The National Investigation Agency (NIA) is seeking more details from the US on the involvement of a Lashkar-e-Taiba (LeT) financier in the 2007 Samjhauta Express blast to wrap up probe into the terror attack, Hindustan Times reports on April 3. A high-level delegation led by NIA Director General Sharad Kumar left for New York on April 2 to meet his US counterparts and get more details about the involvement of the LeT financier Arif Qasmani in the incident, government sources said.On June 29, 2009, a United Nations (UN) committee on al-Qaida and its affiliates named the Karachi-based Qasmani as the kingpin behind the Delhi-Lahore Samjhauta Express blast and 2006 Mumbai local train bomb blasts. The sources said the NIA approached the US government in 2010 to know on what basis it had pinpointed Qasmani’s involvement in the Samjhauta blasts. Washington replied saying they had nothing more to add or share. “The NIA team is going to meet all concerned officials in the US government so that a final view on Qasmani’s involvement is taken in the case,” said a senior official.

India told the United Nations (UN) that Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar was one of the handlers of the terrorists who attacked the Pathankot airbase (January 2, 2016) and his outfit received arms training from Taliban, Hindustan Times reports on April 5. In its failed bid to have Masood designated as terrorist by the UN, India has conveyed to the world body that he and his terrorist group JeM have continuously engineered terror attacks against India, the latest instance being the strike on Pathankot airbase.The attack was engineered by terrorists belonging to JeM and credible evidence has emerged that the handlers of the terrorists were senior leaders of JeM, including Masood Azhar, according to the Draft List Entry submitted in the UN. Further, incriminating material has also been recovered from the dead terrorists disclosing their links to the terrorist organisation, it said.Masood had a meeting with Lashkar-e-Taiba (LeT) 'founder' Hafiz Saeed and Hizbul Mujahideen (HM) 'chief' Syed Salahuddin and decided to “avenge” the hanging of Afzal Guru, who was convicted for the 2001 attack on Parliament. “A decision was taken in the meeting for possible cooperation with the Taliban to train terrorists for this purpose. There are credible intelligence reports that elements of JeM have actually received training in tactics, use of weapons and psychological warfare from the Taliban,” the Draft said. At the behest of Pakistan, China had blocked India’s bid to have Azhar designated as terrorist by the UN in the aftermath of the Pathankot strike. Pushing its case for incorporating Masood’s name in the al Qaeda Sanctions List, India has told the UN that Masood is a Pakistan-based international terrorist and a leader of JeM and its chief financier, recruiter and motivator.

A court on April 5 sentenced three people, Muzammil Ansari, Farhan Khot and Wahid Ansari to life imprisonment for their role in bombings in Mumbai in 2002-2003 officials said, reports Gulf Times. “The case is going on for 13 years ... Some might be pleased and some might not. I have tried to give justice,” Judge P R Deshmukh said. In addition to the three life sentences, the court, gave seven other convicts jail terms ranging from two to 10 years. Among the seven, four were given 10 years’ jail term: Saquib Nachan, 'general secretary' of Students Islamic Movement of India (SIMI), Ateef Nasir Mulla, Ghulam Kotla and Hasib Zubeir Mulla., and three convicts were given two years’ jail term. They are Mohamed Anwar Ali, Mohamed Kamil and Noor Mohamed.According to the Mumbai Police, the blasts were planned by SIMI operatives and Lashkar-e-Taiba (LeT). Of the 24 accused in the case, 10 have been convicted and three acquitted. Five others have died and six are thought to be on the run.The first blast took place in a McDonald’s outlet in Mumbai Central railway station on December 6, 2002 in which several people were injured; one person was killed in the second blast in a crowded market in the Vile Parle East area on January 27, 2003; and 12 died in the third in a local train at the Mulund railway station on March 13, 2003.

More troops were rushed and they have been trapped in dense forest area.

A Pakistani bomb-making expert, identified as Muhammad Usman Ghani linked to the 26/11 (November 26, 2008) Mumbai attack is among scores of trained terrorists who slipped into the European Union (EU) posing as refugees to join the Islamic State’s (IS) plot to commit atrocities in Europe, report said on April 10, according to Indian Express. Ghani, who is linked to the Lashkar-e-Taiba (LeT) and Lashkar-e-Jhangvi (LeJ) terror groups, is being arrested in Austria on charges of participating in a terrorist organisation. The IS “strike team” sent to Europe before last November’s Paris attacks included Usman, the veteran bomb-maker from Pakistan. Usman, and a suspected Algerian IS fighter named as Adel Haddadi, have been questioned by Austrian and French authorities after being linked to the terrorist gang that killed 130 people in Paris in November, 2015.

Stone-pelting clashes between youths and Security Forces (SFs) erupted in Lelhar and Kakapora areas in Pulwama District during a search operation on April 11, reports Daily Excelsior. A search and cordon operation was launched by SFs following an input about the presence of Lashkar-e-Toiba (LeT) militants at Lelhar. As the search operation was underway, local youths’ pelted stones on SFs and created hurdles in the operation. The Police retaliated by using mild force against the stone-throwers. Following the clashes, the cordon and search operation was called off by SFs as no militant was found hiding in the area. India has sent an extradition request to the United States of America (USA) to have Tawwahur Rana, an accused in 26/11 (November 26, 2008) Mumbai terror attack to be extradited, oneindia.com reports on April 18. Rana who is an accused in the case filed by the National Investigation Agency (NIA) is currently serving a 14 year jail term in the US. Rana was convicted by a US court a few years back after being accused of providing support to the Lashkar-e-Taiba (LeT). The NIA has so far not managed to question Rana in connection with the 26/11 case. India is hopeful that the US would consider this request and extradite him to India.

Over 65 people had been killed in the terror attack. "Purohit is not an accused in the Samjhauta case. There is no evidence to link him to the train blast,'' Sharad Kumar, Director General, NIA stated.Kumar has just returned from the US, where NIA reiterated India's request for more information on the alleged role of Arif Qasmani, Lashkar-e-Taiba (LeT) ‘financier’ and a designated global terrorist by the US in the Samjhauta blast. "The alleged role of Qasmani was just one of the several issues that were raised during the talks. Trial is already underway in the case and the NIA stands by its charge sheet,'' Kumar said.The US had in 2009 designated Qasmani, a global terror financier for his alleged role in funding the 2006 Mumbai train serial blasts, which killed 187 people and the 2007 Samjhauta train blast. The NIA had first sent a request seeking information about Qasmani's alleged role in the Samjhauta blast to the US in 2011. "We have only reiterated that request seeking details of the basis on which the US arrived at this conclusion. We are still awaiting their response," he added.However, the NIA is still probing Purohit's role in the 2008 Malegaon blasts. Purohit was charge sheeted by the Maharashtra Police's Anti-Terror Squad (ATS) in the Malegaon blasts case. But the case was subsequently transferred to the NIA which is still to file a charge sheet in the case. Purohit has been in jail since his arrest in 2008.

A group of militants including LeT ‘divisional commander’, Abu Dujana, managed to flee from the SFs cordon in Pulwama District on April 21, reports Daily Excelsior. A Police officer said that acting on a tip off, a joint team of Army’s 55 RR, SOG and Central reserve Police Force (CRPF) launched cordon-and-search operation at Bulbul Bagh area of Malwar village of Zadur in the District. “Soon after the joint team of forces reached near the suspected spot the militants hiding in the area opened fire upon them and managed to break the forces cordon,” the officer said. As the SFs intensified the combing operation in Zadur and its adjacent areas to trace out the fleeing militants, the locals in large numbers came out and clashed with the Police and paramilitary forces to help the fleeing militants. The Police and CRPF personnel who were deployed in the area chased the youth and fired tear smoke shells to disperse them. However, they hurled stones on them leading to clashes. SFs recovered 4 UBGL grenades, 3 AK magazines, 90 AK rounds and one pouch.

One more militant of the Lashkar-e-Toiba (LeT) was killed during an encounter at Lolab in Kupwara District on April 21, reports Daily Excelsior. According to reports, Army’s 28 Rashtriya Rifles (RR) and Special Operations Group (SOG) of Jammu and Kashmir Police cordoned off the forest area near Gujjarpati village in Putshahi area of Lolab in the District after specific information about the presence of 3-4 militants in the area. Security Forces (SFs) fired several probing shots and militants immediately responded and opened a volley of gun fire at the troops leading to a fierce gun battle. However, their identity is yet to be ascertained. They are believed to be Pakistanis. Three AK 47 rifles, three Under Barrel Grenade Launchers (UBGLs), 387 AK 47 rounds, 10 AK 47 magazines, three pouches, three bags, three water proof Trousers and 40 biscuit packets were recovered from the encounter site. The sources said India was informed by American officials about the death of Armar, who headed and recruited Indians for the Islamic State (IS) and its regional franchisee Jund ul Khalifa-e-Hind (The Army of the Indian Caliphate). "We have been informed about his death by the US. We don't know where he was killed and exactly. We were told that he died in a US strike," an official told.Armar, who was the former Indian Mujahideen (IM) operative, had also recruited 14 Indian men who were arrested by the NIA in January, 2016 while they were planning terror strikes in India. The United Arab Emirates (UAE) deported in January, 2016 three Indians who were allegedly working under Armar. His death is likely to deal a major blow to IS's plan of expanding in India, particularly in Kashmir where the group had recently vowed "to fight the cow-worshipping Hindus and the apostates from factions allied to the idol-worshippers of Pakistan, such as the Lashkar-e-Taiba [LeT]...It is a setback for the group," the official said.

Sources said that for last four days, Army is conducting massive combing operations in the forest area so that these militants don’t come out of the forests and are tackled there only. "Many members of Congress, including me, seriously question the judgement and timing of such a sale.
