Chief of the LTTE's Peace Secretariat, S. Puleedevan, warned on August 3 that the cease-fire agreement will be meaningless unless the Government ensures safety of their cadres carrying political work in the military-held areas. "There's no point in continuing this cease-fire agreement while our members are being assassinated and killed without any difficulty and without punishment of the perpetrators. We don't want to be like sitting ducks. If political members are not allowed to function in the military controlled areas, it's really undermining the whole cease-fire agreement," said S. Puleedevan in Kilinochchi.

The Head of the Government Peace Secretariat, Jayantha Dhanapala, in an interview on August 10 reportedly said that the Government would not hunt down and disarm the breakaway faction led by 'Colonel' Karuna as demanded by the LTTE considering it as an internal problem of the outfit. "They (Karuna faction) do not qualify as a paramilitary group because they were not there prior to the Cease-fire Agreement. To go after them would involve going into the deep jungles, where there is a risk for the troops when confronting LTTE groups quite apart from Karuna groups. And those confrontations can lead to major incidents that could rupture the entire Cease-fire Agreement," said Dhanapala.

Sri Lanka’s Foreign Affairs Minister, Lakshman Kadirgamar, was shot dead by an unidentified gunman near his private residence on Bullers Lane in the heart of the capital Colombo on August 12-night. While no arrests have been made thus far, authorities suspect that the assassination was carried out by the Liberation Tigers of Tamil Eelam (LTTE). Inspector-General of Police, Chandra Fernando, told reporters that "It's the Tigers.'' According to Fernando, "The Minister had just returned from a swim and was getting inside his home when he was shot.'' He said there were two snipers hiding in the adjacent buildings. Kadirgamar, an ethnic Tamil and one of the most highly protected ministers, had nearly 100 elite bodyguards deployed to protect him. Early this month, two suspected LTTE cadres were arrested while they were gathering information on his movements. He had been targeted by the outfit for his staunch opposition to the division of Sri Lanka. He was appointed Foreign Minister in April 2004 and had previously held the position from 1994 to 2001.

Denying involvement in the assassination of Sri Lanka's Foreign Minister Lakshman Kadirgamar, Liberation Tigers of Tamil Eelam's (LTTE) Political Head, S. P. Thamilchelvan on August 13 stated that there are several forces opposed to the Cease Fire Agreement (CFA) in the South. "We also know that there are sections within the Sri Lankan Armed forces operating with a hidden agenda to sabotage the CFA," he said and urged Colombo to conduct a thorough investigation to identify the assassins. However, the Government rejected the LTTE's statement that the organisation had no involvement in the assassination. "We are not in a position to accept the denial of the killing by the LTTE," cabinet spokesman Nimal Siripala de Silva said. He added that "this is a violation of the ceasefire, a definite setback for the process and according to the information available at the moment it’s the LTTE".

The President added that "initial indications of the investigation seem to reveal the clear responsibility of the LTTE in his brutal murder. It is unacceptable that a group that talks endlessly about being committed to a ceasefire would so blatantly violate the same."

The Sri Lankan President Chandrika Kumaratunga on August 16 recalled Parliament from recess to endorse a state of emergency declared after the assassination of Foreign Minister Lakshman Kadirgamar on August 12. "After it’s ratified, we are going to extend the emergency by one more month," Health Minister, Nimal Siripala de Silva, told Reuters ahead of the special parliamentary session on August 18. "The President has summoned parliament since it’s a constitutional requirement after the declaration of an emergency within 10 days", said de Silva. The emergency would have to be extended because the killers were still at large and the Government feared there might be more such attacks despite a cease-fire with the Liberation Tigers of Tamil Eelam (LTTE).

According to AFP, the Liberation Tigers of Tamil Eelam (LTTE) on August 28 demanded an end to the state of emergency imposed on August 18, saying the expanded police powers could derail the proposed talks on the cease-fire. The outfit claimed that talks with the Government to strengthen the truce would be meaningless while emergency laws are in operation that gives police far broader search and arrest powers. "If the state of emergency is to continue for long... one foresees a tragic situation in which even direct talks may not be of any use," said the outfit’s official publication, Viduthalaippuligal (Liberation Tiger). It further stated: "It is therefore the yearning of all peace-loving people that the emergency should be lifted, and lifted immediately."
