The Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze five vehicles engaged in road construction work in Lawkhamaan toli in Gumla District of Jharkhand on June 1, reports United News of India. According to Police, an armed group of 10 to 12 Maoists, raided a camp office of a road construction company in the said area and set ablaze five vehicles parked there including a JCB, a water tanker, a roller, a grinder machine, and a tractor. The denial of the levy is reported to be the reason for the arson, the Police added.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Dasru Punem, carrying a cash reward of INR 800,000 on his head was killed in an exchange of fire with Security Forces (SFs) in a forest between Hurrepal and Bechapal hills under Mirtur Police Station limits in Bijapur District of Chhattisgarh on June 2, reports New Indian Express. According to Dantewada Superintendent of Police (SP) Abhishek Pallav, “A joint team of District Reserve Guard (DRG) and the Special Task Force was out on an anti-Naxal [Left Wing Extremism, LWE] operation. After a brief gun-battle, the Maoist fled from the spot. Later, we recovered a body of a Maoist in a ‘uniform’ who was identified as Punem”. The SP further said that Punem was working as ‘section commander’ of Military Company Number-2 of CPI-Maoist. He was involved in about 14 cases of Maoist violence in Bijapur, Dantewada and Sukma District. “He was also involved in Dharbha valley attack in which 28 people including Congress leaders were killed,” the SP added.

Four suspected Communist Party of India-Maoist (CPI-Maoist)courier-cum-sympathisers were arrested in separate incidents in Chhattisgarh and huge caches of arms and ammunition were recovered, reports The Pioneer on June 7. According to the Inspector General of Police (IGP), Sundarraj P., Manoj Sharma, and Harishankar Gedam were arrested from Sukma District on June 2, while Ganesh Kunjam and Atmaram Nareti were arrested from Kanker District on June 6. “They were involved in supplying ammunition to the rebels in the Bastar region. Sharma, of Dhamtari, and Gedam of Balod District were intercepted at Malkangiri Chowk in Sukma town and 395 bullets of self-loading and .303 rifles were seized,”the IGP said adding that during interrogation, they said Kunjam and Nareti, linked to Maoist leader - Darshan Pedda who is ‘secretary’ of the 'Pratappur area committee' in Kanker District, had approached them to supply ammunition.

Gadchiroli Police neutralised a Communist Party of India-Maoist (CPI-Maoist) funding module and arrested four persons in separate operations while transporting around INR 22 million from two different roads near the Kaleshwaram-Arjungutta interstate border, between Gadchorali District in Maharashtra and Macherial District in Telangana on June 2, reports The New Indian Express. In the first incident, the Police arrested two persons traveling from Warangal District in Telangana to Bhamragad in Gadchorali District and seized INR 10 million from their possession. On the same day, the Police intercepted another vehicle traveling from Mancherial District to Asaralli village in Gadchiroli and seized around INR 12 million and arrested two other persons. Meanwhile, during the probe, the arrested persons admitted that the money was to be handed over to Maoists.

The Central Reserve Police Force (CRPF) is gearing up to launch an anti-Naxal [Left Wing Extremism, LWE] operation in Jharkhand, especially in areas prone to attacks by the Communist Party of India-Maoist (CPI-Maoist) cadres, before the onset of monsoon, reports The Times of India. The CRPF Inspector General (IG) Raj Kumar said, “In a meeting on June 2, we talked about the impending anti-Naxal operation. Since the movement of Security Forces (SFs) gets hindered after the onset of monsoon, we are planning to carry out the operation during the ongoing summer season. We will either trap or flush out the extremists.”

The Communist Party of India-Maoist (CPI-Maoist) cadres exploded an Improvised Explosive Device (IED) and cut a highway connecting Aranpur to Potali village in Dantewada District of Chhattisgarh at 16 places on June 2, reports Amar Ujala. As per the report, more than 150 Maoists reached Patali village to chop the highway and also severely damaged it with an IED blast. The report further adds that INR 60 million has been spent on the development of the said highway. A Central Reserve Police Force (CRPF) official said the Maoists wish to preserve their base in the area. The highway damage displays the rising frustration among them.

The Sub-Divisional Police Officer (SDPO) Jitendra Singh said, “Altogether nine excavators, a compressor machine, and a JCB machine engaged in bauxite mining were set ablaze by the rebels. According to preliminary findings, the arson was carried out by active members of the group led by Ravindra Ganjhu, a CPI-Maoist leader.”

The National Investigation Agency (NIA) on June 2 carried out searches at the office of Ram Kripal Singh (RKS) Construction Private Limited located in Ranchi District in Jharkhand relating to a two-year-old Maoist terror funding case in the State, reports New Kerala. The case was originally registered at Dumri Police Station in Giridih District of Jharkhand on January 22, 2018, after the arrest of one Manoj Kumar with INR 600,000 in cash and incriminating documents. The NIA took over the case on July 9, 2018. It was alleged that Kumar had collected levy from contractors on the instructions of an absconding accused Krishna Da alias Krishna Hasda, a Jharkhand Regional Committee member of CPI-Maoist, the NIA said. During the investigation, it was revealed that Kumar was an employee of RKS Construction Private Limited Company and was acting as a conduit between the construction firm and the Maoists in Giridih District.

As per the report, Rakesh was carrying a cash reward of INR 200,000 on his head and was wanted in connection with more than half-a-dozen Naxal [Left Wing Extremism, LWE]-related cases. As per the report, both were involved in over 73 cases. While Gopi was carrying a cash reward of INR 500,000on his head, Bharti was carrying INR 200,000 on her head. Following their surrender, the secretary of Gangaloor area committee of CPI-Maoist has issued a note of threat against Gopi warning him of punishment at their ‘Jan Adalat’ (People's/Kangaroo Court organized by the Maoists). According to Bastar range Inspector General of Police (IGP)P. Sundarraj, Gopi was an active member of Gangaloor area committee was involved in Maoist attacks including that of a deadly Murkinar camp that killed 11 security personnel and in Pamalwaya that killed 11 Policemen, in 2006. According to Police, around 15 armed cadres of CPI-Maoist reached the construction site in the intervening night of June 7 and 8 when workers were sleeping after parking the machines on the campus of a nearby government school. The Maoists then asked the staff of the firm to pour petrol on the machines and set them on fire. However, when three of them – Dilip Kumar, Deva Kumar, and Subhash Kumar, defied their diktats and were brutally assaulted. The first recovery was made after teams comprising District Police, Jharkhand Jaguar (JJ) and a Battalion of Central Reserve Police Force (CRPF) stumbled upon a codex wire planted along the Kuida-Hatiburu road during a patrol. Upon digging out the area, 40 live IEDs, including can bombs and cooker bombs, planted in a series circuit, were recovered. The second recovery of 20 IEDs were made from Merelgora area in the District. While the SFs were busy removing the bombs, Maoists opened fire, resulting in retaliatory fire from the SFs, following which the rebels retreated. The Superintendent of Police (SP), Indrajeet Mahatha said the search operation in the area was launched earlier in the day on a tip-off about the movement by Maoists in the forest cover of Goilkera and Sonua Police station areas.

As per the report, post-October 2016 Ramaguda encounter, in which over 30 Maoists, including senior leaders, were killed by the anti-Naxal [Left Wing Extremism, LWE] force of the Andhra Pradesh Greyhounds, the State Police have been on the offensive. This was well supported by the Odisha Government, which not only increased the footprints of its Special Operations Group (SOG) and District Voluntary Force (DVF) in the cut-off area of AOB but has also increased the presence of Border Security Force (BSF) by setting up new camps in the Maoist heartland. This new offensive has pushed the Maoists to a small pocket of about 1,500 square kilometers in the cut-off region, which falls in the east of the Balimela river and squeezed between Andhra Pradesh and Odisha. According to Superintendent of Police (SP), Visakhapatnam, Attada Babujee, with the coming up of the armed outposts and BSF camps and increased surveillance and combing, the Maoists have been pushed back to the north of the cut-off region. Fearing exposure, the main leaders such as Akkiraju Haragopal alias Ramakrishna alias RK, CC member Gajarla Ravi alias Uday, secretary AOBSZC (Andhra Odisha Border Special Zonal Committee) and Chalapathi, CC member, have reportedly moved to the Gumma region of Odisha. The DGP while reviewing the security scenario of the District with Superintendent of Police (SP) Rishikesh D. Khilari and Border Security Force (BSF) officials, said that three security vacuums have been filled up in the erstwhile cut-off region in the last six months. They include enhancing Police presence in the region and operationalisation of BSF camps in Jantapai, Hantalguda, and Darlabeda thereby expediting the ongoing development projects in the area. As security scenario in the region improved, construction of road from Badpada to Jantapai was completed and work is underway on six other important road projects in the area. According to the US State Department report, Trafficking in Persons Report 2019, released by Secretary of State Mike Pompeo on June 25, the Communist Party of India-Maoist (CPI-Maoist) in Jharkhand and Chhattisgarh continued to recruit and use children as young as 14 years in direct hostilities against the Indian Government, reports Hindustan Times. The report observed that Maoists were forcibly recruiting children to handle weapons and Improvised Explosive Devices (IEDs), and in some cases be human shields. Also, several women and girls formerly associated with Maoist groups reported that sexual violence, including practices indicative of sexual slavery, was a practice in some Maoist camps, the report observed. Moreover, non-state Naxalite [Left Wing Extremist, LWE] groups continued to systematically recruit and use child soldiers, it further added. Earlier in 2017, the United Nations (UN), in its annual report, had said that it had received information that children were being recruited by Naxals in Chhattisgarh and Jharkhand.

Police said that about 300 armed Maoists and more than 500 ‘jan militias’ were deployed to protect the area where the meeting was held. The Assistant Superintendent of Police (ASP) Sharath Chandra Pawar said that a team of Venkatapuram Counter Intelligence (CI) along with his station personnel and Central Reserve Police Force (CRPF) was conducting the vehicle checks on the outskirts of Alubaka village in Mulugu District on June 26 and found a person carrying a bag. “Growing suspicious over him, the Police took him into custody and searched his bag in which they found INR 17,40,000. On interrogation, he told the police that his name is Karam Jalapathi (30), a resident of Jarapally village of Usuru taluk (revenue sub-division) of Bijapur District in Chattishgarh State. He also added that he had been working for the Maoist party since 2006,” the ASP said adding that Jalapathi was on his way to hand over the cash to the leaders of the Maoist party. It is said that he had collected the cash from one Rajeshwar Reddy, who is working for a beedi leaf contractor Narayana Reddy. Following this, the Police had also searched the room of Rajeshwar Reddy at Bhadrachalam in Bhadradri Kothagudem District. “We have found revolutionary literature from the room of Rajeshwar Reddy. He also confessed that he had handed over the cash to Jalapathi to give to the Maoist leaders. Following this, we have also arrested Rajeshwar Reddy,” the ASP further added.

Chouhan and Constable Vijay Kumar were close to Akash Nagar mining area, a group of Maoists, pretending to be civilians and armed with bows and arrows, suddenly came to the spot. Namvala Keshav Rao alias Gagananna alias Prakash alias Vasav Raj alias Raju alias Umesh is currently General Secretary of CPI-Maoist and a member of its Politburo and Central Committee. Mupalla Lakshman Rao alias Ganpati alias Ramanna alias Shrinivas Rao alias Dayanand alias Chandrashekhar is a member of the Politburo and Central Committee. As per the report, the trio was arrested when they were about to leave for the Kanaudi forest to supply food material to the Maoists.
