United States (US) Secretary of State Mike Pompeo on July 1, in remarks to the press on the reports of the Russian bounties for Taliban militants, who kill Americans, says adverse Russian engagement in Afghanistan is nothing new, reports Tolo News. Mike Pompeo said, "The fact that the Russians are engaged in Afghanistan in a way that's adverse to the United States is nothing new…Some members of Congress who are out there today suggesting that they are shocked and appalled by this, they saw the same intelligence that we saw. So, it would be interesting to ask them what they did when they saw whatever intelligence it is that they are referring to.”

The Afghan Government on July 5, revealed one of the main reasons behind the delay in the intra-Afghan negotiations, saying it is not releasing 597 prisoners of the 5,000 inmates, reports Tolo News. These individuals are accused of “crimes and moral issues” and are on a list that was given to the Government by the Taliban, said Ahmad Rashid Totakhil, Head of the Prisoners’ Release Affairs. “'Murderers’ are on the Taliban list and the government has resisted. It is a (victims’) rights issue and the law does not allow to release someone under the pretext of being a Taliban member, who is charged with murder or even moral crimes like rape,” Totakhil said. These individuals were to be freed as part of the confidence-building measures established in the US-Taliban agreement signed in February 29, 2020.

A source on July 9 said that the Taliban has handed over a replacement list for the 592 prisoners which were originally rejected as release candidates by Afghan Government, reports Tolo News. The Government so far released 4,019 prisoners and the Taliban has released 737 prisoners. Earlier, the Afghan Government revealed one of the main reasons behind the delay in the intra-Afghan negotiations, saying it is not releasing 597 prisoners of the 5,000 inmates that were to be freed as part of the US-Taliban agreement, because these prisoners are being held not only for being affiliated with the Taliban, but because they are allegedly guilty of serious "moral" crimes. Meanwhile, the Taliban has said that the group will not endorse the intra-Afghan talks unless the Afghan Government releases its 5,000 prisoners from the jails.

Head of the High Council for National Reconciliation, Abdullah Abdullah, on July 10 criticized the Taliban for not ending violence in the country and thus preventing the peace process from moving forward, reports Tolo News. Abdullah Abdullah made the remarks at the end of a four-day meeting titled "Strengthening Regional and International Consensus" attended by representatives of at least 20 countries and international organizations, including the United States and the United Nations. Referring to the prisoner release, Abdullah said: “We will get to the number, 5,000. I had discussions with President Ghani in that regard and spoke about it earlier in detail. That’s part of the phase...which is confidence building measures and we need to move from this phase to the next, which is the phase of engagement but in between also the level of violence which is unacceptable is mainly caused by the Taliban,” Abdullah said.
