Addressing the 68th Police Formation Day parade in Cuttack, on April 1, Chief Minister Naveen Patnaik said alert police have curbed the activities of left-wing extremists—Naxalites—in the State. He congratulated his law enforcing agencies for successfully repulsing the attacks of the People's War Group (PWG) and the intrusion of the Maoist Communist Centre (MCC) into northern Orissa. He said, during the last year, an India Reserve battalion and an Orissa State Armed Police battalion each had been raised to deal exclusively with Naxalites and extremists.

Left-wing extremists—Naxalites—of the People’s War Group (PWG) blasted the building of the Nadaul railway station, 37km away from Patna, on the Patna-Gaya section, Danapur division, East Central Railway, on April 1, on the first day of the 48-hour bandh (general strike) called by the PWG and the Maoist Communist Centre (MCC) to protest the US-led attack on Iraq and alleged police high-handedness in Bihar and Jharkhand. Railway sources in Danapur said approximately 30 armed-Naxalites came to the station and asked the station master and other staff on duty to leave the building. They then blasted the building using dynamite. The blast was so intense that it brought down the entire station building and formed a crater of about two meters in diameter on adjacent railway tracks. Movement of trains on the Patna-Gaya section was disrupted for approximately 10 hours.

Media reports said approximately 20 Naxalites assaulted the cleaner and stripped the supervisor of the Orissa Forest Development Corporation (OFDC), while two forest guards and the driver managed to flee. The Naxalites then asked the cleaner for some fuel and burnt the house of the forester and the truck. A combing operation has been launched to flush out the Naxalites.

Approximately 200 armed-Naxalites raided the village and held a meeting protesting the alleged exploitation by the Orissa Government of tribals in the border areas. Later, they asked a Forest Department official to come out of his office and set fire to it. The Naxalites also seized some rice kept in the village for the food-for-work programme and distributed it among the people.

We seized seven weapons including three regular guns and live cartridges. A drill gun was also recovered." According to media reports, Jharkhand Police and Central Reserve Police Force (CRPF) personnel have launched a special joint-operation against left-wing extremists—Naxalites in the State. The special operation would be directed against armed cadres of the Maoist Communist Centre (MCC) and the Peoples War Group (PWG) in Palamu, Gadhwa, Latehar and Chatra districts. The Union Government has provided 22 CRPF companies to the State for tackling the Naxalites.

Eight police personnel were killed and three more seriously injured in a landmine blast set-off by left-wing extremists—Naxalites—of the proscribed Maoist Communist Centre (MCC) in the dense forests of Cherki valley, Nawada district, on April 15. The Naxalites also looted six self-loading rifles (SLRs), two rifles, a revolver and several rounds of ammunition from them. Official sources said the blast occurred when a police patrol party was returning to Govindpur police station from Kakolat. Senior police officials rushed to the site and a red alert has been sounded in Naxalite-hit districts of Bihar and Jharkhand. State Chief Minister Rabri Devi directed the police to intensify combing operations against the MCC. The State Government, she said, would provide an ex-gratia of Rs one million to dependents of each of the dead police personnel, besides a government job to an eligible member of each of their families, she announced.

Addressing a press conference in Patna, on April 16, State police chief DP Ojha said the State police is not equipped well enough to prevent extremist violence in the State. He said police could not effectively tackle left-wing extremist—Naxalite––outfits due to highly inadequate infrastructure and lack of resources. The police headquarters would soon submit a proposal to the State Government listing its requirements. Ojha’s remarks were in response to the killing of eight police personnel in Nawada district, on April 15, in a landmine blast triggered by the Maoist Communist Centre (MCC). He asked, "How can one expect the police force to contain the extremists? They don’t have even matching fire power, lack standardised police pickets and are deprived of state-of-the-art communication system besides bullet-proof vehicles and mines-protected vehicles?"

According to district police chief, Anil Palta, the encounter took place when a police patrol party came across a group of Naxalites holding two abducted forest officials captive.
