The Secretariat for Co-ordinating the Peace Process (SCOPP) spokesperson, Sharminee Serasinghe, told BBC Sandeshaya (BBC Sinhala) that the Government has decided to provide security escort to the Liberation Tigers of Tamil Eelam (LTTE) cadres within the Government-controlled areas. General Secretary of the SCOPP, Jayantha Dhanapala, had conveyed this decision to the Sri Lanka Monitoring Mission (SLMM) in a meeting held on July 11. Responding to the LTTE demand that cadres be transported in the same vehicles along with the security personnel, the SCOPP said that while a SLMM monitor would travel with the LTTE, Sri Lankan Army will provide the security escort. Earlier, the outfit had urged the Government to make steps to provide security escort to their cadres travelling through Government-controlled areas before July 15 or else the cadres will have to be armed while travelling through those areas, which would be a breach of the 2002 ceasef-ire agreement.

The judgement said that the location of the Regional Committee's headquarters in the LTTE-held town of Kilinochchi and the creation of a special fund under foreign control for the mechanism were illegal. Earlier, a case was filed by the Janatha Vemukthi Peramuna (JVP) and Jathika Hela Urumaya asking the Court to declare the P-TOMS agreement null and void. The stay order will be valid until a review by the Supreme Court on September 12, 2005.

The Hindu reports that the Sri Lankan Government on July 29 filed a review petition requesting the Supreme Court to reconsider its interim injunction on the Post-Tsunami Operational Management Structure (P-TOMS) agreement between the Government and the Liberation Tigers of Tamil Eelam (LTTE). The Government has reportedly asked the court that it be permitted to carry on with the operational aspect of the P-TOMS as it was a "delegated power" made by the Government to the LTTE and did not amount to granting the rebels the functions of the Government. The court on June 25 had restrained key operational clauses of the agreement. The interim injunction was granted by the Supreme Court following a Fundamental Rights petition by the former ruling party, the Janatha Vimukthi Peramuna.
