Two persons were beaten to death by left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) at Pipra village, Gaya district on February 7, after a Jan Adalat (Kangaroo Court) declared them criminals. The district police chief said the victims, belonging to dalit (oppressed) community, were summoned to the Jan Adalat, which announced capital punishment to them. After the MCC court's verdict, the assembled activists beat the two to death. A combing operation has been launched to track down the Naxalites.

The two-day Palamu bandh (general strike) called by left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) began on February 9 amidst high alert across the district. The MCC has called the bandh to protest against the implementation of the Prevention of Terrorism Act (POTA) in the State and alleged police high-handedness. Speaking to media persons in Ranchi the district police chief said, "Everything is peaceful and normal life is not affected anywhere in the district by the bandh…..train services are not affected and our personnel are escorting vehicles, including Bihar-bound ones, going through sensitive areas specially Chhaterpur, Bishrampur, Harihargunj and Hussainabad".

Quoting a report prepared by Central intelligence agencies for a meeting of Chief Ministers in Delhi on February 8 to discuss the internal security scenario, a media report said there has been an increase in left-wing extremist—Naxalite—violence in Bihar. In the year 2002, there were 238 Naxal incidents in the State in which 117 persons were killed as opposed to 169 incidents in 2001 in which 111 persons were killed. Further, the report said Naxalite violence between 2001 and 2002 showed a decline in the worst Naxalite-hit States like Andhra Pradesh and Jharkhand. The report also expressed grave concern over the possible merger of the two largest Naxalite outfits in Bihar—the People’s War Group (PWG) and the Maoist Communist Centre (MCC).

Quoting official sources, media reports said approximately 60 Naxalites, including a contingent of MCC women squad, attacked Kurhwa Tarh, Maini Jour, Raigania and Nayadih villages and looted an unspecified number of guns and 150 live cartridges. Many villagers were reportedly assaulted when they resisted the Naxalite’s move. An intensive search operation has been launched to track down the Naxalites.

Quoting intelligence sources, media reports of February 14 indicated that the Liberation Tigers of Tamil Eelam (LTTE), an outfit proscribed under the Prevention of Terrorism Act (POTA), is planning to set up a base in the port city of Visakhapatnam in Andhra Pradesh. The reports also said that LTTE cadres were allegedly making clandestine visits to the city. Intelligence officials suspect that it could be an effort to operationalise a corridor with the city as base to be used by the LTTE and its alleged partners, the left wing extremists––Naxalites––of the People's War Group (PWG), the Maoist Communist Center (MCC), and the Maoist insurgents of Nepal. The LTTE is also alleged to have signed an ‘agreement’ with them approximately five months back. The alleged 'corridor' would reportedly run via East Godavari, Vizag and Sileru in Andhra Pradesh, Jharkhand, Bihar and through the Dandakaranya forests to Nepal.

Left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) attacked the motorcade of Jharkhand State unit chief of Janata Dal (United) [JD-U] Gautam Sagar Rana near the forests of Marhara, Hazaribagh district, on February 16. Media reports said Rana was leading his ‘Sankalp Yatra’ [rally] and proceeding to Itkhori to address a public meeting when the Naxalites led by sub-zonal commander Sunil Ganju opened fire from both sides. The escort party returned fire and the encounter continued for approximately half an hour. Rana escaped narrowly. His vehicle was damaged, while no one was injured in the incident. Senior police officials rushed to the spot and a combing operation has been launched to track down the Naxalites.

According to media reports, the Bihar police have formally jointed hands with their Jharkhand counterparts to combat left-wing extremists—Naxalites operating in border areas of both the States. Reports said the standard operating procedure (joint action plan) prepared by the Bihar police chief DP Ojha in consultation with his Jharkhand counterpart, RR Prasad, has already been communicated to Superintendents of Police (SPs) in bordering districts. As per the strategy, police officials from either side would be able to cross their respective State borders while chasing Naxalites or criminals. The main target of the operation would be training camps of Naxal groups like the Maoist Communist Centre (MCC) and the People’s War Group (PWG).

In a joint operation, the Central Bureau of Investigation (CBI) and the Special Task Force (STF) of Bihar Police unearthed the nerve center of left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) and arrested four MCC cadres in Patrakar Nagar locality, Patna, on February 25-night. Also, four Maoist insurgents of Nepal were arrested from the hideout. MCC Commander-in-Chief Pramod Mishra's son Subhash alias Suchit, who allegedly used to manage the centre, and son-in-law Kamal Nayan, were among those arrested. Besides, Jeetan Marandi, who figures in the 'most wanted list' prepared by the Jharkhand government, too, was arrested during the operation. Documents containing vital information on the structure and activities of the MCC in Bihar, Jharkhand and Nepal were also seized during the operation.

Left-wing extremists—Naxalites—of the Maoist Communist Centre (MCC) killed the erstwhile king of Vijaygarh and a member of his escort team, in the jungles near Rampur village, Manchi police station-limits, Sonebhadra district, on February 25. The Naxalites also looted three rifles and a gun. In protest against the killing, almost all markets of the districts remained closed on February 26. Local residents blocked the road near Golden Jubilee crossing in Robertsganj and set a bus afire. Police have sealed the borders of the district and a massive combing operation has been launched to track down the Naxalites.
