18 Maoists, four of them carrying cash rewards on their heads, surrendered before SFs in Dantewada District of Chhattisgarh on July 1, reports The Pioneer. According to the Superintendent of Police (SP) Abhishek Pallava, the surrendered Maoists, included a woman and were active in Bhansi-Kamaloor area under the Bhairamgarh Area Committee of CPI-Maoist. They were mainly tasked with damaging railway tracks, putting up Maoist banners and posters, spreading Naxalite propaganda, and supplying ration to them. Of those surrendered Maoists, Telaam Bhima and Mangal Bhaskar were active as head of the Dandakaranya Adivasi Kisaan Majdoor Sangthan (DAKMS, a frontal wing of Maoists) while Telaam Chaitu and Santu Kunjam headed CNM (Chetna Natya Mandli, a cultural outfit of Maoists) – all four carried a reward of INR 100,000 each on their heads, the SP said adding that the remaining 14 cadres, all of lower ranks, were working as members of DAKMS and CNM groups.

A Communist Party of India-Maoist (CPI-Maoist) ‘commander’, identified as David alias Umesh, was injured and arrested after an exchange of fire with Security Forces (SFs) in a forested area along Katenga-Pendridih road in Rajnandgaon District of Chhattisgarh on July 1, reports Hindustan Times. The Superintendent of Police (SP) Jitendra Shukla said, “a Police team was out of an anti-Maoist operation in the said location and sensing presence of security personnel the Maoists opened fire. The encounter lasted for about 30 minutes after which the Maoists fled from the spot. A search operation was initiated after the encounter and we arrested David who was injured and tried to run away but was caught after a short chase in Khobha village.” David – a native of Gadchiroli District of Maharashtra, was one of most wanted Maoists of newly formed MMC (Maharashtra-Madhya Pradesh-Chhattisgarh) of CPI-Maoist. An AK-47 rifle, three magazines, 54 live cartridges, one pistol, one walkie-talkie set, medical items and other items of daily use and Rs 772 cash was also recovered from his procession. The SP further said that David was carrying a cash reward of INR 29,00,000 on his head in three States including Maharashtra, Madhya Pradesh and Chhattisgarh.

The Superintendent of Police (SP) Abhishek Pallava said, “Mithhu Markam working at the NMDC Kirandul project was called by Maoists at Dokapara where the rebels organised their ‘Jan Adalat’. He was hacked to death after laying a charge that he was a Police informer. The deceased was not in touch with us”.

Maoists killed an Assistant Constable, identified as Somaru Poyam, and injured his parents in Maatwada village under Jangla Police Station limits in Bijapur District of Chhattisgarh on July 2, reports The Pioneer. According to the Superintendent of Police (SP) Kamlochan Kashyap, nearly 12 Maoists stormed into the Policeman's house and attacked him with an axe and bows and arrows. He was at home on medical leave, the SP said adding that when his parents tried to save him, they too were targeted by the Maoists, leaving the two injured.

The Special Operation Group (SOG) of the Odisha Police busted a Communist Party of India-Maoist (CPI-Maoist) camp in the Samarbandha forest area under Phiringia Police Station limits in Kandhamal District of the State on July 2, reports The Pioneer. As per the report, acting on a tip-off about the presence of a group of Maoists, a SOG team launched an operation in the forest area on June 29. However, the Maoists managed to sense the Police operation and fled from the area, leaving behind explosives and literature. The Superintendent of Police (SP) Prateek Singh said, “We had information that Area Commander Dasrup, Mamata, Aakash, Suryan, and some other cadre were present there.” Police recovered 15 kilograms of explosives containing urea, gunpowder and other substances, 28 detonators, multimeters, bags, blackcaps, rechargeable batteries, camp equipment, Maoist banners, posters and literature.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed during an exchange fire with C-60 Police Commandos in Yeldami forest under Hedri Police Station limits in Gadchiroli District of Maharashtra on July 3, reports Outlook. As per the report, personnel from C-60 Commandos, a specialised combat unit of the District Police, were on an operation in the said area when an exchange of fire took place with the Maoists. An official said, “after the encounter, we found the body of one Maoist as well as a weapon. The operation has been intensified inside the forest.” The identity of the slain Maoist is yet to be ascertained.

The Communist Party of India-Maoist (CPI-Maoist) cadres have resorted to poster campaigning in support of the recruitment drive at Sarjamburu forests in West Singhbhum District of Jharkhand, reports The Pioneer on July 4. As per the report, the Maoists have also delivered letters to the village and block (administrative unit) level Naxal [Left Wing Extremist, LWE] operatives for making the drive effectively successful. The Maoists have started a similar drive in East Singhbhum and Seraikela Kharsawan Districts too. Revealing about the development, a Police Official said that after Maoist activities had almost been eliminated in the Saranda forest, the rebel leadership had changed their strategy and were trying to regain their position in the tribal-dominated West Singhbhum and Seraikela Kharsawan Districts. Confirming that the Maoists have started an aggressive recruitment drive in the District for the first time, the Official said, “We have recovered several hand-written letters that have been sent to the Mundas, Gram Pradhans and Dakua beside the local operatives of the outlawed organisation by a top Naxal leader, Prashant Bose, ‘polit bureau member’ of the CPI-Maoist.”

In one incident, two Maoists, identified as Makdam Deva (36) and a woman Maoist - Sumitra Chepa surrendered in Bijapur District. The Inspector General of Police (IGP) Sundarraj P. said, “Makdam Deva was an active member of Jagargunda-Basaguda area committee. He joined the CPI-Maoist in 1995, and had a reward of INR 500,000 on his head. He was involved in several attacks on Police teams, including the Basaguda attack wherein two security personnel were killed, as well as murder of civilians in the area. Acting on a tip-off regarding a Maoist camp, District Voluntary Force (DVF) and Special Operation Group (SOG) personnel raided the spot in the early hours of the morning. An exchange of fire broke out between the two sides, during which four of the Maoists sustained bullet injuries and died. Later on, July 7, they were, however, rescued by the villagers who went after the Maoists into the forest. The Superintendent of Police (SP) Abhishek Pallava said, the Maoists barged into the house of District Reserve Guard (DRG) Constable Ajay Telam in the said village and abducted his father Lachhu Telam (64) and mother Vijjo Telam (62). They also injured Telam’s sister and snatched her mobile phone before fleeing the spot. Outraged by the incident, about 150 villagers entered the forest on July 7, to negotiate with the Maoists for their release. The SP said that the villagers walked through rough hilly terrain until they reached the rebels’ lair deep in the forest. “This is a unique case where villagers managed to argue with the Maoist fiercely at a ‘Jan Adalat’ (People's/Kangaroo Court organised by the Maoists) to release someone branded a ‘Police informer’. Usually, TCOC is carried out between March and June, allowing the rebels easier move in dense forests of Central India during peak summer. A Maoists’ letter seized by the SFs revealed that the Maoists have managed to freshly recruit 50 cadres in eastern Bastar including Sukma, Bijapur, Dantewada, and Narayanpur Districts, said a Police Official. The seized letter is written by Maoist leader of Maad division of Dandakaranya Special Zonal Committee (DSZC) – Sukhlal and addressed to the Maoist leader Nagesh. The letter stated that TCOC would start in January this year, as a marked departure in a bid to take SFs by surprise, the official added.

According to a Police official, the incident took place when a DRG team was returning to base after destroying a Maoist transit camp. The Security Forces (SFs) also recovered six IEDs from two separate places in the same operation. “Acting on a tip-off about a Naxal [Left Wing Extremist, LWE] transit camp in the forest near Marjum village, a DRG team launched an operation on the night of July 5. When the team reached the spot, on July 6 morning, Naxals had fled leaving behind three IEDs, each weighing five kilograms.” the official said adding that “later on the way back, they recovered three IEDs, each weighing two kilograms, in Kalepal. Meanwhile, two personnel came in contact with a pressure IED connection, triggering a blast in which both sustained minor injuries. The recovered IEDs have been neutralised by the Bomb Detection and Disposal Squad (BDDS).”

The National Investigation Agency (NIA) arrested a key accused, identified as Fuleshwar Gope (44) in the People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), terror funding case from Gumla District of Jharkhand on July 13, reports Outlook. An NIA official said, Gope, a resident of Gumla District, was arrested for his alleged involvement in converting extortion money into legitimate means using a dubious company. The case pertains to the seizure of INR 2.538 million from Dinesh Gope, the chief of PLFI. The money was about to be deposited in a bank in Ranchi by the associates of Dinesh on November 10, 2016, but four accused were arrested on the same day and the case was charge-sheeted on January 9, 2017, the official said adding that the NIA, after taking up the investigation of the case on January 19, 2018, arrested six more accused, conducted searches and seized properties worth INR 9 million lakh and other incriminating documents.

In one incident, Maoists exchanged fire with a team of Police in the forest near Thokkuguda village of Thiryani Mandal (administrative sub-division) in Komaram Bheem Asifabad District on July 14. No casualties were reported on any side and the Maoists escaped taking advantage of the dense forest. The Superintendent of Police (SP) Vishnu S. Warrier said, “around 10.30 p.m. on July 14, when Police parties were searching in Thokkuguda village, a Maoist Dalam (armed squad) carrying AK 47 and SLR weapons attempted to fire at us and we retaliated. As a result, the Dalam fled from the scene in the dark.” Following this incident, Police arrested a Maoist sympathiser – Kova Ananth Rao of Thokkuguda in Thiryani Mandal for sheltering the Maoist Dalam. According to the SP, Kova Ananth Rao gave food and shelter to the Dalam led by State Committee member Mailarepu Adellu alias Bhaskar. In the second incident, Maoists exchanged fire with Police in Bhadradri Kothagudem District on July 15. A Policeman suffered a bullet injury, in the incident. Police recovered a weapon and 13 kit bags from the encounter spot.

According to the Superintendent of Police (SP) Abhishek Pallava, the District Collector recently visited the area during which some people from Parcheli sought construction of roads, an Anganwadi, and other development projects in their village. The officials had assured the villagers their demands would be considered. When Maoists came to know about this, a group of 10-15 armed Maoists convened a meeting in the village, and used sticks to brutally hit the villagers, including women and children, the SP said adding that “such mass beatings of villagers by Maoists has become frequent. According to NIA, Manjhi, a resident of Giridh District in Jharkhand, was a member of the Bihar-Jharkhand Special Area Committee (BJSAC) of CPI-Maoist. He was reportedly active in Naxal [Left Wing Extremist, LWE] activities in Parasnath area of the District and was instrumental in the collection of huge amounts of levy from contractors engaged in developmental projects being undertaken in that area. As per the report, the East Division Committee secretary of CPI-Maoist, Aruna in a press release requested the people to celebrate Charu Mazumdar’s birthday and pay grand tributes to all martyrs who laid their lives in the people’s movement. According to the Maoist leader, 16 Maoists were killed in AOB in the last one year from July 2019 to till the date. Six Maoists – Sweta, Somla, Mangu, Dhannu, Sujatha and Santi and a school student was killed at Tiria on July 27 of last year and Commandar Rakesh was killed at Dabaguda on August 28. The in-charge Senior Superintendent of Police (SSP), ATS, Deepan Bhadran said the trio have been identified as Samu Oraya, his brother Birsa Oraya and the woman cadre Badiya alias Babita Katachap. While Katachap was arrested from near Mahisagar in Dahod District, Samu Oraiyya and Birsa Oraiyya were arrested from Vyara town in Tapi District. They were part of the Pathalgadi movement in 2016 in Jharkhand which started primarily in Communist Party of India-Maoist (CPI-Maoist) belt of Khunti and its surrounding Districts in Jharkhand, where the tribal population had erected huge stone plaques outside their respective villages which announced a restriction on entry of any 'outsiders' in their villages. “We have also collected literature related to CPI-Maoist. The mobile phones and laptop of the accused have also been seized for further probe. The accused Birsa and Samu were involved in collecting money to spread the ideology of Pathalgadi movement in Tapi. They also questioned the Maoists for killing innocent tribal people under the garb of branding them as ‘Police informers.’ Further, it blamed the Maoists for blasting cell towers and destroying equipment meant for laying roads and halting development work in the Agency areas. Manugur, Assistant Superintendent of Police (ASP), P Shabarish, informed that a team of Police officials and personnel while inspecting vehicles at Bugga cross roads spotted a person moving suspiciously. He was taken into custody and questioned. During questioning he revealed his identity as Paddam Somaiah, resident of Budugula village in Manugur Mandal (administrative sub-division), and confessed to the Police that he was a sympathiser of the CPI-Maoist. He was serving as local Maoist party member and used to provide the Maoists shelter and essential commodities. An Improvised Explosive Device (IED) weighing 40 kilograms, planted by Communist Party of India-Maoist (CPI-Maoist) cadres, was recovered by a joint team of Security Forces (SFs) on the Basaguda-Tarrem road between Sarkeguda and Pegdapalli villages in Bijapur District of Chhattisgarh on July 26, reports The Pioneer. Police on July 27, said that as many as 48 Naxals [Left Wing Extremists, LWEs] have either surrendered or have been arrested in combing operations or killed in encounters across the Kolhan Division comprising East Singhbhum, Seraikela-Kharsawan and West Singhbhum Districts of Jharkhand in the last seven months and most of the rebels belong to Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. As per the Police, a major chunk of the 48 Maoists hail from West Singhbhum District, which recorded 32 arrests and six casualties between January and July 25. West Singhbhum, Superintendent of Police (SP), Indrajeet Mahata, said, “in the wake of the increased search and combing operations in the District, 32 extremists belonging to the CPI-Maoist and its splinter group People's Liberation Front of India (PLFI) have been arrested.” He added, “this year, 12 encounters have taken place in the District so far, in which six — including three women activists of CPI-Maoist — were found dead.”

As per the report, the villagers in Maoist affected Bhadradri Kothagudem District have been given targets that they need to meet whenever the Maoists come for a collection. The Maoists have been entering Telangana from the bordering Chhattisgarh and are trying to revive the culture of extortion. Sources in the intelligence department said, “the locals in tribal areas are made to pay INR 10 for every member of the family. If there are, say, five persons in a family, people have to shell out INR 50 in addition to a kilogram of rice. An autorickshaw owner is made to pay INR 1,000. A kirana (grocery) store owner INR 1,000 and any farmer who owns a tractor has to pay INR 5,000.”

A District Reserve Guard (DRG) trooper, identified as Laxman Bedja was injured in an exchange of fire with the Communist Party of India-Maoist (CPI-Maoist) cadres in the forest of Aautpalli village under Basaguda Police Station limits in Bijapur District of Chhattisgarh on July 29, reports The Pioneer. The National Investigation Agency (NIA) on July 29, arrested three persons identified as, Laxman Jaiswal alias Laxman Sao (46), Ramesh Kumar Kashyap alias Ramesh Hemla (35) and Kumari Linge Tati (25), from Dantewada District of Chhattisgarh, in connection with the killing of Bharatiya Janata Party (BJP) legislator Bhima Mandavi on April 9, 2019, in an IED (Improvised Explosive Device) explosion carried out by Communist Party of India-Maoist (CPI-Maoist) cadres, reports Hindustan Times. The NIA Spokesperson Sonia Narang said the arrested persons were allegedly providing logistical support to the Maoists for carrying out the attack in which Mandavi and four of his security personnel were killed. The attack was earlier investigated by Chhattisgarh Police. The NIA took over the case in May, 2019 after which it arrested two persons, Bhima Tati and Madka Ram Tati – in April this year. The NIA spokesperson said “Investigation has revealed that arrested accused Laxman Jaiswal alias Laxman Sao, who runs a grocery shop in Nakulnar, provided electric wires, explosive substances, and other items for the IED blast carried out by CPI-Maoist cadres. Accused Ramesh Kumar Kashyap alias Ramesh Hemla (ex-sarpanch of Kakadi village) and Kumari Linge Tati were instrumental in providing logistic support to the Maoists and were part of the conspiracy which led to the killing of Mandavi and four security personnel”.

The Maoists, who are on the run, reportedly observed Martyrs Week in a grand way at a pylon of their martyrs close to the Andhra Pradesh borders. They conducted a meeting with the people of around 15 villages in the cut-off area of Malkangiri District of Odisha in which their top leader and AOB Special Zonal Committee (AOBSZC) secretary Gajarla Ravi alias Uday alias Ganesh addressed the gathering. The Maoist leader alleged that the newly constructed bridge on the river Seeleru at Janbhai area in Malkangiri District is nothing but for the easy access to the villages in the cut-off area than to provide transport facility to the public. Chandrasekhar Rao or VVIPs in the State, reports The Times of India on August 1. As per the report, the Intelligence wing is planning to engage experts to train the birds, which will be pressed into aerial security services during the VVIP movement.
