India has been working closely with the FBI (Federal Bureau of Investigation) ever since the 26/11 terror attacks in Mumbai, and the FBI is also actively helping NIA (National Investigation Agency) in unravelling the Pathankot terror attack, India Today reports on September 6. But it is the growing influence of Islamic State (IS) which remains a huge challenge. With pan-India arrests of IS terror recruits in the past two years, India has been taking the help of the United States, as most of the servers of the mobile app sites and social networks are based in America. Many terror organisations like Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) continue to spread terror through their websites and Twitter handles. Close to 40 web and mobile based applications have been used by terrorists in the recent past, with high-end encryption. While agencies like Cert-in have been keeping a check, it is largely left to the NIA to crack terror-related cases.

Army’s 46 Rashtriya Rifles (RR) and Special Operations Group (SOG) Baramulla on September 7, conducted searches in Hyder Mohalla Khawaja Bagh area of Baramulla District after they received inputs about presence of militants in the area, reports Daily Excelsior. Army’s 52 RR and SOG Baramulla in the meantime continued its operations against a group of five Lashkar-e-Taiba (LeT) militants in Sultanpora Kandi area of Baramulla District. More than six years have passed since the hearing for 2008 attacks began in Pakistan. The mastermind of the attacks, Lashkar-e-Taiba (LeT) 'operations commander' Zakiur Rahman Lakhvi, lives at an undisclosed location after being granted bail over a year ago. The other six suspects are in Adiala Jail in Rawalpindi, Punjab.

The Jaish-e-Mohammad (JeM) had carried out multiple terror strikes in Jammu and Kashmir but none were as audacious as the Uri attack in Baramulla District on September 18, reports The Times of India on September 20. After the Uri strike, JeM has joined the league of top terror groups like Lashkar-e-Taiba (LeT) and Al Qaeda, especially as the attack followed the one on the Pathankot airbase on January 2, 2016. In contrast, the LeT, considered the biggest active terror group in the subcontinent, has failed to demonstrate its striking capability post Mumbai 26/11 as it has come under various international sanctions. Its groups of militants who infiltrated into India recently were either killed or arrested. JeM has been constantly upping its ante inside the valley after 2012 under the banner of 'Afzal Guru Squad.' Set up in 2000 by Maulana Masood Azhar — released by the National Democratic Alliance (NDA) Government, after the hijacking of Indian Airlines flight to Kandahar 1999 — JeM was once isolated within Pakistan but appears to have got a new lease of life including support from the Inter Services Intelligence (ISI). The group was also responsible for an attack on an Army camp in Tangdar area Kupwara District in November last year.

The four intruders, who had crossed in from Pakistan-occupied Kashmir (PoK) a day earlier, were affiliated to LeT as the terrorist module bore striking resemblance to the group from the same Pakistan-based terror outfit eliminated in Poonch on September 11, the sources said. Director General Military Operations (DGMO) Lieutenant General Ranbir Singh had told reporters hours after the attack that as per initial reports the slain terrorists belonged to Jaish-e- Mohammad (JeM), also a Pakistan-based terror outfit.

The four terrorists who attacked the Army base in Uri sector in Baramulla District on September 18, killing 18 soldiers, belonged to Lashkar-e-Toiba (LeT), and managed to sneak in by cutting the perimeter fencing of the highly-guarded army installation at two places, investigations have shown. In an indication that the terrorists were well-versed of the layout of the army base close to the Line of Control (LoC), the assailants locked the cooking room and store from outside to prevent the soldiers from leaving before setting them afire, sources privy to the probe said on September 21. The investigators are not ruling out "insider help" to the terrorists in view of the precise nature of the actions undertaken by the intruders once inside the army base, the sources said, adding the attackers first cut the perimeter fencing at two places. After locking the cooking room and store, two of the terrorists started moving towards the officers’ quarters within the base but they were gunned down before they could inflict any further damage, they said. The two Global Positioning System (GPS) sets recovered from the slain militants were damaged during the attack and have been handed over to the National Investigation Agency (NIA), which is probing the case.

The Obama administration on September 28 affirmed its support to New Delhi on the issue of cross-border terrorism ahead of India's surgical strike inside Pakistan occupied Kashmir (PoK), while putting Islamabad on notice for its failure to act against UN-designated terrorists and entities, reports The Times of India. US National Security Advisor Susan Rice spoke to her Indian counterpart Ajit Doval to offer condolences to families of the Uri attack victims and express support for India on the issue of terrorism, White House National Security Council spokesman Ned Price said in a read-out on the call. The call was initiated by Washington and took place before the Indian strike beyond the Line of Control (LoC). "Highlighting the danger that cross-border terrorism poses to the region, Ambassador Rice reiterated our expectation that Pakistan take effective action to combat and delegitimize United Nations-designated terrorist individuals and entities, including Lashkar-e-Tayyiba, Jaish-e-Muhammad, and their affiliates," the statement said.

Lashkar-e-Toiba (LeT) founder Hafiz Saeed has put pressure on the Pakistan government to retaliate, following strike by Indian Army or to carry out attacks by terror outfits, according to an alert by the Indian intelligence agencies, The Times of India reports on September 30. Sources in the Intelligence Bureau (IB) said that security around vital defence installations across Jammu and Kashmir, Punjab and Himachal Pradesh have been asked to be increased. A top official said that Hafiz, after his Friday prayers, told a gathering in Faisalabad, Pakistan, that "he has asked the Pakistan government to reply to the Indian Army attacks in parts of Azaad Kashmir (PoK)"."He also egged on his Pakistani jawans to conduct surgical strikes right away to avenge martyrdom. This clearly shows that there are dozen of his men who were killed at those terror launchpads" said an official. According to officials, in his address, Saeed also invoked the Uri terror attack and "warned that he and his men" would continue to seek freedom of Kashmir through "destruction of India". While Azhar's group, based in Pakistan, focuses on Kashmir and Punjab, MAR's outfit is India-centric and headquartered in Afghanistan. MAR, which had played a key role in the Kandahar hijack of IC-814, parted ways with Azhar years ago and formed a new outfit, Jaishul-Haq Tanzeem. Under pressure from Pakistan's Inter-Services Intelligence (ISI) to outshine JeM, this group is now carrying out a massive recruitment drive and running training camps in some pockets of Afghanistan and Pakistan.

An internal report of the Union Ministry of Home Affairs (UMHA) suggests that terror training camps in Pakistan occupied Kashmir (PoK) have been moved deeper inside Pakistan territory, The Hindu reports on October 1. The development comes a day after India announced that it had carried out surgical strikes across the Line of Control (LoC) and destroyed seven terrorist launch pads. Central security agencies have informed UMHA that at least 12 terror camps belonging to the Lashkar-e-Taiba (LeT), Hizbul Mujahideen (HM) and Jaish-e-Mohammad (JeM) have been shifted from Muzaffarabad in PoK to various areas like Mansehra (Khyber Pakhtunkhwa), Naushehra and Jhelum (both in Pakistan’s Punjab). These camps house around 500 armed militants.“We have been informed by our sources in Pakistan that many terror camps have been vacated and shifted near crowded towns deep inside Pakistan. This has been primarily done to minimise casualties to their assets,” said a senior official. At the terror camps run with the help of the Pakistan Army and the Inter-Services Intelligence (ISI) militants are trained to launch attacks against India, said the official. “While the launch pads are located just along the LoC, where the terrorists halt briefly or wait for an appropriate time to cross over to India, the terror camps are spread over an area and house many people,” said the official.According to him, it was estimated that around 300 cadres belonged to the LeT in these camps. All the camps that were shifted were located at Pir Chanasi, Aksha Maskar and Tabuk near Muzaffarabad in PoK, said the official. The central security agencies have pieced together this report with the help of satellite images, ground reports and inputs from western intelligence agencies.
