According to the recent study of Counter-Terrorism Centre (CTC), a Pentagon think tank, the Haqqani Network in Afghanistan, which is a deadly source of terror attacks against Indian and United States (US) interests, is also emerging as a significant economic player in the Afghanistan-Pakistan region, getting into new businesses like rare earths mining, which are of interest to both India and China, making them a more complicated foe, reported The Times of India on August 3 (today). The study also shows that the Haqqani Network is closely intertwined with the state and security machinery in Pakistan. Its resiliency can be credited as much to military prowess as the Haqqani’s capacity to network with Pakistan’s Inter-Services Intelligence (ISI), other militant groups (particularly al Qaeda) and key religious figures. The study by CTC said that the Haqqani Network receives financial and logistic support from the Pakistani military. The study also said the Afghan Taliban-linked group have a massive network of "mafia"-style financing operation that relies on extortion, kidnapping, smuggling and ties to legitimate businesses.

Pakistan told the United States (US) military officials that it plans to launch combat operations against Taliban militants soon in a tribal area near the Afghan border that also serves as a haven for leaders of the al Qaeda-affiliated Haqqani Network, Defense Secretary Leon Panetta said on August 13, reports Dawn. Panetta said Pakistan’s military chief, General Ashfaq Parvez Kayani, discussed the planned operation in recent conversations with the top American commander in Afghanistan, General John Allen. The US long has been frustrated by Islamabad’s refusal to target Afghan Taliban militants and their allies using Pakistani territory to stage attacks against US and coalition troops in Afghanistan. Panetta said he did not know when the Pakistani operation would start, but he said he understands it will be in the “near future,” and that the main target will be the Afghan Taliban, rather than the Haqqani Network. Panetta welcomed Kayani’s initiative, even though the main target may not be the Haqqani leadership. “They’ve talked about it for a long time. Frankly, I’d lost hope that they were going do anything about it. But it does appear that they in fact are going to take that step,” added Panetta.

Nine terrorists and two security officials were killed when Security Forces (SFs) foiled their attack on Minhas PAF base of Kamra in Attock District of Punjab on August 16, reports Daily Times. Earlier, it was reported that seven militants and one official was killed. One plane was damaged in the pre-dawn assault claimed by the Tehreek-e-Taliban Pakistan (TTP). TTP ‘spokesperson’ Ehsanullah Ehsan has said that four suicide bombers had carried out the attack to take revenge for the killings of Baitullah Mehsud and Osama bin Laden. He claimed that the attackers had succeeded in achieving their targets and had given a “lethal blow”. PAF said nine attackers dressed in military uniforms and armed with rocket propelled-grenades and suicide vests targeted the base and adjacent Pakistan Aeronautical Complex at 2am. The adjacent complex assembles Mirage and, with Chinese help, JF-17 fighter jets. “Eight miscreants were killed inside the Minhas base boundary wall and one miscreant exploded himself outside the perimeters where he was hiding,” the air force announced. It said there had been a shootout “for more than two hours”, and 10 hours after the assault began, spokesman Tariq Mahmood confirmed the base was “totally safe”. The attack on the PAF base in Kamra was the fourth such attack since 2007 bombing of a bus near the entrance, followed by rocket attacks on the base in 2008, and a suicide bombing on a service road leading to the base in 2009, reports Dawn. The attack came against the backdrop of reports that Pakistan was planning to launch a massive offensive against Taliban sanctuaries in North Waziristan.

In a fresh damning disclosure, a new book has claimed that Abbottabad house where al Qaeda ‘chief’ lived was "carved out" from Pakistan Military Academy compound and its Army chief may have been briefed beforehand on the 'kill Osama mission', reports Indian Express. 'Leading from Behind: The Reluctant President and the Advisors Who Decide for Him', penned by eminent American journalist Richard Miniter, which has hit the stands, claims that land of the Abbottabad compound, where Osama bin Laden lived with his family, was "carved out" from the elite military academy compound. The book also claims that Army Chief General Ashfaq Pervez Kayani may have been briefed by the US on its operation to kill bin Laden, some five months in advance. The Book, further, claims that an officer of the Inter-Services Intelligence (ISI) helped the CIA track down Osama Bin Laden. “In a never-before-reported account, Pakistan was more involved in the Bin Laden operation than Obama’s team admitted. When the CIA revealed that an ISI colonel had contacted the CIA in Islamabad and offered information about Bin Laden, a debate followed,” said the book. “Was this a secret sign that the head of the ISI himself was pointing out Bin Laden’s hiding place or was the colonel actually the patriot who hated extremism that he claimed to be? Whatever the motivation, the CIA found Bin Laden’s hiding place within a month of the colonel’s visit,” the book claims. In addition, the book said that the US President Barack Obama put off three times operations to kill Osama bin Laden before finally going ahead with the mission at the insistence of secretary of state Hillary Clinton. The president feared that the daring navy Seals operation "might go tragically wrong" and he would be blamed for it, the Mail Online reported. The book claims the White House's narrative of Obama as a decisive leader who sanctioned Osama's killing was a "myth". At the start of his Presidency, Miniter writes, Obama was "studiously undecided" about whether to kill Osama. "He left critical decisions to the then-CIA chief Leon Panetta, then-secretary of defence Robert Gates and secretary of state Hillary Clinton."

According to ‘Foreign Policy’, journalist Richard Miniter claimed in his book that a senior colonel in Pakistan's Inter-Services Intelligence (ISI) directorate walked into the US Embassy in Islamabad in December 2010, five months before the bin Laden raid, and told US officials about bin Laden's whereabouts. The book also reports that the bin Laden compound was "carved out" of Abbottabad's Kakul Military Academy and that senior Pakistani military officials may have been briefed on the raid in advance. Major General Asim Saleem Bajwa, the recently appointed Director General of Pakistan's Inter-Services Public Relations (ISPR) said, "This is a fabricated story." "Any such story will not have basis and is an attempt to malign Pakistan and Pakistan Army", the magazine added. The tale implies that the ISI had some advance knowledge that bin Laden had been hiding in Abbottabad with several members of his family before the May 1, 2011, US raid, Bajwa said according to Foreign Policy magazine. "You can find twists in [the Miniter story] to show as if Pakistan was helping terrorists, which is incorrect," he said.

The Afghan Taliban on August 25 allegedly attempted to abduct the brother and other relatives of jailed Pakistani doctor Shakeel Afridi, who helped the Central Intelligence Agency (CIA) trace slain al Qaeda leader Osama bin Laden, reported Daily Times. According to Qamar Afridi, a cousin of Doctor Afridi, the alleged abduction attempt was made on August 20, 2012 when a man, identifying himself as a representative of Afghan President Hamid Karzai, met a family lawyer of Doctor Afridi in Peshawar to discuss the case. The man reportedly said the Afghan leader wanted to help the Afridi family and was willing to offer them financial support in their efforts to free the doctor. The family reacted to the offer with alarm because the Karzai Government has shown no interest in the Afridi case. An Afghan official confirmed those suspicions, saying “no one from the Karzai administration has reached out to Afridi nor do they intend to”. Qamar said he believed it was the Taliban behind what he calls “an attempted abduction”.

Afghanistan’s spy agency said on August 26, that the ‘operational commander’ of the al Qaeda-linked Haqqani Network responsible for attacks on Kabul had been killed in a United States (US) drone strike in Pakistan on August 21, 2012, reports The Express Tribune. “We confirm that Badruddin Haqqani, who was the mastermind of almost all sophisticated attacks in Kabul, was killed in a drone strike,” National Directorate of Security (NDS) spokesman Lutfullah Mashal said, adding, “Our information is based on interception of the conversation of the guys (Haqqani members) on the ground who confirmed he was dead,” Mashal said. Also, Pakistan’s intelligence sources said that they are 90 per cent certain that the Taliban leader has been killed in an American drone attack, a fact that could not be independently verified, adds Daily Times. However, the Afghan Taliban spokesman Zabihullah Mujahid rejected the claim and said that he was alive and in good health, adding, “He is inside Afghanistan and busy with operations”. The spokesman termed “the rumours” of Badruddin's death “a ploy by enemy to create chaos and confusion among Taliban”.

The Inter-Services Intelligence (ISI) Chief Lieutenant General Zaheerul Islam on August 31 denied reports that Doctor Shakeel Afridi could be handed to the United States (US) in swap deal, reported The Express Tribune. According to the report, the ISI General, who had held talks with his Central Intelligence Agency (CIA) counterpart earlier in August, told reporters that the US should consider the chapter of Doctor Shakeel Afridi, who helped the US locate al Qaeda chief Osama bin Laden in Abbottabad, as closed. “He (Dr Afridi) will never be bartered for Doctor Afia Siddiqui, no such proposal is under consideration,” the spy chief said, dispelling rumours.
