The RAND Corporation, United States (US)-based research center, has developed the draft agreement and the document has been shared with several senior Afghan officials and politicians in Kabul as well stakeholders in the region, reports Tolo News. The news portal claims the document as a potential peace agreement between the United States, the Taliban and the Afghan government. The 49-page document titled “Agreement on a Comprehensive Settlement of the Conflict in Afghanistan” details proposals regarding a final peace agreement for Afghanistan at the end of a negotiating process.Based on the document, a core bargain involving both the internal and external parties includes a declaration of a ceasefire, Taliban’s complete renunciation of links with the terrorist organizations, complete, phased ending of the current US and North Atlantic Treaty Organization (NATO) military mission over an 18-month transitional time period. The document suggests that the Afghan parties may invite the international community to form a small, limited “Afghanistan Support Team” focused exclusively on counter-terrorism.

Justice Minister Abdul Baseer Anwar said on January 8 that he sees no significant shortcomings in Afghanistan’s Constitution which would impact the peace process or impede the Taliban from engaging in peace talks with the Afghan Government to end the conflicts in the country, reports Tolo News. His remarks come a day after the disclosure of a detailed document that has been prepared as a potential peace agreement between the United States (US), the Taliban and the Afghan Government.According to the document, the new political arrangements within Afghanistan will include adoption of a new constitution within the 18-month transitional period. The leaked paper has also predicted the establishment of a transitional government in the aftermath of a possible peace accord between the parties to the conflict. The transitional Government is to be led by a rotating chairman and several vice chairmen, the document suggests. But the Justice Minister said it is the Afghan Government which will make the final decision about a potential constitutional amendment. All provisions reflected in the Constitution are not creating any hurdles for peace talks or for the Taliban to join Government, Anwar added.

The Taliban said on January 8 they had called off peace talks with United States (US) officials in Qatar this week due to an “agenda disagreement”, especially over the involvement of Afghan officials as well as a possible ceasefire and prisoner exchange, reports Daily Times. Two days of peace talks had been set to start on January 9, Taliban officials said earlier, but the Taliban had refused to allow “puppet” Afghan officials to join.“The U.S. officials insisted that the Taliban should meet the Afghan authorities in Qatar and both sides were in disagreement over declaring a ceasefire in 2019,” a Taliban source said.Taliban spokesman Zabihullah Mujahid said earlier the two sides were still working on the technical details and were not clear on the agenda for the talks. The US Embassy in Kabul did not immediately respond to a request for comment about the cancellation. The talks, which would have been the fourth round with US special envoy Zalmay Khalilzad, would have involved a US withdrawal, prisoner exchange and the lifting of a ban on movement of Taliban leaders, a Taliban leader had told Reuters.

Afghan President Mohammad Ashraf Ghani on January 30, said that the Afghan Government has the key for peace and reconciliation since a proper plan, program, and road map is available with the Government, reports The Khaama Press. He also emphasised that the government wants unconditional negotiations with the Taliban but reconciliation process has conditions. This comes as efforts are underway to launch direct negotiations between the Afghan Government and Taliban group to end the violence in the country but the Taliban has so far rejected to hold talks with the Government. In response to Taliban’s stance for considering the Government as illegitimate and refusing direct talks, President Ghani questioned the legitimacy of Taliban group and the justification the group offers for waging war. Ghani added the religious scholars have denounced the killings of civilians and suicide attacks during the gatherings in Mecca and Indonesia.

A number of religious scholars had a detailed discussion on the ongoing peace talks at a gathering in Balkh province on January 31, where they said they are in favor of any option which is used for achieving peace in the country, “even if it is establishment of an interim Government”, reports The Khaama Press. The clerics called on the Taliban to lay down their arms and enter face-to-face talks with the Afghan Government so that they can share their demands directly with Afghan officials. The group also agreed in principal on a draft framework for peace after six-day talks with US officials in Qatar. US Special Envoy Zalmay Khalilzad earlier on January 26, said the key for peace is at the hand of Afghans as he acknowledged that progresses have been made in the peace process. Balkh clerics said showing willingness for peace is a sign of “surrender” to the will of the Almighty Allah; therefore, the religious scholars said, the Taliban should not have any fear from joining peace. “The religious scholars here at this gathering in general are in favor of any option which is used for achieving peace whether it is an interim government or a transitional government. We accept all of them. We hope that government and Taliban accept this option for the sake of peace,” said Sayed Abdul Wakil Akhundzada, a religious scholar in Balkh.
