ThreeBorder Security Force (BSF) personnel, including an officer, and a militant were killed and two Army personnel were injured as troops foiled an infiltration bid along the Line of Control (LoC) in Macchil sector in Kupwara District on August 8, reports Daily Excelsior. A Defence spokesman said that one militant and two BSF men were killed when Army foiled an infiltration bid in Macchil sector along the LoC in North Kashmir’s Kupwara District. He said that the operation is going on and Army has recovered arms and ammunition and war like stores during searches of the area. Sources said that militants attacked a BSF post Roshni in Macchil Sector along the LoC, triggering an encounter in which three BSF and two Army personnel were injured during the attack. The injured have been identified as Sub Inspector Mohinder Yadav, Head Constable C P Singh and Constable Babu Shaan of the BSF and Army personnel Jitinder Singh and Paramjeet Singh. All the three BSF personnel later succumbed to injuries and Army launched a massive operation against the militants and one of them was shot dead in the encounter that continued for two hours.A senior Army officer said that around 300 militants are waiting on the launching pads in Pakistan occupied Kashmir (PoK) ready to infiltrate into Kashmir before onset of winter. “These militants are making desperate attempts to infiltrate as security forces have killed large number of their members in Kashmir valley this year”, he said. This year Security Forces (SFs) killed 92 militants so far which is highest in recent years. But the infiltration has also gone up and according to Multi-Agency Centre (MAC) figures, this year till June, 56 militants, mostly belonging to Lashkar-e-Taiba (LeT), have infiltrated into Kashmir while last year the number was 35 for the whole year.

Punjab Police neutralised a major terror plot by arresting three suspected JaisheMohammed (JeM) terrorists from the Hoshiarpur District, Zee News reports on August 10. Police also seized three pistols and a dozen of bullet proof jackets from them. Recently, reports had emerged that terror outfits LashkareTaiba (LeT) and JeM have set up terror camps in Pakistan's Punjab province, which is adjacent to the Indian borders. The report had said the terrorists are being trained by Pakistani Army. It further stated that the terrorists belonging to Pakistan based terror groups are trying to infiltrate and planning to execute Pathankottype attack in India.

The National Investigation Agency (NIA) on August 10, claimed that the turmoil in Kashmir was being orchestrated by Pakistanbased LashkareToiba (LeT) and that it was gathering further evidence of the terror group’s role in fuelling the unrest, triggered by the encounter killing of a militant leader, reports Daily Excelsior. Armed with a confessional video of a captured LeT militant, Inspector General of NIA Sanjeev Singh said that since the summer this year, the banned outfit, with the “help of Pakistani forces deployed on the border”, pushed heavily armed terrorists into India with the direction to mix with the local people, create disturbance, and attack Police and Security Forces (SFs). The video shows Bahadur Ali (21), a resident of Raiwind in Lahore, spilling beans about LeT’s role in the disturbances. He is also shown speaking about the LeT’s sophisticated communication network and assistance rendered to it by the Pakistani army. Ali, who was arrested from Yahama village in Handwara in Kupwara District on July 25, was in one of the groups allegedly instructed to take advantage of the current situation and throw grenades at the SFs by mixing with the protesters. During communications with Ali, Alpha3 (a communication centre in Pakistan occupied Kashmir, PoK) told that the LeT cadres had been successful in fuelling largescale agitation in Kashmir after Eid subsequent to the killing of HizbulMujahideen (HM) ‘commander’ Burhan Wani on July 8. “Further investigation is continuing on the disclosure of Bahadur Ali regarding his role in the present unrest in Kashmir,” Singh said.Ali said he was recruited into JamaatudDawa (JUD), an organisation headed by Hafiz Saeed, aged 14, by a close aide of the 2611 mastermind, and given the task of collecting funds for Jihad (holy war) in his village. Moulana Abdur Rahim, who belonged to the LeT, also headed by Saeed, radicalised him by showing films of alleged atrocities on Muslims in different parts of the world including India and exhorting youth to undertake Jihad to establish Islamic rule there. He also served in the office of a LeTaffiliated NGO FalaheInsaniat Foundation (FIF) at Lahore. Before being sent to India, Ali underwent three training courses — ‘DauraeTulba’ (basic training for 15 days) at Manshera in the year 2013, ‘DauraeAam’ (21 days of basic arms training) at Aksa camp near Muzaffarabad in 2014 followed by monthlong ‘DauraeKhas’ at Tabook camp near Muzaffarabad in the summer of 2016, during which he was trained in use of sophisticated arms and field craft. He said there are 30 to 50 trainees at any given time in each course from different parts of Pakistan including Pushto speaking men who are sent to Afghanistan to fight the allied forces, the NIA said. “The Incharge of the control centre at Muzaffarabad whom Bahadur Ali had also met before infiltrating into India was a man named Waleed,” Singh added.

A special The National Investigation Agency (NIA) court on August 11 framed charges against five persons accused of having links with LashkareTaiba (LeT) and hatching a conspiracy to carry out killings in India to cause communal strife, reports New Indian Express. "The court framed charges against Mohammed Muzzammil, Mohammed Sadique, Mohammed Iliyas, Mohammed Irfan and Mohammed Akram under the Unlawful Activities (Prevention) Act, Arms Act and for criminal conspiracy (under IPC)," said an officer of NIA. Five others have been shown as wanted accused. The framing of charges paves the way for the start of the trial.

In Saudi Arabia, he met LeT and Harkat-ul-Jihad-al-Islami (HuJI) operatives (shown as wanted accused) and hatched a conspiracy to kill prominent "Hindu leaders, journalists, politicians and police officers" in various parts of India, including Hyderabad and Nanded in Maharashtra. The intention was to cause communal strife and "threaten the unity, integrity, security, sovereignty of India and strike terror in the mind of the people," the charge sheet said.

It also asserted that the recent arrest of Lashkar-e-Taiba (LeT) terrorist Bahadur Ali is yet another proof of Pakistan’s continued involvement in cross-border terrorism and infiltration into India, despite several assurances that it will not allow its territory to be used for terrorism against any other country. “Pakistan has no locus standi in addressing any aspect of the situation in Jammu and Kashmir, which is an internal matter of India, except to put an end to all cross-border terrorism, infiltration and support and instigation to terrorism and violence against India. “We are in touch with important interlocutors bilaterally as well as multilaterally to put across the correct picture. Let me also say it does not matter how many letters are written, it will still not whitewash cross-border terrorism,” External Affairs Ministry Spokesperson Vikas Swarup said. He was responding to a question on Pakistan Prime Minister Nawaz Sharif writing to the United Nations (UN) Secretary General and UN High Commissioner for Human Rights, urging for efforts to end the “persistent and egregious violation of the basic human rights” of the Kashmiri people and also to implement UN Security Council resolutions.

The 'fatwa' was issued against the Jama'at-ud-Dawah (JuD) 'chief' by Mufti Mohammed Saleem Barelvi, an Islamic seminary in Bareilly, Uttar Pradesh. It dubbed Saeed, founder of the Lashkar-e-Taiba (LeT) who carries a USD 10 million bounty on his head, as "outcast" from Islam and declared those following him or considering as Muslim as "illegal".In his 'fatwa', Mufti Saleem said that having any type of connection with persons working against the dignity of Allah and the Prophet was illegal and 'haraam', an act that is forbidden by Allah. It said since Saeed was having contacts with such persons, he has been outcast from Islam. It added that considering him as Muslim and listening to his words was also illegal and prohibited.As per the fatwa, Saeed was a man with terrorist ideology, who with his acts has brought infamy to Islam and Muslims across the world. Therefore, it was compulsory for every Muslim not to follow him and keep away from his ideology.

Meanwhile, four Districts of south Kashmir — Pulwama, Shopian, Kulgam and Anantnag — have descended into anarchy with hundreds and thousands holding 'azadi' rallies almost daily in absence of an effective Police Force, reports The Times of India on August 23. Out of 36 Police Stations in these Districts, only three —one each in Pulwama, Rajpora and Awantipora — are functioning with any semblance of efficacy. Barring these, all Police have evacuated Police Stations since frenzied mobs began their attacks, setting a number of these ablaze. Sources said the Police department has "for the time being" shut down dozens of Police Stations. Most have turned into empty shells now guarded by the Army and Central Reserve Police Force (CRPF). CRPF personnel are no longer visible in south Kashmir. In places like Aishmuqam in Anantnag, sources said they had been instructed to remain mute spectators while crowds rule the streets. Scores of youth have joined the militants in Tral, where organised training camps are being run by top Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) ‘commanders’ to turn out jihadis, a senior Police officer said.

Army and Police trapped a militant group belonging to Lashkar-e-Toiba (LeT) in the forest area in Baramulla District on August 29, reports Daily Excelsior. A senior Police officer said that Army’s 52nd Rashtriya Rifles (RR), 19th Mahar and Special Operations Group (SOG) of Jammu and Kashmir Police cordoned off village Banday Bala in Sultanpora area of Chandoosa in Baramulla District after tip off about presence of five militants hiding in a house. As the Security Forces (SFs) cordoned off the village Banday Bala, militants hiding in the house fired on the Army party that was laying siege around the house. One Army jawan was injured in the firing. Army also retaliated leading to a brief gun battle but the militants managed to flee from the house towards nearby woods. Sources said that this group of five militants belonging to LeT infiltrated into Kashmir through Boniyar area of Uri sector of Baramulla District in the last week of June.

Kerry said the US would help India bring the perpetrators of the 2008 Mumbai attack (26/11) and the 2016 Pathankot attack to justice. “We will not make distinctions between good and bad terrorists. Terror is terror, no matter from where it comes from or who carries it out,” said Kerry, adding: “We had conversations will all members of the region about the efforts they need to take to curb the terrorism that comes out of their countries. It is crystal clear the US and India are of exactly of similar minds with respect to terrorism.”Kerry also stated, “We all are in touch with Pakistan in one way or the other. I have recently spoken to Pakistan Prime Minister (Nawaz Sharif) and General Raheel Sharif regarding the need of Pakistan to deprive any terrorist group of sanctuary. The infiltration of militants into Kashmir valley has gone up by over 100 per cent this year despite Army being on high alert along 400 kilometer long Line of Control (LoC) in North Kashmir, reports Daily Excelsior on August 31. According to Multi-Agency Centre (MAC) figures, 72 militants, mostly belonging to Lashkar-e-Toiba (LeT), have infiltrated into Kashmir this year till July while last year the number was 35 for the whole year. However, a senior Police officer said that it is a conservative estimate and as per the ground reports the number could be double than that of the official figure. He said some of the groups, who have recently infiltrated into Kashmir, are yet to come under Security Forces (SFs) radar. The security agencies gave two reasons for the increased infiltration this year. One, Pakistan wants to step up militancy in Kashmir and second, this year the SFs achieved major success against militants by killing 102 of them so far which is highest in recent years. Sources said that there are more than 40 training camps operating in Pakistan occupied Kashmir (PoK) with 19 of them most active and are imparting map reading, Global Positioning System (GPS) use, weight, weapon and tactical training to the militants who are sent to launching pads along the LoC for infiltration. These training camps are at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli, Dehri, Barhal Mirpur and Chaprai. Army said that over 200 highly trained militants are waiting on these launch pads for infiltration and Army is on heightened alert along the LoC to foil their attempts. The Army patrols along and beyond the LoC fence have been intensified to foil infiltration attempts by militants who are conducting recce daily. Army has also intensified search operation in the forests of North Kashmir so as to tackle the infiltrated militants there only and prevent them from coming out to the populated areas.Sources said that this year surprisingly Hizb-ul-Mujahideen (HM) militant outfit that had infiltrated last group in 2012, has infiltrated two groups of militants, 6 each, since July. They said that 4-5 militant groups of HM are waiting on launch pads along the LoC at 5 different places, mostly in Neelam Valley. They said that there are more HM militants in the training camps who will move towards launch pads soon. HM which is the indigenous militant group has sympathizers across Kashmir and they are also recruiting educated youth and have activated their Over Ground Workers (OGWs) as well during the unrest.

A court in Uttar Pradesh awarded the death penalty to a Bangladesh national, Obaidur Rehman alias Babu for his role in a train blast that had killed 12 persons in Jaunpur District (July 28, 2005), The Times of India reports on September 1. Rehman is among the seven people involved in the blast that had ripped apart a coach of Patna-New Delhi Shramjeevi Express. He allegedly worked for Harkat-ul-Jihad al-Islami and Lashkar-e-Taiba (LeT), besides Pakistan's spy agency Inter-Services Intelligence (ISI). The explosion was found to have been caused by RDX stored in a toilet of the coach.
