Communist Party of India-Maoist (CPI-Maoist) cadres damaged the bridge on Dumam river between Tumakpal and Tetam villages by triggering an Improvised Explosive Device (IED) blast in Dantewada District of Chhattisgarh on May 1, reports Outlook. However, nobody was injured in the incident, a senior Police officer said. The bridge on the Dumam river which connects Kuakonda and Katekalyan development block headquarters in Dantewada, was not only strategically important but also crucial for the people living in this inaccessible region, he said.

The Enforcement Directorate (ED) on May 1 filed a charge-sheet against nine persons, including two ‘area Commanders’ of Communist Party of India-Maoist (CPI-Maoist) identified as, Musafir Sahni and Anil Ram before a Special Court in Patna District of Bihar in connection with a money laundering case, reports India Today. A senior ED official said the charge-sheet has been filed before the court seeking punishment of offences under money-laundering and confiscation of attached properties consisting of 11 plots in Vaishali District, two plots in Muzaffarpur District, three plots in Lakhnauri, balances in bank accounts, seized cash, a truck, and motorcycle, an advance given for property in Delhi totaling to INR 5.414 million. “The accused utilised the pseudo names to escape from the law enforcing agencies and utilised the proceeds of crime to purchase assets in the name of other associates,” the ED said.

The Kerala Police on May 1 conducted a search at the house of C. P. Jaleel, a Maoist, who was killed in an encounter with Security Forces (SFs) in Wayanad District in March last year. Police sources said the house of Jaleel at Pandikkad in Malappuram District has been raided, on a tip-off, that some outsiders were living there. According to Superintendent of Police (SP), U. Abdul Kareem, the search was conducted on a tip-off that few affiliates of Jaleel and his brother were staying in the house. “Other than the family of Jaleel, three men and three women were found in the house. Three of them were relatives of the family and three are outsiders,” said the SP adding that, “no one has been arrested. The Police team has recovered few pamphlets, phone memory cards, and few sim cards from the house. We are keeping a vigil on them.”

The National Investigation Agency (NIA) Officials conducted searches in two locations in Kozhikode District of Kerala on May 1 in connection with the Maoist case against two arrested college students - Allan Shuaib (20) and Thwaha Fasal (24) and another absconding accused C. P. Usman (40), reports New Indian Express. Earlier, on April 27, the agency had filed a charge-sheet in the Ernakulam NIA Special Court against the accused which said: “the investigation had revealed that all the three are members of the proscribed terrorist organisation CPI-Maoist and had conducted secret meetings and unlawful activities for furthering the cause of the outfit.”

Fearing coronavirus pandemic, the Communist Party of India-Maoist (CPI-Maoist) has instructed the villagers of Gadchiroli District in Maharashtra not to allow any strangers or migrant labourers sneaking into the district to take shelter from neighboring Telangana, reports The Times of India on May 3. As per the report, the senior Maoist leaders, like Tarakka, have addressed few meetings at Bhamragarh-Abujhmadh border where they explained the villagers about the threat of contracting Coronavirus. According to a security official, the Maoists are now feeling the heat of the virus as anyone contracting it may lead to wiping out of the entire Dalam (armed squad) if not a formation even larger than it. “The Maoists are dependent on the villagers for logistics support, ration, shelter and other supplies. If anyone in the village contracts the disease, it will take no time to spread even to the Maoists,” the official added.

An imposter of the Communist Party of India-Maoist (CPI-Maoist), identified as Juvva Suresh (29), was arrested by the Police from a place near Nalgonda bypass road at Kondamallepally village in Nalgonda District of Telangana on May 4, reports Telangana Today. The Superintendent of Police (SP) A.V. Ranganath said Suresh, a native of Kondamallepally village in the District, sent messages and letters to several elected representatives in Devarakonda and Kondamallepally villages in the name of ErraDalam (armed squad) of CPI-Maoist and demanded money. The Police arrested him from the said place when he was moving suspiciously on a motorcycle. Upon the inquiry, he had confessed to his offences and told that he chose the way to earn easy money to clear his family’s debts. He was also accused of the murder of a person at Devarakonda. Four cases were filed against him under different sections, the SP added.

In a step towards uprooting the Communist Party of India-Maoist (CPI-Maoist) in Chhattisgarh, the Centre has decided to deploy eight Battalions (over 8,000 personnel) of Indo-Tibetan Border Police (ITBP) in the State on a permanent basis from 2021, reports The Pioneer on May 5. Presently, the ITBP battalions are deployed in the State on a rotation basis, with two or three of them shifted out every two or three years and replaced by others from elsewhere in the country. As per the new policy, these eight battalions already deployed in Chhattisgarh will be permanently based there for anti-Maoist operations and only personnel from them will be transferred in and out on an individual basis. According to an official, “the move to deploy Battalions on a permanent basis in Chhattisgarh will also strengthen their operations as the personnel will have proper time to establish their intelligence network in the area which is a must in the jungle warfare.”

The Communist Party of India-Maoist (CPI-Maoist) cadres released unharmed a Police Constable, identified as Santosh Kattam, whom they abducted on May 4 from Bijapur District of Chhattisgarh after locals reportedly put pressure on them not to kill him during a Jan Adalat (People’s/Kangaroo Court organized by the Maoists) on May 11, reports The Pioneer. Reportedly, it was the wife of Constable and a Bijapur-based journalist named Ganesh Mishra who negotiated with the Maoists for Santosh’s release. The journalist said, “Santosh was left unharmed as people in the ‘Jan Adalat’ supported him and his wife and pressurized Maoists not to kill him.” Meanwhile, the Superintendent of Police (SP) Kamlochan Kashyap said the Police had been monitoring the situation but did not intervene as it could have proved fatal for the Constable.

The Deputy Inspector General of Police (DIGP) Rajiv Ranjan Singh, on May 4 held a meeting with Superintendents of Police (SP) of the Seraikela Kharsawan, East and West Singhbhum Districts at Chaibasa of West Singhbhum District focusing on curbing Naxal [Left Wing Extremism, LWE] activity in Jharkhand, reports The Pioneer. During the meeting, Singh who recently joined as DIG, Kolhan in the State, took stock of the geographical status of these three Districts. He also briefed the Police officers about remaining vigilant against the Naxal activity besides investigating into the pending cases of crimes. On the issue of the rising Communist Party of India-Maoist (CPI-Maoist) activities, the DIG said that effective anti-insurgency operation is being carried out to flush out the ultras. “Vigilance against Naxalites [Left Wing Extremists, LWEs] is being carried out effectively and in bordering areas particularly with Bengal and we need to be more vigilant on our side,” said Singh adding that Maoists’ activities are quite under control at Saranda and Porahat area of West Singhbhum.

The arrested persons have been charged with supplying material for uniforms, shoes, wires, and walkie-talkie sets besides cash in lieu of being allowed to function as road contractors in the Bastar division. The Inspector General of Police (IGP), P. Sunder Raj, said that Nishant Jain, a resident of Bilaspur has been arrested for helping to provide material and other help to Maoists. The accused owns a contracting firm by the name of Landmark Engineering in Bilaspur and has nearly 25 Pradhan Mantri Gramin Sadak Yojana (PMGSY) road contracts in Koylibeda, Aamabeda, Siksod, Raoghat and Tadoki areas in Bastar division. Earlier, in March, Police, during vehicle checking in Kanker District arrested one Tapas Palit, who confessed that he had been supplying the material to Maoists. Police said that this had been going for two years and the material was being purchased from Rajnandgaon. A Special Investigation Team (SIT) found that contractors Nishant Jain, and Varun Jain of Landmark Royal Engineering, Rajnandgaon secured road contracts and had, through their subordinates – Ajay Jain, Komal Verma and Tapas Palit, been supplying the materials to Maoists. Two more persons – Mukesh Salam and Rajesh Salam were also arrested in this connection.

Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an exchange of fire in a forested area near Neelguda village under Gidam Police Station limits in Dantewada District of Chhattisgarh on May 21, reports The Pioneer. The slain Maoists were identified as Rishu Istam, Deputy Commander of Platoon 16 of People’s Liberation Guerrilla Army (PLGA), armed wing of CPI-Maoist and Maata, the ‘commander’ of Pidiyakot ‘Jan Militia’ (people’s army). While Istam carried a cash reward of INR 800,000; Maata had a reward of INR 100,000 on his head. According to the Superintendent of Police (SP) Abhishek Pallava, on receiving a specific input that 20 Maoists, led by Mallesh, commander of platoon 16 and Istam, was on the move, and area committee members - Ajay and Murli were with them in the said area, a team of District Reserve Guard (DRG) was out on a counter-insurgency operation. Soon, a gun-battle broke out and after a brief exchange of fire, the Maoists managed to escape into the dense forest. During a search of the spot, the bodies of two slain Maoists were recovered along with two country-made firearms, a five Kilograms Improvised Explosive Device (IED), two Maoist bags and items of daily use from the site.

The slain Maoists have been identified as, Gundadhur, an LGS (Local Guerrilla Squad) commander of ‘Malangir area committee’ of Maoists who carried a cash reward of INR 500,000 on his head, and Aaytu who was a security guard of a senior Maoist cadre - Vinod (a divisional committee member). The Inspector General of Police (IGP) Sundarraj P. said, acting on a specific input about the presence of the Maoists, a team of District Reserve Guard (DRG) was out on a counter-insurgency operation in the area. As per the report, the 12-minute edited clip released by the Maoist spokesperson Viplav, with a voiceover, has open-source footage of Prime Minister Narendra Modi, his cabinet colleagues and senior internal security advisor K. Vijay Kumar, all of whom are accused of killing innocent tribals. The video claims that the armed wing of CPI-Maoist – the People's Liberation Guerrilla Army (PLGA) attacked security personnel as part of their Tactical Counter Offensive Campaign (TCOC) against Operation Prahar. TCOC is a countrywide armed offensive that the extremists usually launch around March and April and carry on till early monsoon, while Operation Prahar was a joint offensive launched by police of Chhattisgarh, Telangana, Odisha, and Maharashtra from February this year.

The National Investigation Agency (NIA) probing the ‘Kozhikode Communist Party of India-Maoist (CPI-Maoist) case’ has revealed that the three accused - Allan Shuhaib, Thwaha Fazal and C. P. Usman had planned a meeting at a public library in Kozhikode District of Kerala, reports The New Indian Express on May 26. As per the chargesheet in the case, the NIA claimed that three accused were members of the Kozhikode Maoist cell. The NIA had filed a chargesheet against the trio last month. Allan and Thwaha were arrested by the Police while Usman is still absconding. According to NIA, Usman is the area committee member of CPI-Maoist and is involved in cases registered at Thrissur, Kasaragod, Wayanad, Malappuram, and Kannur Districts. Usman was a professional underground cadre while Allan and Thwaha were semi-underground cadres. The investigation by the NIA claimed that the trio had conducted several meetings in Kozhikode and Kannur districts.

The FIR has been filed against unknown persons on charges of murder and criminal conspiracy. The Bastar range Inspector General of Police P. Sundarraj said, “A case was registered against unknown persons on Tuesday night under Sections 302 and 120 (B) of the IPC based on the complaint of Jitendra Mudaliyar, the son of slain Congress leader Uday Mudaliyar who died in the attack. According to the Superintendent of Police (SP) Abhishek Pallava, Kunjam, a deputy commander of platoon number 24 surrendered before the Police expressing that he was extremely disappointed with hollow ideologies of Maoists and wished to surrender. He was involved in the ambush laid against Security Forces (SFs) including Burkapal attack that killed 25 Central Reserve Police Force (CRPF) personnel in 2016. Kunjam had joined CPI-Maoist in 2008 as Malangir LOS (Local Organizational Squad) member and later underwent training for the mobile interception, repairing of radio, wireless sets, etc. He was also close to senior Maoist leaders like Ganesh Uikey and has worked for them. Later in 2017, he was posted as deputy commander in Malangir Area platoon number 24.

Three cadres of People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), including a woman, were killed while another was injured in an exchange of fire with Security Forces (SFs) in Tabo Valley of Manmandubera forest under Tabo Police Station limits in West Singhbhum District of Jharkhand on May 28, reports The Times of India. Also, another PLFI rebel was arrested from the spot. The slain cadres were identified as - Patras (40), Dadu Nag (30) alias Champa da, and his 26-year-old wife whose identity is yet to be ascertained. The Deputy Inspector General (DIG) Rajiv Ranjan Singh said, “Acting on a tip-off the Police and Paramilitary Forces launched a search operation at the valley at dawn and as the forces were advancing, the PLFI rebels opened fire at them. Soon the SFs replied the shots leading to a gun-battle. After the guns fell silent, the SFs started a combing operation during which they found three bullet-ridden bodies and one AK-47 rifle, live cartridges, explosives, and Naxal literature were from the spot.” The DIG further added that “An unidentified cadre who sustained injuries in the gunfight has been admitted to the government hospital in Chakradharpur while a fifth rebel, identified as Manoj, has been arrested.”

According to Police, Ramesh, a member of the Maoist area committee supply team in Pamed/Usur region in the District, had joined the CPI-Maoist in 2011 as a ‘militia member’ and was active there till 2017. Ramesh told the Police that in 2019 he had supplied wireless sets, clothes, electrical items, and explosives worth INR 1 million to Maoists. In January this year, he supplied medicines, wireless sets, wire, clothes, and items of daily use worth INR 500,000 to the Maoists.

Giridih SP, S K Jha said, “A hardcore Maoist Rakesh Marandi was nabbed (arrested). He was a member of a squad active in the bordering areas of Bihar and Giridih district.
