A Sri Lanka Monitoring Mission (SLMM) official, Alf Stoelam, on board a Navy patrol boat in the sea off Upparu in Trincomalee suffered injuries, as Liberation Tigers of Tamil Eelam (LTTE) cadres fired at the boat on April 5-morning, military spokesperson, Brigadier Daya Ratnayake, stated. The Navy patrol craft with the SLMM representative and seven sailors aboard was attacked with machine guns from a LTTE hideout in the un-cleared areas. "It was a deliberate attempt by the LTTE to provoke the Navy since the SLMM flag was clearly visible and there was every possibility that the LTTE knew about the presence of a SLMM monitor on board," added Ratnayake.

STF Commandant, Nimal Lueke, stated on April 5 that 44 cases were reported from the camps for Internally Displaced People where the LTTE had tried to abduct Tsunami orphans. "Despite the STF's efforts to protect the IDP camps, armed LTTE cadres had stormed camps and abducted 19 children," claimed Lueke. The figure could be much higher since the above figures were reported only from the cleared areas, he added.

Meanwhile, LTTE's Trincomalee district political wing leader, Elilan, told British Broadcasting Corporation's Tamil service that the outfit returned fire only after they were fired at by the naval boat which came up to 200 metres of the coast. However, Olaffsdottir said that the "LTTE's claim is wrong" as the monitor who was on board confirmed that Sri Lanka navy did not fire at the LTTE.

It also accused the LTTE of recruiting directly from the camps for Tsunami victims. "There have been 106 verified cases over the last three months," said UNICEF spokesperson, Marc Vergara. On April 7, Foreign Minister, Lakshman Kadirgamar, stated that the Liberation Tigers of Tamil Eelam (LTTE) will not be given any major powers under the proposed joint mechanism for Tsunami reconstruction in the North and East that would barter away the country's interests. "It will be strictly limited to the demands of the present situation," he said adding that they have to face the "uncomfortable reality" that the LTTE cannot be left out completely in the North and East reconstruction. The Government has submitted their second set of proposals for the joint mechanism to the Norwegian mediators and the LTTE response to these proposals is expected once their leaders return from their European tour.
