A Lashkar-e-Taiba (LeT) militant from Kashmir surrendered in Sopore District on November 4, after his father was brought to the site to persuade him to lay down his arms, reports The Times of India. Umar Khalid Mir had been holed up in a house cordoned off by Army, Central Reserve Police Force (CRPF) and Police personnel at Tujarsharief in Sopore, since Thursday (November 3) evening, a Police spokesperson said. According to Deputy Inspector General (DIG) (north Kashmir), Uttam Chand, Umar had joined LeT on May 16, 2016 and crossed over to Pakistan occupied Kashmir (PoK) for training. He infiltrated into India recently, along with a group of foreign militants.

India on November 8 asked China to support international efforts to designate Jaish-e-Mohammad (JeM) 'chief' Masood Azhar as a terrorist under a UN resolution, and help arrest ULFA (United Liberation Front of Asom) 'chief' Paresh Barua and curb Fake Indian Currency Notes (FICN), reports NDTV. This was conveyed by Indian Union Home Minister (UHM) Rajnath Singh when he met Chinese Politburo Member and Secretary of Central Political and Legal Affairs Committee Meng Jianzhu in New Delhi on November 8.Raising India's concerns on terrorism, the UHM appealed to the Chinese leader to support the international community's efforts to designate Masood Azhar, as a dreaded terrorist under the UN Resolution 1267. Underlining that Pakistan is patronising and financing terrorist groups, Singh said leaders of terrorist groups including JeM leader Azhar, Lashkar-e-Taiba (LeT) 'chief' Hafiz Saeed and Hizbul Mujahideen (HM) 'chief' Salahuddin roam freely in Pakistan and preach terrorism.Even, the Tehreek-e-Taliban Pakistan (TTP) and LeT, blamed for terrorist attacks inside Pakistan, were financed and sponsored by the Inter-Services Intelligence (ISI), he told the Chinese leader, who is a top aide of Chinese President Xi Jinping. Pointing out that there can be no good or bad terrorist, the Home Minister said terrorism is not one or another country's problem, rather it is a threat to global peace and security.Singh also solicited Beijing's support to flush out Paresh Barua, who is believed to be taking refuge in the tri-junction between India, Myanmar and China, to face trial in India for heinous crimes including murder. UHM also asked China to clamp down on arms smuggling to insurgent groups operating in India's North-East, a Home Ministry official said.

Intelligence agencies vetted the new denominations of INR 2,000 and INR 500 notes asserting that its security features will be next to impossible to replicate for Pakistan and organised criminal networks for some time to come, The Times of India reports on November 10. A top Government official told that external intelligence agency Research and Analysis Wing (RAW), Intelligence Bureau (IB) and the DRI examined the features on the notes being secretly printed for the past six months. The official refused to reveal the number of security features on the notes but said they were difficult to forge.The intelligence community had earlier informed the Government that Pakistan had a dedicated mint in Peshawar where only Fake Indian Currency Notes (FICN), mostly in INR 500 and INR 1,000 denomination, were being printed. Pakistan's intelligence agency ISI, which oversees the mint, uses organised networks including those run by its clients like Dawood Ibrahim, Lashkar-e-Taiba (LeT), besides international criminal networks to push fake currency into India.In a report to Government and RBI, intelligence agencies had claimed a few years ago that Pakistan machinery had achieved "zero-error counterfeit capability" in printing fake Indian notes. According to an estimate, INR 70 crore worth FICN is pushed every year by Pakistan into the Indian economy, which was used as 'terror fund' and to spearhead disturbances.

The slain militants were identified as Abu Maaz and Abu Raafi. Abu Maaz was a LeT ‘commander’. Two AK-47 rifles and ammunition were recovered from their possession.

France has assured India of "full support" in dealing with the threat posed by cross-border terrorism, particularly from Pakistan-based terror outfits Hizbul Mujahideen (HM), Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM), news18.com reports on November 15. In his talks with Foreign Secretary S Jaishankar, Secretary General of French Ministry of Foreign Affairs Christian Masset also renewed his country's "unconditional" support to India's bid for membership of the Nuclear Suppliers Group.During the course of their consultations, Masset and Jaishankar reviewed Indo-French bilateral relations, particularly the pillars of the strategic partnership, and major international issues. "He assured the Foreign Secretary of France's full solidarity and support in dealing with the threat posed to India by cross-border terrorism, particularly by Hizbul Mujahideen, Lashkar-e-Taiba and Jaish-e-Mohammad," the release said.

A policeman was killed in an encounter with militants in the forest area of Sopore in Baramulla District on November 16, Daily Excelsior reports. Sources said that the Security Forces (SFs) cordoned off Marbal village of Zaloora in Sopore in the night of November 15 after they received information about presence of four Lashkar-e-Toiba (LeT) militants. They said early in the morning of November 16 at around 4:30 am militants fired at the SFs who had cordoned off the village, killing a policeman. Police said that the area is under cordon and “we hope to get them soon”.

Asserting that the UN should do more to send the right message to terror groups, India has said that the inconsistent implementation of sanctions on some of the terrorist outfits eats away at the UN’s authority, Indian Express reports on November 18. “The United Nations must do more to send the right message. Inconsistent implementation of sanctions on some of these terrorist outfits eats away at the UN’s authority and needs to be addressed,” Indian Ambassador to the UN Syed Akbaruddin said in his address to the UN General Assembly.He added, “The leader of the Taliban – a proscribed entity – needs to be designated as a terrorist individual. The international community is impatient for action". “Unless the Security Council and its subordinate organs are part of a cohesive response to global terrorism they run the risk of becoming marginalised from the most fundamental security priorities of Member States whose fabric is being torn as under by terrorists,” Akbaruddin warned.Addressing the UN General Assembly as it adopted an unanimous resolution on Afghanistan, he said the security challenges faced by the Afghan people and Government have not receded. “We note that Afghanistan, along with the Resolute Support Force, continues to make efforts to combat terrorism,” he said. “However, the shadowy supporters of some of these terrorist organisations like the Taliban, Haqqani Network, ISIS, AI-Qaeda and its designated affiliates such as Lashkar-e-Taiba and the Jaish-e-Mohammed have not been deterred, as is reflected in the upwards trend in the toll of causalities,” the diplomat said.

Government's surprise demonetization of high denomination has hit terror funding in three key theatres of Left wing extremism, the Northeast insurgency, and Pakistan- and PoK based terror outfits by sucking out a sizeable chunk from their parallel economy estimated at almost INR 800 crore, Minister of State for Home Kiren Rijiju confirmed on November 18, reports dnaindia.com.The Northeast insurgent groups and CPI (Maoist) are the worst hit, and stand to lose out on close to INR 780 crore that they had amassed through extortion of government companies, mining corporate, businesses and private contractors. Pakistan- and PoK-based terror outfits such as the Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and Hizbul Mujahideen (HM) and other smaller terror groups may also take a hit of close to INR 20 crore, intelligence agencies had also claimed.Rijiju said the terror financing has got a decisive blow since November 8. Rijiju added demonetization has wiped out the Fake Indian Currency Notes (FICN) network, estimated to be worth INR 400 crore. “Since November 8, not a single instance of FICN smuggling has been reported from Pakistan, Nepal or Bangladesh border,” he said.

A local Lashkar-e-Toiba (LeT) militant was killed in an encounter in Kakapora area in Pulwama District on November 19, while his accomplice fled, reports Daily Excelsior. Sources said that acting on a specific input, Police and Army’s 50 Rashtriya Rifles (RR) had laid an ambush in Begumbagh village of Kakapora in the District on a link road. Two militants came on a motor cycle and on seeing the Army and Police, they tried to flee during which the militant was killed. Sources said that one militant Majid was driving the bike and another one Rayees Ahmad Dar was his pillion rider. When Majid noticed the Security Forces (SFs), he made a quick U-turn and Rayees fell of the motor cycle and was killed in a brief gun battle. One AK-47 rifle and magazines were recovered from him. Majid also left the bike a short distance from the encounter site and fled away on foot. SFs immediately cordoned off the area but the militant had managed to flee from the area. The operation was later called off.Rayees had joined the militancy a month ago. The killing of the militant triggered massive protests and clashes in Kakapora and several areas of Pulwama District as youth came out on the streets and pelted stones on SFs and vehicles plying on roads. The stone pelting was reported from Gadoora, Newa, Pahoo, Kakapora, Pinglina and Hassanwani areas of the District. The protesters at these places targeted scores of vehicles that were plying through these areas. Deputy Inspector General (DIG) of Police, South Kashmir, Nitesh Kumar, said, Rayees was a local newly-recruited militant. He urged the local militants to lay down arms before SFs and said that they will be rehabilitated. Kumar said that he has directed all District Superintendent of Police (SP)s and Senior Superintendent of Police (SSP)s of South Kashmir to open a special cell for the surrender and rehabilitation of local militants in their Districts. He appealed all the local militants especially those who joined recently to surrender before the Police. The DIG said that the militants who surrender would be rehabilitated so that they earn their livelihood. He said that they have tied up with some non-governmental organizations (NGOs) who will provide vocational training to the surrendered militants. He said that there are 84 local militants in South Kashmir.

Police on November 25 said three militants, including two foreigners, with the assistance of five-member Lashkar-e-Toiba (LeT) module robbed Jammu and Kashmir Bank branch of Malpora in Budgam District on November 21, Daily Excelsior reports. Superintendent of Police (SP) Pulwama, Rayees Bhat, stated that based upon specific leads about the bank robbery and the trail left by assailants, Police meticulously dealt with the clues using technology as well as human sources. “During the process, the team zeroed in on one Muhammad Iqbal Wani, a resident of Chewa Kalan in Pulwama District. His arrest and disclosures further led to Farooq Ahmad Bhat and Tanveer Alam Wani, both residents of Chew Kalan,” the SP said. The SP said that during questioning it was found that the trio ran a “highly committed and confidential” Over Ground Workers (OGWs) network of LeT. “They revealed that conspiracy of robbing the Malpora Branch was hatched and master minded by one Arif Dar alias Abu Haibatullah – resident of Lelhar village of Kakapora in Pulwama, who is an active local militant of LeT, along with two foreign militants, identified by their codes, Abu Ali and Abu Ismail,” the SP said. Bhat further said that the OGWs provided all the support for facilitating the robbery, including transportation, logistics and had conducted recce of the bank multiple times. “The group also used the services of Tanveer Bhat and Raqeeb Rather, also residents of Chewa Kalan, for driving the assailants to and fro upto Malpora,” he said. The SP said the militant trio on November 21 left Chew Kalan village along with LeT OGWs in two vehicles and on reaching Malpora, they barged into the Bank branch and robbed it of nearly INR 1.3 million by keeping the employees at gun point. “It was their (militants) plan basically,” he said. “After the incident, the group drove back to Chew Kalan, where these militants de-boarded en route and decamped along with the cash. With the arrest of these five suspects, a very important OGW module of LeT outfit stands busted. The hunt is on for the militants who are in hiding,” the SP Pulwama informed.
