The Taliban on April 5 said their peace deal with the United States (US) was nearing a breaking point, accusing US of violations that included drone attacks on civilians, reports ABC News. The Taliban said they had restricted attacks against Afghan security forces to rural outposts, had not attacked international forces and had not attacked Afghan forces in cities or military installations. The Taliban said these limits on their attacks had not been specifically laid out in the agreement with the U.S. signed in February 2020. Taliban had also censured the Afghan government for delaying the release of 5,000 Taliban prisoners promised in the agreement. The Taliban issued warning of more violence if the U.S. and the Afghan government continue alleged violations of the deal.

The United States on April 5 has linked international aid for Afghanistan to the settlement of a protracted political crisis, which has seen the war-shattered country politically paralyzed and threatens to derail a nascent peace-building deal with the Taliban insurgency, reports VoA. “It can’t be business as usual for international donors in Afghanistan,” Alice Wells, the top American diplomat for South and Central Asian affairs, warned in a tweet. “International aid requires partnership with an inclusive government and we all must hold Afghan leaders accountable to agree on a governing arrangement,” wrote Wells, the principal deputy assistant secretary. The political stalemate between President Ashraf Ghani and his chief rival, Abdullah Abdullah, stems from the disputed September 28 Afghan election and its outcome. Separately, Col Sonny Leggett, an American military spokesman has rejected insurgent allegations it was violating terms of the U.S.-Taliban deal signed on February 29.

The head of the Independent Directorate of Local Governance (IDLG), Matin Bek, on April 6 said that the delay in the release of Taliban prisoners is due to the insistence of the group for the release of their 15 senior commanders who are involved in “big attacks”, reports Tolo News. Bek is also a member of the negotiation team appointed by the President Ashraf Ghani. “We are ready to release 400 (prisoners) in the first phase. It is the Taliban who do not want this. They are asking for the release of the 15 (commanders). If we release the 15 individuals, their hands are stained with people’s blood,” Bek.The release of 5,000 Taliban prisoners is part of deal signed by the US and the Taliban in Doha on Feb. 29.Bek said demands reveal the Taliban’s "stubbornness" and it is "not acceptable" as it will lead to the fall of provinces and the continuation of violence in the country.

A draft of a Taliban charter “The charter of the Islamic emirate of Afghanistan,” shared by Government sources, consisting of a list of rules, presumably intended as a guide for the potential future governance of Afghanistan, Tolo News on April 13. The charter, which calls for the establishment of an Islamic emirate, has 149 articles which include a broad range of topics covering how laws will be passed to the mandate for a white flag. According to the document, final decisions in all affairs are made by the emir, and the Islamic emirate is not obliged to implement United Nations laws that are in contravention of Islamic values. The charter says that free speech, human rights, and civil rights are to be implemented within the framework of Islamic teachings. The charter clearly states that "an Islamic emirate" will be the system of governance, and says that proposed legislation will be enacted only after bills are agreed upon by the "leadership council,” the "ulema council" (religious leaders), as well as the emir or his deputy.

The Taliban on April 14 rejected a document titled the "Charter of the Islamic Emirate of Afghanistan" saying it has "nothing to do with the Islamic Emirate”, reports Tolo News. “Yesterday, some media outlets published documents with many articles and claimed it was the charter of the Islamic Emirate. After the occupation of the United States, the Islamic Emirate has only a jihadist bill, and the Taliban commissions are regulating this. These papers, called the "charter," have nothing to do with the Islamic Emirate,” said Zabiullah Mujahid, the Taliban spokesman.

The United Nations Assistance Mission in Afghanistan (UNAMA) released its latest report regarding the civilian casualties in Afghanistan which were inflicted in the first quarter of 2020, reports The Khaama Press on April 27. “The UN Assistance Mission in Afghanistan (UNAMA) documented a total of 1,293 civilian casualties (533 killed and 760 injured) in Afghanistan during the first three months of the year, underscoring the heavy toll the conflict continues to inflict on the civilian population,” UNAMA said in a statement. The report further added that the anti-Government Elements (AGEs) continued to be responsible for the majority of civilian casualties – 55 per cent – during the first quarter, causing 710 civilian casualties (282 killed and 428 injured). “UNAMA attributed 39 per cent to the Taliban, 13 per cent to Islamic State of Iraq and the Levant–Khorasan Province (ISIL-KP) and the remainder to undetermined AGEs.” The number of civilian deaths attributed to AGEs – particularly the Taliban – increased by 22 per cent in the first quarter of 2020 as compared to the same period in 2019, mainly due to an increase in targeted killings and summary executions, UNAMA added.

The Taliban group has claimed that 46 inmates have contracted the novel coronavirus in Afghan jails, warning that the group would avenge if its prisoners lose their lives due to the disease, reports The Khaama Press on April 29. “We had previously warned that the prisoner situation in the Kabul administration jails is dire as facilities are packed and there are widespread issues regarding food, drink and medicine availability therefore if the novel coronavirus were to enter these prisons, it could prove catastrophic,” the group said in a statement. The statement further added “Responsibility here falls squarely on the shoulders of the United States of America because if it had shown urgency in the implementation of the agreement, we could have made major progress in all facets including the release of prisoners and detainees would have been saved from this danger…The Kabul administration officials along with the supposed human right organizations and those raising humanitarian slogans all failed at taking this issue seriously and have pushed the situation to the brink,” the statement said. Taliban statement warned, “All sides must understand that if the prisoners of the Islamic Emirate are lost, each one will be asked about and revenge taken upon the cold-hearted enemy.”

The Unite States (US) now has fewer than 10,000 troops in Afghanistan according to three unnamed sources familiar with the deployments, reports CNN on April 30. This means that US is ahead of schedule on the commitment to drawdown troops after the US-Taliban peace deal signed on February 29, 2020.According to the agreement, the US has until mid-July to fulfil its pledge to reduce troops to 8,600, from the total 12,000 to 13,000 in Afghanistan. The coronavirus (covid-19) pandemic has accelerated the drawdown somewhat, one US defense official said. There has been a pause in a significant amount of military training activity due to the virus, which has made it easier to send some US troops home. The Pentagon said it wasn't providing updates on current troop levels "due to operational security concerns associated with the draw down," but said in a statement that the drawdown is ongoing.

United States (US) Navy commandos raided an unnamed village and detained suspected militants of the Taliban-linked Haqqani network, reports Daily Mail on April 30. Meanwhile the U.S. intelligence community tried to track the cell phones of Mark R. Frerichs,an US contractor, and his captors. While the circumstances surrounding the abduction in January 2020 remain unclear, the previously unreported operation described by multiple American officials over the past month shed new light on early efforts to locate. The Pentagon and U.S. Special Operations Command declined to comment on the SEALs’ raid adds The Diplomat. The rescue effort is being coordinated through the FBI-led, multiagency Hostage Recovery Fusion Cell, which said in a statement that it was working with its partners to ensure “that Mark Frerichs and all Americans held hostage abroad are returned home.”
