoined his family members and his health is good,” the relative said. Another family member also confirmed the release. Mujahid, who is in his 40s, had formed his Tora Bora Mahaz (front) whose fighters are allied with Afghan Taliban. Mujahid, who hails from the eastern Nangarhar Province in Afghanistan, named his group after Tora Bora valley which was bombed by the US air force in December 2001 in its pursuit of Osama bin Laden and other al Qaeda militants. United States (US) Defence Secretary Leon Panetta while speaking at a Washington think tank, Centre for a New American Security, on November 21 said despite challenges in the bilateral relationship, the US and Pakistan share an interest in defeating terrorists and that Washington would pursue defence cooperation with Islamabad on that common basis, reports Daily Times. Panetta noted that in Afghanistan and Pakistan, prolonged military and intelligence operations have significantly weakened al Qaeda but saw the need to maintain pressure on the group. That means degrading the terrorists’ senior leadership, dismantling their organisational capabilities, remaining vigilant to ensure the threat does not reconstitute, and working to build the capacity of US partners, including Pakistan, to confront these shared threats, he added. “Despite challenges in the bilateral relationship between the United States and Pakistan, one area in which our national interests continue to align is defeating the terrorists on Pakistan soil that threaten both of us,” Panetta said, adding, “We remain committed to pursuing defence cooperation based on these shared interests.” The Secretary acknowledged the fact that al Qaeda-linked militants eye north-eastern Afghan areas of Kunar and Nuristan as a viable haven. “All of this sends a very simple and a very powerful message to al Qaeda, to the Taliban, and to the violent extremist groups who want to regain a safe haven in Afghanistan: we are not going anywhere. Our commitment to Afghanistan is long-term, and you cannot wait us out. This is important, because al Qaeda, the Taliban, and other associated forces under pressure in Pakistan, continue to view the rugged terrain of north-eastern Afghanistan, especially Kunar and Nuristan provinces, as a viable safe haven. A relentless, and effective counterterrorism effort, conducted by our Special Operations Forces this year, made clear that we will not allow them to regain that sanctuary”. He also claimed that in many ways success in Afghanistan is linked to Pakistan eliminating militant hideouts on its side of border.
