The Governor of Uruzgan, Assadullah Saeed, says that at least “80 percent” of legal cases in the southern province are assessed and decided by the Taliban, due to an absence of judiciaries and courts in most Districts of the Uruzgan province, reports Tolo News on February 6. “At least 80 percent of our problems are decided by the Taliban because we (the local government) are not present there,” the Governor said, referring to legal cases. “We continue our efforts to send the police chief and other officials to the districts if we can. It is certain that there are problems.” He also said that the residents are referring their cases to the Taliban. Information by multiple local officials reveal that judiciaries do not operate in most districts of Uruzgan, which has five districts –instead, their employees are operating from the center of Uruzgan or from Kabul. Khas Uruzgan, Choora, Shaheed Hassas, Gizab and Dehraood are the five districts of Uruzgan. The city of Tarinkot is its center.

Abdul Khalil Aseer, a spokesperson for Takhar Police office said that Chah Ab Police have arrested two members of the Taliban group who had earlier played main roles in occupancy of a village in the District, along with 30,000 Afghan Afghani (AFN) cash value each, which were given for anti-Government activities in Chah Ab District. According to the Ministry of Interior, on February 28, Taliban militants launched attacks on three Afghan Forces checkpoints in Kapisa, Laghman and Badakhshan Provinces, which resulted in the killing of at least one member of the Afghan Local Police (ALP) and the wounding of three others. February 28 was the seventh and last day of the reduction in violence period.

On February 29, the United States (US) and the Taliban signed “Agreement for Bringing Peace to Afghanistan,” that will pave the way for the withdrawal of US forces from Afghanistan in exchange for a number of solid assurances by the Taliban to the US and its allies, reports Tolo News. The agreement states that the US will fully withdraw its forces over the next 14 months, and that the current force of about 13,000 troops will be reduced to 8,600 within 135 days. Non-US NATO and other coalition forces will also be reduced proportionally over that time. The agreement has four key parts- a) Guarantees and enforcement mechanisms that will prevent the use of the soil of Afghanistan by any group or individual against the security of the United States and its allies, b) Guarantees, enforcement mechanisms, and announcement of a timeline for the withdrawal of all foreign forces from Afghanistan, c) After the announcement of guarantees for a complete withdrawal of foreign forces and timeline in the presence of international witnesses, and guarantees and the announcement in the presence of international witnesses that Afghan soil will not be used against the security of the United States and its allies, the Taliban will start intra-Afghan negotiations with Afghan sides on March 10, 2020 and d) A permanent and comprehensive ceasefire will be an item on the agenda of the intra-Afghan dialogue and negotiations.
