The dead body of an Iranian national, identified as Mohtaj Ubair, was found hanging from a tree in the Mashkail town of Kharan District on April 1, reports The Express Tribune. Balochistan Levies personnel found a piece of paper from the body that read “death to the informer of Iran”. Assistant Commissioner Asghar Syapad said, “The body bore multiple marks of torture and he was hanged to death.” According to details, Ubair had come to visit his relatives in Pakistan and was abducted from Chagai District on the same day.

Police arrested the salesman of Al Badar Bookshop, identified as Khuda Bakhsh, and seized ‘objectionable’ material, including books, during a raid at the store in Gwadar District on April 2, reports Dawn. “Police raided the bookshop after receiving information about objectionable books and other material kept there,” District Police Officer Pervez Umrani said. According to details, the Policemen also confiscated two books on Balochistan’s history, Lala Hatu Ram’s ‘Tareekh-e-Balochistan’ and Dr Shah Mohammad Marri’s ‘Baloch’.

The Judicial Tribunal tasked to investigate the discovery of 17 dead bodies from mass graves in Tutak area of Khuzdar District is expected to produce its findings within a month, reports The Express Tribune. The Tribunal, headed by Balochistan High Court (BHC) Judge Justice Noor Mohammed Meskanzai, sought eight more weeks on February 28, 2014, as it wanted to record the statements. “The extension of eight weeks will help the tribunal to record the statements of maximum number of people,” Home Secretary Balochistan Asad Gilani said. Spokesperson of Balochistan Government Jan Mohammed Buleidai said, “High Court judge is investigating this case and we hope that responsible will be brought to justice.” The DNA tests of 13 dead bodies are yet to be submitted to the tribunal. Officials have only identified one body as that of Naseer Ahmed through a piece of paper recovered from the body. All the bodies were decomposed beyond recognition.

A total of 5,573 acts of terror across the country have cost the lives of 8484 people, including ten foreigners, during the last four years, disclosed the Government in the National Assembly on April 4, reports Daily Times. Also among the terror victims are 185 children, the Federal Ministry of Interior told the Lower House of Parliament in a written reply to the queries of Pakistan People’s Party’s (PPP) Dr Nafeesa Shah. The province-wise breakup of terror acts revealed that Balochistan was most affected, leading with 3098 acts of terrorism followed by 1499 in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) with 648 incidents. In number of human loss, FATA topped the list where 3240 persons lost their lives in these terrorism acts followed by KP with 2311 human lives losses and 1985 in Balochistan. The number of persons killed in Punjab stood at 643 and in Sindh the number was 313.The most tragic figures came about the children in these terrorists attacks that came to 185 in last five years based on the data received from KP, Islamabad, Pakistan Occupied Kashmir (PoK) and Gilgit Baltistan. The Government also informed the House that 60 proscribed organizations are being kept under watch and its cadre enlisted under Schedule IV of Anti-Terrorism Act (ATA) are being strictly monitored.

Four Iranian soldiers abducted by Jaish-al-Adl (Army of Justice) militants on February 6, 2014, returned home after being held for two months. A spokesperson for Frontier Corps (FC) in Balochistan on April 5 rejected the notion that the kidnapped Iranian guards were present on Pakistani soil, reports The Express Tribune. He further said that the guards were released inside Iran after mediation by an elder of the Shah Bakhsh tribe. “They have not been released in Pakistan. We don’t know where they were kept or released. We have no indication that these Iranian border guards were kept in Pakistan,” said Foreign Office Spokesperson Tasnim Aslam. According to details, on April 4, 2014, it was reported that the Iranian border guards captured by Jaish-al-Adl militants were freed. According to a media report, only four of the five abducted guards were handed over to Iranian officials in Pakistan alive. They were accompanied by the body of the fifth, which the rebels had executed. “The soldiers were handed over some hours ago by the small terrorist group Jaish-al-Adl to Iranian representatives in Pakistan,” said the Fars News Agency (FNA), quoting an unnamed security official. However, Pakistani officials could not confirm the release.

The Pakistan-Afghanistan border at ‘Friendship Gate’ in Chaman town of Qilla Abdullah District was closed on April 4, a day before the Afghan Presidential elections are scheduled to take place, reported Dawn while quoting an unnamed official. An official of the Frontier Corps (FC), a para-military force said that the border was completely closed by the border forces of the two countries. He said the major reason behind closure of the border was to avert any untoward incident on the eve of Afghan polls. "The border will remain closed on April 5, 2014(Saturday)," he said. According to details, personnel of paramilitary troops were deployed on the Pakistani side of the border to maintain order on the eve of historic Afghan elections. Similarly, the Afghan border force has also strengthened security to ensure peace on the eve of polls. "

Frontier Corps (FC) on April 7 claimed to have killed more than 30 militants in Parodh area of Kalat District, reports Dawn. Khan Wasey, the FC Spokesman said that the forces launched an operation against militants in Kalat District's Parodh area. He further added that 10 security personnel also sustained injuries during the operation and the "Forces also destroyed six vehicles of miscreants". "There is an intense firing between forces and miscreants", Wasey added. Security Forces also claimed to have recovered rocket launchers, hand grenades, hand-held bombs and other arms and ammunition from the possessions of militants. Provincial Interior Minister Sarfraz Bugti confirmed that the SFs seized a large quantity of weapons during the raids and that 10 members of the paramilitary force were wounded in the fighting. The FC Spokesman claimed that the targeted militants were involved in recent attacks on passenger trains, Security Forces (SFs) and other vital installations in different parts of the province.

A BNF spokesperson said that SFs had launched the operation against locals after suffering a defeat ‘at the hands of the Balochistan Liberation Army (BLA) in Kalat and Nushki Districts’. BLA ‘spokesperson’ Mirak Baloch said his armed men brought down a gunship helicopter in Kalat and killed several SFs personnel in response to the operation. “After facing tough resistance, the SFs carried out shelling on the local population and targeted innocent Baloch people,” Mirak said. According to Human Rights Commission of Pakistan (HRCP) Vice Chairperson Tahir Hussain Khan, nearly 30,000 members of the Hazara community have migrated in the last five years from Balochistan to other parts of the country, reports The Express Tribune on April 12. Khan said that the flow of migration increased as nearly 1,000 members of the Hazara community have been killed in targeted attacks since 2009. Members of the Hazara community leaving Quetta and other parts of the province comprise businessmen, highly educated workers and senior government officials, amongst others, he added. While discussing sectarian violence in the Province, Khan warned, “This conflict can turn into a civil war if it is not addressed properly at this stage.” Further, Khan, who is also the President of HRCP’s Balochistan Chapter, added that more than 10,000 Hindus have also fled the province as abductions-for-ransom have become routine over the last three years here.

A senior Police Official said that the IED was concealed in tomato crates. “Only the fuse of the IED went off causing panic and stampede in the market,” SP Mohammad Jaffar said. Bomb Disposal Squad (BDS) officials said the bomb weighed around two kilogrammes. “There have been no casualties because the IED did not explode,” a BDS official said. The Chairman of the Organising Committee of the Balochistan National Party-Mengal (BNP-M), Jehanzeb Jamaldini, on April 16 said that Prime Minister (PM) Nawaz Sharif has failed to honour his commitment to resolve the Balochistan issue according to the wishes of Baloch people, reports Dawn. He said that BNP-M leader Sardar Akhtar Mengal and the Prime Minister had discussed the Balochistan issue at a meeting and the PM had assured Mengal that the issue would be resolved in a political and peaceful way. Jamaldini regretted that during the nine months of the Pakistan Muslim League-Nawaz (PML-N) Government, no change had been witnessed in conditions prevailing in the province. Rather, he said, the situation had deteriorated. He said they had expected that Sharif and Chief Minister Abdul Malik Baloch would resolve the Balochistan issue but their performance had caused disappointment. He said if the federal and provincial governments could not satisfy the BNP-M leadership, how they could engage militants in negotiations. The figures were revealed in a written reply from the Federal Ministry of Interior during the question hour. Balochistan, which has seen deadly attacks on the resident Shia Hazara community, witnessed 737 killings. Sindh, where a number of doctors, professors religious leaders belonging to their sect have been targeted in recent years, 252 were killed over sectarian differences between January 2008-January 2009. Punjab, which saw some of the worst riots in the country last year following a clash of two groups in Rawalpindi on Ashura that resulted in a curfew, 104 people were killed in sectarian violence over five years. Khyber Pakhtunkhwa witnessed 22 killing. Gilgit-Baltistan, which has belied its largely peaceful outlook with incidents of sectarian violence, saw 103 people falling victim to sectarian violence. Five people lost their lives in Islamabad in sectarian attacks.

Both sides used heavy weapons against each other. An un-named security official, said that when Security Forces tried to stop a convoy of drug smugglers in Mashkel, they opened fire in retaliation, killing two personnel and wounding another. “The smugglers were trying to sneak into Iran, when the exchange of fire took place,” he said, without disclosing the number of smugglers. Chief Justice of Balochistan High Court (BHC) Qazi Faez Isa on April 29 dismissed an application submitted by Advocate Mohammed Ilyas Siddiqui on behalf of former President General (retired) Pervez Musharraf seeking an exemption from appearing in court in person for proceedings of the Nawab Akbar Bugti murder case, reports The Express Tribune. Chief Justice Isa directed the Government to ensure Musharraf’s safety for the May 19, 2014, court hearing. However, he added that the former President can seek exemption from appearing before the court after he hears the charges. Anti-Terrorism Court (ATC) Quetta, Judge Justice Anwar Kasi had dismissed Musharraf’s application for exemption from appearing in person, after which the petitioner had approached Balochistan High Court. ATC Quetta had issued five orders to Musharraf to appear in the case, but he is yet to make an appearance. The charge sheet in the case been submitted but a trial is yet to begin as Pervez Musharraf has never appeared in court to hear the charges. “If the charges were framed in the presence of the client then he would be at liberty to file application for exemption at a later stage,” the court observed.

An Amnesty International report, titled ‘A bullet has been chosen for you: Attacks on journalists in Pakistan’, is being released on April 30 (today), revealing that at least 34 journalists have been killed as a direct consequence of their work since the democratically elected government was restored in March 2008, reports The Express Tribune. It further states that the violence is not limited to killings, many more journalists have escaped assassination attempts or been threatened, harassed, abducted or tortured. The threat by the militant groups, including the Tehreek-e-Taliban Pakistan (TTP), spreads from Karachi (Sindh) to Khyber Pakhtunkhwa (KP) and the tribal areas. In those conflict-ridden regions as well as Balochistan, these groups and ethnic Baloch armed groups openly threaten reporters with death and attack them. The report describes how the Pakistani authorities have almost completely failed to stem human rights abuses against media workers or to bring those responsible to account. “The government has promised to improve the dire situation for journalists, including by establishing a public prosecutor tasked with investigating attacks against journalists. But few concrete steps have been taken,” said David Griffiths, Amnesty International’s Deputy Asia-Pacific Director. Griffiths added, “The range of threats means that journalists are placed in an impossible position, where virtually every story could put them at risk of reprisal from several sides. It also has a chilling effect on freedom of expression and is increasingly leading to self-censorship".
