Left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) and the People’s War Group (PWG) have called for a bandh (general strike) in six districts of Jharkhand to protest against alleged police atrocities on innocent villagers. The government has sounded a high alert in the districts and security of government installations, railway tracks and flyovers has been beefed up. Meanwhile, in order to prevent the misuse of Prevention of Terrorism Act (POTA), the State government announced on May 4 that only Deputy Commissioners of districts and Superintendents of Police would decide whether a person could be booked under the anti-terror law. Till now, officers-in-charge of around 312 police stations in the State were empowered to use POTA.

According to media reports, normal life was affected in several areas of Jharkhand on May 5 due to a bandh (shutdown) called by left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) and the People’s War Group (PWG). The Naxalite groups had called for a shutdown to protest against alleged police atrocities, including the large-scale use of Prevention of Terrorism Act (POTA). Although no untoward incident of violence has been reported thus far, several bus operators refused to ply buses fearing arson. Security was tightened across the State as a precautionary measure.

Chhattisgarh Chief Minister Ajit Jogi has called for a dialogue with left-wing extremist—Naxalite—groups active in the State. Speaking to media persons after a day’s tour to the Naxalite-affected Dantewada district on May 8, he said, "Violence has no place in democracy. It cannot be an answer to any problem. So, we are ready to hold talks with the Naxalites and bring them back to the mainstream." He said his government was open to a meaningful dialogue with the Naxalite groups, "but so long as the Naxalites did not stop violence, the government will not hold any talks". This is the second time when the Chief Minister has taken the initiative to invite both banned outfits—the People's War Group (PWG) and the Maoist Communist Centre (MCC)—for talks. In the year 2002, Jogi had asked his Andhra Pradesh counterpart, N Chandrababu Naidu, to include Chhattisgarh in the talks with the PWG. According to media reports, in the last two years, more than 120 persons, including 51 police personnel, have died in Naxalite violence in Chhattisgarh.
