The Communist Party of India-Maoist (CPI-Maoist) cadre who was killed in an exchange of fire with a team of Police and Central Reserve Police Force (CRPF) personnel in Gumla District of Jharkhand on March 31, has been identified as Dineshwar Oraon alias Dinu Oraon (23), a resident of RoradChapar Toli under Peshrar Police Station limits in Lohardaga District of the State, reports The Telegraph on April 2. As per the report, Oraon was an ‘area commander’ of CPI-Maoist and carried a cash reward of INR 200,000 on his head. The Superintendent of Police (SP), Anjani Kumar Jha, said, “Oraon was wanted in at least nine cases registered against him in Gumla and Lohardaga Districts.” Further, a Police Official added that the team also recovered a semi-automatic 303 rifle as well as 105 rounds of ammunition, four Improvised Explosive Devices (IEDs) in milk cans and other weapons-related equipment from the incident site.

Three women Communist Party of India-Maoist (CPI-Maoist)cadres were killed in an encounter between Maoists and Security Forces (SFs) at Chirung village under Gudri Police Station area in West Singhbhum District of Jharkhand on April 4, reports The Pioneer.West Singhbhum Superintendent of Police (SP), Indrajeet Mahatha said, "During the operation there were jawans (troopers) of Central Reserve Police Force (CRPF)'s 170 and 60 battalions posted in West Singhbhum and 94 battalion from the adjoining Khunti district beside the district police jawans.The personnel rushed to the Chirung village by maintaining social distancing and encircled the village where about 25 rebels were holding meeting with the villagers. But as the police and para-military forces reached, the rebels started firing at the troops. After an initial exchange of fire from both the sides for about an hour, the naxals [Left Wing Extremists, LWEs] started backtracking and finally fled the scene." After the rebels fled the scene, the SFs carried out a search operation and found the bullet-ridden bodies of three women Maoists,beside those bodies were lying three rifles."During the search, we found over 500 rounds of bullets, arrow bombs, two IEDs (Improvised Explosive Devices), medicines, naxal literature from the scene, suggesting that the rebels belonging to Suresh Munda squad of the CPI-Maoist were at the Chirung village for motivating the villagers for joining the naxalism," SP, Mahatha pointed out.Intelligence sources maintained that the Naxalshave once again started influencing the local residents to come to the fold of the naxalism, said a senior intelligence officer. He said the rebels are targeting areas in Sonua, Goelkera and Porahat region of West Singhbhum.

Three motorcycles parked near the house were gutted after they caught fire due to the blast, Police said.

The Communist Party of India-Maoist (CPI-Maoist) has called for a unilateral ceasefire and announced that they would not attack Security Forces (SFs) in Andhra Pradesh amid the coronavirus (Covid-19) outbreak across the country, reports Hindustan Times on April 6. As per the report, the Malkangiri-Koraput-Visakha Border (MKVB) division’s committee secretary of CPI-Maoist named Kailasam released a hand-written statement in Telugu to the Andhra Pradesh media that stated the SARS-CoV-2 virus, which causes Covid-19, was creating havoc across the world. “Our party, People’s Liberation Guerrilla Army (PLGA), an armed wing of the CPI-Maoist, and various frontal organisations of the party have decided against carrying out any kind of attack on the Security Forces during this period,” the statement said. Kailasam, however, warned that the party would be compelled to retaliate if SFs resort to any kind of action. “We demand that the government responds to our statement within five days,” Kailasam added.

A woman cadre of the Communist Party of India-Maoist (CPI-Maoist), identified as Debe Sodi (22) carrying a cash reward of INR 400,000 on her head surrendered before Superintendent of Police (SP) Rishikesh Khilar, in Malkangiri District of Odisha on April 5, reports The New Indian Express. As per the report, Debe Sodi, a native of Kusaraj village in Sukma District of Chhattisgarh was a CPI-Maoist ‘area committee member’ of Pedarash Local Organisation Squad (LOS) under Darbha Division of Dandakaranya Special Zonal Committee (DKSZC). She had joined the Maoist’s Pedaras LOS in 2012. She is suspected to be involved in the killing of civilians in Chikpal village under Katakalyan Police Station Limits in 2019 and Karkam village under Mopad Police Station limits in Dantewada District of Chhattisgarh this year, said the SP. She was also allegedly involved in an exchange of fire with Police in Madjum and Churnar village in Chhattisgarh in July 2017 and 2018.

The Communist Party of India-Maoist (CPI-Maoist) have come out in support of the Government’s decision to implement lockdown amid coronavirus pandemic in Odisha and as a part of the lockdown exercise, the organisation decided not to indulge in violence for five days, reports The New Indian Express on April 6. Speaking to some media-persons at Swabhiman Anchal, the Spokesperson of Malkangiri-Koraput-Visakhapatnam Border (MKVB) committee of the CPI-Maoist – Kailash said that the outfit will not carry out any violence during this period unless security personnel attack them. “The war against the pandemic can be fought and won through awareness programmes put in place by the Government and adhering to social distancing,” he said. Further, refuting media reports that some Maoists have been infected by coronavirus, he said, “We are taking all preventive steps and maintaining social distancing.”

The senior Maoist leader Jallandhar Reddy alias Krishna, the ‘State Zonal Committee Member’ in Andhra Odisha Border Special Zonal Committee (AOBSZC), has made a plea through a video for peace in the LWE [Left Wing Extremism]-affected areas in Andhra Pradesh-Odisha Border region, amid the COVID-19 threat, reports The Hindu on April 6. As per the report, the leader released a video that said there would be no offensive from the Maoist side, as long as the people and the government fight against the virus. He, however, said that the Maoists would not hesitate to retaliate any offensive from the Security Forces (SFs), as a self-protection measure. The decision comes after a few Maoist-related incidents, including an encounter in West Singhbhum District were reported last week. Nabi Miya has been acting as a section commander of the military company of Mithlesh Mahto, which is active in Giridih, Bokaro and Hazaribagh division. As per the report, the Maoist letter said, “Coronavirus has been created by imperialist countries like America. Destroying the imperialists is the only way to eliminate coronavirus. The US had used a nuclear bomb during the Second World War. Since then, it has continued to wage an unending war against humanity. The entire world knows that these imperialist forces are behind the creation of this super destructive weapon (coronavirus).” The letter also criticised the central government’s move to impose the nationwide lockdown, saying it has upended the lives of at least 100 million migrant workers and daily wagers. An exchange of fire took place between Communist Party of India-Maoist (CPI-Maoist) cadres and the Security Forces (SFs) inside Dulduli forest under Mathili Police Station limits in Malkangiri District of Odisha on April 22, reports The Hindu. No casualty was reported in the incident. According to the Malkangiri Superintendent of Police (SP), Khilari Rishikesh Dnyandeo, following intelligence reports on the congregation of armed Maoists at the said forest near Tulsi pahad hill, personnel of the Special Operation Group (SOG) and District Voluntary Force (DVF) of Malkangiri had launched “cordon and search” operations in the area. During the operation, the SFs discovered a secret camp of the Maoists and on seeing the SFs, the Maoists opened fire at them leading to an exchange of fire. While taking advantage of the hilly terrain near the Odisha-Chhattisgarh border, the Maoists at the spot managed to escape, however, they left behind goods they were using, including explosive materials that were seized by the SFs.

The Security Forces (SFs) busted a Communist Party of India-Maoist (CPI-Maoist) camp following an exchange of fire with the cadres and seized explosive materials and ammunition in Chandili forest near Bartia village under Khaprakhol Block(administrative unit) in Bolangir District of Odisha on April 23, reports Kalinga TV. No casualty was reported in the incident. As per the report, acting on a tip-off about the presence of the Maoists, the Special Operation Group (SOG) personnel launched a combing operation in the said forest. When the SFs discovered a Maoist camp in the forest, a gun-battle broke out between the two parties. Although the Maoists managed to escape from the spot, they left behind their belongings, including some explosives and other items. Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an exchange of fire with Security Forces (SFs) in Damankonta forest along Tongpal and Puspal Police Stations limits in Sukma District of Chhattisgarh on April 25, reports The Pioneer. As per the report, on receiving specific inputs about the presence of the Maoists in the forest, a team of SFs led by Tongpal Station House Officer (SHO) Vijay Patel had launched an operation. As the team was advancing in the forest, a gun-battle broke out between the two sides in which two Maoists were killed. While the dead body of one Maoist, identified as Mahadev, the ‘section commander’ of CPI-Maoist's ‘platoon number 31’ who carried a cash reward of INR 300,000 on his head was recovered on April 25, the slain body of another unidentified Maoist was recovered on April 26. The SFs also recovered a 315-bore rifle, ammunition, explosives, and items of daily use from the encounter site.

The ongoing lockdown amid coronavirus pandemic has hit the Communist Party of India-Maoist (CPI-Maoist) cadres in Andhra Pradesh hard as the usual supply route for procuring their regular ration through the interior villages in the Andhra Odisha Border (AOB) region have been sealed, reports The Hindu on April 27. As per the report, ever since the lockdown has come into force a number of interior villages in the AOB region have been using innovative means to restrict the entry of outsiders and prevent local residents from venturing out, except for the purchase or collection of essentials. The Superintendent of Police (SP) Attada Babujee said, recently, some Maoists tried to enter a village but were stopped by the residents at the entry point. Because of this, the supply of rations, vegetables and livestock were affected, hitting the Left-Wing Extremists (LWEs). Moreover, the lockdown has also hit the revenue flow of the Maoists. Their main sources of income are collections from contractors, weekly shandies and smuggling of ganja. All the three have come to a standstill and sources in the intelligence wing indicate that revenue flow to the LWE have been seriously affected. As per the sources, “They are now relying on their stashed cash dumps and buying essentials from the grey market on the Odisha side.”

The National Investigation Agency (NIA) on April 27 filed a charge sheet in the Ernakulam District NIA Special Court against three accused in connection with the Kozhikode Communist Party of India-Maoist (CPI-Maoist) case, reports The New Indian Express. The charge sheet was filed against Allan Shuaib (20) and Thwaha Fasal (24) arrested in connection with the case and an absconding accused, C.P. Usman (40). The trio has been charged under the Indian Penal Code (IPC) Section 120B (punishment of criminal conspiracy) and provisions of the Unlawful Activities (Prevention) Act (UAPA). The case was originally registered on November 1, 2019, at Pantheerankavu Police Station, Kozhikode after the duo was arrested with documents and propaganda material allegedly supporting CPI-Maoist, while they were conducting a meeting with Usman, who managed to escape. The case was re-registered by the NIA Kochi unit later. The NIA said the investigation has revealed that “the arrested accused and the absconding accused are members of the proscribed terrorist organization, CPI-Maoist and that they had conducted secret meetings as well as committed certain unlawful activities for furthering the terrorist cause of CPI-Maoist in Kerala.”

A woman cadre of Communist Party of India-Maoist (CPI-Maoist), identified as Ranai, was killed while two Security Forces (SFs) were injured in an exchange of fire with the SFs near Karemetta Police camp under Chhote Donger Police Station limits of Narayanpur District in Chhattisgarh on April 29, reports The Pioneer. As per the Police Officials, Ranai was an ‘area committee member’, and in-charge of the East Bastar division supply team. She was an active cadre of the East Bastar division since 2007 and was believed to be involved in more than a dozen of Maoist attacks in the Narayanpur area. According to the Superintendent of Police (SP) Mohit Garg, a joint team of the District Reserve Guard (DRG) and Chhattisgarh Armed Force (CAF) was out on a counter-insurgency operation in the area. When the patrolling team was cordoning off the forest near the said Police camp, the Maoists who had laid an ambush, detonated IEDs (Improvised Explosive Devices), and opened fire at the SFs, leading to the gun-battle. “Two security personnel, one belonging to the DRG and the other from the CAF, sustained injuries in the incident,” said the SP adding that after the guns fell silent, the body of a woman Maoist and two rifles were recovered from the spot.
