A video of November 11, 2010 suicide attack on a CID office building in Karachi was released showing three young men being trained, filming their target, the heavily-guarded premises, and appearing before the camera for interviews before carrying out the attack. The 15-minute video has been produced by ‘Umer Studio’, said to be the media wing of the Tehreek-e-Taliban Pakistan (TTP), and posted by the Global Islamic Media Front on different websites. The focus is on the three youngsters engaged in armed training at an unspecified place. They appear before the camera one by one and describe their motive. The video with voiceover explains the reasons for the attack. The voiceover says: “Under the designed plan, Rahmanullah and Farmanullah destroyed the security arrangements through firing and hand-grenade attacks and Khan Mohammad drove the explosives-laden truck into the CID building that brought the structure down. It was in revenge for killings of Islamic scholars, clerics and cruelty against mujahideen.”

Express Tribune quoting two US magazines on November 4 reported that the Strategic Plans Division (SPD), in charge of the storage and security of Pakistan’s nuclear weapons, has started moving them in low-security vans on congested roads in order to hide them from US spy agencies and Indian agents all the while making the weapons vulnerable to theft by Islamist militants. The Atlantic and the National Journal, in a joint report citing unnamed sources, wrote that the US raid that killed al Qaeda chief Osama bin Laden on May 1-2, 2011 at his compound in Abbottabad, just a stone’s throw from the military academy of Kakul, reinforced Pakistan Army’s longstanding fears that Washington could try to dismantle the country’s nuclear arsenal.

Inter Services Intelligence (ISI) was behind the Mumbai attacks (November 26, 2008, also known as 26/11) as well as the July 7, 2008 bombing of the Indian Embassy in Kabul, reported Indian Express quoting a November 4 British Broadcasting Corporation (BBC) report. In a new two-part series titled 'Secret Pakistan', Bruce Riedel, the Central Intelligence Agency (CIA) officer who served as advisor to United States (US) President Barack Obama, said he had informed the then President-elect about 26/11: "Everything pointed back to Pakistan. It was a defining moment.” "I told the President Pakistan was double-dealing us and that the Pakistanis had been double-dealing the US and its allies for years and years, and they were probably going to continue to do so," he said. Riedel pointed out that "this (the attacks) had the signature of Lashkar-e-Toiba (LeT) all over it, from the very moment the attacks began. And once you link it back to LeT, you link it back to the Pakistani Intelligence service, the ISI." The second part of the programme, revealed the "CIA later received intelligence that said the ISI were directly involved in training the Mumbai gunmen". About the car-laden explosives that went off at the Indian Embassy in Kabul, Mike Waltz, who worked in the US Vice President's office while George Bush was the President, said: "Through information and a series of events (not to mention preceding intelligence intercepts) it became pretty clear the Pakistanis were behind the Jalaluddin Haqqani Network, which was behind the bombing."

The Central Intelligence Agency (CIA) on November 4 agreed to curtail drone strikes without consent of Pakistan, reported Dawn quoting The Wall Street Journal. The CIA had made a series of secret concessions in its drone campaign after military and diplomatic officials complained that large-level strikes were damaging the fragile US relationship with Pakistan. The changes include the State Department’s greater sway in drone strike decisions; Pakistani leaders to get advance notice about more operations; and the CIA to suspend operations when Pakistani officials visit the US. A senior intelligence official said that CIA Director General David Petraeus voiced “caution against strikes on large groups of fighters” and on second type of strike, known as ‘personality’ strikes that targets known terrorist leaders, and has received internal scrutiny.

Former President General Pervez Musharraf on November 6 said that Pakistan nuclear weapons are very hard targets and can never be attacked by the United States, reports Times of India. "I don't think it is possible from my purely military perspective for anyone, including the United States, to attack them that easily," Musharraf told Fareed Zakaria of the CNN in an interview. "They are very well dispersed and they in very strong positions and also guarded. So, therefore, I don't think it's as simple as Osama bin Laden action or one point action, which is a soft target. This is a very hard target. These are very hard targets. And in places which are not accessible," he said. In addition, Musharraf warned that the US withdrawal from Afghanistan would lead to Pakistan and India struggling over influence in the war-torn country. An unstable Afghanistan reeling from US withdrawal, with bordering Pakistan and India fighting for influence, would lead to disarray in the region. “I think it’s going to be very difficult, very difficult,” Musharraf added.

Schools in Pakistan are using textbooks that preach intolerance towards non-Muslim religious minorities, reported Express Tribune quoting a report published by the United States Commission on International Religious Freedom (USCIRF) on November 9. The report has been co-written by the Sustainable Development Policy Institute (SDPI) in Islamabad. The report also states that most teachers view non-Muslims as “enemies of Islam”. “Teaching discrimination increases the likelihood that violent religious extremism in Pakistan will continue to grow, weakening religious freedom, national and regional stability, and global security,” Leonard Leo, the chairman of the USCIRF said, adding, “This study, the first-ever study of its kind, documents how Pakistan’s public schools and privately-run madrasas are not teaching tolerance but are exacerbating religious differences.” The commission reviewed more than 100 textbooks from grades 1-10 from Pakistan’s four provinces. Researchers in February 2011 visited 37 public schools, interviewing 277 students and teachers, and 19 madrasas, where they interviewed 226 students and teachers. The report found systematic negative portrayals of minorities, especially Hindus and, to a lesser extent, Christians.

The United States believes that Pakistan’s nuclear weapons are in safe hands, a State Department spokesman Mark Toner said on November 9, rebutting an earlier report that Islamabad’s atomic arsenal was vulnerable to theft, reports The Express Tribune. Two US publications, The Atlantic and the National Journal, citing unnamed sources, last week said Pakistan had transported nuclear weapons in low-security vans on congested roads to hide them from US spy agencies. State Department spokesman Mark Toner told reporters in Washington that the United States was not persuaded that safety had been compromised. “We have confidence that the government of Pakistan is well aware of the range of potential threats to its nuclear arsenal and is accordingly giving very high priority to securing its nuclear weapons and materials effectively,” Toner told reporters. “We continue to have confidence… that they’re taking appropriate steps,” he said.

Tehreek-e-Taliban Pakistan (TTP) Chief Hakimullah Mehsud on November 14 warned that his fighters were planning attacks against the Government and the military to wrest control of areas that they had lost in the country's northwest, reports The Indian Express. In an Eid message posted on the TTP website in English, Urdu, Pashto and Arabic, Mehsud claimed his fighters had withdrawn from certain areas as part of a "war strategy" and were planning attacks to regain areas they had lost control of in Swat, Malakand and the tribal areas. He claimed some of the areas vacated by TTP fighters had again fallen into the hands of the TTP. The militants were waging a guerrilla war and inflicting losses on Pakistani security personnel and US elements, he further claimed. However, he claimed that the TTP were continuing the "open war" that was declared by slain TTP founder Baitullah Mehsud against the Pakistani state in January 2008 due to the country's alliance with the US. He reiterated the TTP’s loyalty to Afghan Taliban Chief Mullah Muhammad Omar, saying Muslims did not recognise the Durand Line as the border between Afghanistan and Pakistan. Mullah Omar "is our leader, guide and Ameer (chief)", Mehsud said. "The services and sacrifices made by the TTP for the Islamic Emirate of Afghanistan have been proven over time and our association with them will only continue to strengthen," he said.

The investigators on November 17 said that the suicide attack of November 16, 2011 at the Karachi sea front that killed two Policemen and five militants was targeting the nearby shrine of Hazrat Abdullah Shah Ghazi, reports Dawn. The investigators found religious literature at the incident site. “The religious literature says that the washing of shrines is a sacrilege and it is only done at the Holy Kaaba,” said an investigator. According to details, the militants were preparing at the sea front to attack the Urs (ceremony of saints) ceremony which was to take place at 11:00pm, but they were taken by surprise, when the two Policemen arrived there, and blew themselves up. An examination carried out by Superintendent of Police (SP) Raja Umar Khattab indicated that the hair found at the place was that of a woman. It is being presumed that the woman was wearing a suicide vest which exploded. The plan appeared to be that the woman would blow herself up in the women’s section of the shrine and the man in the men’s section, the investigators said.

The talks are focused on the South Waziristan region and could be expanded to try to reach a comprehensive deal. The TTP are making several demands including the release of fighters from prisons, said the commander. A tribal mediator described the talks as “very difficult”. The Jama'at-ud-Da'wah (JuD), the frontal organisation of Lashkar-e-Toiba (LeT) blamed for the 2008 Mumbai attacks, organised a rally on November 24 to protest the Pakistan Government's move to give Most Favoured Nation (MFN)-status to India, reports Indian Express. JuD leaders who addressed the rally accused India of being behind shortage of water that is affecting Pakistani farmers. Senior JuD leader Ameer Hamza told the protestors that the organisation's chief, Hafiz Mohammed Saeed, has assured Kashmiri separatist leader Ali Shah Geelani that the JuD would oppose any move to give India MFN-status. "When Pakistan announced that it might award MFN-status to India, Geelani called Hafiz Saeed, and he reassured Geelani that we will not leave Geelani alone... India can never be a most favourite nation for Pakistanis," Hamza said as the protesters shouted slogans against India.

Sudden and alarming rise in daring daylight bank robberies with criminals decamping with millions of rupees in a highly professional manner hints at Karachi being infested with militants. Officials conducting investigations into the recent heists, particularly in Defence and Gulshan areas, say that the modus operandi of these criminals show that they are not petty robbers but militants who belong to various outfits which are involved in acts of terrorism. Senior officials suspect that the Tehreek-e-Taliban Pakistan (TTP) and various other militant outfits from Frontier Region (FR) Kohat and Parachinar in Kurram Agency of Federally Administered Tribal Areas (FATA) are committing robberies since they have been facing a serious financial crunch in the wake of the measures taken by the Federal Agencies to cut off their main source of income abroad, mainly Middle East.

The Federal Board or Revenue (FBR) has confessed before the Supreme Court that 3,300 NATO containers loaded with defence goods and equipment have disappeared while cases have been filed against the alleged culprits and they will soon be apprehended. The written reply revealed that the number of missing commercial containers was 28,802. Earlier, after the initial report on 7,922 missing containers, the Supreme Court had handed over the issue of investigation to the Federal Ombudsman, Dr Muhammad Shoaib Suddle. The economy of the country received a severe blow by losing PNR 500 billion as a result of disappearance of 28,802 containers and smuggling due to the inefficiency of FBR. On the other hand, considering it as a direct blow to national security and declaring the FBR as a sick institution, officials involved in investigating the missing Nato containers demanded to suspend the NATO supply immediately and reorganise the FBR.
