the document states that "in their discussions on the peace process, concern was expressed over ceasefire violations. Particular concern was expressed over the illegal acquisition of air capability." Indian Express reported that India has offered to assist Sri Lanka redesign its air-defence network and also train Sri Lankan personnel or provide guidance and advice in designing air defences, after allegations that the Liberation Tigers of Tamil Eelam (LTTE) have acquired at least two aircrafts. On the subject of economic cooperation, President Kumaratunga and Prime Minister Singh noted that bilateral trade recorded a volume of US$ 1.8 billion in 2004 with the trade imbalance between the two countries having narrowed significantly. With regard to the Sethusamudram Canal Project, it was agreed that an exchange of views between the Indian and Sri Lankan technical experts should continue. This would be with regard to environmental concerns and prospects of closer economic cooperation between the two countries in the Palk Bay area.

The Sunday Times reports that the Liberation Tigers of Tamil Eelam (LTTE) may be building an airfield in the Ichachalampatti forest areas of Trincomalee, close to the Sri Lankan Naval base in China Bay. The LTTE had declared out of bounds to the public an area of around 2 acres of lamd in the Sampur area around Thakarawadi and military sources informed that large stocks of cement were being moved to the area where the clearing was taking place and that their 'speculation' was that the LTTE was constructing an airfield. However, the report added that though the evidence suggests the construction of an airfiled, the Government does not have concrete proof.

On June 7, speaking at a press conference in Kilinochchi after the meeting with Norwegian Ambassador Hans Brattskar, Liberation Tigers of Tamil Eelam (LTTE) 'political wing' leader S. P. Thamilchelvan warned that government’s continuing refusal to provide travel security to its military commanders across government-controlled areas will lead to a ‘potentially explosive situation’. "Frequent consultation between our military commanders from Batticaloa, Amparai and Trincomalee with the LTTE leadership in Kilinochchi is extremely critical to our movement's operational readiness to maintain peace. Norwegian facilitators have been providing an acceptable mechanism for us until recently. Colombo's refusal to continue this arrangement has forced us to plan our own means of providing travel arrangements using our own land, sea or air capability. We have clearly indicated to the Norwegian delegation that this will lead to a potentially explosive situation," he said.

United States Assistant Secretary of State for South Asian Affairs, Christina Rocca, testifying before the US House of Representatives International Relations Sub-committee for Asia and the Pacific on June 14, said the division within the Sri Lankan Government and the absence of trust between the Government and Liberation Tigers of Tamil Eelam (LTTE), which continues to use assassinations and suicide bombers, underscoring their character as an organisation wedded to terrorism and justifying their designation as a Foreign Terrorist Organisation, are the main reasons for the breakdown of the peace process. However, she also said the United States’ primary goal in Sri Lanka is to help the country end more than a decade of conflict between the Government and the LTTE.

The Sri Lankan Government and the Liberation Tigers of Tamil Eelam (LTTE) signed a Memorandum of Understanding (MoU) for establishing a Post-Tsunami Operational Management Structure (P-TOMS) on June 24. With this, an administrative mechanism for reconstructing the country’s Tsunami-affected coastline has come into effect. The P-TOMS, also known as the Tsunami Relief Council, aims at ensuring equitable distribution of international assistance for the reconstruction of the coastline. The MoU will be in force for a year, with an option to extend it for "an additional period or periods" by consensus between the two signatories. Representatives of the Government and the LTTE serially signed the MoU in Colombo and Kilinochchi, after the Janatha Vimukthi Peramuna (JVP) party disrupted Parliament on June 24-morning protesting against the move.

According to The Hindu, the Liberation Tigers of Tamil Eelam (LTTE) on June 30 set a 14-day deadline for the Sri Lankan Government to "unequivocally express its commitment" to the 2002 cease-fire agreement (CFA) or threatened to "resort to its own pre-ceasefire arrangements" that would put the CFA "at serious risk." The outfit stated its position during a meeting with the Sri Lankan Monitoring Mission (SLMM) and representatives of the Norwegian embassy who visited the LTTE-held Kilinochchi. "The Government should state its position if it is adhering to the CFA," the LTTE political wing leader, S. P. Thamilselvan told journalists. The deadline, he claimed, was given both verbally and in writing. The CFA provides for a 14-day notice by the parties for a pullout.
