A report claimed that Jaish-e-Mohammed (JeM) terrorist Shahid Latif, handler of the terrorists who attacked the Pathankot air base in January 2, 2016 was released by India in 2010 as part of the government's attempt to mend ties with Pakistan, Zee News reports on May 17. Latif, who was in Indian jails for 11 years on terrorism charges, was released on May 28, 2010 as a 'goodwill gesture'. 24 other militants belonging to JeM, Lashkar-e-Taiba (LeT), Hizb-ul-Mujahideen (HM) were released along with Latif that day and deported to Pakistan. Latif is said to be very close to JeM 'chief' Masood Azhar and heads Jaish in Sialkot region (Punjab, Pakistan) from where terrorists are pushed into India. Importantly, Latif was released despite the fact that he was on JeM's 'wish list' even when Maulana Masood Azhar was freed in 1999 in exchange for 154 passengers of IC-814.

Two militants were killed in two separate encounters between militants and Security Forces (SFs) in Kupwara and Shopian Districts on May 17, reports Daily Excelsior. A senior Police officer said that one militant was killed in an encounter between SFs and militants in Zunrishi Chowkibal forest area in Kupwara District. The officer said that a Lashkar-e-Toiba (LeT) militant was killed during an encounter started after SFs launched a cordon and search operation in the Zunrishi forest area following specific information about of 5-6 militants of LeT hiding in Zunrishi forest area. “At around 6 am today, the exchange of fire began. Search operation is ongoing to trace the other militants believed to be hiding in the forest area,” he said. They said that one militant was killed whose identity is yet to be established, while other members fled under the cover of darkness. More troops have been rushed to the area and massive forest area has been cordoned off to track the members of the group.In the meantime, one militant of Hizb-ul-Mujahideen (HM) was also killed in a brief gun battle that raged between militants and SFs in Pehlipora village in Shopian District. A Police officer said that the encounter started last evening when SFs laid a cordon around the area and militants fired at them. “In the exchange of fire, one militant, identified as Farooq Ahmad Sheikh, a resident of Nazneenpora was killed”, he added. One AK 56 Rifle, ammunition and other war like stores were recovered from the terrorist. Sources said that the two members of the group managed to flee as the gun battle started.

In an interview to BBC Urdu, Punjab Law Minister Rana Sanaullah said that while pro-establishment groups have been declared proscribed organisation in Pakistan and can no longer carry out any activity in the province, it is not possible for the government to take any action as state itself remains involved, India Today reports on May 19.Pakistan's Punjab Province Minister ruled out possibility of any legal action against terror groups like Jamaat-ud-Dawah (JuD) and Jaish-e-Mohammad (JeM) stating that 'the state itself has been involved with these groups. "How can you prosecute a group with whom the state itself has been involved with?" said Sanaullah.

The radicalised Indian Muslims are getting more inclined towards Islamic State (IS) and deserting Pakistanbased groups like LashkareTaiba (LeT) and JaisheMohammed (JeM), a report said on May 18, according to Zee News. An Intelligence official told that many of the ISinspired youth arrested in India were earlier associated with Pakistanbased or homegrown terror outfits. Not only in India, but even youth from country's neighbourhood are also fascinated with IS rather than other terror groups. According to the report senior IS handlers have asked their Indian contacts to suspend their activities for some time as the National Investigation Agency (NIA) has stepped up its crackdown against people suspected to be having links with the terror group.

One injured Army trooper succumbs to his injuries in Kupwara District on May 22, reports Daily Excelsior. Brigadier Rajeev Puri said the Army lost one of its troopers during the operation. “The operation was terminated last night and we have called off the operation. We suffered two casualties, one war minor casualty and he is absolutely hale and hearty now, the other casualty, I am sorry to say, we have lost few hours back in 92-Base Hospital in Srinagar. Brave Naik Pandu of Rashtriya Rifles (RR) suffered a bullet injury and we lost him this morning. We salute him”, he said. While giving details of the operation in which five militants were killed yesterday at Drugmulla, Kupwara, Brigadier Puri said: “We received information about presence of 4-5 terrorists hiding in a house at Chek Drugmulla. The Rashtriya Rifles and SOG (Special Operations Group) launched an operation and cordoned off the village. The cordon was effective and at around 7: 30 a.m. we started searches of the suspected houses. Our party came under heavy fire and we tightened the cordon and evacuated all the civilians from the area and fire fight continued till about 5:30 p.m. During the fire fight, 5 terrorists who have been identified as Lashkar-e-Toiba (LeT) terrorists have been eliminated and huge war like stores were recovered. The warlike stores are an ample proof that they have been trained across and then brought to this side. The major recoveries are – 5 AK-47 rifles along with 457 rounds of ammunition, one Under Barrel Grenade Launcher (UBGL), 3 radio sets, 3 GPS devices, Maps, Matrix sheets, hand grenades and UBGL grenades. These were the major warlike stores that were recovered.”

Police launched massive search operation against the assailants on May 24, and detained around two dozen former militants, Over Ground Workers (OGWs) of militant outfits, suspected persons to question them about the attack in Srinagar on May 23, reports Daily Excelsior. However, none of them had knowledge about the attacks and Police may round up more people for questioning from various parts of city in next few days as part of investigations. Three Police men including an officer were killed in Srinagar on May 23, in two separate cop killing attacks in Zadibal and Tengpora areas. After preliminary investigations, Police have found that two members of Hizb-ul-Mujahideen (HM) from Srinagar city, who joined the cadres this month, are responsible for the Policemen killings. Sources say that the duo were, however, accompanied by a trained militant of HM and after carrying out the attack, they fled towards South Kashmir. In the meantime, Police appealed the landlords in Srinagar to allow only verified tenants in their properties. The Police will begin verification of all the tenants and labourers who put up in Srinagar city to prevent militants from making hideouts in Srinagar city. The recruitment of three youth from Srinagar city by militants is a major worry for security agencies as it has led to Srinagar city becoming target of militant attacks. Three youth Merajudin Bangroo, Danish and Mugais have reportedly joined militancy this month only. Bangroo has reportedly joined Lashkar-e-Toiba (LeT), while, Danish and Mugais, the HM outfit.

At least 17 groups of militants have become active across the Line of Control (LoC) opposite twin border Districts of Rajouri and Poonch in Jammu region and Kupwara District of Kashmir valley with a view to infiltrate into the State to create disturbances even as the Multi Agency Centre (MAC), set up by the Union Ministry of Home Affairs (UMHA) has maintained that 18 militants have infiltrated this year so far, reports Daily Excelsior. Official sources said that the credible inputs available with security and Intelligence agencies revealed that at least 17 groups of militants have been observed across the LoC in Jammu and Kashmir (J&K), who were fully geared to infiltrate into the State but high alertness being displayed by the troops hasn’t allowed them to succeed in their task. As per the inputs, there were two groups of militants waiting across LoC in Poonch, three opposite Mendhar, four across Rajouri and two opposite Nowshera. Two groups of militants were stationed across the International Border (IB) in Samba. In Kashmir valley, there had been specific reports of two groups each waiting across Keran and Kupwara but the number could grow due to fast melting of snow in the summer. National Investigation Agency (NIA) will submit to the court the assessment of US agencies that the February 2007 Samjhauta terror attack was the handiwork of Pakistan-based Lashkar-e-Taiba (LeT) 'chief' coordinator Arif Qasmani, The Times of India reports on May 25. The NIA sources said the US, during NIA chief Sharad Kumar's visit there in April, 2016 promised to hand over findings on Arif Qasmani within three months. The filing of US findings in court, officials said, would be part of procedure to keep the court aware of latest developments. The trial is already in an advanced stage in the case and the submission would not be part of any chargesheet, said an officer.In July 2009, UN Treasury department and US accused Qasmani of funding the Samjhauta blasts and 2006 train bombings in Mumbai. A UN sanction against him stated, "Arif Qasmani is the chief coordinator for Lashkar-e-Taiba's dealings with outside organisations and has provided significant support for LeT terrorist operations. Qasmani has worked with LeT to facilitate terrorist attacks, including the July 2006 train bombing in Mumbai, India, and the February 2007 Samjhauta Express bombing in Panipat, India. Qasmani conducted fundraising activities on behalf of LeT in 2005 and utilised money that he received from Dawood Ibrahim, an Indian crime figure and terrorist supporter, to facilitate the July 2006 train bombing in Mumbai, India".

A key accused in the Bengaluru serial blasts of July 25, 2008, K P Sabeeralias Mohammed SabeeraliasAyub is living in Peshawar, Khyber Pakhtunkhwa (KP) Pakistan,investigations by the National Investigation Agency (NIA) and the Kerala Police have revealed, Indian Express reports on May 30. Sabeer, allegedly linked to the Lashkar-e-Taiba (LeT), had fallen off the radar of investigating agencies after fleeing India on a fake passport in November 2008. He was also the 'former president' of Students Islamic Movement of India (SIMI) in Kerala.His whereabouts have reportedly emerged now following investigations around K A Anoop, an alleged associate of Sabeer who was deported from the UAE in April, 2016. The NIA had arrested Anoop on April 8, 2016, after he was detained on his arrival at IGI Airport, New Delhi in connection with the September 2005 Kalamassery (Kochi) bus-burning case. Sources familiar with the investigations claimed the two were in touch and that analysis of Anoop’s Dubai phone call records has revealed a number linked to Sabeer. “He has been trying to take his wife to Pakistan and has been offering 100,000 dirhams to obtain travel documents for her. This is the first time in many years that some information has emerged about Sabeer,” said sources.The NIA’s investigations in the 2008 case allegedly found that Sabeer had taken five youth — Fayas, Fayis, Abdul Rahim, Mohd. Yasin and Abdul Jabbar to Kashmir in September 2008 and handed them over to an LeT operative. The youths were allegedly being taken to an LeT camp for training but four of them were killed in an encounter with Indian security forces. Abdul Jabbar, the only one to escape, was later arrested by Kerala Police.The killing of the four and the investigations around their presence in Kashmir led investigators to unravel the mystery behind the Bengaluru blasts, which were allegedly executed withLeT funding, with Sabeer allegedly acting as the key Indian conduit in channelling funds and mobilising men for the Pakistan-based terror organisation.According to the NIA, he used the passport of a daily wager, ShameerKollamkudyAlikutty, who is still living in Kerala, to escape. The NIA has found an airport departure card, which showed that he left for Dubai on an Air India flight. “In the departure card, the country of residence has been mentioned as the UAE whereas the occupation was written as sales executive,” the NIA says. The fake passport was later found in a hotel on Kish Island in Iran, a few months after Sabeer left.Agencies also suspect that Sabeer’s “escape” was facilitated by the then keyLeT 'commander' for the India region, RehanaliasWalialias Abdul Aziz alias Rashid Abdullah, who has also been linked to the 26/11 Mumbai terror attack. Wali is also been named along with Sabeer in the plot to recruit Kerala youths for terrorism.
